The 9.33 prject has allwed cncluding at the expected level f matury fr technical aspects in line with Eurpean Master Plan (ATN Baseline2 Aircraft Capacity), and has permitted t prgress n Human Factr perspective with regard t the use f datalink in varius flight phases.

4 1 Prject Overview It is reminded that the bjective f the prject is t prgress with the technical definitin and validatin f cre CPDLC services required fr a mre extensive use f D/L expected in the mid/lng terms (e.g. Airprt Operatins, I4D, AIS-MET, ASAS-ITP, ASPA, ). In additin, the prject addresses all new D/L services which will be necessary t supprt future r enhanced applicatins. 1.1 Prject prgress and cntributin t the Master Plan The prject prgressed n the technical definitin and validatin f the autmatic transitin frm ceanic t dmestic airspaces t enable lng haul aircraft cmmunicatins in dmestic envirnment. The fllwing seven future area were wrked: F1- CPDLC cmmunicatins fr Departure Clearance (including Departure Request and Rute clearance included in a DCL) F2- ATS Datalink cmmunicatins in apprach F3- CPDLC cmmunicatins fr silent transfer F4- CPDLC cmmunicatins t supprt ATSA-ITP F5- Autmatic and seamless transitin F6- D-OTIS service F7- Cnvergent Oceanic-Dmestic ATS Datalink Additinal initially nt planned tpics were addressed such as fr example the management f deferred clearances and message mnitring and multi-element message receptin including ladable elements. It is anticipated that the use f Datalink (based n ATN technlgy) fr ATS cmmunicatins will be widely deplyed in Eurpean dmestic airspaces and ultimately be managed inside the SWIM cntext. These steps frward will then enable the extensin f the use f CPDLC cmmunicatins fr nn-tactical peratins t alleviate sme existing prcedures and intrductin f new services and allw autmatic and seamless transitin f Datalink equipped aircraft frm ceanic t cntinental ATS Datalink cmmunicatins envirnments (and vice versa). The main issues are the definitin f peratinal, safety and perfrmance requirements t supprt these extensins, and the definitin f agreed prcedures at air/grund interperability level (mainly t deal with AFN and CMA synchrnized use t achieve autmatic transfers). The methdlgy applied t reach the maturity bjective f 9.33 prject was cmpsed f different elements. Its ranges frm theretical studies until prttype develpments tested in realistic envirnments. 4 f 12

