Draft technical regulatins are develped by the natinal authrities f the Custms Unin member-cuntries n behalf f Eurasian Ecnmic Cmmissin Draft technical regulatins are develped in accrdance with the Guidelines fr mdel structure f technical regulatins f the Eurasian Ecnmic Cmmunity, apprved by the EurAsEC Interstate Cuncil Decisin 321 f The prcess f technical regulatins develpment includes prcedures f ntificatin abut the beginning f technical regulatins develpment and public cmment f its draft. Immediately prir t the technical regulatin apprval, the prcedure f its natinal crdinatin is prvided. Technical regulatins are apprved by the Eurasian Ecnmic Cmmissin Cuncil decisin, and the lists f standards are apprved by the Eurasian Ecnmic Cmmissin Cllegium decisin. b) Natinal technical regulatins Technical regulatins are develped in line with the plan fr the develpment f technical regulatins, which is prepared by the authrised bdy (Cmmittee fr Technical Regulatin and Metrlgy f the Ministry f Industry and New Technlgies) and is apprved by the Gvernment State authrities are the unique bdies t develp technical regulatins. Specialised expert cuncils are created by the state authrities t carry ut the develpment f technical regulatins, The prcess fr the develpment f technical regulatins prvides fr prcedures f ntificatin n cmmencement f technical regulatins develpment, and public cmment n their drafts, Technical regulatins are apprved by a Gvernment decree. 2. Participatin in the mandatry technical regulatin activity 2.1. This methd f adptin is applied t the natinal standards with identical degree f cnfrmity in the presence f the fficial versin f the internatinal standard in Kazakh and Russian languages, and in the absence f the need fr an internatinal standard (internatinal tl) editrial changes. 2. Republicatin 2.1. Reprinting Allwed. This methd is applied fr the adptin f natinal standards with identical r mdified degree f cnfrmity in the presence f the fficial versin f the internatinal standard (internatinal tl) in Kazakh and Russian languages, and in the absence and (r) a need fr an internatinal standard (internatinal tl) editrial changes and (r) technical deviatins. 21

22 2.2. Translatin Allwed. This methd is applied fr the adptin f natinal standards with identical r mdified degree f cnfrmity in the absence f the fficial versin f the internatinal standard in Kazakh and Russian languages. In this case, the natinal standard with an identical degree f cnfrmity must be issued in bilingual frm (in Kazakh and Russian languages) and, if necessary, in the fficial language f the internatinal r reginal rganisatin fr standardizatin, in which it was published Redrafting Allwed. This methd is applied fr the adptin f natinal standards with a mdified degree f cnfrmity in the presence f the fficial versin f the internatinal standard (internatinal tl) in Kazakh and Russian languages r n the basis f the fficial translatin and the need fr the internatinal standard editrial changes, technical deviatins and / r a difference in structure between the natinal and the internatinal standard. Methds f incrpratin f internatinal, reginal and freign standards withut their adptin as natinal standards: Reference methd 5 - allwed It is allwed t use the standards f internatinal and reginal rganisatins, as well as ther nrmative dcuments n standardizatin f freign cuntries, 5 Applicatin f internatinal, reginal and internatinal standards, which are referenced in legal dcuments (including the cntracts between businesses) 22

Recrd registratin is effective fr the term up t the data f decisin being taken by the authrised bdy fr technical regulatin n the applicatin f internatinal standards and internatinal tls as natinal nes; and fr the standards f the CIS cuntries - as natinal r interstate standards, but nt exceeding the validity term f the standard r tl. Recrd registratin f ther categries f tls is issued fr a perid nt exceeding the validity f the registered dcument.
