1 C-perative Actins f R&D in EUROCONTROL Actin n Airbrne Separatin Assistance System Executive summary Fllwing the decisin f the EUROCONTROL R&D Review Grup, CARE/ASAS started in September The actin was selected fr inclusin in CARE because it was suitable fr a cperative apprach, requiring a diversity f cmpetences; it was fcused n imprvement steps defined in the EUROCONTROL ATM strategy; and it was aimed at reducing verall R&D csts and aviding duplicatin f effrts. The main purpse f CARE/ASAS was t drive the establishment f a cmmn view f ASAS applicatins and t supprt their validatin. The actin was managed by a CARE/ASAS manager assisted by a Management Bard cmpsed f Eurpean ASAS experts frm the EUROCONTROL agency, R&D centres, ATS prviders and Universities. The Management Bard members did nt have necessarily t represent the views f their rganisatin. Observers frm the Eurpean Cmmissin, the airline industry, the aircraft industry and the certificatin authrities were als invited. Peridic meetings were rganised t review the prgress f the CARE/ASAS activities and t take well-argued decisins based n several perspectives. Full transparency was prvided related t the prgress f the actin and the deliverables which were prduced. The CARE/ASAS website ( and the rganisatin f disseminatin frums were the tls fr the disseminatin f the infrmatin. CARE/ASAS has successfully delivered and is ging t cnclude in December The main achievements f CARE/ASAS are: CARE/ASAS was instrumental t build an ASAS R&D cmmunity speaking the same language, able t discuss cntrversial tpics and ready t wrk tgether. Thrugh the ASAS Thematic Netwrk, the ASAS cmmunity was enlarged t include aircraft peratrs, aircraft and avinics industry, ATM industry, pilt and cntrller prfessinal assciatins. CARE/ASAS activities, and the assciated prjects which were launched thrugh call fr tenders, initiated and carried ut significant wrk fr the definitin f ASAS applicatins, fr their validatin, fr their safe design and fr their safety assessment. Within the cntext f Actin Plan 1 f the FAA/EUROCONTROL R&D Cmmittee, CARE/ASAS prvided Eurpean expertise fr the develpment f tw reference dcuments called: Principles f Operatin fr the use f ASAS and Safety and ASAS applicatins. CARE/ASAS prpsed the gruping f ASAS applicatins int packages which includes als grund surveillance applicatins knwn as Package I. This apprach gt internatinal recgnitin and was presented and endrsed at the Eleventh ICAO Air Navigatin Cnference in September Finally, CARE/ASAS has demnstrated that it is pssible t build a cnsensus in Eurpe as sn as partners speak the truth and trust each ther. 3 C-perative Actins f R&D in EUROCONTROL Actin n Airbrne Separatin Assistance System This paper describes the actin n Airbrne Separatin Assistance System (ASAS) within the Cperative Actins f R&D in EUROCONTROL (CARE). CARE/ASAS started in September The Actin Plan dcument was central fr the management f the actin. It was updated peridically during the prject t reflect the prgress. As CARE/ASAS is ging t cnclude in December 2004, this versin is the last versin f the Actin Plan. It differs frm the previus versins as this versin is fcused n the CARE/ASAS achievements and deliverables. CARE-ASAS/EUROCONTROL/ Versin Nvember 29, 2004 page 3

4 1. Backgrund In 1998, an inventry f ptential ASAS applicatins was perfrmed in wrk package 5 f the EMERALD prject funded by the Eurpean Cmmissin DG TREN. This prject made an initial, but cmprehensive, assessment f peratinal and technical capabilities t supprt ASAS applicatins and cncluded psitively t feasibility. It als prduced recmmendatins fr further R&D n the subject. A prpsal fr a CARE actin (CARE/ASAS) was presented during the fifth EUROCONTROL R&D Review Grup meeting in April The prpsal received supprt frm the Grup. A strng need fr a c-rdinated Eurpean actin was identified. Members f the Grup expressed the intentin frm their rganisatin t supprt this actin with effrt and budget. A business view apprach was recmmended, starting with a small amunt f effrt t see whether it is wrth pursuing, and if s cntinue in a step-wise apprach. CARE/ASAS was selected fr inclusin in CARE, because: It wuld prevent r reduce waste f effrts in the current uncrdinated wrk: prducing added value ut f its c-peratin, aiming at reducing verall R&D csts