5 Intrductin This is a particularly crucial mment in the histry f Wallnia. The Sixth State Refrm granted Wallnia greater autnmy, which is reflected in new skills and new respnsibilities. These new respnsibilities are an pprtunity fr Wallnia, as it nw has at its dispsal additinal levers that are essential fr its ecnmic, scial, territrial and human develpment. This new institutinal envirnment is taking shape against a backdrp f majr sciecnmic and envirnmental challenges. The scial and budgetary cnsequences f the ecnmic and financial crisis are making themselves felt, and are amplified by Eurpean accunting rules that greatly reduce States' margins fr maneuvre and capacity fr actin. Wallnia must als face the challenge f the envirnmental and energy transitin if it is t prvide the cnditins fr cmmunal living. Finally, Wallnia must als manage significant demgraphic changes, in particular ppulatin grwth and increased life expectancy. Wallnia can cunt n its many resurces, numerus strengths and its vast experience in this area. With the Marshall Plan in 2005, the Marshall Plan 2.Green in 2009 and the Marshall Plan 2022, Walln civic frces created radically new gvernance tls which have led t the rll-ut f an ambitius reginal develpment strategy. The undeniable early successes were recgnised by a number f bservers and highlighted in independent evaluatins. Nt nly has Wallnia put a halt t the structural crisis that had been affecting it fr decades, it als began an in-depth renvatin f its ecnmic fabric, restring the fundatins f a mdern regin and regenerating the pillars f its prsperity. S we are perfectly equipped t cnslidate these psitive trends and accelerate the ecnmic transitin prcess currently underway in Wallnia. Tday mre than ever, this prcess invlves innvatin and training in every sectr and every type f business. This bjective is the crnerstne f the Marshall Plan and has been the driving frce behind its updates. This ambitin, whse aim is t bst structural change, will clearly be achieved ver the lng term. This explains why the Marshall Plan is always at the heart f Walln strategy: because it targets the rt f the prblem and des s by bth renvating ur prmising industrial sectrs - the driving frce f ur ecnmy - and changing the mentalities and image f Wallnia. This is the aim f this Marshall Plan "4.0" during this tenure. As the Walln Ecnmic and Scial Cuncil stressed in its reprt f 2 February 2015, this Plan "des nt represent the entire Gvernment plicy, r even all the measures that help t supprt ecnmic activity and emplyment in Wallnia", but "is the heart f sci-ecnmic restructuring actins" that shuld unite scial partners in a search fr the bradest peratinal cnsensus pssible. Pursuant t the Reginal Plicy Declaratin, each minister will als develp grwthgenerating prjects in additin t r in synergy with the measures cntained in the Plan. This refers in particular t the "Infrastructures" Plan, the Administrative Simplificatin Plan, the "Small Business Act", refrms t subsidies fr emplyment, research and ecnmic expansin and als the Spatial Develpment Cde. All these refrms present pprtunities t crdinate the measures f Marshall Plan 4.0 and ther gvernment actins and supprt the pririty bjective f restructuring and jb creatin. 5

6 The Gvernment's bjective is t prduce an imprved plan fcussing n pririty measures fr ecnmic redeplyment that are likely t frm an effective industrial plicy based n innvatin and including the principles f "gd gvernance" that we have develped as we have gained experience. T d this, we can use the lessns learnt frm the first tw plans and their theme-based and glbal evaluatins. These evaluatins allwed us t identify areas fr imprvement and new pprtunities fr actin fr the Walln ecnmy. We can als use the areas identified at the end f the last tenure when the Marshall Plan 2022 was being drafted. This Plan was drafted using an innvative methd based arund a frward-lking, participative apprach and allwed us t identify bjectives as well as strategies fr achieving them in the next decade. The Marshall Plan 2022 therefre ffers a new framewrk fr actin s that we can utline the peratinal bjectives and measures that the Gvernment plans t priritise during this tenure. The Marshall Plan 4.0 capitalises n these different benefits, n the highlights f the "Marshall Plan" and "Marshall Plan 2.Green", as well as n the lng-term frecasts identified by the Marshall Plan This means that it will strengthen actins t prmte a cntext favurable t the creatin f jbs and activities, cnslidate the pririty given t training, research and its develpment, cntinue wrk t mbilise the regin s as t bst the ecnmic fabric and fcus its supprt n the energy transitin. In additin t these assertins, the Marshall Plan 4.0. incrprates new guidelines, particularly fr the greater integratin f the "digital" dimensin, with its many pprtunities. The aim f this new directin is t place Wallnia at the frefrnt f the furth industrial revlutin which currently cmprises the extensive digitisatin f ecnmic and prductive exchanges within a cnnected glbal system. The cnvergence lines and defining fcuses f the Marshall Plan 4.0 are clear and ambitius. They aim t: turn human capital int an asset thrugh measures t strengthen the links between training and educatin; these measures will be drafted in crdinatin with the Wallnia-Brussels Federatin, particularly thrugh the develpment f sandwich-type training schemes; supprt the develpment f industry within a technlgically practive perspective, by finding mre and better ways t invlve SMEs; use the territry as an essential resurce in ur ecnmic develpment; supprt efficiency and energy transitin, particularly by integrating and strengthening the circular ecnmy prcess; supprt digital innvatin by integrating this dimensin int industrial and scial practices. These areas als cnverge with the strategic guidelines adpted by the ERDF/ESF, prducing leverage effects (training f wrkers, primarily by imprving relatins between educatin and training, integrating yung peple int the labur market, financial supprt fr innvatin and research, business develpment supprt, territrial develpment t prmte ecnmic activity, supprt fr the sustainable prductin f energy and smart specialisatin f the territry thrugh cmpetitiveness clusters, taking particular accunt f the digital dimensins). Within the framewrk f the Marshall Plan 4.0., the Walln Gvernment als plans t create synergies between Wallnia and the Wallnia-Brussels Federatin where these can be develped in an effective and mutually beneficial way. These synergies will be a pririty in the cntext f the necessary links between training and educatin plicies. The aim is t implement inter-linked plicies that transcend institutinal framewrks and t 6

