3 INTRODUCTION As a result f develpments in the autmtive, ICT and telecms sectrs and the intrductin f cnnected and autmated vehicles 1, mbility will change mre in the next twenty years than in the past ne hundred years. Further autmatin f vehicles and advances in infrmatin and cmmunicatin technlgies prvide excellent pprtunities t imprve traffic flws and t make transprt safer, cleaner and easier. This develpment culd als strengthen the ecnmy f Eurpe. Ultimately, nce fully autmated driving becmes pssible n a large scale, there may be scietal benefits beynd the afrementined gals, in terms f scial inclusin, imprved mbility services in rural areas and cities, the develpment f mbility as a service and lwer travel csts. These advantages shuld bring extra flexibility in dr-t-dr mbility, especially in the field f public transprt, als t the benefit f the aging ppulatin, vulnerable rad users and disabled persns. Furthermre, this innvatin culd be linked t ther imprtant develpments such as a shared ecnmy, decarbnisatin f transprt and the transitin twards a zer-emissins sciety and the circular ecnmy. Besides technlgical prgress, there are further challenges and uncertainties related t develpment f cnnected and autmated vehicles. There are imprtant questins t be answered regarding security, scial inclusin, use f data, privacy, liability, ethics, public supprt and the c-existence f cnnected and autmated vehicles with manually cntrlled vehicles. Member States supprt the develpment f cnnected and autmated driving thrugh a range f initiatives, such as truck platning, autpilt n the highway and the establishment f ITScrridrs. Cnnected and autmated vehicles are already being tested n public rads and are gradually being intrduced n the market fr cmmercial use. In the early stages f this transitin, pen cmpetitin between different mdels and initiatives is needed t instigate creativity and innvatin. Hwever, bth industry and users demand that new services and systems shuld be interperable and cmpatible when crssing brders. The Eurpean Cmmissin has taken imprtant steps with the Cperative Intelligent Transprt Systems (C-ITS) platfrm, the Rund Table n Cnnected and Autmated Driving and the Gear 2030 initiative. Nevertheless, a mre crdinated apprach is called fr between Member States and at Eurpean level t remve barriers and t prmte a step-by-step learning-by-experience apprach such as the Eurpean truck platning challenge. It is essential t supprt an exchange f infrmatin f results and best practices by linking and integrating such initiatives. 1 This Declaratin uses the terms cnnected and autmated vehicles and driving. Cnnected includes cperative driving: cmmunicatin between vehicles and als with the infrastructure (C-ITS). Autmated driving refers t the capability f a vehicle t perate and maneuvre independently in real traffic situatins, using n-bard sensrs, cameras, assciated sftware, and maps in rder t detect its surrundings. In the medium t lng-term, autmated driving functins will be expanded with the help f cnnectivity. Autmated includes highly-autmated and the develpment twards driverless vehicles.

4 DECLARATION OF AMSTERDAM n cperatin in the field f cnnected and autmated driving ACKNOWLEDGING that cnnected and autmated vehicle technlgies ffer great ptential t imprve rad safety, traffic flws and the verall efficiency and envirnmental perfrmance f the transprt system; RECOGNISING als the lng-term ptential fr scial inclusin and increased mbility in remte areas, as well as the link with ther develpments such as the shared ecnmy, smart cities and the transitin twards zer-emissins mbility and the circular ecnmy; RECOGNISING the technlgical, scietal, legal, privacy-related, safety and security challenges and uncertainties related t the develpment f cnnected and autmated vehicles; EMPHASIZING the imprtance f Member State and EU initiatives supprting innvatin in the field f cnnected and autmated driving, in particular thrugh the C-ITS platfrm, the Rund Table n cnnected and autmated driving and Gear 2030; ACKNOWLEDGING the imprtance f strengthening the psitin f Eurpe as a wrld leader in innvative mbility and creating new glbal market pprtunities fr industry; EMPHASIZING the added value f a mre crdinated apprach twards the develpment f cnnected and autmated driving within the Eurpean Unin, particularly in rder t facilitate crss-brder use, invlving all relevant stakehlders and taking int cnsideratin the need fr cnvergence between cmplementary technlgies; RECOGNISING the need fr a systemic apprach t ensure that benefits fr the transprt system as a whle in terms f safety, health, efficiency and reductin f envirnmental impact and t supprt seamless dr-t-dr transprt fr peple and gds as well as value-added services using data generated by cnnected and autmated vehicles while at the same time ensuring data prtectin and right t privacy.

