INTRODUCTION In preparatin f the Australian Hydrgraphic Office (AHO) intrductin f frmally nminating the respnsibility f marine peratins and functins by means f fficial ntatins n the AUS Charts, the Pilbara Prts Authrity (PPA) has intrduced these Under Keel Clearance (UKC) Standards ( Standards ) t ensure the safety f navigatin fr all marine peratins cnducted in its Prts that apply a Static Under Keel Clearance (SUKC) r an Predictive Under Keel Clearance (PUKC) prtcl, r bth. All Operatrs that cnduct any marine peratins in any f the Prts shall strictly adhere t these Standards and ensure that any vessels masters and marine pilts transiting the Prt as part f their marine peratins shall be advised f, and cmply with, these Standards. N Master shall be allwed t navigate a vessel whilst in breach f UKC thrugh PPA s respnsible waters withut the Harbur Master s frmal (written) authrisatin. 3. STATIC UNDER KEEL CLEARANCE (SUKC) The Prts Harbur Masters have determined the minimum SUKC fr their individual Prts a vessel s master is t adhere t whilst navigating a vessel thrugh PPA s respnsible waters. Masters f vessels shall strictly adhere t the minimum SUKC impsed by a PPA Prts Harbur Masters. Masters that require an exemptin frm the minimum impsed SUKC must submit a frmal (written) applicatin t the Prt s Harbur Master that includes at a minimum: Justificatin why an exemptin is required; and A Risk Assessment, if required by the Harbur Master; On determining the required SUKC fr a vessel, the Harbur Master may take int accunt the fllwing parameters but shall nt be limited t: A Vessel s: Dimensins; Carg; Maneuverability; Speed (squat) and Draft; Tug supprt; Aids t Navigatin; Passage Plan; Hydrgraphic Survey; Metcean cnditins and Lcal Knwledge. PREDICTIVE UNDER KEEL CLEARANCE SYSTEMS (PUKC) Operatrs f a PUKC (including DUKC ) shall seek the PPA s apprval prir t applying such a System fr their marine peratins in a PPA Prt. Fr PUKC Systems already in peratin at the time f the prmulgatin f these Standards, System Operatrs will cnduct the actins and submit the infrmatin as required in these Standards within 90 days f the prmulgatin date f these Standards. 4.1 Deplyment f an PUKC System PPA has cnsiderable experience in the peratin f PUKC Systems. It therefre recmmends it is cnsulted prir t an Operatr cmmitting itself t the acquisitin r deplyment f a PUKC System. Regardless f any cnsultatin with PPA, prir t the deplyment f a PUKC System fr marine peratins within a Prt, the System Operatrs shall cnduct the fllwing actins and prvide the PPA with the specified infrmatin and data Investigatins and Mdelling System Operatrs shall cnduct a thrugh meterlgical and ceangraphic investigatin and mdelling that addresses all aspects that might have an impact n vessels behavir, navigable depths and the functining f the PUKC System including but nt limited t: Wave and Swell Mdelling; Prevailing currents; Lcal meterlgical and seasnal events (e.g. Cyclnes, etc.); Tidal regime studies; Sedimentatin transprt; A This dcument is uncntrlled if printed r distributed electrnically Page 6 f 10

7 Ships Simulatr studies; and Hydrgraphic Survey (Clause 4.2). The resulting reprts, including all prcessed data gathered during the investigatins, shall be made available, in acceptable frmats, t PPA fr evaluatin System Operatin Infrmatin The System Operatrs shall prvide PPA with all PUKC System infrmatin including but nt limited t: Full details f the System Prviders including: Cmpany: ABN/ACN; Directrs; Cntact details; Quality Assurance certificatin; Insurances certificatin; Etc. System Manuals; Ship simulatin results; Metcean system: Instrument details (Make, Mdel, etc.); Psitin (lcal and datums); Sftware; Data transmissins (Methdlgy, Radi frequencies, etc.); Maintenance/Calibratin regime; and Hierarchy f redundancy against instrument and data receptin failures. Definitin f the PUKC System s UKC; PUKC s System s UKC determinatin; Minimum UKC under the PUKC System. System accuracy; System calibratin methdlgy and frequency; ICT Requirements fr PPA System access; and Reference t similar PUKC Systems perating in ther prts. The System Operatrs shall als prvide the PPA with: All gereferenced data, ENCs, verlays, etc. applied in their PUKC System and in a cmmn native frmat acceptable by PPA; and Gereferenced drawings f the areas their PUKC shall be applied t, verlaid n the relevant AUS Charts System Operatins A This dcument is uncntrlled if printed r distributed electrnically Page 7 f 10

