INTRODUCTION 1.1 The aernautical fixed service AFS - cmprises the fllwing systems and applicatins that are used fr grund-grund (i.e. pint-t-pint and/r pint-t-multipint) cmmunicatins in the internatinal aernautical telecmmunicatin service: 1) ATS direct speech circuits and netwrks; 2) meterlgical peratinal circuits, netwrks and bradcast systems; 3) the aernautical fixed telecmmunicatins netwrk (AFTN); 4) the cmmn ICAO data interchange netwrk (CIDIN) 1 ; 5) the air traffic services (ATS) message handling services (AMHS); and 6) the inter-centre cmmunicatins (ICC). 1.2 This paper analyses 1, 3 and 5 abve frm the perspective f the migratin t the Aernautical Telecmmunicatin Netwrk (ATN) grund-grund applicatins. 1 CIDIN is perated by Egypt (Cair) and Mrcc (Casablanca). 1

2 2 DISCUSSION AFS deficiencies in the AFI Regin 2.1. APIRG/17 Meeting Reprt cntains the list f AFS deficiencies reprted in the AFI Regin, in respect f internatinal standards and recmmended practices (SARPs) and requirements in the air navigatin plan (ANP). These deficiencies culd be summarized as fllws: partial implementatin f ANP requirements fr AFTN and ATS/DS circuits; lw availability f sme AFS circuits; inadequate transit times (AFTN messages); disparities between sub-reginal satellite telecmmunicatin netwrks; and inadequate staffing and lack f r insufficient training n aernautical equipment and assciated technlgies (satellites, netwrking, digital data prcessing and transmissin, autmatin, distributed systems, etc.). AFS implementatin status and perfrmance 2.2 The requirements fr AFS cmmunicatins are cntained in the AFI Air Navigatin Plan (ANP), FASID Tables CNS 1A (AFTN Ratinalized Plan), CNS 1B (ATN Ruter Plan), CNS 1C (AMHS Ruting Plan) and CNS 1D (ATS/DS Plan). AFTN main circuits have been implemented in accrdance with the AFI Ratinalized Plan, with digital circuits. Sme AFTN circuits (such as Addis-Ababa/Asmara, Addis-Ababa/Djibuti) and ATS/DS circuits (such as Addis-Ababa/Asmara, Bujumbura/Kinshasa, Djibuti/Hargeisa, Kigali /Kinshasa) have nt yet been implemented 2. AFTN circuit availability 2.3 Thugh significant imprvements are nted, ntably with the implementatin f aernautical satellite telecmmunicatins netwrks (as discussed under Agenda Item 2 f this meeting), the minimum specificatin f 97% stated in the AFI Air Navigatin Plan (AFI/7 Recmmendatin 9/3) is nt met by a number f AFTN circuits. This adversely affects flight crdinatin between ATS units as well as AIS, OPMET and SAR messages, which in turn has negative impact n air transprt peratins safety and efficiency. 2.4 The nn- availability f AFTN circuits is ne f mst cncern insfar as cmmunicatins t/frm tributary centres r statins cannt be ruted by alternative circuits due t the star cnfiguratin. Hwever, the existence f VSAT netwrks and the meshed cnfiguratin f AFTN in sme areas, increase availability and flexibility. AFTN Transit Time Statistics 2.5 The transit time f a message is defined as the elapsed time between instant f filing f a message with an AFTN statin fr transmissin n the netwrk, and the instant that is made available t the addressee. It can als be cnsidered as the sum f relay times f AFTN statins thrugh which it passes. AFTN users establish their requirement fr transit-time perfrmance as a criterin t be achieved between tw AFTN statins in the average peak hur in the peak seasn fr at least 95% f messages f higher pririty classificatins (SS, DD and FF), as ppsed t lesser pririty classificatins (KK, GG). ICAO Annex 11 prescribes a maximum transit time f 5 minutes fr written message, while the AFI Regin intrduces a distinctin between a high pririty message (5 minutes) and a lw pririty message (10 minutes). 2 As defined by ICAO, implementatin f a facility, service r prcedure required in the Air Navigatin Plan has been established r acquired, installed and perated satisfactrily in accrdance with agreed perfrmance criteria.

