5 Tier 3 Tier 2 Tier 1 Update n ICT Pririties in Mexic fr ICT R&I cperatin with EU EXECUTIVE SUMMARY This reprt n ICT pririties in Mexic prvides an verview f the landscape f ICT fr EU-Mexic cperatin and presents the results f the survey cnducted in Mexic t identify pririty tpics fr future cperatin between Mexic and Eurpe in the field f ICT R&I and FIWARE. The nline survey was carried ut frm 26 April t 5 June The questinnaire was answered by a ttal f 398 relevant stakehlders in Mexic, including representatives frm Universities and research centres (75%), industry (18%), gvernment institutins, assciatins and NGOs (7%). This explains that mst f the respndents have a research prfile, althugh cnsultants and C-suite executives are als well represented. Mrever, mst f the survey respndents belng t small and medium size rganisatins (54%), but there is a significant grup f large rganisatins (46%). Findings frm the survey suggest gd perspectives fr future EU-Mexic cllabratin in tpics f cmmn interest related t ICT and FIWARE. Althugh the awareness f FIWARE technlgies in Mexic is relatively lw (15% f respndents), there is an increasing interest in cllabrating with Eurpe. The great majrity f respndents (96%) say that they have interest r are planning t participate in future cllabrative R&I prjects with Eurpe. In additin, there is cnsensus amng the FIWARE cmmunity in Mexic abut the benefits f FIWARE t research and innvatin in Smart cities and Security, and t a lesser extend in the dmains f Health, Energy and Industry 4.0. This highlights the pprtunities fr future cllabratin between Mexic and Eurpe, but als the existing gap between interest and actual cllabratin in the field f ICT and FIWARE, and thus the need t vercme sme imprtant barriers t enhance cperatin. The reprt underlines the relevance f tpics cnnected t FIWARE dmains, like Health, Energy, Industry 4.0, Security and Smart Cities. Based n the findings f the survey it is evident that Mexic and Eurpe share pririties f cmmn interest fr ICT research and innvatin, and these pririties are aligned with FIWARE dmains, as well as with areas and tpics identified in Hrizn 2020 ICT-related Wrk Prgrammes and Next Generatin Internet (NGI), which creates a slid basis fr future cperatin between Eurpe and Mexic. Hwever, the survey results als cnfirm the existence f imprtant bstacles fr cllabratin. The main barriers perceived by respndents in Mexic are the lack f awareness f funding prgrammes, lack f knwledge abut ICT and FIWARE research tpics and shrt experience in internatinal cperatin prjects. In additin, the relatively lw knwledge abut FIWARE in Mexic culd hinder future cllabratin between Mexic and Eurpe. Thus, current actins undertaken by FIWARE Mexic t prmte the FIWARE brand in Mexic and supprt the uptake f FIWARE technlgies are pertinent t advance in this directin and face key challenges t imprve ICT and FIWARE cllabratin between Eurpe and Mexic. INTRODUCTION As part f the activities f WP3 Pririty setting & fllw-up fr cperatin in ICT and FIWARE, this interim versin f Deliverable 3.1 presents ICT and FIWARE research pririties in Mexic, based n the mapping f the landscape f ICT cllabratin and the results f the survey cnducted in Mexic t identify ICT pririty tpics and t cnnect these tpics with FIWARE dmains relevant fr EU-Mexic cperatin. The nline survey was carried ut frm 26 April t 5 June 2017 prvides feedback and qualified pinins frm relevant ICT and FIWARE stakehlders. Specific bjectives f the survey were: - Update the pririties fr ICT cperatin, including tpics fr cllabratin in FIWARE. - Assess their alignment with FIWARE Mexic dmains, ICT-related tpics in Hrizn 2020 (Wrk prgrammes ), and additinally with Next Generatin Internet (NGI). - Identify main barriers fr Eurpe-Mexic cllabratin in ICT R&I - Get insights t supprt the uptake f