GENERL PT ollaborative ecision Making (-M) is an operational procedure to improve air traffic management through a better information sharing among all involved stakeholders. This new procedure increases efficiency and punctuality by improving air traffic flow and PT capacity management, reducing delays by improving events predictability and optimizing resources utilization. One of the main objectives of -M is the evaluation of the "Target Take-Off Time" (TTOT) as thoroughly as possible in order to improve the "en-route" and "sector" planning by the European TM; this can be reached by implementing a series of "PIs" (eparture Planning Information) sent to NMO and a series of "EFs" (ETFMS Flight ata Messages) received by NMO (Network Manager Operations entre). Therefore PT M can be considered as the basis for connecting the PT to TM system MIN EFINITIONS SOT (Scheduled Off-lock Time): In a coordinated PT is the PT slot assigned to a flight in a definite period. TOT (Target Off-lock Time): Time when the FT is estimated to be ready to move (doors closed, boarding bridge/stairs removed, push-back vehicle available and ready to start up), according to information from flight operational process evolution. TST (Target Start-Up pproval Time): Time, computed on TOT, when the Start-Up learance can be obtained by Napoli TWR, based on local constraints and TOT allocation. TTOT (Target Take-Off Time): Time, computed first on TOT and later on TST, when FT is expected to take-off from Napoli with its impact on the network SOT N EOT Three hours before EOT and after receiving the T Flight Plan from ENV systems, the -M platform compares the EOT with the PT slot. In case of inconsistencies between the PT slot and EOT, it will be possible to view the expected alarms on the -M platform. The airline is responsible to check the compliance of the Flight Plan EOT and the PT slot and to monitor alarms on -M platform. EPRTURE.IRPORT.RIEFING TOT TOT is automatically calculated by -M platform at EOT - hours or at the departure time or incoming flights, if departure time is earlier. Once TOT has been issued, O/G are responsible for accuracy and adherence of TOT. In case of discrepancy of more than minutes between TOT and EOT, O/G shall send a delay message (L) to NMO. In this case, -M platform generates an alarm. For other changes to the flight plan, the airlines shall send a G message. TOT can be updated by O/G without limitations till its confirmation at EOT -40 minutes. In case of any warning on -M platform, the process will not continue. t TOT confirmation a TST is issued, thereafter it can be updated up to a maximum of 3 times; otherwise the flight is removed by the pre-departure sequence and, when a new TOT is input, it is rescheduled with lower priority. TOT is cancelled if the FT is not REY within TOT + minutes. TOT has to be cancelled by O/G in case of lack of information on the reliability of the information included in the platform (e.g. FT with technical problems). In case of TOT cancellation, TST is cancelled, too: O/G are responsible for the new TOT input which shall be at least minutes after the input clock time and/or from the previous value. The new TST will be given in accordance with the new TOT. Since TOT plays a fundamental role in the PT process, data accuracy is fundamental, both in terms of its reliability and of timeliness of the communication in case of update TST TST is calculated by ENV system according to the TOT, and it is communicated to the O/G through the -M platform. s for TOT, also TST is updated for changes of { minutes. EPRTURE.IRPORT.RIEFING STRT-UP N PUS-K The Start-Up learance will take place after the REY and in accordance with the procedure in force. Pilot-in-ommand can ask for Start-Up uthorization and clearance within TST { minutes. Napoli TWR will give the Start-Up (ST) uthorization and the clearance taking into account TST and the actual traffic condition on the PT. Push-ack approval must be requested not later than 3 minutes after Start-Up learance (ST), and it shall start within minutes from Push-ack learance. If the operations delays exceed the expected tolerance parameters, the flight will be asked to recontact O/G and input a new TOT. 3.. Ready means: handling operations completed, doors and holds closed, stairs retracted or removed, push-back tractor connected to the FT (nose-in stand) and stand clear of vehicles and personnel with exception of equipment that may be necessary for engine start-up. FT will be instructed to move from the stand by Tower only when released by the erodrome Operator GES. Pilots must request start-up clearance from NPLES Ground. FT must begin start-up procedures only after push-back and only when no men and equipment are in the area.