7 ffer cnvergent systems t meet the needs f citizens. Synergies will als be sught directly with the Brussels Regin, particularly fr calls fr prjects by the cmpetitiveness clusters. Finally, apprpriate partnerships will als be sught with the German-speaking cmmunity. A ttal f ver 2.4 billin eurs will be allcated t this Marshall Plan 4.0, t which an additinal 468 millin eurs f new alternative financing will be added. It shuld als be nted that alternative financing prjects frm the Marshall Plan 2.Green will be develped during this tenure, up t a maximum f 841 millin eurs. The Marshall dynamic has always been characterised by the fact that it includes gd gvernance principles. The Gvernment intends t cntinue with and strengthen its tls fr precise, thrugh and bjectified management thrugh independent evaluatins; such evaluatins are necessary fr an ambitius prject. T this end, the Walln Gvernment plans t: cntinue t cnfirm its chices by using independent juries and bjective analyses; guarantee efficient and cnstant management f the plan, primarily thrugh its crdinatin by the Special Delegate; mnitr the prgress f the plan n a quarterly basis; adpt management by "bjectives" and thus by "indicatrs" f achievement and results, in clse assciatin with IWEPS (Walln Institute fr Evaluatin, Prspective Studies and Statistics); under the auspices f IWEPS, ensure that independent experts, in assciatin with the scial partners, carry ut peridic glbal evaluatins f the plan with a view t the "cntinuus" imprvement f the systems and t assess the wrk carried ut and any areas fr expansin; prvide fr a specific budget management tl t allw flexible and dynamic management f the Marshall Plan resurces; this will facilitate budgetary adjustments in accrdance with the implementatin f actins. The Marshall Plan 4.0 therefre invlves cntinuing already-successful grwth-generating measures and launching new initiatives that meet the current challenges that we want t turn int pprtunities. This plan is the Walln strategy fr its citizens and sets ut the cnsensus reached amng the scial partners, wh came tgether based n an analysis and several shared principles fr actin. These partners were heavily invlved in defining the pririty areas f this text and, tgether with the Gvernment, will be respnsible fr its implementatin. Wallnia is entering a new stage in its develpment, within a cntext f unprecedented autnmy. It is united arund its values, its bjectives and its cllective prject, and intends t fully assume its respnsibilities fr creating a future cnsistent with the aspiratins f all Walln citizens. 7