cmpared t nn cperative actins and aviding duplicatin f ther Eurpean activities; It was fcused n imprvement steps defined in the ATM and addresses real Eurpeanwide issues; it aims at a Eurpean slutin with wrld-wide benefits; and It was suitable fr a c-perative apprach: requiring a diversity f cmpetence (cmplementary), and allwing a wide participatin f stakehlders. One f the bjectives f the actin was t better assess the ptential gains f ASAS applicatins. The basic expectatins were: Safety: enhanced cckpit situatin awareness, with pssibility t better understand surrunding traffic; this wuld cmplement visual acquisitin and avid errneus visual acquisitin; this is nt t replace Shrt Term Cnflict Alert and/r ACAS, but can help t avid being in situatins where thse safety nets wuld be useful by reducing expsure t risk f judgement errr in planning traffic situatin. Capacity & flight efficiency: ASAS applicatins shuld reduce cntrller wrklad (e.g. lng mnitring situatins). Depending n traffic cnditins, airspace cnstraints, and cntrller s ptins, can be cnverted int capacity and/r flight efficiency. These gains are sensitive t many factrs. Pilt awareness may als help him t avid flight plan changes that wuld be denied due t traffic, thereby als reducing cntrller wrklad. Cst reductins: cst reductin may cme frm reduced delays attached t capacity/flight efficiency gains. It is nt anticipated that this wuld lead t a reductin f ATC infrastructure csts in the timescale under cnsideratin. Nevertheless, ne might imagine reducing the need fr cntrllers at night r at very lw traffic density times. The EUROCONTROL ATM Strategy fr identifies a strategic line f actin n prgressive, limited transfer f separatin respnsibility t cckpit. It indicates that peratinal imprvements in En-rute and Terminal ATC culd be achieved by transfer f separatin respnsibility with ASAS as an enabler. A pssible peratinal use is anticipated frm 2008 nwards fr simple applicatins, t 2015 nwards fr mre cmplex applicatins. The main purpse f CARE/ASAS was t supprt the validatin f this strategic line f actin, in particular by driving the establishment f a cmmn view f ASAS applicatins. The main issues included the feasibility and cnditins f applicability f the cncept. The actin dealt with the peratinal aspects, nt with the supprting technlgies (i.e. ADS-B, Traffic Infrmatin Service, Traffic Infrmatin Service - Bradcast, air-t-air data-link). In 2001, under the auspices f the FAA/EUROCONTROL R&D Cmmittee, Actin Plan 1 develped a dcument called Principles f Operatin fr the use f ASAS (PO-ASAS). 5 accunt varius cnsideratins (cnceptual, peratinal prcedures, human factrs, aircraft systems, enabling technlgies, users perspectives and implementatin), fur ASAS applicatin categries have been defined: Airbrne Traffic Situatinal Awareness applicatins; Airbrne Spacing applicatins; Airbrne Separatin applicatins; and Airbrne Self-separatin applicatins. These categries are nw used in almst any wrk related f ASAS. Fllwing the ADS-B Sympsium in Rme (12-14 March 2002), a Jint C-rdinatin Bard (JCB), invlving the Eurpean Cmmissin and EUROCONTROL, was created t c-rdinate research, develpment and validatin wrk perfrmed by the Eurpean Cmmissin ADS-B prjects and t expedite implementatin. In 2002, under the leadership f CARE/ASAS and with the invlvement f all stakehlders, the descriptin f a first package f Grund Surveillance / Airbrne Surveillance (GS/AS) applicatins was develped. Knwn as Package I, the main bjective f this dcument was t identify peratinal applicatins suitable fr early (5-10 years) implementatin in Eurpe. ADS-B is recgnised as a key enabler fr GS/AS applicatins and Package I is fcused n the peratinal use f ADS-B data t imprve the ATM system. The ASAS applicatins which were selected belngs t the first tw categries defined in the PO-ASAS dcument. The dcument CARE/ASAS/EUROCONTROL/ (versin 2.2) was endrsed at the third JCB meeting n 30 September At the ICAO Air Navigatin Cnference (ANCnf/11) in September 2003, Package I was presented by EUROCONTROL (AN-Cnf/11-WP/86) and it was supprted by the FAA (AN- Cnf/11-WP/41). The ANCnf/11 recmmendatin 1/7 n Grund and airbrne autmatic dependent surveillance-bradcast (ADS-B) applicatins fr glbal interperability states: That ICAO and States: a) Recgnise ADS-B as an enabler f the glbal