4 1 Intrductin T satisfy the requirement f Emplyer Shared Respnsibility under ACA, starting frm 2016, UC will ffer Cverage t any therwise nt eligible fr cverage emplyee, wh has cmpleted an year f service and wrked an average f 30 hurs per week r mre in the Initial r Standard ACA measurement prcess. Service Request utlines the requirements fr the Offer f Cverage Implementatin, effective 01/01/2016, fr all the eligible ACA emplyees, wh have been measured in the Initial r Standard measurement with an effective date f n r after 01/01/2015. Release 2187 addressed the SR changes t the Standard Measurement prgram PPP071. During the 2015 Standard Measurement run using the changed prgram PPP071, emplyees with a hire date in Nvember 2014 thrugh Octber 2015 were skipped. Hwever, emplyees with a break in service f less than 26 weeks shuld have been included int the 2015 Standard Measurement. In rder t measure these skipped emplyees in 2015 Standard Measurement, SR requires a netime prgram based n the PPP071 prgram Service Request SR requests fr a netime prgram based n the annual standard measurement prcesses f PPS. This new netime can d the fllwing: i. Identify emplyees wh were missed by the 2015 Standard Measurement ii. Derive the new SBSQC Cde iii. Derive the new SBSQC Date iv. Fr the ACA Eligible emplyees, write BELI 4 transactins t Offer Cverage v. Prduce the Eligible Mailing file fr UnifyHR Page 3

5 2 Overview f System Mdificatins Fllwing are the brief descriptin f the prpsed netime prgram fr the emplyees missed by the 2015 Standard ACA Measurement: 1. Use the 2015 Standard Measurement prgram PPP071 as the base. 2. Select nly emplyees satisfy all f the cnditins belw: a. Hire Date n r after Nvember 1, 2014 b. Hire Date n r prir t Nvember 7, 2014 c. SBSQC Date n r after January 1, 2015 d. SBSQC Date n r prir t December 31, 2015 e. SBSQC Cde nt vlank 3. D nt prduce the Ineligible Mailing File 4. D nt write the BELI 5 transactins t the BELI X1 transactins file.. Page 4

6 3 Design Cnsideratins 3.1 Assumptins and Dependencies Fllwing are the assumptins made, while designing the PPS changes fr the Offer f Cverage fr ACA emplyees: Onetime is based n the 2015 Standard Measurement prgram PPP071. Affected emplyees are identified using the fllwing criteria: Mst recent hire date shuld be between the date ranges belw: On r after Nvember 1, 2014 (Nvember 2014 MO Begin Date) On r prir t Nvember 7, 2015 (Nvember st BW PPE Date) SBSQC Effective Date shuld be between the date ranges belw: On r after January 1, 2015 On r prir t December 31, 2015 N change t the Standard Measurement prcess lgic; als, all the utput files will be prduced. The fllwing effective dates cntinue t be the same as in the 2015 Standard Measurement: BELI Effective Date 01/01/2016 PIE End Date 01/31/2016 SBSQC Effective Date 01/01/2016 (except fr SBSQC Cde 72 ) Skip writing the BELI 5 X1 transactins int the BELI X1 transactins file. 7 4 Testing Cnsideratins It is recmmended t start the testing with the fllwing database data: EDB Cmplete all the Nvember 2015 cmputes and Mnthly Maintenance t begin December PAR Lad mre than ne year f PAR data, including all the Nvember 2015 PARs. CTL Latest Cntrl Table after applying the CTT Cde Translatins fr new SBSQC Cdes Befre testing the Initial Measurement, make sure that the EDB cntains a gd representatin f emplyees exists with the fllwing criteria: Mst recent Hire dates with zer SBSQC dates fr the blank SBSQC cdes. Varied cmbinatin f the belw Assigned and Derived BELI values: Assigned BELI Derived BELI 1 thru 5; P 1 thru 5; P Separated emplyees with Emplyment Status f S. Few emplyees with n hurs; but, at least ne payment received with CPS DOS values f AB, AF, r AL. Out f these emplyees, als chse test emplyees satisfy belw: Emplyees with Primary Title is in ( 2017, 2037, 2057, 2077, 4329, 4331, 4412, 9920 ) Emplyees with CTO f the Primary Title begin with 8. Emplyees with Class Title Outline f Primary Title is 446 Extensive Unit Testing with the base envirnment is required. Cmprehensive QA and UAT testing setup and supprt are required. Page 6

8 5 Mainframe Design 5.1 Onetime Prcess COBOL Prgram PPOTRRRR Prgram PPOTRRR is the netime prgram fr the 2015 Standard Measurement, which will run in January 2016, inputting ne year f PAR data. Fr each emplyee missed by the Standard Measurement prcess, it determines the full-time r part time SBSQC Cde fr ne year depending n the ACA hurs calculated. PPOTRRR is based n PPP071 with the fllwing changes: i. Identify the skipped emplyees frm the 2015 ACA Standard Measurement prcess. ii. iii. Measure the skipped emplyees using the same PAR data frm the 2015 ACA Standard Measurement prcess. Except the Ineligible Mailing File, prduce all the utput files. iv. In the BELI X1 transactins file, d nt write the BELI 5 recrds. Page 7

9 6 ACA Emplyer Shared Respnsibility Unit Testing Requirements Select a test regin and install the changed batch prgrams int the test regin using the installatin instructins prvided with the release. Fr testing the Measurement changes, lad a test EDB int the regin in which Measurement prgrams are installed. Cnsider the fllwing EDB requirements befre lading the EDB int the test regin: Lad the EDB after December 01 Mnthly Maintenance. Emplyees shuld be fund in each f the BELI-IND values f ( 1, 2, 3, 4, 5, P ). Emplyees with distributin setup in PPPDOS table that has the DIST_DOS, which has the DOS_FCP_DOS attribute f ('AB', 'AF', AL ). Few emplyees with the Primary Title in ( 2017, 2037, 2057, 2077, 4329, 4331, 4412, 9920 ). Frm the CTL Reprt 33, which is the Title Cde Table reprt in pick the CTO OSC starts with 8 and equal t 446. Few emplyees shuld be present with the Primary Title fr which the CTO OSC starts with 8 ; als, sme emplyees with CTO OSC f 446. Frm the CTL table 11, which is the Hme Department table, have list f Departments with their assciated Sub Lcatin Cde, by executing the fllwing QUERY_HDEPT: SELECT HME_DEPT_NO, HME_SUB_LOCATION FROM PPPVZHME_HME; Page 8