5 I SHARED OBJECTIVES SUPPORTING the fllwing bjectives: a. t wrk twards a cherent Eurpean framewrk fr the deplyment f interperable cnnected and autmated driving, which shuld be available, if pssible, by 2019; b. t bring tgether develpments f cnnected and autmated driving in rder t reach their full ptential t imprve rad safety, human health, traffic flws, and t reduce the envirnmental impact f rad transprt; c. t adpt a learning by experience apprach, including, where pssible, crss-brder cperatin, sharing and expanding knwledge n cnnected and autmated driving and t develp practical guidelines t ensure interperability f systems and services; d. t supprt further innvatin in cnnected and autmated vehicle technlgies t strengthen the glbal market psitin f Eurpean industry; and e. t ensure data prtectin and privacy. II JOINT AGENDA AGREEING t develp and maintain a jint agenda with Eurpean stakehlders t supprt the shared bjectives. This agenda shuld identify deplyment paths fr cnnected and autmated driving in passenger and freight transprt. The jint agenda shuld include the fllwing tpics: a. Cherent internatinal, Eurpean and natinal rules The aim is t wrk twards the remval f barriers and t prmte legal cnsistency. The legal framewrk shuld ffer sufficient flexibility t accmmdate innvatin, facilitate the intrductin f cnnected and autmated vehicles n the market and enable their crss-brder use. b. Use f data Data generated thrugh the use f cnnected and autmated vehicles can serve public and private value-added services. Clarificatin is needed n the availability fr public and private use and respnsibilities f the parties invlved.

Ensure privacy and data prtectin Respecting existing legislatin n privacy and data prtectin, the cnditins fr the (re-) use and sharing f data generated by cnnected and autmated vehicles need t be clarified. d. Vehicle-t-vehicle (V2V) and vehicle-t-infrastructure (V2I) cmmunicatin In rder t maximize benefits in rad safety and envirnmental perfrmance, it is essential t ensure that new services and systems are cmpatible and interperable at Eurpean level and t crdinate investments twards reliable cmmunicatin cverage, explit the full ptential f hybrid cmmunicatins, where relevant, and imprve the perfrmance f lcatin accuracy, benefiting in particular frm the use f GALILEO and EGNOS. e. Security In the light f the increase in cyber-threats and serius vulnerabilities, it is essential t ensure security and reliability f cnnected and autmated vehicle cmmunicatins and systems. Cmmn trust mdels and certificatin plicies shuld be develped t prevent risks and supprt cybersecurity, whilst ensuring safe and interperable deplyment. f. Public awareness and acceptance It is imprtant t manage scietal expectatins, t raise awareness and increase acceptance and appreciatin f cnnected and autmated vehicle technlgies. g. Cmmn definitins f cnnected and autmated driving Cmmn definitins f cnnected and autmated driving shuld be develped and updated, based n the Sciety f Autmtive Engineering levels (SAE levels) as a starting pint. h. Internatinal cperatin It is imprtant t develp and maintain clse cperatin with ther regins, particularly the US and Japan, t wrk twards a glbal framewrk and internatinal standards fr cnnected and autmated vehicles.

