9 A Eurpean challenge: R&D excellence & Reginal Innvatin An R&D excellence-based apprach: mre mney fr basic leading edge R&D - help the best cmpete glbally the thers will fllw 30% f business expenditure n R&D and nearly half f all patent applicatins in just 10 regins Over SMEs invlved in the VII FWP in first tw years (12,3% f all funding) The "reginal systems apprach": mre mney fr innvatin help tap underutilised ptential, SMEs in particular, wherever it exists. Over 23 millin SMEs acrss the Unin prviding up t 2/3 f all private sectr jbs (27 billin in EU Chesin funding aid) Bth glbal ecnmic grwth and scial chesin require increasing the cmpetitiveness f regins, especially where ptential is highest. The cmparative advantages that drive innvatin and investment are as much a reginal characteristic as a natinal ne. Fr regins t succeed, they must harness their wn mix f assets, skills and ideas t cmpete in a glbal market and develp unused ptential. 15 AN AGENDA FOR A REFORMED COHESION POLICY: A place-based apprach t meeting Eurpean Unin challenges and expectatins Fabrizi Barca Reprt (2009) A particular case is made fr selecting Innvatin as a cre pririty. Place-based interventins, building n the strengths and taking accunt f the weaknesses f previus experience as regards chesin plicy in this area, culd cmplement plicies aimed at develping a Eurpean Research Area, by selecting in each regin a limited number f sectrs in which innvatin can mst readily ccur and a knwledge base built up.
