REFERENCE Meeting Reprt IG/18 ICAO Strategic Objectives: A - Safety B Air navigatin capacity and efficiency 1. Backgrund The Airen prgram 1.1. Airen is the nly ATS Surveillance prvider that frm 2018 will ffer wrldwide cverage f ADS-B data. The cmpany has been created by 4 s (NavCanada, ENAV, IAA, Naviair) and Iridium as technlgical partner, that tgether have realized a quite simple and efficient idea: install n each f the new Iridium NEXT satellites, flying in Lw Orbit altitude, a paylad able t receive ADS-B messages sent n the frequency 1090Mhz. The cnstellatin will be cmpsed by 66 peratinal satellites, plus 6 spares n rbit and 9 spares n the grund; in January 2017 the first 10 satellites were launched and they are already receiving ADS-B messages, with brilliant results. Many s all arund the wrld are nw planning a V&V activity that will prve the quality f the Satellite ADS-B data, that is als deeply analyzed by EASA, that will certify Airen as PanEurpean Surveillance Prvider. Frm 2018, the wrldwide airspace will have anther layer f ATS Surveillance, ttally independent frm grund sensrs. What will be translated n the fact that in ceanic and remte areas, currently nt cvered by any ATS Surveillance technlgy, the ATCOs will have a real-time psitin cming frm aircrafts, with a drastic increase f safety and pssibility t adpt mre ptimized Separatin Minima. Plus, fr cntinental airspace, already cvered by ATS Surveillance technlgy and DCPC (e.g. VHF), the ability t have anther layer f surveillance can unlck further peratinal ptimizatin (such as mving t 5NM in en-rute), as well as have a perfect slutin fr cntingency in case f radar failures r prblem n grund facilities.

An aircraft that is equipped with ADS-B technlgy, mandated in many parts f the wrld and de fact a new surveillance standard, is having a diversity antenna (ne n the bttm and ne n the tp f the aircraft) that twice a secnd is transmitting n 1090Mhz the aircraft psitin, as well as many parameters cming frm the Flight Management System (such as speed, altitude, selected Flight Level, etc.). The antenna n the bttm is currently used fr grund ADS-B and Secndary Radar, while the ne n the tp is used fr TCAS (the anti-cllisin system). Airen, with the netwrk f lw rbit satellites, will receive that infrmatin, transmitting them in real time t the grund. Figure 2 - The satellite cnstellatin 1.3. The satellites are talking each ther, creating a mash netwrk arund the glbe. There are 5 teleprts arund the glbe that will dwnstream the cntents f thse satellites, transmitting then the data t the Airen facility, lcated in Virginia (USA). All ADS-B messages are cllected int the Airen Prcessing and Distributin (APD), that will prcess them, creating service vlumes fr s and prviding t a specific the surveillance data fr the area f interest, n the preferred Asterix data frmat.

3 - 3 - RCC/20-WP/07 Airen Glbal Surveillance System Overview The aircraft transmits ADS-B data ADS-B Signal Iridium NEXT Satellite Airen Hsted Paylad The received data is encrypted at the Airen Hsted Paylad and is nt decrypted until it reaches APD. The TPN is the antennas and telc used t cnnect the satellite cnstellatin with the grund-based Iridium equipment and Airen equipment. TPN The HPOC manages the hsted paylad, but des nt have access t the ADS-B data. This data is passed t the APD. HPOC The APD decrypts and prcesses the ADS-B data, and then data is re-encrypted at the netwrk layer s it can be sent t the. APD Lcatin 1 The Ruter decrypts the data, the TPMM mnitrs the data and sends acknwledgements back t the APD. Analysis Airen data distributin 2.1 As frm Figure 1, the cnnectin between the Airen APD and the specific is typically dne thrugh a dual cnnectin that will cnnect the APD with a Service Delivery Pint (SPD) installed n the site.

Since cnnectins in sme regins can be expensive and t ptimize cnnectins with APD, Airen is investigating als the pssibility t use reginal netwrks already in place arund the wrld, such as REDDIG, MEVA r PENS, fr data distributin f the Airen surveillance data in the regin. It is a cmbinatin f VSAT and cnnectins; it is prviding a very slid link and all the s are already intercnnected with this netwrk. The demarcatin pint fr Airen will then be at the entrance f the REDDIG netwrk, after which the REDDIG netwrk manager will care abut the data distributin. In this way, there will be nly 2 slid cnnectins between Airen APD and REDDIG netwrk, ptimizing s csts and perfrmances.
