3 Preface Research data are imprtant assets fr the Danish universities as well as fr Denmark bth scientifically, ecnmically, and financially. The amunt f research data is increasing, as are the requirements fr lng-term preservatin f the data. Data management is, fr example, a key element in the Danish Cde f Cnduct fr Research Integrity published at the end f 2014, which pses cmmn challenges f financial, technical, legal, and plitical nature fr the institutins. The purpse f this strategy is t ensure Denmark better and mre cmpetitive research thrugh efficient cllectin, securing, disseminatin, and reuse f relevant research data. The strategy was adpted by DeIC (Danish e-infrastructure Cperatin) and DEFF (Denmark s Electrnic Research Library) n the basis f a draft prepared by the Steering Grup fr Natinal Data Management, which has been submitted fr cnsultatin with the primary stakehlders the Danish Rectrs Cnference, the eight universities, and the preservatin institutins (the Ryal Library, the State and University Library, and the Danish Natinal Archives). Danish Regins, registers, research cuncils, fundatins, and gvernment research institutins were nt represented, and any implementatin f the strategy within the latter area shuld therefre be cnsidered separately, and the dialgue with these parties shuld be prmted in the future prcess. As a fllw-up n the strategy wrk, DeIC and DEFF, in cllabratin with universities and preservatin institutins, have agreed t finance cmbined effrts in the data management area by cntributing almst DKK 40 millin in the perid This English versin f the strategy is a cmpressed versin f the Danish, which, tgether with identificatin annexes and ther annexes primarily in Danish is available at deic.dk/datamanagement. DeIC and DEFF, 30 January DeIC DeIC is established under the Danish Ministry f Higher Educatin and Science and prvides e- infrastructure (cmputing, data strage, and netwrks) fr research and research-based teaching. Via an agreement between the universities and the Danish Agency fr Science, Technlgy and Innvatin, DeIC is required t perfrm develpment activities f natinal and inter-institutinal nature, including in the research data management area. DEFF DEFF is an rganizatinal and technlgical cllabratin between Danish research libraries, educatin libraries, and special libraries with the verall bjective f ensuring ptimum utilizatin f research-based infrmatin resurces. Pilt prjects On a natinal level, there is extensive variatin within the main academic areas in respect f the cnditins, needs, and preferences in the data management area, and the challenges shuld therefre primarily be addressed at a mre discipline-specific level. On an internatinal level, natinal tp-dwn plicies withut prvisin f infrastructure and supprt functins have prved ineffective, whereas parallel and gradual develpment f lcal and natinal plicies, infrastructures, and supprt functins cupled with a strng partnership rganizatin and cnsiderable natinal financial supprt have prved highly effective. On this basis, the main pints f the strategy are as fllws: That lcal, discipline-specific and researcher-relevant initiatives at university level are cupled with cllabratin at natinal level with fcus n crss-rganizatinal knwledge sharing, prjects, and infrastructures. That the internatinal nature f the research is taken int cnsideratin t ensure that initiatives as far as pssible are based n internatinal experience and cllabratin and aim at ensuring a crrelatin between lcal, natinal, and internatinal activities; e.g. that internatinal infrastructure is utilized when pssible, and that natinal and lcal infrastructure is nly established when necessary. That DEFF and DeIC facilitate and financially supprt the prcess in cllabratin with the universities and the preservatin institutins (the Ryal Library, the State and University Library, and the Danish Natinal Archives). Prvided that the universities and the preservatin institutins c-finance the implementatin and a viable mdel fr data management ging frward, the main effrts fr will cncern: Establishment r expansin f supprt functins at the universities within the research data area, which advise researchers n infrastructures and IT tls, dcumentatin (metadata creatin/capture) and infrmatin rganizatin, legislatin, and legal issues. Establishment r expansin f similar supprt functins at the preservatin institutins. 5 Abut the strategy Backgrund natinal and internatinal develpments The website f the Ministry f Higher Educatin and Science states regarding Free access t research data 1 : The develpment in digital technlgy has cnsiderable ptentials fr scientific research. Methds fr preserving, prviding access t, and applying research data play a vital rle in relatin t ur ability t explit scientific research efficiently, including hw t avid duble-financed research. We live in an age where the amunts f data increase expnentially, and in relatin t scientific research this bth presents challenges and cnsiderable pprtunities in terms f making ur research mre efficient. The challenges cnsist nt least f preserving and rganising the enrmus amunts f research data withut lsing sight f imprtant issues in relatin t rigin, cntext, internatinalizatin, and safety. At