DESCRIPTION OF SERVICES In rder t prmte vter educatin and peaceful electins, IFES seeks t prduce and bradcast radi jingles/public service annuncements (PSAs) and radi dramas fr the upcming Ed & Ond State Electins scheduled fr September 10 and Nvember 26, respectively. Fllwing are the details f the services required: COMPONENT 1: PRODUCTION OF RADIO PRODUCTS Fur 60-secnd PSAs Tw 5-10 minute radi dramas

2 Descriptin/ Specificatin f Service Prductin f 60 secnd radi jingle/psa educating vters abut the 2016 Gubernatrial electins in Ed and Ond states. The cntent f the jingles will be unique fr each lcatin. Quantity 4 Radi Jingles fr bth state electins wuld fllw the fllwing guidelines: Ed State: Tw jingles: ne in English and anther in Pidgin language Ond State: Tw jingles: ne in English and anther in Yruba language The selected vendr will: Draft English language scripts fr jingles fr each f the State electins as listed abve, as well as Pidgin and Yruba language script fr each applicable state, based n vter infrmatin and messages prvided by IFES. The radi PSA shall cntain mtivatinal, infrmatinal and gender messaging cmpnents. The cntent f the PSA will be guided by IFES and shuld include messages n: The imprtance f the electral prcess and participatin; Imprtance f peaceful participatin in the electral prcess (Need t shun acts vilence during the electral prcess) New INEC vting prcedures, secrecy f the ballt, electin dates and ther vter infrmatin. Prvide actrs/actresses, prfessinal crew, recrding and editing equipment and any music required fr the spt. Any music used in the jingle shuld nt be riginal, but vendr must wn the rights fr the music; Prduce and recrd jingle and prvide 4 high-quality cpies t IFES n CD fr disseminatin (2 CDs fr each state cntaining the bilingual jingles); Prvide peridic and final editing f the files and insert any effects as requested by IFES; and Wrk clsely with IFES Nigeria n all aspects f the prject. Ond State: Ed State: One radi drama, in English language One radi drama, in Pidgin language The selected vendr will: Draft English and Pidgin language scripts fr the radi drama, based n vter infrmatin and messages prvided by IFES. The radi drama shall cntain mtivatinal, infrmatinal and gender messaging cmpnents. 4 COMPONENT 3: MONITORING Bradcast mnitring f anti-vilence radi PSAs and dramas fr Ed & Ond State Electin The vendr will be respnsible fr mnitring and reprting n the airing f the radi jingles and the radi dramas. Mnitring will include: Official Certificates f Bradcast verifying actual airtime at the designated dates, times and statins. Final reprting t IFES regarding verificatin as well as data and dcumentatin n radi listeners at the time f the jingle/drama. Where exact data culd nt be prvided, the vendr shuld prpse alternative surces and estimates that culd be used t mnitr reach. Vendr may utsurce media mnitring activities as apprpriate. Detail n the cst and selected cmpany shuld be included in the prpsal. REQUIREMENTS Prspective cntractrs must submit the fllwing infrmatin in the Respnse: 1. A detailed cst prpsal in Nigerian Naira (NGN), with all applicable taxes/charges clearly identified, prvided against each f the categries f services described in this request. Please nte that IFES is exempt frm VAT in Nigeria, and exclude VAT frm yur qutatin. 2. A detailed prductin, bradcast & mnitring timeline that aligns with the Descriptin f Services utlined abve. 3. A cntact name, address, and telephne number t facilitate cmmunicatin between IFES and the prspective cntractr. 4. General infrmatin abut the cntractr s histry and experience. 5. If a gvernment, its agents, r agencies, have an wnership r managerial interest in the cmpany, the prspective cntractr must indicate this when submitting its ffer. Failure t d s will result in the prspective cntractr s ffer being remved frm cnsideratin. 6. A brief utline f the cmpany, including: a. Full legal name and address f the cmpany r individual; b. Crprate and tax registratin dcuments c. Full name f the legal representative (president r managing directr) f the cmpany (nt applicable fr individuals); d. Name f any individuals r entities that wn 50% f mre f the cmpany; e. Year business was started r established; and f. U.S. cmpanies must indicate if they are a registered Small Business (Wman wned, Veteranwned, Minrity-wned, Disabled, Service Disabled Veteran-wned) 7. The prspective cntractr must disclse in writing with its Respnse any subcntracting that will take place under an award. Failure t disclse subcntracting relatinships will result in the prspective cntractr s ffer being remved frm cnsideratin. 8. Names, addresses, and telephne numbers f three business references, and apprval t cntact the listed references. IFES reserves the right t request and check additinal references. 10. Prspective cntractr must be legally registered under the laws f the cuntry in which they are rganized and pssess all licenses, permits and gvernment apprvals necessary fr perfrmance f the wrk. Cllusin is defined as an agreement r cmpact, written r ral, between tw r mre parties with the gal f limiting fair and pen cmpetitin by deceiving, misleading, r defrauding a third party. 3. Unit prices are required and in the case f discrepancies between unit price and ttal price, the unit price will be taken as reference basis in the evaluatin. 5. All prcurement will be subject t IFES cntractual terms and cnditins, and cntingent n the availability f dnr funding. 6. IFES reserves the right t accept r reject any qutatin r stp the prcurement prcess at any time, withut assigning any reasn r liability. 7.