ATM peratinal cncept bringing substantial safety and capacity benefits; b) Supprt the cst-effective early implementatin f packages f grund and airbrne ADS-B applicatins, nting the early achievable benefits frm new ATM applicatins; and c) Ensure that implementatin f ADS-B is harmnized, cmpatible and interperable with respect t peratinal prcedures, supprting data link and ATM applicatins. During the 17 th EUROCONTROL CNS/ATM Cnsultancy Grup meeting (September 2002), the frmatin f a multidisciplinary implementatin prgramme fr ADS-B was supprted by the members. In 2004, the EUROCONTROL CASCADE (C-perative ATS thrugh Surveillance and Cmmunicatin Applicatins Deplyed in ECAC) prgramme was created. The prgramme is in charge f the validatin and implementatin f mst f the Package I applicatins in additin t ther datalink applicatins. The first CASCADE prgramme steering grup meeting tk place n 8 September 2004 in Haren. Lnger-term ASAS applicatins which are nt included in the CASCADE prgramme charter are the respnsibility f the EUROCONTROL ATS and CSM dmains. The Eurpean Cmmissin 6 th Framewrk Prgramme is mainly base n large integrated prjects. One integrated prject is called C-perative ATM and is mre relevant t shrt-term and medium-term ASAS applicatins. Anther ptential integrated prject is called Advanced Airbrne Applicatins is mre relevant t medium-term and lng-term ASAS applicatins and t the reductin f separatin standards. 6 2. Management f CARE/ASAS 2.1. CARE/ASAS manager EUROCONTROL Agency nminated Francis Casaux (CENA) as manager fr CARE/ASAS. Mick Van Gl (EUROCONTROL SD/ESC), wh is the CARE manager, was respnsible fr administrative matters related t CARE/ASAS. The CARE manager facilitated the crdinatin between CARE/ASAS and ther CARE actins (e.g. CARE/INTEGRA; CARE/Innvative). The CARE/ASAS manager infrmed regularly the managers f the ther CARE actins and rganised specific meetings when necessary CARE/ASAS Management Bard The Management Bard was established t assist the CARE/ASAS manager t initiate, t fllw the prgress, and t evaluate the wrk cnducted within CARE/ASAS. The Management Bard was cmpsed f ASAS experts, which did nt necessarily have t represent the views f their rganisatin. Peridic meetings were rganised t review the prgress f the CARE/ASAS activities and t update the Actin Plan, which is the current dcument. This event was well attended with representatives frm R&D Establishments, Universities and Industry but nne frm Airlines. A call fr interest was issued. Three years after the start f CARE/ASAS, a wrkshp was held n January 2003 at EEC. The bjective was t discuss the next bjectives f the actin taking int accunt the latest develpments (e.g. Package I, ASAS-TN). It was updated n a regular basis. The CARE website was accessible t the public withut any restrictin allwing fr example students t have access t the infrmatin. All CARE/ASAS deliverables prduced by the varius activities are available in an electrnic frmat. The general idea n intellectual prperty rights was that all deliverables prduced by CARE/ASAS shuld be available in the public dmain. The CARE website was als used t publicise the calls fr tender which were issued by CARE/ASAS Exchange/C-peratin/Cllabratin within CARE/ASAS Within CARE/ASAS, three levels f cperatin were defined: Level 1 Exchange: At this level, rganisatins exchanged infrmatin n R&D wrk thrugh fr example wrkshps r the establishment f an R&D netwrk. The bjective was t establish direct cntact between peple at the wrking level. Each rganisatin ran its wn prjects independently. Level 1 was used fr all cmmunicatin activities. Mst f the events were hsted by EEC r EUROCONTROL in Haren (Belgium) but CENA and NLR rganised als specific meetings. There was n CARE/ASAS funding. All rganisatins supprted the travelling csts incurred by their staff t attend the events. Level 2 Cperatin: At this level, rganisatins used the results f R&D wrk cnducted by ther rganisatins. The bjective was t avid duplicatin f wrk and mre efficient use f the existing resurces within each rganisatin. The prjects run by the rganisatins were inter-related. Level 2 was used at the start f the CARE/ASAS Activities 2 and 3. Calls fr Interest were issued t define the wrk t be perfrmed and t identify which rganisatins were ready t spnsr and t supprt the wrk. There was