4 Gvernmental institutins Permanent Interministerial Cmmittee fr Scientific Research and Technlgical Develpment : ensure crdinatin, cnsistency and mnitring the scientific research activities and technlgical develpment undertaken by the varius peratrs. This cmmittee rganizes annual meetings t discuss the achievements f each Department and set an actin plan fr next year. Science and Technlgy Administratin : encurage and implement plicy in science and technlgy ; implement measures and mechanisms fr technlgy, innvatin and funding research and develpment; encurage partnerships between universities-public research institutins and between universities-entreprises.

8 Scientific and technlgical infrastructure 4 industrial technical centers: CERIMME: Studies Centre and Industries f Research mechanical, metallurgical, electrical and electrnic; CTTH : Technical Centre f Textile and Clthing; CETEMCO: Technlgy Center and Building Materials; CETIA: Center f the Fd Industry. These centers prvide a hme supprt, cllabratin, study and research thrugh the establishment f cllective means testing, dcumentatin, training, infrmatin and imprvement f cmpetitiveness

This netwrk is cnnected t GEANT Eurpeen netwrk ; Public Interest Grup : universities assciatin, research centers, entreprises and thers t prmte research, training and innvatin; Valrizatin and Innvatin: universities t create a private cmpanies r take stakes in the develpment and explitatin f patents and technlgy transfer (Law n the Organizatin f Higher Educatin ).

10 Incentives INCITATIFS fr Research Develpment À LA RDTI and Innvatin Investment Prmtin Fund: This fund is partially funding the acquisitin f land, infrastructure and external training fr investment prjects f technlgy transfer: ST MICROELECTRONICS : 100 Millins DH, 250 jbs already created n the ttal f 500 jbs planned; MATRA AUTOMOBILE ENGINEERING: 34 MDH, 32 jbs already created n the ttal f 60 jbs planned LEAD DESIGN : 17 Millins DH 14/100 TEUCHOS : 120 Millins DH 104/400. POLYFIL : 100 Millins DH, 100 jbs planned.

11 Incentives fr Research Develpment and Innvatin Strategy FINCOME: (Internatinal Frum f Mrccan Skills Abrad): prgrammed fr the mbilizatin f skilled Mrccans abrad fr develpment f the cuntry : Tw animatin cells were created, the first was created at the CNRST and the secnd at the R & D Assciatin Mrcc; Between 2006 and 2010, 140 expertises were cnducted by the Mrccan talents abrad Diversificatin f rigin cuntry f thse talents : France, Canada, Germany, USA, Belgium, Austria, Great Britain and Sweden.. 12 Incentives fr Research Develpment and Innvatin EUREKA Netwrk (Mrcc Assciated Cuntry): Eurpean netwrk f 36 cuntries, aiming at the prmtin f innvative prjects riented n the market. The Framewrk Prgrammes fr Research and Develpment with the Eurpean Cmmissin (EC), Fr the FP6: 98 prjects (invlving 120 research teams); The financial cntributin fr these prjects is : 10 millin f Eur. Fr the first calls f the FP7: Until jully 2010, 72 prjets were funded (5,6 millin f Eur) Success rate is 16%

13 Incentives fr Research Develpment and Innvatin Technlgy Disseminatin Netwrk: prvides technical assistance and financial help t emerging needs and technlgical innvatin in the enterprise. Industrial Engineering Netwrk: prvides technical assistance and financial supprt thrugh a netwrk f researchers, academics and engineers t imprve the prductin system within enterprises. Mrcc Incubatin and Spin-netwrk: supprts the creatin f innvative enterprises fr graduates f universities and institutins under ther ministries.

14 Incentives fr Research Develpment and Innvatin University-Enterprise Interface Structure The main bjectives are: - t pst a direct link between universities and entreprises - t rient research activities twards the specific needs f business and sciety Currently: 26 peratinal interfaces in the universities and the public research centers These interfaces universities - entreprises are tasked t identify research needs in the entreprises and facilitate the establishment f relatins between the university partners and the sci-ecnmic develpment in the areas f research and develpment, expertise, cnsultatin, training, quality prcedures, etc , 137 prjects fr R & D were realized between the universities and the entreprises Key t success f these interfaces are : - chart f these interfaces - qualificatin f persns, budget fr the peratin

The price is MAD 170, excluding the cntributin f spnsrs. MEDAL OF SCIENCE AND TECHNOLOGY This medal is intended t reward a researcher r a team f Mrccan scientists, wh cntributed significantly and distinctively in their careers The price as hnrary gld medal and a prize f dirhams

17 Research Funding Natinal Fund fr Supprting Scientific Research and Technlgical Develpment This fund was established by the Finance Act N fr the year This law was amended in Nvember 2004 and prvides that 0.25% f turnver frm peratrs f public telecmmunicatins netwrks shuld be used in funding research prjects in telecmmunicatins Currently, this fund is fed by 239 millin DH The Guvernment als feeds this fund by 25 MDH t finance the sectral research prjects

23 Prject 14 f the Emergency Prgramme The emergency prgram was established in 2009 by the Ministry, the bjective is t give new impetus t educatin refrm in Mrcc. This prgram includes 23 prjects with a single prject (prjet 14) fr the develpment f scientific research. This prject prvides greater resurces t supprt scientific research in universities. Mre resurces are allcated fr the first time n a cntractual basis between the Ministry and universities. The cntracts are based n regular mnitring by specific indicatrs t imprve system perfrmance f research in these universities. Amng the expected results: Creatin f netwrks and clusters arund universities Overall budget: 720 MDH ver 4 years

24 Cperatin with EU Assciatin Agreement ( ): Article 47 n the S & T Cperatin Signature f advanced status in Octber 2008: Mrcc is the first cuntry in the suth Mediterranean regin t benefit frm an advanced status in its relatin with the Eurpean Unin. 26 Cperatin with EU Prject with the EU MIRA prject (Mediterranean Innvatin and Research Actin) This is a discussin platfrm fr Eur-Mediterranean, this prject is funded under FP7 t imprve the Eur-Med cperatin in S & T. (MENESFCRS is C-Crdnatr) The present Crdinatin Actin (CA) aims at develping the bjectives f the INCO-Net Mediterranean Partner Cuntries (MPC) actin by, amng thers: 1. Creating a dialgue platfrm using the state f the art f the ICT technlgies 2. Addressing training activities t imprve the quality f the participatin and management f the partners f FP7 frm the MPC 3. Creating discussin platfrms and rganizing meetings t mnitr and discuss the cntent f the Thematic pririties f FP7 4. Creating an Observatry f the EU-MPC S&T cperatin 5. Creating netwrks f research institutins and technlgical transfer services frm bth sides f the Mediterranean

27 Cperatin with EU Prject with the EU M2ERA prject (Mrcc t Eurpean Research Area) The M2ERA prject aims t reinfrce the S&T cperatin and partnership between Mrcc and Eurpe in rder t fster the integratin f Mrcc int the Eurpean Research Area. The activities in this prject will cmplement previus initiatives implemented at the reginal level, such as ERA-MED (Strengthening the Eurpean Research Area in Mediterranean Cuntries) and MIRA (Mediterranean Innvatin and Research Crdinatin Actin). They will traget specific needs f Mrcc, such as supprting capacity building, prmting partnership and reinfrcing plicy dialgue. The prject includes a qualitative and quantitative assessment f the S&T Mrccan EU cperatin in rder t identify mtivatins, bstacles, and impact f this cperatin. The supprt f plitical dialgue in this prject will help t identify pririties f cllabratin, enhance the quality, quantity and visibility f future actins and set Links between existing S&T prgrams.