Prmte sandwich curses as a measure fr prviding access t the emplyment market r a return t wrk Wallnia must d a better jb f expliting the ptential f sandwich curses. This educatinal methd directly meets businesses' needs fr skills, making them mre cmpetitive while satisfying the specific requirements f several demgraphic grups wh are currently seeking qualificatins (learners, jb-seekers, wrkers, etc.). Sandwich curses must be identified as a benchmark area fr high-quality prfessinal integratin. T achieve this, we need t develp a crss-functinal apprach in cllabratin with the Wallnia-Brussels Federatin, in rder t remve the main barriers t the grwth f this area. This measure will invlve the fllwing actins: I.1.1. Increase the number f in-cmpany training places and facilitate their management The increase in sandwich curses will require mre cmpany internships, mainly n the basis f sectr-based agreements. T achieve this, we need t bring the supply f and demand fr internships tgether. The aim f this actin is t develp a unique interactive platfrm, managed by OFFA (French-Speaking Office fr Sandwich Curses), n which emplyers and trainees/learners can crss-check their respective internship requirements. I.1.2. Harmnise the status f sandwich-curse learners and the business management mdalities The bjective f this actin will be t make the system mre attractive, mre qualitative and less cmpetitive fr bth learners and emplyers. This will invlve: recnfiguring financial incentives fr sandwich curses; harmnising training standards thrugh greater mnitring. I.1.3. Imprve recgnitin f the knwledge and prfessinal skills acquired utside the traditinal learning and training pathways This actin will aim t increase the number f prfessins whse skills can be validated by the Cnsrtium 1, principally by: - develping a list f skills t be validated, fcusing n the prfessins f the future; - creating the crrespnding tests; - apprving ad hc validatin centres. I.1.4. Develp pilt experiences t generalise the issuing f certificates equivalent t thse issued by the educatin system. In cperatin with the educatin system, the aim is t allw sandwich curse prviders t issue a qualificatin certificate equivalent t that in the educatin system, in additin t their wn. 9 curse t btain a certificate f study equivalent t that f the educatin system and/r an equivalent higher educatin certificate. I.1.5. Imprve the quality f the training and supervisin prvided in sandwich curse centres. This invlves the refrm f arts and science curses t make the sectr mre attractive and mre cmpetitive. I.1.6. Strengthen the link between the training ffer and the prfessins f the future. This will invlve creating a register f the prfessins f the future, in crdinatin with the "Qualifying Educatin - Training - Emplyment" (EFE) centres, n the basis f a training prvisin adapted t sectrs and businesses. I.1.7. Cultivate sandwich curses as a learning methd in higher educatin The evaluatin reprt n the pilt experiments carried ut ver the last fur academic years highlighted the satisfactin felt by the different stakehlders (clleges, students and partner businesses) and the educatinal benefits. The bjective f this actin will therefre be t extend the pilt prjects develped in partnership with the IFAPME and t make sandwich curses a permanent part f higher educatin. This will primarily invlve the mdificatin f the current regulatry texts. I.2. Develp life-lng guidance fr learners A career path is based mainly n a gd knwledge f the labur market and the pprtunities fr learning. Althugh there are currently several stakehlders and a number f initiatives in place fr prviding infrmatin n prfessins and jbs, many citizens still encunter prblems in chsing the crrect learning path. This measure, implemented in cllabratin with the Wallnia-Brussels Federatin, must invlve the public as a whle (pupils, students and wrkers, whether emplyed r unemplyed, etc.). It must aim t develp a life-lng guidance prcess s that every citizen becmes a stakehlder in their wn career plan and als becmes part f a training r educatin prcess that meets business needs and their wn persnal aspiratins. Particular attentin will be paid t actins linked t the prfessins f the future and t grwth sectrs. This wrk will als allw learning, educatin and guidance prfessinals t btain the high-quality tls and infrmatin they need t perfrm their rles. I.2.1. Create an infrmatin, awareness and guidance service Fr infrmatin t be useful and high-quality, it is essential that we have a tl able t list and analyse this infrmatin, mdel it fr the different sectins f the public and distribute it quickly and in accrdance with the apprpriate vectrs. The bjective is therefre t create a unique service wrking n "life-lng" guidance. This service wuld be autnmus and structured arund the three Trade Centres,- cmbining the expertise and systems f the Carrefur Empli Frmatin Orientatin (CEFO) and the Centre Psych-Médic-Scial (CPMS) ; it wuld als be based arund a multi-partner netwrk that was pen t the wrld f business and wrked t supprt the sectr's stakehlders by being directly accessible t the relevant sectrs f the public (learners, parents, etc.). It will be based n: - the dynamics f the "Qualifying Educatin/Training/Emplyment" centres; - a range f tls and methdlgies targeting the different sectins f the public; - a multi-disciplinary team; - partnerships with cmmunity-based guidance prviders, industries and the business wrld. 9

10 T develp effectively, this service will use a resurce centre that brings tgether and creates educatinal tls t aid guidance and the identificatin f skills. It will be created with and fr guidance-prviders, in cllabratin with the institutins in cntact with the beneficiary public and with the supprt f university experts. In additin t develping this service and while waiting fr it t be rlled ut, it will be necessary t: expand and diversify the number f peple t be ntified f guidance issues; decentralise the services prvided by the Trade Centres t make them accessible. A netwrk f partners, whse wrk invlves prviding "guidance", will have t be created fr each Trade Centre, particularly thrugh the relevant bdies in Wallnia and the Wallnia-Brussels Federatin; develp an infrmatin and awareness strategy. This strategy (press, websites, etc.) will be supplemented by campaigns t raise awareness f the prfessins f the future. I.2.2. Imprve "trade experience" measures "Trade experience" allws beneficiaries f any age t chse their training based n cncrete, practical infrmatin by trying ne r mre trades either at a training centre r in business. The actin will aim t imprve this life-lng guidance system by fcusing primarily n the prfessins f the future, particularly in the sustainable cnstructin sectr and sectrs linked t cmpetitiveness clusters and digital technlgies. I.3. Update the equipment in the training centres Equipment must be updated and renewed s that it respnds t r even anticipates technical and technlgical change; this will allw prviders f guidance, training and sci-prfessinal integratin t ffer a range f high-quality services and the skills expected by businesses. Updating equipment will als allw digital technlgies t be integrated int the educatinal system. I.4. Cntinue and imprve the "Language Plan" Learning ne r mre freign languages remains a significant asset within a skills prtfli. As the existing measures have prved effective, they shuld be cntinued and made even mre efficient in accrdance with the needs f the target public; this will take place in cllabratin with the Wallnia- Brussels Federatin. I.4.1. Optimise and ratinalise grant packages The bjective is t imprve the grant packages currently ffered t different sectins f the public, t prvide greater clarity fr users and greater effectiveness as a lever fr sci-prfessinal integratin. This will invlve: ptimising grant packages fr linguists. Review their mdalities (amunt, number, nature and destinatin); ptimising grant packages fr sandwich-curse learners and jb-seekers. Stress the individual nature f persnal career paths, based n participants' level f knwledge f the language, their bjectives and their career plan; 10