n CARE/ASAS funding. Several imprtant CARE/ASAS deliverables were prduced under level 2. Level 3 Cllabratin: At this level, rganisatins were wrking tgether n the same R&D prject. A cmmn funding was necessary. Level 3 was use fr CARE/ASAS Activities 1, 2, 3 and 4. The wrk t be perfrmed was defined and agreed at the CARE/ASAS Management Bard level and Calls fr tender were issued fllwing the standard EUROCONTROL prcedure. T cmply with the cllabrative principle f CARE/ASAS, respnses t these calls were t cme frm cnsrtiums f rganisatins with ne clearly identified leader. The prjects were t be structured in wrkpackages with assciated deliverables and timescale. The average duratin f the prjects was ne-year. 10 2.4. CARE/ASAS and EATM prgrammes CARE/ASAS was cnducting R&D activities related t ASAS. It was nt an implementatin prgramme. Nevertheless, the deliverables prduced by the CARE/ASAS activities were f particular interest fr EATM prgrammes and dmains. CARE/ASAS prvided supprt t fulfil the R&D needs f the EATM prgrammes and dmains: CASCADE prgramme is respnsible fr the validatin and implementatin f mst f the Package I applicatins in additin t ther datalink applicatins; ACAS prgramme: ACAS and ASAS are tw airbrne systems which require careful integratin; ATS dmain is respnsible fr Package I applicatins nt addressed by the CASCADE prgramme and fr the definitin and validatin f the future packages; CSM dmain is respnsible fr the ADS-B datalink technlgies which culd be required fr the future packages; and Other prgrammes culd be interested because fr example sme ASAS applicatins will impact Airspace Organisatin & Management, Navigatin, and Airprt Operatins. The CARE/ASAS manager infrmed regularly EATM prgramme/dmain managers and rganised specific meetings when necessary. 11 2.5. CARE/ASAS and Certificatin Authrities, standardisatin bdies and industry When in peratin, ASAS applicatins will have an impact n aircraft peratins and n airbrne equipment. JAA has develped a psitin paper n ASAS and has started R&D activity n ASAS. EUROCAE is standardizing technlgies and equipment relevant t ASAS in c-peratin with RTCA. The aircraft industry is invlved in several prject related t ASAS applicatins. The activities cnducted within CARE/ASAS needed t take int accunt these perspectives. They culd als cntribute t the wrk in prgress. It was thus imprtant fr the CARE/ASAS manager t maintain clse relatinship with the abve-mentined bdies and rganisatins. As mentined is sectin 2.2, JAA and AIRBUS were invited t attend CARE/ASAS Management Bard meetings as bservers CARE/ASAS and prjects spnsred by the Cmmissin f Eurpean Cmmunities Althugh CARE/ASAS was cnducting R&D activities related t ASAS, it culd nt be cnsidered as an R&D prject n ASAS. The main gal f CARE/ASAS was t help the rganisatins wrking n ASAS R&D, t speak the same language and t wrk tgether. The deliverables prduced by the varius CARE/ASAS activities were f particular interest fr the Eurpean Cmmissin as these activities were selected because they addressed issues that were nt currently tackled. CARE/ASAS was als interested t be invlved as bserver r adviser in the prjects related t ASAS which were spnsred by the Eurpean Cmmissin. This allwed CARE/ASAS t use and t maintain its expertise and t help prjects t identify and slve the ASAS issues. CARE/ASAS cntributed actively t: The Mediterranean Free Flight (MFF) prject. This was particularly true during the first year f the prject where CARE/ASAS helped t fcus the prject n five applicatins (i.e. Freerute and fur ASAS applicatins). The Master ATM Eurpean Validatin Plan (MAEVA) prject. Clse relatinship was maintained during the Validatin Framewrk prject (see sectin 3.5) cnducted under CARE/ASAS Activity 3. CARE/ASAS prvided infrmatin and attended wrkshps rganised by the MAEVA prject. The NEAN Update Prgramme (NUP II). CARE/ASAS prvided expertise during NUP II meetings. This was particularly imprtant during the definitin f Package I (see sectin 3.8). The CARE/ASAS manager infrmed regularly the Eurpean Cmmissin experts and rganised specific meetings when necessary. As mentined in sectin 2.2, DG TREN and DG Research were invited t attend CARE/ASAS Management Bard meetings as bservers. The CARE/ASAS manager attended the JCB meetings chaired by DG TREN. 12 2.7. CARE/ASAS and Actin