8 During nrmal peratins, the System Operatrs shall prvide PPA with read-nly access t the Operatr s PUKC System. The System s Infrmatin and data PPA will be prvided access t will include but is nt limited t: Transit Plans reprts: Preliminary; Apprved; and Histric Real time Transit Mnitring: Chart verlay; Psitin; SOG; and Transit Breach Occurrences Histric UKC Breaches Reprts; and Metcean Data; After the required infrmatin has been prvided t, and evaluated by PPA, the Harbur Master will frmally advise the System Operatr in writing f the minimum UKC their PUKC System has t apply t their marine peratins cnducted under their PUKC System. During a Prt emergency, the System Operatrs shall prvide PPA with immediate and unrestricted peratinal access t the Operatr s PUKC System t prvide the Harbur Master with all available infrmatin and functinal interrgatin s as t determine the best curse f actin t address the emergency. 5. HYDROGRAPHIC SURVEYS Operatrs f either a SUKC r PUKC System will cnduct hydrgraphic surveys ver their area f marine peratins t the standard and at the frequency specified belw. 5.1 Survey Frequency The System Operatrs will at a minimum cnduct ne (1) annual hydrgraphic survey per calendar year ver the Operatr s area f marine peratins, as determined by the Harbur Master. The Harbur Master may require the Operatrs t cnduct mre frequent hydrgraphic surveys ver its area f marine peratin, r sectins f it as determined by the Harbur Master, in certain circumstances r events, fr example but nt limited t: Meterlgical events (e.g. cyclne impacts); Lcal cnditins: Currents; Sedimentatin transprts; Etc. 9 Histric lcal knwledge f shallwing. 5.2 Hydrgraphic Survey Standards All hydrgraphic surveys shall be cmpliant with the latest versin f the Hydrgraphic Survey Standards. If an Operatr cannt cmply with the Hydrgraphic Survey Standards, it will seek a frmal (written) apprval fr a deviatin frm these standards frm the PPA s Dredging and Survey Manager prir t undertaking any hydrgraphic survey. Failure t btain such an apprval may lead t a rejectin f the Survey Deliverables. Fllwing the cmpletin f a hydrgraphic survey, the Operatr shall submit all Survey Deliverables t the PPA s Dredging & Survey Manager fr evaluatin against the Hydrgraphic Survey Standards. The submissin shall include a summary f the minimum navigable depth the Operatr is targeting in the Prt, r sectins theref. 5.3 Navigable Depth Declaratins After the Survey Deliverables have been apprved, the Harbur Master will evaluate the Survey Deliverables and prceed t declare the minimum navigable depth in a Prt, r specific sectins theref. Once cmpleted, the Operatr shall be frmally advised f the depth declaratins by means f a Lcal Ntice t Mariners. Operatrs shall nly apply the Harbur Master s mst recently declared depths t their SUKC r PUKC Systems. 6. METOCEAN SYSTEM OPERATION, MAINTENANCE AND CALIBRATIONS Meterlgical and Oceangraphic ( Metcean ) cnditins are critical parameters t cnsider whilst ensuring the safety f marine peratins particularly when marine peratins include the navigatin f draft restricted vessels. The Operatr shall submit t PPA details f its Metcean netwrk that supprts its SUKC r PUKC System. 6.1 Metcean instruments maintenance and calibratins Operatrs shall cnduct regular inspectins and maintenance f all its metcean equipment but at a minimum interval f 4 mnths. Inspectins and maintenance shall include but nt limited t: Physical cnditin inspectin; Calibratin f the instruments data against an independent data surce; and A reprt n the instruments cnditin including but nt limited t: Lcatin; Phtgraphs; A This dcument is uncntrlled if printed r distributed electrnically Page 9 f 10

10 Cmparisn results against independent data surce; Cmmentary n data accuracy befre and after calibratins; Any changes in ffsets applied; and Recmmendatins. The Metcean instruments inspectin reprts shall be submitted t PPA within 30 days f the date f inspectin. 7. PROCESS OWNER The PPA Dredging & Survey Manager has verall respnsibility fr this prcedure.