11 Custmising the paths f learners and jb-seekers will allw them t receive the apprpriate guidance, effective linguistic preparatin and supprt at the start f their prfessinal curse; fcus n packages that supprt integratin int a prfessinal envirnment; these allw participants t use linguistic knwledge that may be useful fr training and/r sci-prfessinal integratin; ptimise grant packages fr higher educatin students. Review language immersin in business in the s-called "BRIC" emerging cuntries (Brazil, Russia, India and China), t prmte guidance twards prfessinal curses linked t emplyment pprtunities in emerging sectrs and the prfessins f the future, including digital technlgies. I.4.2. Supprt remte language-learning, particularly thrugh the Wallangues platfrm The Wallangues platfrm nw has a high number f users and has becme very successful in terms f usage. Effrts must nw fcus n high-quality wrk that targets a brad demgraphic, s that as many peple as pssible can begin, cmplete r ptimise their learning f the fur languages n ffer and imprve their cnsistency and diligence, wrking t achieve efficient prgress t ensure that they remain cnsistent and diligent thrughut the self-learning path. The fllwing actins will be undertaken with a view t this: launch a new public prcurement bid in 2015, n the basis f special specificatins that include the new directins validated by the Walln Gvernment; strengthen the qualitative develpment f the prpsed apprach, fcusing n interactivity, caching and educatinal supervisin t prevent drp-ut; in the educatinal cntent f the language mdules, take accunt f "prfessinal" guidance fcusing n the prfessins f the future and highdemand ecnmic sectrs; imprve the current "French as a Freign Language" cmpnent t make the educatinal tl mre apprpriate t thse with few qualificatins; cnsult scial prmtin educatin with a view t upgrading the skills acquired by learners. 11

Increase wrkers' levels f freign language skills via the "language cheque" This will invlve: refrming the system by taking greater accunt f the languages spken in the brder regins and cuntries and thse that are useful fr the internatinal expansin f businesses and the internatinal mbility f Walln wrkers; prmting the system t a greater extent amng emplyers. I.4.4. Train yung Wallns in internatinal prfessins, in cllabratin with Walln exprt businesses This measure will aim t perpetuate and strengthen the measures f the Explrt prgramme. 2 The fllwing actins will be undertaken: cntinue the prgrammes f verseas curses and training fr students; cntinue the prgrammes f verseas curses and training fr jb-seekers; create the cnditins fr businesses t ffer a sufficient number f curses fr students/jb-seekers. I.5. Imprve access t higher educatin and life-lng training This will invlve the implementatin f a cperatin agreement between Wallnia and the Wallnia- Brussels Federatin t create and develp cllective higher educatin structures dedicated t in-service training and life-lng learning. These structures will make high-quality equipment and infrastructures available t all higher educatin establishments and prfessinal training prviders, with a view t develping a lcal training and higher educatin ffer that meets lcal needs. They will be aimed at university, nn-university and scial prmtin higher educatin students, educatin suppliers and trainers as part f their in-service training, as well as t emplyed wrkers, jb-seekers and IFAPME learners. They will als aim t prvide a mre effective respnse t sci-ecnmic needs by prviding harmnised training based primarily n the netwrk f Skills Centres, in cnnectin with the prfessins f the future identified by FOREM. I.6. Raise awareness f entrepreneurship This measure aims t create an envirnment favurable t the creatin and develpment f activities by activating all the stakehlders and measures that ffer supprt t the creatin f emplyment and self-emplyment. This will invlve crdinating and apprving the actins t stimulate the spirit f innvatin and enterprise thrugh an "enterprising generatin " prgramme. The bjectives will be the fllwing: t supprt entrepreneurial educatin: penness t entrepreneurship in the training f future teachers, integratin f curses n entrepreneurship in higher educatin and university curriculums, greater cperatin between schls and the business wrld, etc. 2 "Explrt" is a prgramme f training and curses in internatinal trade, develped in partnership with the Frem Training Management & Cmmerce Skills Centre and AWEX. The curses are prduced n behalf f Walln businesses that receive cncrete aid t apprach freign markets and expand internatinally. 12

13 t invest in future entrepreneurs thrugh initiatives such as "entrepreneurial schls" t bring ut cncrete entrepreneurial vcatins and thrugh the adptin f an "entrepreneur student status"; t take mre actin, particularly by develping student incubatrs and shwcasing entrepreneurial successes; t initiate and supprt crdinated actin t supprt female entrepreneurs. During the implementatin f these bjectives, cllabratin will be launched and/r encuraged between all parties invlved in raising awareness f entrepreneurship and supprting the creatin f businesses. 13