3 2.6 As per established prcedures, the States respnsible fr the peratin f AFTN circuits are expected t recrd transit time statistics n the 23 rd day f each third mnth (January, April, July and Octber) f each year, and exchange the recrded infrmatin directly with their crrespndents, with cpies t Administratins cncerned and t the ICAO Reginal Office. These established prcedures are nt cmplied with by many States. Hwever, available reprts received frm States by ICAO Reginal Offices shw that the prescribed transit times fr AFTN messages are nt always met. AFTN Circuit Lading 2.7 There is a significant benefit in carrying ut perfrmance evaluatin f AFTN circuits n the basis f statistics cllected fr a perid f minimum three days at the interval f six mnths frm 23 t 25 April and Octber. It is recmmended that the AFTN centres and statins experiencing difficulties in taking character cunt due t system limitatins shuld cntinue t recrd circuits lading in accrdance with the criteria specified in ICAO Dc Manual n the Planning and Engineering f AFTN. These reprts d nt prvide indicatins n traffic vlume, traffic statistics and circuit ccupancy, which are needed t assess the suitability f the mdulatin rate f AFTN circuits. Transmissin speed 2.8 In rder t meet transit-time requirements, a minimum mdulatin rate f 1200 bauds has been specified fr AFI AFTN main circuits (APIRG Cnclusin 12/13 refers). All AFTN main circuits currently perate at 9.6 kb/secnd r 19.2 kb/secnd and meet this minimum requirement. Sme links have 64 kb/secnd capability required fr ATN backbne circuits. Intercnnectin f VSAT netwrks 2.9 The jint use f satellites, digital and data prcessing techniques is an effective means f cmpliance with ANP requirements fr CNS systems, as well as the requirements f the Aernautical Telecmmunicatin Netwrk (ATN) cncept and related applicatins The existing netwrks were designed independently and at different epchs, with similarities and dissimilarities (as discussed under Agenda Items 2 and 3 f this meeting), and later intercnnected in rder t imprve AFS cnnectivity, and pave the way fr the migratin frm the AFTN t the ATN. Applicatin f bit-riented prtcls 2.11 Pursuant t AFI/7 Recmmendatin 9/6, APIRG adpted Cnclusin 13/10 requesting all AFI AFTN main centres t gradually intrduce bit-riented prtcls (BOPs) based n prvisins cntained in Annex 10, Vlume III with a view t upgrading the integrity f data transmissin and paving the way t the migratin t the ATN. Accrdingly, AFI VSAT netwrks utilize X.25 3, Frame Relay r Internet Prtcl Suite (IPS). AMHS implementatin status and perfrmance 2.12 Indicatins are that at least five (5) AFI States 4 have implemented AMHS initially n natinal basis. An AFI AMHS Strategy and Plan is under develpment by APIRG CNS Sub-grup in rder t ensure an internatinally crdinated, harmnized and cst-effective implementatin f AMHS in the AFI Regin. Tw levels f service are defined within the ATS Message Handling Service: 1) The Basic ATS Message Handling Service. Cmpared t the service f the AFTN, it ffers sme significant imprvements such as: 3 APIRG/16 Cnclusin 16/3 discurages the use f X.25 in the AFI Regin. 4 Algeria, Ethipia, Suth Africa, Tunisia and Zimbabwe. 3

4 practically unlimited message length; virtually n limit n the number f addressees f a message; prvisin f nn-delivery reprts; indicatin f the subject f a message. 2) The Extended ATS Message Handling Service. It prvides functinality in additin t thse f the Basic ATS Message Handling Service such as the intrductin f directry services and security mechanisms. Furthermre, in additin t IA-5 text, the extended service allws fr the transfer f binary cded data, files, etc. AIDC implementatin status and perfrmance 2.13 Sme States situated at the interface between AFI and EUR Regins have implemented n-line data infrmatin exchange prcedures (OLDI). Prper AIDC prcedures are yet t be implemented by AFI States. Human factrs 2.14 Cnsidering the critical rle f cmmunicatins facilities in air navigatin peratins safety and efficiency AFI States shuld ensure that: a sufficient number f well trained and skilled persnnel is available; cmprehensive training prgrammes fr cmmunicatin persnnel t remain prficient in the skills necessary t perate and maintain facilities. The develpment f a human resurce prgramme shuld be addressed as a reginal prject; and c-peratin arrangements are cncluded between States in rder t ptimise the expertise available in the Regin. 3. ACTION BY THE MEETING 3.1 The meeting is invited t: a) take nte f the infrmatin prvided in this wrking paper; b) exchange views n ways and means f imprving/upgrading AFTN perfrmance and prcedures (including mnitring prcedures) in the AFI Regin; c) recmmend the pursuit f c-peratin agreements between States/Organizatins fr CNS peratins and maintenance, including the exchange f persnnel; d) recmmend the establishment f a training/qualificatin plan fr a sufficient number f staff in cnventinal and new cmmunicatin techniques and technlgies used in the aviatin industry, based n reginal requirements; and e) agree t develp an AFI reginal prject aimed t: 1) achieve an integrated and interperable telecmmunicatins infrastructure based n a cmmn reginal CNS Technlgy Radmap; and 2) facilitate gradual migratin t the ATN. 4