the same time, the advantages are cnsiderable. With the right infrastructure, researchers frm many different research envirnments will be able t cllabrate and share different types f data, thereby strengthening crss-disciplinary scientific research. The researchers will be able t use, reuse, and cmbine data, thus increasing the research prductivity. In ther wrds, an increased accessibility and penness in relatin t research data will give researchers the pssibility t engage in a new and imprved scientific apprach that will benefit sciety cnsiderably. Giving researchers access t data which have nt necessarily been generated within their wn field f research has an enrmus ptential. But in rder t be able t realize such a ptential, it is necessary t structure ur infrmatin and data, in a lng-term as well as in a glbal perspective. This reflects many f the assessments and expectatins which Western gvernments and research-funding bdies have been cmmunicating in recent years, and which are gradually being translated int requirements. In Denmark, requirements fr handling, archiving, and sharing f research data are seen, primarily n the part f the Danish Cuncil fr Independent Research particularly Medical Sciences and Scial Sciences (FSE). Fr ther cuncils and fundatins in general, setting ut requirements is cnsidered n a cntinuus basis, but there are n immediate plans fr the implementatin f such requirements. Significant develpments are seen abrad. The EU s Hrizn 2020 Open Research Data Pilt sets ut requirements fr planning and executing data management with a view t the widest pssible data sharing with ther researchers, the business cmmunity, and the general public. There is a pssibility that the pilt will be cnverted int a general requirement, as was the case with the Open Access pilt. Many internatinal jurnals ffer authrs the pprtunity t describe and link t datasets as part f/annexes t articles, but this is increasingly escalating int a requirement the prerequisite fr peer review/publicatin, e.g. Nature s Plicy n availability f data and materials and PLOS One s Plicy n sharing f data, materials, and sftware. Research data management is als an imprtant element in the Danish Cde f Cnduct fr Research Integrity, which was published in : Respnsible cnduct f research includes prper management f primary materials and data. The key purpse f data management is t guarantee credible and transparent research. Data and primary materials shuld be retained, stred, and managed in a clear and accurate frm that allws the result t be assessed, the prcedures t be retraced, and when applicable the research t be reprduced. The respnsibility is distributed between the institutins, which are respnsible fr preparing research data plicies and establishing infrastructures and supprt functins in the research data area, and the researchers, wh are respnsible fr fllwing the plicies, using the infrastructures, and fr assessing hw much data shuld be stred fr hw lng. 1 last mdified Natinal strategy fr research data management Page 3

6 Strategy prcess In Nvember 2013, the Danish Rectrs Cnference cnsidered a prpsal frm DeIC and DEFF regarding a Natinal strategy and prcess fr data management (è Annexe 03). As a fllw-up n this, in February 2014, the Danish Rectrs Cnference, DeIC, and DEFF appinted a steering grup fr the strategy wrk, Steering Grup fr Natinal Data Management, with eight members appinted by the Danish Rectrs Cnference and three appinted by the Ryal Library, the State and University Library, and the Danish Natinal Archives (è Annexe 01). The terms f reference (è Annexe 02) directed the Steering Grup t deliver a draft natinal strategy, actin plans, and financial estimates fr six strategic fcus areas with a view t adptin by DeIC and DEFF and specific natinal fllw-up. The Steering Grup carried ut preliminary identificatin f a number f key cnditins as the basis fr its cnclusins and recmmendatins: A. Grant givers requirements B. Legal framewrk and challenges C. Freign inspiratin regarding plicies D. Freign inspiratin regarding incentives E. Needs and preferences f the Danish academic envirnments This identificatin prcess particularly the identificatin f the needs and preferences f the academic envirnments has had a majr impact n the Steering Grup s understanding f the challenges in the area and thus f the strategy. Several f the cnditins identified are, hwever, based n a limited data basis, and reservatins must therefre be made in respect f representativeness. The cnditins identified are available at deic.dk/datamanagement (nly C and D are in English). In early September 2014, DeIC and DEFF submitted a draft strategy with assciated actin plans and financial estimates fr cnsultatin with the universities and the preservatin institutins. The cnsultatin respnses (è Annexe 11) shwed verall satisfactin with the develpment f the strategy and its general cntent, but that an elabratin f the management structure was requested. The strategy was crrected accrdingly and finally adpted in December Needs and preferences f the academic envirnments Key t the design f the strategy is the identificatin f data management needs and preferences within the five main academic areas humanities, scial sciences, health sciences, natural