Plan 1 f the FAA-EUROCONTROL R&D cmmittee In 1999, Actin Plan 1 f the FAA-EUROCONTROL R&D cmmittee was redefined t be fcused n ASAS. Its bjectives were: T prmte a mutual understanding f the United States and Eurpean visins f future peratinal cncepts fr the use and integratin f airbrne avinics with ATM decisin supprt systems and peratins. T identify areas fr practical c-peratin n the develpment f Airbrne Separatin Assistance Systems (ASAS). T examine the lnger term issues relating t the advanced capabilities f air and grund equipment t supprt the ASAS cncept in a future cllabrative decisin-making ATM envirnment. The CARE/ASAS manager wh was als the EUROCONTROL Pint f Cntact fr Actin Plan 1 maintained a strng c-rdinatin between the tw actins. Tw main deliverables were develped by Actin Plan 1: Principles f Operatin fr the Use f ASAS (PO-ASAS) dcument. Wrk started in March Fur meetings were held: tw meetings in Eurpe and tw meetings in the USA. The dcument was delivered in June 2001 at the FAA/EUROCONTROL R&D Cmmittee meeting (RDCm19) and was apprved fr further disseminatin. Safety and ASAS applicatins (SAF-ASAS) dcument. Wrk started in January Eight meetings were held: fur meetings in Eurpe and fur meetings in the USA. The dcument was delivered in March 2004 at the FAA/EUROCONTROL R&D Cmmittee meeting (RDCm28) and was apprved fr further disseminatin. Fr these develpments, CARE/ASAS prvided the Eurpean ASAS expertise and spnsred partially effrts and travel csts. During the FAA/EUROCONTROL R&D Cmmittee meeting (RDCm28) n 10 March 2004 in Miami (USA), it was decided t merge Actin Plan 1 (AP1 Airbrne Separatin Assistance System (ASAS) applicatins) and Actin Plan 10 (AP10 Autmatic Dependent Surveillance (ADS)) t frm a new actin plan (AP18 ADS-B and ASAS Applicatins). 13 3. CARE/ASAS Activities 3.1. Ratinale fr the selectin f Activities After due cnsideratin f the needs and the varius studies underway, either t define the applicatins r t experiment sme f the aspects f ASAS, it was pssible t identify a few imprtant issues which were nt currently r prperly tackled and which required a c-perative apprach because they were central t frging the cnditins f the use f ASAS applicatins by the aviatin cmmunity. CARE/ASAS cmprised initially five activities, which were inter-related. During the curse f CARE/ASAS, the definitins f the activities were reviewed and were amended. A fifth activity was added. The general descriptin f each activity is given in the fllwing sectin List f CARE/ASAS Activities Six activities were cnducted within the cntext f CARE/ASAS with the fllwing bjectives: Activity 0 Cmmunicatins: This activity was a base-line activity that encuraged exchange f infrmatin between rganisatins. It was expected that if individuals had a better understanding f the wrk currently undertaken by the rganisatins, the c-peratin r cllabratin prcess which was essential fr running CARE/ASAS, wuld be much easier t establish. The bjective was t create direct cntact between peple at the wrking level. Disseminatin f the results f R&D wrk ut-side the R&D cmmunity was als very imprtant. Activity 1 Prblem dimensins: It had been bserved that individual R&D actins tended t cnsider sme aspects f ASAS applicatins withut a clear strategy. Issues were addressed with n specific rder. This led t partial and discnnected results, difficult t link t the fundamental issues. This activity was aimed at structuring the issues and evaluating the level f validatin f each f them, s as t make a mre efficient use f experience acquired, t recrd pending issues and t rient further wrk. Activity 2 Validatin framewrk: This activity was key t allw fr cmparability and cnslidatin f results. Varius studies make use f different scenaris t check and demnstrate their develpments, e.g. cnflict detectin and reslutin algrithms. The assumptins made fr traffic sample density, pattern etc. may have a strng impact n the result. Since this tpic was still in its infancy and invlved key issues fr future ATM, it was the right pprtunity t install a prper validatin framewrk/prcess. Activity 3 Safety: This is a fundamental tpic with multiple aspects. Initially, this activity was named Airbrne Separatin Minima hwever ther safety aspects had als t be studied as part f the tpic. This was reflected in the new title f the activity. ASAS