3 I. 5G: a disruptive generatin 5G will make it pssible t increase netwrk capacity, prvide significantly faster cnnectins, and enable the develpment f a hst f innvative services fr cnsumers and businesses: virtual and augmented reality, ultra high definitin, autnmus cars, smart cities 5G will mark a jump in perfrmance in terms f: Speed (x 10) Transmissin time ( 10) Reliability f cmmunicatins 5G is a digital sciety enabler. It will allw the develpment f a variety f applicatins in a wide array f sectrs: cnnected cars, telemedicine, rbtics, the Internet f Things. 3

Free up and award frequencies Release GHz band: rearrange frequencies assigned t ther uses (WLL-WiMAX, Ministry f the Interir s radi systems, weather applicatins ) t fully release the band 26 GHz band: identify frequencies that can be made available (the GHz subband in particular was identified in the new Eurpean Cde fr allcatin by end f 2020) and the cnditins fr switching ver users target bands, timetable (public cnsultatin launched n 22/05) 1.5 GHz band ( L band ): Diagnse the state f and demand fr the band, and analyse switchver cnditins (upcming public cnsultatin summer 2018) Prepare Define the technical cnditins fr using the bands, t avid interference between 5G netwrks and existing applicatins (ultra-bradband fixed wireless access, radar, etc.) in 5G bands and adjacent bands Establish the spectrum award timetable t enable 5G service launches in 2020 Award Define award prcedures and their sequence (upcming public cnsultatin Oct. 2018): Award mechanism, blck sizes, spectrum cap Obligatins (ntably rlluts) and frequency sharing rules 9

Prepare and streamline rllut cnditins Develp/accelerate backhaul: examine the cnditins under which peratrs deplying an FttH netwrk shuld prvide a base statin cnnectin slutin In particular, Arcep has already established the right f peratrs that have invested in FttH netwrk rlluts t use surplus fibres fr mbile base statin backhaul (Decisin N RDPI f 17 May 2018) Meet the technical challenges f 5G rlluts (technical experts grup), ntably: Assessing the feasibility f netwrk sharing (micrcells, active antennae, macrcell/micrcell interactin, etc.) Assessing the feasibility and assciated restrictins f prviding specialised mbile services n public netwrks (e.g.: PMR, cnnected cars, etc.) Fster 5G and small cell rlluts, and identify and help spread best practices (within a wrking grup with lcal authrities): Explre the pssibility f aligning practices in terms f the rules gverning access t public infrastructure fr 5G rlluts Establish a best practices guide fr lcal authrities n small cell deplyment cnditins 10

Mbilise stakehlders and fster new use cases The use cases enabled by 5G will require jint actin frm stakehlders frm a wide variety f backgrunds, t test and develp new partnerships and business mdels, thanks t full-scale pilt prjects (hspital, prt, sectin f smart mtrway, etc.) A 5G pilt windw, pen since January trial authrisatins granted in the GHz band The list f identified cities is nt exhaustive, and can be expanded n request, and depending n frequency availability Arcep examines every request in the GHz and GHz bands: in cncert with the Ministry f the Armed Frces, the windw includes GHz in the upper end f the 26 GHz ( GHz) band. Mbilise stakehlders and fster new use cases In additin t issuing trial authrisatins, Arcep is wrking t mbilise the stakehlders, and especially t: Mbilise start-ups: thanks t its presence at Statin F and in ther business incubatrs, Arcep is supprting start-ups thrugh infrmatin, facilitating prcedures and helping with trials. Dedicated 5G briefings are already planned (Autumn 2018) Wrk hand in hand with the Gvernment t bring tgether stakehlders frm the same value chain frm sectrs that are a pririty in terms f applicatins, t facilitate cnnectins and btain feedback n demand, ntably with respect t frequency allcatins: cnnected cars smart farming industry 4.0 Share infrmatin n 5G trials/pilts being cnducted in ther cuntries, t better understand pssible uses Create a screcard fr 5G rlluts in France This will infrm the wrk being dne n determining the frmat and cnditins fr future frequency awards 12

16 5G pilt windw In January 2018, Arcep created a 5G pilt windw (5G@arcep.fr) t: Enable rlluts under real-life cnditins t: Understand hw stakehlders can live tgether; Test and fster new business mdels; Test the innvatins ushered in by 5G. Gals: cnnected hspitals, smart prts, smart mtrway sectins, etc. Obtain initial feedback t help design future awards. Arcep is already issuing trial authrisatins in the GHz and GHz bands, which are under its respnsibility. The list f cities annunced in January 2018 fr the GHz band is nt exhaustive. All requests are examined. Wrking tgether with the Ministry f the Armed Frces, this windw has been expanded t the GHz in the upper part f the 26 GHz ( GHz) band fr which equipment is expected t be available first, as they are millimetre-wave bands. This band is expected t drive disruptins in terms f perfrmance, ntably speed, and s innvatin. 16

18 July 2018: trial authrisatins in Paris regin Several authrisatins have been requested fr the Paris regin as they can serve as a vital internatinal shwcase. 19 Clse-up: 5G and cnnected cars Three use cases authrised in July 2018 fr cnnected cars: Trials at the Linas/Mntlhery speedway, in partnership with UTAC-CERAM: these trials seek t explre cnnected car-related applicatins pened up by 5G mbile data transfer fr delivering infrmatin, entertainment, platning*, expanded sensrs, etc. Orange trials Buygues Telecm trials The Saclay 5G Autnmus Vehicles prject invlving Nkia, Vedecm and their partners aims t prvide wireless cverage t autnmus vehicles, t cver travel utside the city centre, and cmpare the advantages f different ITS G5, LTE and 5G technlgies. * Gruping vehicles by platns 19