7 With a view t achieving these bjectives, Ministers have identified the fllwing actins fr Member States, the Eurpean Cmmissin and industry t supprt the intrductin f cnnected and autmated driving and t achieve its full ptential: III ACTION BY MEMBER STATES a. Clse cperatin in UN-ECE An imprtant pririty is t ensure that the Vienna and Geneva Cnventins n Rad Traffic allw the use f cnnected and autmated vehicles n public rads, and t cnsider a revisin f vehicle and traffic safety regulatins within this cntext. b. Adapting natinal regulatins Member States shuld identify and, where pssible, remve legal barriers t the testing and deplyment f cnnected and autmated vehicles, based n a learning-byexperience apprach. c. Learning by Experience Member States are encuraged t create pssibilities fr large-scale crss-brder testing f cnnected and autmated driving technlgies, based n a cmmn Eurpean apprach, by: facilitating an exchange f best practices in Member States and between Member States; testing f cnnected and autmated driving technlgies in varius circumstances, such as crss-brder crridrs, urban netwrks and rural settings; and sharing f cmmn principles t enable crss-brder testing f cnnected and autmated driving, based n mutual recgnitin. d. Infrmal high-level structural dialgue Member States are invited t cntribute t a high-level structural dialgue n cnnected and autmated driving that: supprts, mnitrs and guides the actins as identified in this Declaratin; discusses natinal develpments and deplyment issues; gives recmmendatins t the Eurpean Cmmissin; wrks with the Cmmissin and industry, including SMEs; facilitates the exchange f best practices between Member States; maintains a strategic verview f existing EU platfrms and wrking grups.

9 Member States are welcme t jin this initiative at any stage and are invited t make full use f the experience gained s far and best practices. IV ACTION BY THE EUROPEAN COMMISSION a. t develp a shared Eurpean strategy n cnnected and autmated driving, based upn the shared bjectives f this Declaratin, as well as thrugh strengthening the links between existing platfrms such as the C-ITS Platfrm, Gear 2030 and the Rund Table n Cnnected and Autmated Driving; b. t cnsider the cntinuatin f the C-ITS platfrm fr the deplyment f interperable C-ITS in the EU and t widen its scpe t include infrastructure related aspects, traffic management and rad safety fr cnnected and autmated driving; c. t review, and where necessary, adapt the EU regulatry framewrk t supprt the develpment and use f autmated and cnnected driving, respecting the principle f subsidiarity. A mre crdinated apprach at EU level shuld nt necessarily result in new rules, but shuld especially create added value in cntributing t a jint learning prcess; d. t develp a crdinated apprach twards research and innvatin activities in the field f cnnected and autmated driving, within the Energy Unin Research, Innvatin and Cmpetitiveness Strategy and its Strategic Transprt Research and Innvatin Agenda, bringing tgether the wrk f the EU and f Member States. V ACTION BY INDUSTRY a. t actively participate in develping the Eurpean strategy and agenda n cnnected and autmated driving; b. t identify areas where public plicy and regulatry interventin can help lwering barriers t the develpment and take-up f new technlgies; c. t develp vehicle-t-vehicle (V2V) and vehicle-t-infrastructure (V2I) cmmunicatin systems (C-ITS) and cntinue standardisatin wrk t ensure that new services and systems are interperable at EU level;

10 d. t recgnise that interperability and standardisatin will be key factrs in driving scale, bth at the Eurpean and internatinal level and supprt the develpment f standards in the relevant dmains; e. t discuss with public authrities hw cnnected and autmated driving can cntribute t the availability f reliable data fr public tasks (e.g. traffic management); f. t participate in large-scale pilt deplyment prjects t explre the scietal benefits f cnnected and autmated driving, thereby increasing public awareness, understanding and acceptance; g. t cntinue the initiatives taken by the autmtive and telecms industries t identify areas fr pssible cperatin t supprt investment in bradband cmmunicatin and ensure netwrk cverage and reliability; h. t investigate which perfrmance and safety requirements shuld apply t mbile cmmunicatins netwrks t facilitate cnnected and autmated driving, in cnjunctin with shrt-range cmmunicatins (ITS G5) t facilitate hybrid cmmunicatin.