applicatins are ging t be implemented nly if it can be demnstrated that they are safe. The fur ASAS applicatins categries are assciated with different safety issues. Fr example Traffic Situatinal Awareness applicatins culd lead t dangerus situatin if errneus infrmatin is presented t the flight crew. Fr Airbrne Spacing applicatins, anther example is the spacing values used by the cntrller in his instructin shuld be selected s as t maintain the cntrller interventin capability t maintain grund separatin minima. Fr Airbrne Separatin applicatins and fr Airbrne Self-separatin applicatins, ne majr safety issue is the determinatin f the airbrne separatin minima. Many studies are based n assumptins abut the achievable separatin minima. Optimistic views are that they culd be much smaller than radar separatin and cntributed t the publicity f autnmus separatin. Other views are much mre reserved and warn that minima might even be much larger. Due t the expected cmplexity f the issue, the wrk was phased s as t keep cntrl f prgress. Phase 1 was aimed at btaining early infrmatin t re-rient as apprpriate the expectatins, the peratinal scenaris, the selectin f ASAS applicatins and their separatin minima assumptins. 14 methdlgies and elabrating the safety standards (e.g. perfrmances, spacing values, airbrne separatin minima) fr ASAS applicatins. Activity 4 ASAS applicatin definitin: The EMERALD prject and RTCA/SC186 identified a large number f pssible ASAS applicatins. It was necessary t define and assess them in mre detail, in particular t describe the cnditins fr respnsibility delegatin (hw it starts, finishes; hw it may be impacted by surrunding traffic and flight cnditins), the peratinal benefits, the prcedures, fall-back mdes and transitin issues. The PO-ASAS dcument identifies fur ASAS applicatin categries and the assciated issues. The activity shuld identify and select thse applicatins, which are apprpriate fr the Eurpean traffic envirnment and cntribute t describe the crrespnding peratinal requirements and benefits. An ICAO apprach shuld be favured (i.e. a similar ASAS applicatin envisaged in Eurpe and utside Eurpe shuld be based n the same prcedures and systems). Due t the cmplexity and t the number f ptential ASAS applicatins, the wrk was phased s as t keep cntrl f prgress. Phase 1 was aimed at reslving the separatin delegatin issue and at selecting ASAS applicatins. Phase 2 shuld study a limited number f selected ASAS applicatins. Activity 5 ASAS applicatin implementatin: Making the assumptin that the CARE/ASAS activities n definitin, validatin and safety are cnducted successfully, selected ASAS applicatins shuld be implemented in the ECAC area within the framewrk f EATM. This activity shuld: 1) Supprt the definitin f packages f ASAS applicatins; 2) Supprt the implementatin f the first package f ASAS applicatins; 3) Plan the RTD (Research and Technical Develpment Plan) wrk necessary fr achieving successful implementatin f the next packages f ASAS applicatins. The fllwing sectins prvide fr each activity what was actually achieved during the curse f CARE/ASAS. It shuld be nted that: CARE/ASAS was nt a prject r a prgramme; it was a netwrking activity. Particular attentin was paid t avid wrk duplicatin with EUROCONTROL prgrammes/dmains and with Eurpean Cmmissin funded prjects. CARE/ASAS budget allwed spnsring a single main prject per year. The wrk cmpleted under this prject includes the task n peratinal scenaris, wrk n the metrics (system and human perfrmance) and the final phase where the framewrk is applied t the ASAS categries. This wrk addresses the develpment f guidance materials and case study examples tgether with the develpment f a Research and Develpment plan fr ASAS/ADS-B based cncepts. In Octber 2000, the cntract was awarded t a cnsrtium f rganisatins cmpsed f Sfréavia (leader), NLR, and EEC and with the participatin f CENA and the University f Glasgw. This prject was called Airbrne Separatin Minima (ASM) prject. The kick-ff meeting was held n 27 Nvember 2000 in Brétigny. The prject cnsisted f the investigatin f safety influencing factrs that may affect airbrne separatin minima, and f a first attempt f quantificatin. A stepwise apprach was favured using recgnised methdlgies, tailred t meet the bjectives f the CARE-ASAS Activity 3. The first tw