sciences, and technical sciences (è Annexe 10). Overall, the identificatin prcess cnfirmed the real and significant challenges in terms f handling research data within all main academic areas. Hwever, there are examples f (narrwer) disciplines where the challenges have been slved typically in internatinal cllabratin, e.g. the Eurpean research infrastructure ELIXIR, f which Denmark became a member in The variatin in needs and preferences is huge, bth between the main academic areas and within the individual main academic areas. It is therefre necessary t understand needs and preferences at a mre discipline-specific level t ensure that the slutins actually address researchers needs and prmte research data management. This bservatin is the mtivatin behind the strategy s discipline-specific initiatives, which must be cnducted in a natinal and/r internatinal cllabratin. Hwever, the identificatin prcess als shwed that tw needs are represented in all main academic areas: A drpbx-like infrastructure fr easy strage and sharing f data with clleagues in Denmark and abrad a secure, legal, pwerful, user-friendly, and financially attractive slutin. An ffer f advice and instructin which address all phases f the data life cycle and are adapted t the cnditins, rules, and best practice within the discipline. T facilitate cllabratin between researchers acrss institutins, the universities shuld share knwledge and wrk tgether t harmnize the plicies t the greatest pssible extent. Infrmatin abut the develpment f plicies in cuntries with which research cllabratin is practised t a particular extent shuld cntinuusly be prvided fr this wrk with a view t ensuring harmnizatin, when pssible and desirable. Creatin f incentives Cnsistent effrts shuld be made (in natinal and internatinal cntexts) t create incentives fr researchers in relatin t research data management. Fcus shuld be n: è Clear and easy-t-understand plicies at the universities with the best pssible cmpatibility with the plicies adpted by partners and research-funding bdies. Cmpetent and easily accessible supprt functins at the universities, which advise researchers n infrastructures and IT tls, dcumentatin (metadata creatin/capture) and infrmatin rganizatin, legislatin, and legal issues. Efficient and attractive IT infrastructure ffers that match the needs and preferences within the disciplines. Increasing the awareness f research areas in which prcessing, dcumentatin, and sharing f datasets prmte researchers status and career fr example citatin f research data as a means f btaining academic merit. Securing the necessary infrastructure t ensure academic merit thrugh citatin f research data in the frm f unique and glbally recgnized identifiers fr researchers and datasets. Visualizatin f research data effrts thrugh expsure f datasets and researchers acrss institutins, natinally and internatinally, in accrdance with best practice within the discipline. Implementatin: Several f the effrts culd be implemented thrugh the establishment f the Natinal Frum fr Research Data Management (see fcus area 6). The remaining effrts are related t the infrastructure area (see fcus area 3). 3. Infrastructure The universities and the preservatin institutins shuld cllabrate n establishing clarity abut: The needs and preferences f the individual research envirnments and specialized research areas taking int cnsideratin bth lcal, natinal, and glbal slutins and their interactin. Identificatin f needs and preferences at main academic area level nly is inadequate, due t the diversity f the research data challenges and traditins within the individual main academic areas. The existing ffering f systems and services lcally, natinally, and glbally. The mst prmising systems and services shuld be tested and evaluated in relatin t the needs f the relevant disciplines. Establishment f a clud infrastructure in which Danish researchers can easily, securely, and legally stre and share active research data, metadata, manuscripts, etc. with clleagues in Denmark and abrad (see fcus area 6). Cmpetence develpment and supprt fr researchers The universities and the preservatin institutins shuld establish lcal ffers f supprt fr researchers in the research data management area and cllabrate n develping these supprt functins and cmpetencies. This has fur aspects: Supprt functins at the universities and the preservatin institutins which can assist researchers with challenges within the areas f infrmatin technlgy (IT infrastructure), infrmatin rganizatin, research dcumentatin (metadata creatin/capture), and legislatin. An efficient framewrk fr natinal cllabratin, knwledge sharing, and exchange f experience in the area cmpetence develpment and supprt fr researchers. Clse cllabratin with the emerging escience cmpetence centre under the auspices f DeIC. Kick-start f the lcal cmpetence develpment and f the natinal cllabratin thrugh the establishment f a jint train-the-trainer curse fr the universities key figures. è Implementatin: Establishment f the Natinal Frum fr Research Data Management (see fcus area 6). 