8 Prcess f develping ACPs Stage 1: Based n the APT Preliminary Views (APVs) n Agenda Items WPs at the 5 th and final APG meeting develp prpsals Fr each prpsal, if cnsensus is reached at Plenary by APT Members attending the meeting, the prpsal becmes a Preliminary APT Cmmn Prpsal (PACP) Stage 2: All APT Member administratins (38) are then requested t indicate if their cuntry name is t be included as a signatry fr each PACP A PACP becmes APT Cmmn Prpsal (ACP) if it is Supprted by at least 25% f the APT Members (Administratins); & Nt ppsed by 50% f the number f Members wh supprt it

15 Agenda item 1.7 (TT&C fr shrt duratin NGSO) Aviatin View: Prtect aviatin use f MHz & MHz (e.g. 406 MHz) APT Members are f the view that: ITU-R studies shuld be cntinued in accrdance with Reslutin 659 (WRC-15) Prtectin f existing services is necessary and any new allcatins r upgrades f existing allcatins t the space peratin service culd be applied withut any cnstraint t the incumbent services and their future develpment The fllwing frequency ranges shuld nt be cnsidered: Maritime mbile VHF radicmmunicatin in the frequency ranges MHz, MHz and MHz, in accrdance with RR N and Appendix 18 (Rev. WRC-15) The frequency range MHz that is dedicated fr satellite emergency psitin-indicating radi beacns, in accrdance with Reslutin 205 (Rev. 16 Agenda item 1.8 (GMDSS) Aviatin View: Supprt GMDSS imprvements, but mnitr t ensure n impact t aviatin systems if GMDSS targets AMS(R)S bands then ensure AMS(R)S maintains pririty APT members supprt the ITU-R studies n pssible regulatry actins fr GMDSS mdernizatin t enhance maritime capabilities and the studies n sharing and cmpatibility with ther services in the frequency bands and adjacent frequency bands under study and t ensure pssible mdificatin t the Radi Regulatins t prtect services t which the frequency bands are currently allcated withut any cnstraints by additinal GMDSS satellite systems, in accrdance with Reslutin 359 (Rev. WRC-15) Regarding reslve 1, APT members supprt the incrpratin f NAVDAT systems and NAVDAT frequencies, bth MF and HF as described in Recmmendatin ITU-R M.2010 and ITU-R M.2058, int GMDSS. 17 Agenda item 1.9 (issue 1.9.1) (Autnmus maritime radi devices in MHz) Aviatin View: Supprt GMDSS imprvements, but mnitr t ensure n impact t aviatin systems APT members supprt the ITU-R studies n the spectrum needs, technical and peratinal characteristics, categrizatin, identificatins f AMRDs and its applicatins, as well as the studies in relatin t regulatry actins within the frequency band MHz while ensuring the prtectin f the GMDSS and AIS, in accrdance with Reslutin 362 (WRC-15) APT members are als f the view that: AMRDs which enhance the safety f navigatin shuld be regulated fr the use f frequencies and identities f the maritime mbile service; AMRDs which d nt enhance the safety f navigatin, regulatin f the use f frequencies, and technical and peratinal characteristics, shuld benefit bth the user f devices as well as cexistence with maritime safety devices and applicatins. Identificatin f additinal spectrum within the frequency band MHz and a new numbering scheme which is different frm thse in the existing maritime mbile service shuld be cnsidered; Search and rescue aircraft system perating in maritime frequencies must be prtected. WRC-15) t identify pssible new allcatins t the maritime mbile-satellite service fr VDES satellite cmpnent In regards t the pssible mdificatin f the Radi Regulatins under WRC-19 Agenda Item 1.9.2, APT Members are f the view that: - Existing allcatins and systems in the same and adjacent bands, especially the AIS, must be prtected frm harmful interference r any cnstraints, which include but are nt limited t, any mdificatin requested t existing AIS equipment; - Search and rescue aircraft system perating in maritime frequencies must be prtected; - VDES satellite cmpnents dwnlink transmissin shuld nt degrade the terrestrial VDES cmpnents, ASM and AIS peratins; - VDES satellite cmpnents shuld nt claim prtectin frm harmful interference caused by statins f a land mbile service t which frequencies are already assigned; and - If the spectrum needs were apprpriately justified, new spectrum allcatins culd be identified t the maritime mbile-satellite service (MMSS) (Earth-t-space and space-t-earth) with the prvisins ensuring nt t cause harmful interference and n claim f prtectin frm incumbent service n a primary basis in the same and adjacent frequency bands. 21 Agenda item 1.13 (IMT-2020) Aviatin View: Ensure n impact n cmmercial systems used by civil aviatin APT Members supprt the cnsideratin f additinal frequency bands fr Internatinal Mbile Telecmmunicatins (IMT), including pssible additinal mbile allcatins n a primary basis, in accrdance with Reslutin 238 (WRC-15) APT Members als supprt ITU-R studies n spectrum needs fr the terrestrial cmpnent f IMT and sharing and cmpatibility studies in accrdance with Reslutin 238 (WRC-15). In reviewing the abve mentined table, the fllwing pints need t be nted: - Since a number f the studies requested by the WRC Reslutins are nw under cnsideratin by relevant ITU-R Study Grups, APT Members are encuraged t participate in these studies; - the prgress f the abve studies is imprtant infrmatin fr thse Reslutins that include invites ITU-R, r similarly, the prgress f the implementatin wrk f the ITU Radicmmunicatin Bureau (BR) is als imprtant fr thse Reslutins that include instructs the Directr f the Radicmmunicatin Bureau. 27 Agenda item 9.1 (issue 9.1.6) (Wireless pwer transmissins) Aviatin View: Ensure aviatin systems are cnsidered in studies APT Members supprt the studies carried ut by ITU-R in accrdance with Reslutin 958 (WRC-15) t assess the impacts f WPT fr electric vehicles n radicmmunicatin services and t study suitable harmnized frequency ranges which wuld minimize the impact n radicmmunicatin services frm WPT fr electrical vehicles. Other Views Sme APT Members are cnsidering the frequency range 79 khz 90 khz fr harmnizatin f WPT fr electric vehicles. Sme ther APT members are waiting fr the cmpletin f ITU-R studies n this matter.