Renew the research strategy The bjective is t imprve the develpment and cmpetitiveness f the reginal ecnmy thrugh a prcess f smart specialisatin; this will invlve the emergence f new surces f grwth linked t innvatin, with particular fcus n SMEs. The creatin f the smart specialisatin strategy is a dynamic prcess which will be further develped thrugh new initiatives and/r ensuring cnsistency, as set ut in the Reginal Plicy Declaratin and based n the evaluatin f the plicies carried ut t date. The bjective will be t develp bth the tls and the mdus perandi f all the stakehlders in the reginal innvatin ecsystem by pushing new means f cllabratin and interactin between stakehlders. The implementatin f the new "research" decree and the desire t simplify financing methds will be part f this glbal visin and will imprve the links between the measures. The rles f all the stakehlders will be specified/redefined s that they becme part f a glbal "landscape", independently f the rigin f the financing and their wn bjectives. The fllwing actins will be undertaken with a view t this: rerganise the "research" decree; rerganise the prject and call fr prjects templates; simplify the administrative prcedures; integrate these prcedures int the glbal prject fr a single business prtal. II.1.2. Renew the strategy f the cmpetitiveness clusters n the basis f smart specialisatin The plicy f the cmpetitiveness clusters will act as a fundatin fr the verall cnslidatin f the reginal sustainable industrial innvatin plicy, and as a cntributin t Eurpean bjectives in the area f re-industrialisatin and innvatin. It will act as a basis fr imprving business cmpetitiveness, by acting n the different drivers f factr prductivity (investment, research and develpment, innvatin and creativity, infrmatin and cmmunicatin technlgies, internatinalisatin and skills) and by supprting these during the transitin twards an even mre efficient mdel; this will imprve their cst cmpetitiveness (reductin f energy csts, prcess efficiency, reuse and recycling, etc.) and enable them t bear the csts f this transitin. The new strategy f the cmpetitiveness clusters will be based n the recmmendatins f the thematic evaluatin f this plicy, carried ut as part f the Marshall Plan 2.Green, the recmmendatins f the internatinal jury and the Reginal Plicy Declaratin. 14

15 Its bjectives will be: - the implementatin f breakthrugh innvatin prjects, whether technlgical r nn-technlgical; - the extensin f industrial prmtin, marketing and the link t markets, t btain greater benefits in terms f creating added value and emplyment; - the greater participatin f SMEs in calls fr prjects; - the internatinalisatin f stakehlders and prjects frm the clusters; - the develpment f cllabrative structural prjects based n the mdel develped fr the "Prtn Therapy" and "Reverse Metallurgy 3 " prjects; - the inclusin in the prjects f aspects relating t the circular ecnmy (Next prgramme, Verdir prject, etc.), infrmatin and cmmunicatin technlgies (Big Data 4, etc.) and sustainable develpment (clusters, etc.); - the develpment f skills fr launching and implementing innvatin supprted by the clusters. In this cntext, the fllwing actins will be implemented: intensify internatinal inter-business/university cllabratin prjects. The prjects will aim t supprt the area f activity f the businesses/universities and will be based n cmmn themes; increase links with Eurpean prgrammes and strengthen the invlvement f the clusters in Eurpean netwrks. increased cllabratin between the clusters and the ecnmic and technlgical peratrs. This increasingly clse cllabratin is intended t create a cnnectin between prjects that result frm research and the requests/needs f businesses; encurage the use f key enabling technlgies. KET 5 - see Hrizn identifies six key enabling technlgies as being the mst prmising: nantechnlgy, micrelectrnics, bitechnlgy, phtnics, advanced materials and advanced manufacturing and prcessing; create links with the Brussels clusters (cmplementarity and expliting pprtunities). Links will be sught with regard t the financing granted by the Brussels- Capital Regin t supprt the prjects; adapt the training ffer f the Skills Centres twards the areas f the clusters r the new crss-cutting areas. 3 The "Reverse Metallurgy" prject invlves technlgical innvatin in the metal recvery and recycling sectr. Its aim is t maximise effectiveness and expertise in every stage f the metal recycling prcess in terms f the circular ecnmy and sustainable develpment. 4 The term Big Data refers t: the huge and ever increasing vlume f increasingly accessible data generated by different surces such as trade, scial netwrks and nline registratins. the new data prcessing paradigm that will be develped fr the cllectin, strage, research, sharing and analysis f this data in rder t generate new infrmatin t help with decisin-making. This new paradigm represents a significant ptential fr grwth. 5 The Eurpean Cmmissin has identified six technlgies (micr-nanelectrnics, advanced materials, nantechnlgy, bitechnlgy, phtnics and advanced prcessing) that are referred t as "key" because they are cnsidered t be a majr surce f grwth and emplyment in Eurpe. Prmting investments in the Key Enabling Technlgies (KET) is als ne f the three pririties f the Hrizn 2020 Prgramme fr Research and Innvatin launched by the Eurpean Cmmissin. 15

