Opprtunities f gains fr CMOs will be identified. 4.2 Parametric Mdel Number Type Requirement Cmpliance M A generic Parametric Mdel shall be develped taking int accunt all aspects f a CMO and shw the influence f energy supply and cnsumptin. The Cntractr is nt restricted t prpse a Parametric Mdel based n what is stated in sectin 1.2 and is thus free t prpse smething different. The Cntractr is free t use cmputerised aid in the develpment f the mdel M The Parametric Mdel shall cver the fllwing Parameters: Definitin f the parameters (input and utput) invlved in a CMO Inter-Cnnectivity: Mapping f hw the different parameters

4 inter-relate t each ther in particular with regard t Energy Energy Sensitivity / Criticality t CMO: Identificatin f t what extent the different parameters are sensitive t Energy and hw this affects the CMO Life-Cycle Aspects: Incrpratin f the influence f time Fully-Burdened Csts: Prpsal fr a mechanism t translate the influence f Energy n CMOs int csts M The methdlgy fr develping the Parametric Mdel shall be agreed upn during the CR M This mdel shall be validated against the data cllected in sectin 4.1, and updated as required M This mdel shall: Offer an pen interface s that its cnstitutive mdules may be integrated individually in existing cmputer aided mdelling sftware; Be supplied with suitable dcumentatin such as a user manual as well as the full surce cde (if applicable). 4.3 Case Studies fr Land Installatins Number Type Requirement Cmpliance M Three typical Scenaris revlving arund land installatins (extracted frm the Parametric Mdel) shall be mdelled with regard t Energy as Case Studies.

5 The envisaged land-based Scenaris cver three types f installatins: One Frward Operating Base with lgistic supply by rad; One Main Operating Base including an airstrip; One Patrl Base in a remte lcatin. Fr each f these either an existing r a generic Base can be used M The details f the three Scenaris will be defined during the CR M The mdelling f the Scenaris shall be dne in tw steps: Cnventinal Design A land installatin that is based n a cnventinal apprach t Energy Efficiency and Cnsumptin and is aimed at functining as a reference Optimised Design A land installatin that is based n systems engineering and that incrprates technlgical and behaviural measures t ptimise Energy Efficiency and Cnsumptin as verall dependence n external fuel supply M The Optimised Design fr energy supply shall be develped fr the all Case Studies and be based n a mdular apprach t accmmdate future energy needs in a plug-and-play fashin. Trade-Offs invlved in the design will be clearly identified and assessed M The utput f the mdelling shall cmpare the Cnventinal Design with the Optimised Design ver time at least with regard t: Energy Cnsumptin Ttal Fuel (fssil and alternative) Energy Efficiency (taking int accunt the lgistical aspects)

Quality 5.1 General Number Type Requirement Cmpliance M The cntractr shall deliver the gds r services in accrdance with the cntracted price and delivery schedule M The cntractr shall during the entire cntract perfrmance supervise and inspect the prject in accrdance with the Quality Management Plan, t ensure that the requirements are met.

8 5.2 Quality Management Plan Number Type Requirement Cmpliance M The Quality Management Plan shall assure that the quality f the prduct is verified and dcumented M The Cntractr shall, within 1 mnth f cntract award, submit the Quality Management Plan t EDA fr review and cmments review by EDA des nt relieve the Cntractr f the respnsibility t meet the requirements that are stated in the Cntract M The Quality Management Plan shall, at the minimum, include the fllwing sectins: Prject Management Plan Risk Register Measurement Plan Verificatin Matrix Cnfiguratin Management Plan: Prcedures and instructins cncerning the cnfiguratin management Deliverables and Time Frame M The Prject Management Plan shall include: All activities within the prject, including their respective resurce allcatins, time schedules and interdependencies. Internal Prject Organisatin: Hierarchy

12 Prgress Review Meetings (PRMs) Critical Review (CR) Mid-Term Reprt (MR) Final Reprt (FR) Written and Oral Cmmunicatin M A KOM that marks the start f the Prject shall be held at the EDA premises n a date t be decided fllwing award f Cntract and reach an agreement n the way frward fr the Prject based n the Tender M The PRMs, f which the frm (e.g. meetings, telephne cnferences and vide cnferences) and frequency shall be agreed upn during the KOM and adapted t the needs during the curse f the Prject, shall prvide a frum fr: Review the status f the Prject Review the prjected way frward including milestnes and time schedule Discussins n functin and design Discussins f administrative and cntractual nature M The CR shall finalise the appraches t the three main fcal areas f the Prject M The MR shall include at least: A preliminary set f data cllected and analysed fr energy cnsumptin A draft generic Parametric Mdel An ral presentatin t be given at the EDA in Brussels, Belgium,

A written reprt (hard and sft cpy) detailing all aspects and findings f the prject (draft t be sent t the Cntracting Authrity ten days befre the agreed upn date fr the FR ral presentatin). An ral presentatin (t be given at the EDA in Brussels, Belgium) summarising all aspects and findings f the prject. The written reprt can be divided int several parts dedicated t different findings f the prject M Written and Oral Cmmunicatin by telephne, and telefax shall be the preferred way f carrying ut day-t-day Cntractr-Purchaser interactin M The KOM, and PRMs shall be preceded by an invitatin t be sent by the Cntractr t the Purchaser fur weeks in advance accmpanied with a prpsed agenda fr the meeting. Telephne- and Vide Cnferences can be explred in particular fr the early PRMs as t reduce csts and travel M The KOM and PRMs shall be chaired by the Purchaser with secretarial functins, which include drafting f the Minutes, prvided by the Cntractr M The Minutes frm the PRMs shall after cnsensus is reached in tw cpies be c-signed by the Cntractr and Purchaser.

14 7.3 Cnfiguratin Management Number Type Requirement Cmpliance M Changes (e.g. technical and administrative) during the curse f the Prject shall be dealt with swiftly and frmally as t give bth parties cmplete insight int- and cntrl ver the decisin making prcess at the time f a change. 7.4 Prject Dcumentatin Number Type Requirement Cmpliance M The fllwing dcumentatin shall be cnsidered as Prject Dcumentatin and the Cntractr shall ensure that they are kept up t date during the curse f the Prject: Quality Management Plan the first editin submitted after award f cntract and updated editins shall be made available t the Cntracting Authrity during the curse f the Prject Minutes f Meetings drafted by the Cntractr and c-signed by bth parties in tw cpies