5. Future management structure The lcal, natinal, and internatinal effrts under the strategy justify a natinal management structure. è Implementatin: The Natinal Frum fr Research Data Management is established as a three-year pilt prject which reprts n activities and deliverables t the DeIC Bard and DEFF s Steering Cmmittee with a view t annual evaluatin and assessment f whether and hw the prject shuld be cntinued (see fcus area 6). The Natinal Frum fr Research Data Management is the fcal pint fr the exchange f experience and cllabratin n the develpment f cmpetencies and infrastructures, and the Frum crdinates the Danish effrts in cnnectin with internatinal activities, participates in/fllws relevant bdies, fllws prjects such as ELIXIR acrss brders, and fllws the EU in the pen data area. The Frum guarantees that lcal/natinal slutins are nt develped if freign slutins can be utilized. The chairman is appinted by the DeIC Bard and DEFF s Steering Cmmittee n the stakehlders recmmendatin. The chairman is appinted by the DeIC Bard and DEFF s Steering Cmmittee n the Steering Cmmittee s recmmendatin. The Management Change Advisry Bard fr Research Data Management (DM LedelsesCAB) is established as a management nde and is respnsible fr supervising the natinal effrts. The Management Change Advisry Bard cnsiders recmmendatins frm the Natinal escience Cmmittee, the Technical Reference Grup fr Research Data Management, and the Natinal Frum fr Research Data Management, and submits its recmmendatins t the DeIC Bard and DEFF s Steering Cmmittee fr decisin. 10 6. Pilt prjects The fllwing cntains a mre detailed descriptin f the prjects mentined under fcus areas 1-5. Generally, the pilt prjects cnsist f a majr cnslidating pilt prject, the Natinal Frum fr Research Data Management, which cnducts the majrity f the strategic recmmendatins, supplemented by a number f small, specific pilt prjects. Natinal Frum fr Research Data Management The intentin is t prmte discipline-specific and researcher-relevant initiatives at university level and cupling these in a cllabratin at natinal level with fcus n crss-rganizatinal knwledge sharing as well as crssrganizatinal prjects, where such prjects can facilitate and qualify the wrk perfrmed and crssrganizatinal infrastructures, where these are in demand and can be established in a sustainable manner. The assumptin is that universities and preservatin institutins establish supprt functins targeted at researchers. The Natinal Frum fr Research Data Management Brings tgether the universities and the preservatin institutins practical key figures in the area with cmpetence supprt, prject manager supprt, and secretarial services frm the DeIC Secretariat. Is the fcal pint fr practical exchange f experience and practical cllabratin in the fcus areas. Is supprted financially thrugh the purchase f wrking time fr a chairman (50 per cent f the time) t versee the activities and fr the institutins key figures (up t 50 per cent f the time that they are allcated t research data management tasks). Is invlved in areas such as: Training and qualificatin within the data management area Discipline-specific clarificatin f needs and identificatin f discipline-specific best practice Advice and templates in cnnectin with the preparatin f data management plans Clarificatin and advice in cnnectin with metadata creatin and identifiers Clarificatin and advice regarding legal aspects Clarificatin and advice within the technical field Optimizatin f the interactin between lcal, natinal, and glbal infrastructures Cmmunicatin and marketing f the services ffered by the lcal supprt units. Kick-starts the lcal cmpetence develpment thrugh a jint training prgramme fr key figures. Identifies the need fr cmmn infrastructures and supprt functins, and is the venue fr develping ideas. As researchers can have significant ther needs than thse addressed by a cmmercial prduct such as Drpbx, a detailed needs analysis shuld be carried ut prir t a clud infrastructure being established. Fllw-up n and pssibly intensificatin f tw already launched initiatives cncerning glbally recgnized identifiers: Glbal ORCID identifier fr researchers, s that all researchers becme uniquely identifiable. This has already been initiated with supprt frm DEFF and fllw-up and supprt frm the Danish Agency fr Science, Technlgy and Innvatin and the Natinal Steering Cmmittee n Open Access. The Natinal Frum fr Research Data Management shuld mnitr the prject t ensure that any needs fr supplementary initiatives are addressed. Danish service t supprt the assignment f glbally recgnized DOI identifiers (Digital Object Identifier) t datasets, s that all datasets becme uniquely identifiable and citable. As part f a cmpleted DEFF prject, DTU, Technical University f Denmark, has established Danish membership f and a Danish ffice fr DataCite. This task/service shuld be handled by DeIC in future. In additin, the fllwing general criteria apply t pilt prjects: Duplicatin f wrk shuld be avided t ensure that initiatives launched have the greatest pssible impact n and generate the greatest pssible benefit fr Danish research. The slutin must demnstrate added value ver and abve the value already inherent in the institutin s prtfli f activities. The result must be widely applicable, i.e. useful acrss several institutins. The develpment and testing f infrastructure/services/cmpetence develpment initiatives must be firmly anchred in the user base.