Supprt the industrial prmtin f the prjects develped by the cmpetitiveness clusters The bjective will be t finance equipment, infrastructures and the develpment phases f prducts created by businesses, spin-ffs r thers, resulting frm the prjects f cmpetitiveness clusters r investment funds specialised in the areas f activity f the clusters. This will invlve endrsing the clusters (thrugh the Sfiple r any ther tl) and being invlved in the industrialisatin and marketing f research prducts. There are als plans t finance prjects in the digital sectr (Big Data, etc.), which is cnsidered a crss-cutting area f cmpetitiveness cluster plicy because it prvides imprtant supprt t innvatin. Pririty will therefre be given t supprting cllective and business prjects that are part f the Digital Plan fr Wallnia, pssibly thrugh specialised investment funds. This means that new resurces will be devted, pssibly in cllabratin with private partners, t financing the industrial prmtin f innvatin that cmes frm the clusters and partner businesses. This will invlve prmting the end develpment in Wallnia f industrial prductin activities that result frm cmpleted research prjects, part f whse risk has been assumed by Wallnia thrugh research incentives. The fllwing actins will be undertaken with a view t this: II.2. Grwth strengthen the capacity fr actin f the financial tls (Sfiple, spin-ff funds, Sfinex, etc.); extend the plicy f investing in certain specialised Private Equity 6 funds; meet the significant financing needs f certain cluster prjects; prvide supprt in the preparatin f stck market listing r subscriptin peratins; develp the rle f training in the reindustrialisatin prcesses f large businesses. Walln businesses are characterised by an average SME size and a number f mid-sized businesses lwer than in the regins with the best ecnmic perfrmance. The bjective is therefre t: - increase the grwth ptential f Walln businesses; - prmte the emergence f new champins in the Walln ecnmy, and abve all t increase the presence f mid-size businesses that have a ripple effect n the ecnmy, as d large businesses. The vectrs f business grwth are: - innvatin; - internatinalisatin; - supprt fr investment and access t financing; - supprt in the different phases f develpment. II.2.1. Supprt business innvatin 6 Private Equity Funds: funds specialised in investing in nn-stck-exchange cmpanies and aiming fr lngterm perfrmances that are higher than thse f the financial markets. 16

17 In additin t the dynamics f the clusters, supprt fr business grwth thrugh innvatin will invlve several actins: supprting innvatin in prcesses and rganisatin. This will invlve supprting peratinal perfrmance in the areas f prductin and distributin, with the aim f imprving the cmpetitiveness and added value f the business; This cnsists f setting up human resurce management relating t the wrkplace and the business's internal and external sharehlders; cntinuing and extending supprt fr the develpment f a culture f creativity. Actins related t creative industries (design, etc.) will be develped, whilst extending the integratin f creativity int the industrial sectr and the emergence f start-ups; guaranteeing the financing f technlgical and nn-technlgical innvatin. Private investrs will be attracted thrugh the launch f the Eurquity platfrm. This may prvide them with greater mtivatin t invest in innvative businesses; guaranteeing the financing f spin-uts and start-ups; imprving access t the netwrk f "incubatrs" fr innvative businesses. This access t the netwrk f "incubatrs" will allw innvative businesses in high-grwth areas identified by Wallnia t develp frm "the idea" t "the prduct", guaranteeing access t cutting-edge skills at every stage, including during design and wnership. II.2.2. Supprt business internatinalisatin The actins will aim t: simplify all the systems invlved in internatinal expansin and exprt; Prcesses will be simplified t ffer a prtfli f aid that meets the needs f businesses and is clearer and mre user-friendly; finance exprt activities by implementing the apprpriate mechanisms; prvide supprt fr new set-ups and "pre-financing" mdels fr exprt. 17

18 II.2.3. Finance the grwth f businesses The actins carried ut in the cntext f this measure will: refrm investment aids. The refrm will aim t prvide greater supprt t the mst intensive businesses in terms f jb creatin, innvatin and exprt and in the highest-grwth sectrs, particularly thse targeted by the cmpetitiveness clusters; simplify all the ther supprt measures. prcesses will be simplified t ffer aid prtflis t meet the needs f businesses; these prtflis will be clearer and mre user-friendly. In additin t these simplificatins, a unique "virtual" ffice will be created and will act as the entry pint fr all aid requests. This entry pint will allw entrepreneurs t fllw all their dealings with Wallnia and will prvide "Walln public tls" with all the infrmatin they need fr their targeted business supprt plicy; prmte access t public prcurement and "key accunts": extend the sub-cntractr certificatin measure develped in the Skywin cluster t ther sectrs, This measure will allw businesses t develp significant levels f certificatin and thus becme part f high added value prductin chains. design specificatins that are pen t SMEs and pay particular attentin t payment deadlines, particularly fr relatins between businesses and public authrities, supprt businesses that becme invlved in public prcurement. ffer financial prducts that meet the needs f businesses These prducts, including even mre integrated guarantee activatin mdalities, will make it pssible t becme help entrepreneurs in financing their prductin tls; develp lcal "markets"; Supprt will be given t shrt supply train and circular ecnmy prjects f any size, if they are part f either distributin prcesses r industrial value chains; this will allw activities and basic prductin t be relcated. The different ecnmic peratrs will act t supprt the emergence f such prcedures within the cntext f their missins; extend the supprt measures fr business transfers. This invlves supprting grwth thrugh external acquisitins and the financing f business transfers. Business transfers are a real challenge fr the ecnmy. It has been shwn that the survival rate fr a transferred business is much higher than that f a business created less than five years ag; It is therefre essential t ensure that all businesses that culd be taken ver are transferred in the best pssible cnditins. Business takevers are als a means f quickly guaranteeing the (external) grwth f ur SMEs. In this respect, particular attentin will be paid t the transfer f agricultural businesses, in view f the changing number f farms, the age f the farmers and the grwing price f agricultural land. 18