The Operatinal prject 4.7.4a which was suppsed t address ATSA-ITP in Cntinental envirnment has nt been launched because spacing rules in radar cvered airspace allw aircraft t fly at the expected altitude in cruise. The OIstep AUO-0302A has been remved frm Master Plan, and successr AUO- 0302C has n plan fr deplyment. V3 (TRL5) The new lgic f management f the silent transfer was validated during RTS (Real Time Simulatin) and des nt impact the flight peratins and pilts easily manage the messages and succeed t achieve their tasks in timely manner. V2 (TRL3) At that pint in time, it is nt relevant t include D-OTIS in ATN. D-OTIS tpic has been discarded frm standardizatin grup WG-78 based ntably n 9.33 inputs. There is n plan t implement the assciated OI-Step (IS-0402 "extended prvisin f Terminal Infrmatin using datalink"). Sme Infrmatin are eligible t SWIM rather than ATN (e.g. NOTAM) -and this will be part f cmplementary activities prpsed by Hneywell beynd Clsure Gate-, while current peratins nt allw cncluding n ATN frmat fr D-ATIS. Future area 7 Cnvergent Oceanic-Dmestic ATS datalink V1/V2 (TRL2) Study paper cnfirmed the need t have cherence between Oceanic and Cntinental frm peratinal perspective. Regarding this, feedback n set f message was made t WG78/SC214 and HMI was harmnized n prttype airbrne systems. The exercise VP-477 frmally achieves the V3 validatin f the OI-step. 9 1.4 Cntributin t Standardisatin 9.33 members have significantly cntributed t the standardizatin maturity and cnsistency by prviding early feedback n develpment airbrne systems capable regarding the technical definitin and peratinal cncept. RTCA/EUROCAE SC214/WG78 fr Advanced ATS DataCmm Services and Applicatins ICAO OPLINK This activity allws t the different standardizatin grup t have mature and cnsistant specificatin as utcmes (eg ED228 standard) thanks t recmmandatins, reviews made. All these activities were fficially achieved by end f 2014 in the prject, even thugh Airbus and Hneywell cntinued t fllw the standardizatin activity with reduced invlvement. 1.5 Prject Cnclusin and Recmmendatins Thanks t the prttype develpments, technical feedbacks culd be cnsidered in WG78/SC214 standardizatin regarding the industrial cnstraint and feasibility. It is an imprtant pint t highlight as it is a strength f this prject. The detailed cnclusins are prvided belw fr the different future area: MAINLINE AIRCRAFT F1- CPDLC cmmunicatins fr Departure Clearance The maturity bjective is reached frm an airbrne perspective. The recmmendatin is t invlve grund partners t make a full end-t-end validatin in real envirnment t fully reach V3. F2- ATS Datalink cmmunicatins in apprach The maturity bjective is reached frm an airbrne perspective but tw imprtant pints remind pen which are the CPDLC availability trigger when A/C is n grund and, CPDLC inhibitin just after sending a message withut waiting the respnse Frm an peratinal lng-term perspective, the use f CPDLC in apprach still has t be further studied invlving bth the air and grund perspective, since currently implemented technical slutins make it difficult t supprt an adequate time management fr the specific peratinal cntext. As F1, it is recmmended t invlve grund partners t make a full end-t-end validatin in real envirnment t fully reach V3. It shall be nted that during Air Space User Wrkshps and assessments, pilts appreciated t have a vice cnfirmatin frm the grund ATC in any situatin t be sure t be under cntrl by the new datalink authrity. This peratinal recmmendatin shuld be taken int accunt in the peratinal prcedure. F4- CPDLC cmmunicatins t supprt ATSA-ITP 9 f 12

10 The maturity bjective is nt reached frm an airbrne technical perspective due t n peratin prject were launched. Hwever; the peratinal feedback frm the Airbus pilts is that is nt relevant t use ATSA-ITP service in cntinental area. This service is still present in WG78/SC214 standardizatin. F5- Autmatic and seamless transitin The maturity bjective is reached. Based n this study, Airbus submitted a psitin paper t WG78/SC214 regarding the transitin between ceanic and cntinental area t ease Datalink cntinuity during airspace transitins. On Hneywell side, they made feedback n this tpic t during the review f ED154 FRAC deliverable. F6- D-OTIS service The maturity bjective is reached but tw imprtant pints remain pen: T test the D-OTIS service in real envirnment allwing the cmbinatin f the cmmunicatin and navigatin tasks in each flight phase T review the HMI design t reduce clutter If yu cnsider the level f maturity and that sme services are in cmpetitin with the existing A623 applicatin (which is still under deplyment), 9.33 prject made the recmmendatin t pull this slutin ff the WG78/SC214 standardizatin, which was fllwed. F7- Cnvergent Oceanic-Dmestic ATS Datalink The maturity bjective is reached. Based n the study, the review f WG78/SC214 deliverable was made by keeping in mind the need t have cherent services and the assciated set f messages in ceanic and cntinental area. The harmnisatin was cnsidered t by develping cherent HMI between ceanic and cntinental prduct t be as much pssible transparent fr the peratinal use. The rganisatin f wrkshps with Airspace Users revealed new issues which were nt in the scpe f the prject and require further studies tgether with grund representatives t enable an extensive use f CPDLC. Fr example, the peratinal use f sme f the new datalink messages frm cntinental area was questined (e.g. reprt landing, requesting special prcedures), whereas thers were identified as imprtant and shuld be added t the message set (e.g. requesting descent). The Human Perfrmance Lg [25] develped during 9.33 prject captures any identified issues t supprt the identificatin f future studies.