steps, i.e. Operatinal Service and Envirnment Descriptin (OSED) and identificatin f hazards (Operatinal Hazard Analysis - OHA), were derived frm the RTCA/SC189-EUROCAE/WG53 guidance. Fr the ther steps, i.e. the risk estimatin and evaluatin f airbrne separatin minima, the Traffic Organizatin and Perturbatin AnalyZer methdlgy was used. The results f the prject were presented at a disseminatin frum n 19 December 2001 at the EUROCONTROL Experimental Centre, Brétigny. Frty peple attended this event. The final reprt was delivered in September 2003; The ACAS prgramme launched the Implicatins n ACAS perfrmances due t ASAS implementatin prject ( ); The ADS prgramme launched a safety analysis prject n six r seven Package I applicatins; The ADS prgramme launched recently a prject n the definitin f separatin minima using ADS-B; and The MFF prject has released sme safety wrk and an internal technical wrkshp is planned in the near future. Initial wrk n terminlgy Applicatins versus Services started in Octber The dcument CARE/ASAS/EUROCONTROL/ Applicatins and Services was released in February The dcument gathers infrmatin n the use f the wrds applicatin and service in current standard dcumentatin. The main lessn is that the wrds applicatin and service are used differently if the apprach is system riented, applicatin riented r user riented. T avid misunderstanding, there is a need t qualify these wrds when they are used. In Octber 2001, it was als decided t develp a dcument gathering infrmatin n ASAS applicatins studied within Eurpean prjects. In December 2001, CENA accepted the task as a c-perative cntributin t CARE/ASAS Activity 4. The dcument CARE/ASAS/CENA/ Review f ASAS Applicatins studied in Eurpe was delivered early February The dcument prvides a descriptin f thirty fur ASAS applicatins studied by sme Eurpean prjects, EUROCONTROL activities and R&D rganisatins. The analysis f these applicatin resulted in the identificatin f actually furteen different ASAS applicatins. This CARE/ASAS dcument was presented t EUROCAE/WG51 (11 February 2002), ODIAC/36 (6-7 March 2002) and SCRSP/WGA (11-15 March 2002) (ref. SCRSP/WGA/WP/A/3-90). Under the leadership f the EUROCONTROL ADS prgramme, an OSED Drafting Grup was created in December The bjective was t pull the Eurpean resurces frm prgrammes and prjects t define and harmnise Airbrne Surveillance and Grund Surveillance applicatins thrugh the develpment f OSEDs. CARE/ASAS supprted this grup fr the develpment f OSEDs fr AS applicatins. During the 13 th CARE/ASAS Management Bard meeting (28 January 2003), it was decided t launch a cllabrative prject addressing The peratinal benefits and applicability f Package I airbrne surveillance applicatins. The technical specificatins f the prject were develped and crdinated with the ADS prgramme and the AGC prgramme. The call fr tender was issue n 8 April 2003 and the deadline fr replies was 5 May In June 2003, the cntract was awarded t a cnsrtium lead by Sfréavia. This cnsrtium invlved Sfréavia, CENA, DFS, NATS, University f Glasgw and the participatin f EEC, Air-France, British Airways and Lufthansa. The kick-ff meeting f the FALBALA prject (First Assessment f the peratinal Limitatins, Benefits & Applicability fr a List f Package I AS applicatins) tk place n 15 July The main bjective f the FALBALA Prject was t perfrm a first assessment f the peratinal applicability and the benefits assciated with three Airbrne Surveillance applicatins included in Package I. This first assessment was based n sund and validated data. It cnsidered tw perspectives: an airspace perspective and an aircraft perspective. Bth qualitative and quantitative assessments f the circumstances, in which, and the frequencies, with which, the applicatins can be used, and the peratinal benefits that wuld accrue, were perfrmed. The results f the prject were presented at a disseminatin frum n 8 July 2004 at the EUROCONTROL in Haren (Belgium). The main deliverables prduced by the FALBALA prject are the fllwing: CARE/ASAS/SOF/ WP1 - Analysis f the current situatin in the Paris, Lndn and Frankfurt TMA; CARE/ASAS/CENA/ WP2 - Airbrne perspective analysis reprt; CARE/ASAS/EEC/ WP3 - Operatinal benefit reprt; CARE/ASAS/NATS/ WP4 - Operatinal wrkshp and peratinal interview reprt; and CARE/ASAS/SOF/ WP5 - Final reprt f the FALBALA prject.