19 Similarly, specific credit and guarantee tls will be created t supprt the takever f businesses by wrkers. II.2.4. Supprting the develpment f cmpanies The fllwing actins will be undertaken: imprve gvernance and management skills. Particular attentin will be paid t businesses that aim t imprve their management structures and make their different cuncils, including their management bards, mre prfessinal. This will invlve financing CxO management measures (interim CEO, CFO, etc.); create a netwrk f "grwth experts". The experts will supprt businesses in accelerating their grwth, in line with the refrm f aids; develp a netwrk f interim managers. The interim managers will supprt businesses in managing a temprary situatin, redirecting them twards sustainability and grwth; develp a real netwrk f independent administratrs t benefit businesses. This will invlve intensifying the measure that has already been launched; adapt the ecnmic and technlgical leadership strategy with a view t: detecting businesses with a high grwth ptential and ffering them specific supprt, prviding specific supprt fr "starters", mdelling the mnitring f new self-emplyed persns and business managers, increasing the invlvement f structures that attract business. 19

20 PRIORITY AREA III: Mbilise the territry fr ecnmic develpment III.1. Cntinue t develp infrastructures fr ecnmic activity The territry's attractiveness and cmpetitiveness are majr assets that Wallnia must explit. Therefre, if we want t create the cnditins fr ecnmic redeplyment, we need t mbilise the territry n a massive scale t bst the ecnmy and implement a far-reaching prgramme that will prepare the regin t welcme businesses. Business parks will als be created near the main cmmunicatin infrastructures, as will multimdal sites that can inter-cnnect with the Eurpean netwrk f inland waterways. Recnverted business sites represent a huge ptential in terms f territrial and ecnmic develpment. We need t cntinue their redevelpment t make land available fr ecnmic purpses. III.1.1. Wrk n all the infrastructures intended fr ecnmic activity The fllwing actins will be carried ut with a view t creating a permanent land reserve fr ecnmic activity: execute the Swafinal 2 Plan (Walln alternative financing cmpany), adapting it if required; draw up a new and ambitius Swafinal 3 alternative financing prgramme that will create the 200 net hectares a year required t meet business needs; ratinalise and simplify the laws n exprpriatin in the public interest in rder t accelerate acquisitins/exprpriatins prcedures; imprve the management f strategic land in Wallnia by creating a reginal pre-emptive right fr wet land that culd be used as a prt. encurage the invlvement f private partners in servicing land fr ecnmic purpses. III.1.2. Make ecnmic activity znes a lever fr deplyment If we are t make supply match demand, we need t make new spaces available fr investrs and als redevelp ageing business znes. The infrastructures that will huse businesses must als be high quality, ec-efficient and high-cnnected 7, in line with the digital industry 4.0. As well as integrating infrmatin and cmmunicatin technlgies, the new business parks will als have t prmte the emergence f the circular ecnmy and reduce businesses' energy dependence. 7 If infrastructures are "high-cnnected", it means that they have very pwerful Internet access and netwrks (very high-speed fibre ptics). 20

21 The fllwing actins will be undertaken: develp a reginal register f the available land. This register will be linked t dynamic prject mapping, fr the crdinatin f land needs and availability; establish a specific budget fr large plts f land (min. 30 ha) lcated near majr cmmunicatins infrastructures such as mtrways, prts and airprts and thus allwing multi-mdal transprt; redevelp public spaces and rads within the frmer znes (revamping 8 )t make them mre attractive; with peratrs, identify under-used spaces within parks s they can be reused fr ecnmic purpses; create "business parks 4.0" that incrprate the new infrmatin and cmmunicatin technlgies. The fllwing actins will be undertaken: prmte the pling f amenities in business parks. These amenities (wastewater purificatin, energy prductin, waste management, heat recvery, mbility, etc.) can be pled during the design and initial ccupatin f the land plts. develp the cncept f the circular ecnmy when designing business parks. III.1.3. Supprt autnmus prts This will invlve urban develpment and leadership charters. Autnmus prts shuld be supprted t stimulate ecnmic activity linked t waterways (dry and wet land), and the prgramme f dredging navigable waterways shuld be cntinued. In this cntext, autnmus prts will act as an interface t mbilise public supprt and aid, will be part f urban develpment plicy as prjects t renvate fallw land and industrial blights s they can be used as prts and will cntribute t general mbility thrugh the develpment f multi-mdal and inter-mdal infrastructure and lgistics centres. The fllwing actins will be undertaken: study hw the management f the land given ver by Wallnia t the prts fr management can be ptimised. This will invlve analysing the pssibility f a partnership system that includes rights in rem t the land given up fr management; prmte the use f "freight" river shuttles between prts; study the pssibilities fr extending the wrking hurs f hydraulic structures (lcks-bat lift-inclined plane). This actin will take accunt f the needs f the stakehlders invlved in river transprt and navigatin. III.1.4. Recycle renvated business sites fr the develpment f new activities Cntinuing the remediatin and redevelpment f renvated business sites in strategic lcatins allws us t meet the bjectives f envirnmental prtectin, ecnmic redevelpment and the attractiveness f Wallnia. 8 Revamping invlves reviewing the design f functinal equipment t imprve its prductin, ecnmic and envirnmental perfrmance and reliability. 21

