3 PROJECT OVERVIEW Backgrund These are trying times in Newfundland and Labradr. With lagging cmmdity prices, shrinking gvernment budgets, shifting demgraphics, a grwing rural-urban divide, evlving technlgy, and rapidly fragmenting and increasingly cmplex challenges facing the prvince, cuntry, and wrld, Newfundland and Labradr needs ecnmic and scial innvatrs nw mre than ever t help diversify and grw the ecnmy, slve intractable scial prblems, and maintain and imprve the quality f life fr everyne. As the prvince s nly university, Memrial University has a significant rle, and great respnsibility in supprting the develpment and success f all manners f innvatrs acrss all f Newfundland and Labradr. T help the peple f the prvince turn current challenges int pprtunities and future grwth and prsperity, and take advantage f Federal and Prvincial interest in supprting innvatin, Memrial must act quickly, deliberately, and in a crdinated way, in cncert with a range f partners. The MUN Innvatin Initiative is the next step in ding this by re-imaging the nature and cnfiguratin f innvatin supprts acrss the university t ensure they best supprt and empwer students, faculty, staff, and external partners t create a better wrld thrugh innvatin. Building On Strength Memrial basts extensive and grwing expertise and capacity fr innvatin f all types. This includes several wrld-leading technlgy develpment and cmmercializatin rganizatins, a grwing range f scial innvatin rganizatins, faculties and schls with cutting edge research and teaching prgrams, state-f-the-art facilities and equipment, supprtive knwledge mbilizatin and public engagement systems, and ever-evlving plans and plicies such as the new Technlgy Transfer and Cmmercializatin Strategy. Universities & Innvatin Innvatin grws frm a very small seed: an idea. The act f grwing that idea int smething real the hard wrk, the risks, the late nights, early mrnings, and endless cups f cffee is a very micr-level struggle between success and failure. But innvatrs d this wrk within a brader scial cntext, r innvatin system. Healthy innvatin systems can prvide the cnditins fr mre ideas, mre actin, and mre innvatin. And universities are key parts f these systems. In explring hw innvatin systems wrk, schlars have taken their preferred analgy, the helix thrugh multiple iteratins r mutatins, as it were, up t the current quintuple helix. 1 The quintuple helix, includes gvernment, business, pst-secndary institutins, citizens, and the envirnment. These elements frm the basis f the knwledge ecnmy, stakehlder grups and rganizatin that cntribute t knwledge creatin thrugh business and university R&D, training, and supprting bth f these. They accunt fr the brad scial cntext within which innvatin takes place, including the scial and demcratic aspects f knwledge, mst readily expressed thrugh media, arts, plitics, etc. And they include eclgy amng innvatin supprters and stakehlders, as bth the site f and fundamental surce f innvatin. 1 Carayannis et al. 4 Much f this capacity relates t Memrial s crss-university excellence relating t Cld Oceans and Arctic Science, Technlgy and Sciety (COASTS), but it extends t all areas f innvatin, frm genetics research t infrmatin technlgy t interdisciplinary scial, ecnmic and envirnmental appraches t supprting ecnmic grwth. Memrial has benefitted ver the past decade frm significant investments frm, and partnerships with lcal, natinal, and internatinal cmmunity, NGO and industry partners, the prvincial Gvernment, and federal departments and agencies, including the funding cuncils, CFI, ACOA, and the Atlantic Innvatin Fund. With these investments and partnerships, Memrial has cntinued t build its innvatin supprt capacity, including majr initiatives like the Cre Science Building with substantial external partner cllabratin space and the redevelpment f the Battery Facility as a public engagement and innvatin platfrm. These new initiatives stand t significantly change the landscape f innvatin supprt at Memrial. Likewise, the Federal Gvernment has made innvatin a tp pririty. Currently it is underging an intensive cnsultatin prcess t develp a natinal Innvatin Agenda, and insiders speculate that Budget 2017 will be the innvatin budget with upwards f $2 billin earmarked fr fstering innvatin acrss the cuntry. As integral cmpnents f innvatin systems, universities will play a very imprtant rle in helping gvernment accmplish its gals. As Newfundland and Labradr s University, Memrial has the respnsibility, and the tremendus pprtunity, t have a significant impact fr the benefit f the peple f the prvince. It will be thrugh the imprved crdinatin and incremental enhancement f the suite f innvatin supprts that Memrial currently features that it will be able t meet its respnsibility and better align with Federal pririties, and ultimately benefit frm Federal investment, which is the aim f the MUN Innvatin Initiative. These effrts are infrmed by Memrial s visin, missin, cre values, its three strategic framewrks Research, Teaching & Learning, and Public Engagement as well as a great deal f previus study and analysis f Memrial innvatin supprts, mst ntably, and mst recently, the Memrial University Innvatin Initiative reprt prepared by Paul Mills and Mildred Brwn, which cnslidated a lt f previus wrk, and made recmmendatins that seek t meet many f the same gals as the MUN Innvatin Initiative. Federal Innvatin Agenda The Trudeau Gvernment has identified innvatin, particularly increasing innvatin acrss the cuntry, as a majr pririty. T this end, they have develped a gvernment-wide initiative t develp a natinal Innvatin Agenda. Navdeep Bains, Minister f Innvatin, Science and Ecnmic Develpment, Kirsty Duncan, Minister f Science, and Bardish Chagger, Minister f Small Business and Turism, will lead prcess that will result in an actin plan aimed at building an inclusive and innvative Canada. T achieve this visin, the Gvernment f Canada will fcus n six areas fr actin: prmting an entrepreneurial and creative sciety supprting glbal science excellence building wrld-leading clusters and partnerships grwing cmpanies and accelerating clean grwth cmpeting in a digital wrld imprving ease f ding business Public engagement will include nline cnsultatin, and rund-table discussins hsted by members f the panel f Innvatin Leaders. The Innvatin Panel includes: Dr. Tyler Wish, the MUN alumnus and CEO f St. Jhn s-based Sequence Bi. The idea f inclusive grwth lies at the fundatin f the Federal Gvernment s Innvatin Agenda. The Wrld Ecnmic Frum has been encuraging gvernments t lk beynd traditinal measures like GDP t measure the health f their natinal ecnmies, and the quality f life f their citizens. Increasingly, the fcus is n inclusive grwth which is measured but a hst f diverse indicatrs such as gender equality, pverty, health, water, fd, and energy security and sustainability, and s n. This idea is gaining tractin with many gvernments, including thse led by Obama and Trudeau. 4

10 INITIATIVE TIMELINE Three Phases The cnfluence f a number f factrs has led t nw being the perfect time fr the MUN Innvatin Initiative. A great deal f internal review and planning has already been undertaken in varius parts f the university, and bth the Federal and Prvincial gvernments are putting mre emphasis than ever n innvatin, and in particular the rle universities have t play in fstering innvatin. The gals, bjectives, and activities f the MUN Innvatin Initiative can be rganized int three phases t help ensure rigur and timeliness in thinking, planning, and implementatin. Certain elements f each phase may happen cncurrently, but fr the mst part, the success f subsequent phases will depend upn the substantial cmpletin f the preceding phases. PHASE 1: REVIEW Over the past number f years, different units at Memrial have undertaken a number f extensive reviews t understand and assess Memrial s existing and ptential innvatin supprts, and hw they can best align with prvincial need.