22 It als prvides supprt t the cnstructin and envirnmental technlgy sectrs and ffers a real pprtunity t develp new districts and cities. Putting this land back n the market helps t limit urban sprawl nt agricultural land and reduces peri-urbanisatin. The fllwing actins will be undertaken: make site-recgnitin prcedures faster and mre efficient. This will invlve the revisin, which has already started, f the CDT (Walln Land Develpment Cde), in rder t supprt the cnstructin sectr in its search fr land that can be rapidly urbanised; refrm the sil management decree and the regulatry prvisins n excavated land. The aim f this actin is t accelerate and simplify the remediatin f renvated business sites, withut affecting the bjectives relating t public health and the prtectin f wrkers; define new mdalities fr interventin and prject creatin. This will invlve accelerating the prcesses and increasing the impact f public actin; develp an integrated chain fr the management f plluted land in Wallnia. The aim f this actin will be t maximise the effects f the depllutin sites n the reginal ecnmy. III.1.5. Guarantee accessibility t ecnmic develpment clusters: the "rutes t emplyment" The aim f this measure is t guarantee and imprve accessibility t the znes where activity and value are created. The "Rutes t Emplyment" are majr rads that serve business clusters, majr turist sites and services t the ppulatin (e.g. hspital znes). These majr rads are characterised by high vehicle numbers creating traffic cngestin and/r rad security prblems n a daily basis and making access t existing, expanding r develping emplyment clusters difficult. The fllwing actin will be carried ut: identify the links t be created r strengthened and priritise the best "cst-benefit" ratis in cperatin with the existing emplyment clusters and thse currently under develpment. III.1.6. Increase supprt fr shared wrkshps and incubatr centres, whether these are agricultural r lgistical with an agricultural fcus The aim f this actin is t prmte the frmatin and sustainability f private initiatives by cntinuing t supprt the creatin f incubatr centres and shared wrkshps fr small-scale r industrial prcessing, with particular attentin paid t initiative supprted by c-peratives. The fllwing actins will be undertaken: create an inventry f current public supprt; analyse the implementatin f the call fr "Agricultural incubatr centres" launched in 2011; map the current stakehlders; issue a call fr prjects that takes accunt f the lessns learnt. 22

23 PRIORITY AREA IV: Supprt efficiency, energy transitin and the circular ecnmy IV.1. Ensure that buildings are energy efficient The aim f this measure is t encurage nn-prfit and public ecnmic stakehlders t carry ut effective and integrated energy-efficiency actins, t facilitate their implementatin and t increase the skills f these stakehlders. This measure targets energy efficiency in a brader cntext than just buildings; it encmpasses buildings and grups f buildings in their envirnments, whether this envirnment already exists (redeplyment f ver-urbanisatin) r nt (new districts and cities): the "smart city" and the integratin f renewable energies, electricity netwrks, energy strage systems (at dmestic r netwrk lp level), mbility and transprt systems and infrmatin and cmmunicatin technlgies, ensuring that they all wrk tgether in an integrated manner. Prjects fr new districts and cities will cnstitute pilt smart city prjects, labratries f excellence in terms f energy prductin and cnsumptin. IV.1.1. Refcus the Green Jb Pact n cnstructin renvatin The bjective f the Green Jb Pact is t imprve energy efficiency and emplyment in Walln cnstructin. This means that the Pact needs t refcus n renvatin in rder t reduce cnsumptin. Energy efficiency will als be a majr bjective f the prjects t develp new districts and new cities. The fllwing actins will be undertaken: evaluate the Green Jb Pact. This evaluatin will be carried ut with the scial partners and with prfessinals frm the cnstructin and training sectrs s that the situatin and the effectiveness f the measures carried ut are crrectly analysed; refcus this Pact n measures that cnstitute a glbal building renvatin prject. The Pact will be refcused in rder t imprve energy perfrmance and thus supprt and develp the ecnmy and emplyment, using innvative and sustainable Walln prducts (respecting the three pillars) and the skills develped in the relevant Skills Centres; within the refcused Pact, prmte the energy efficiency f existing buildings in urban and rural centres. The emphasis will be n wasteland and buildings that are dilapidated but can be redevelped; thrugh these different actins, use the envirnmental and ethical scial clauses f public prcurement t supprt training actins in these specific prfessins. 23