FIWARE technlgies in Mexic The structure f the reprt is as fllws. Sectin 2 utlines the current landscape fr ICT cperatin between Eurpe and Mexic, in terms f ICT R&I prjects and investigatin carried ut by the Cnsrtium in previus prjects t explre tpics f cmmn interest fr future cllabratin in ICT and FIWARE, which lead t a first identificatin f relevant cperatin tpics. Sectin 3 presents the results f the survey, fllwing the structure f the questinnaire. In chapter 3.1 we explain the methdlgical apprach t cnduct the survey, including the scpe and sample size, criteria and steps t select FIWARE and ICT tpics t be ranked, and the web tl used. Chapter 3.2 describes the respndents prfile, detailing the type and size f the rganisatins represented in the survey. Chapter 3.3 utlines the perspectives fr FIWARE and ICT R&I cllabratin between Mexic and Eurpe, including respndent s experience when participating in EU prjects, plans fr future cllabratin, awareness f FIWARE and barriers fr EU-Mexic cllabratin. Chapter 3.4 presents the ranking f ICT pririty tpics in Mexic and a detailed analysis f the f these tpics by FIWARE dmains. Finally, sectin 4 present the verall cnclusins. LANDSCAPE OF ICT FOR EU-MEXICO COPERATION This sectin presents the landscape f current ICT cllabratin in EU-Mexic as a first step t identify pririty tpics fr future ICT R&I cperatin between these cuntries. 2.1 EU-Mexic S&T Agreement Bilateral relatins between the EU and Mexic are gverned by the Ecnmic Partnership, Plitical C-peratin and C-peratin Agreement (the Glbal Agreement signed in Brussels n 8 December 1997 and entered int frce n 1 st Octber 2000). Signed n 3 February 2004, the Bilateral Agreement fr scientific and technlgical cperatin between the Eurpean Cmmunity and the United Mexican States, came int frce n 13 June At the fifth EU-Mexic summit held n 16 May 2010, a Strategic Partnership between Mexic and the EU was agreed by the parties, reflecting the readiness f bth players t strengthen crdinatin n matters f glbal imprtance and further intensify their plitical, ecnmic and cperatin links. The main areas f cperatin are: envirnment; infrmatin and cmmunicatin technlgies; fd, agriculture, fisheries, and bitechnlgy; health; nantechnlgies, transprt materials and new prductin technlgies; energy; scial sciences as well as infrastructures UEMEXCYT & EU-MEX INNOVA in FP7 One f the first actins t supprt and implement and the S&T cperatin between Eurpe and Mexic, and therefre the achievement f the engagement freseen in the Agreement, was the launch in 2006 f the Bureau fr Eurpean and Mexican Science and Technlgy Cperatin UEMEXCyT, lcated in CONACyT (Mexican Natinal Cuncil f Science and Technlgy) and cfinanced by the Eurpean Cmmissin s Directrate-General fr Research and Technlgical Develpment (DG RTD) and CONACyT, fr a tw-year perid. The 2nd stage f UEMEXCYT Office (UEMEXCYT2), was launched t supprt the bilateral plitical dialgue initiated by the S&T Agreement s Jint Steering Cmmittee, prviding infrmatin abut pprtunities fr cperatin in FP7, fllw-up and cntinuity t the effrts carried ut since the launch f the UEMEXCyT Office, as well as imprving the channels f cmmunicatin and partnership between Mexic and the EU Member States. The Jint Steering Cmmittee Meetings (JSCM) are nrmally held nce a year. The participants are CONACYT frm the Mexican side, and the EC Directrate General fr Research and Innvatin, frm the EU side. The 3rd stage, the Eurpean Unin Mexic Bilateral Innvatin Initiative (EU-MEX INNOVA), seeks t develp and strengthen cllabratins between the tw sides t cpe scietal challenges and industrial technlgies thrugh internatinal cperatin, by making science, research and innvatin prceed mre rapidly and mre cst effectively. 9 EU-MEX INNOVA tk int cnsideratin the previus effrts between the EC and CONACYT (UEMEXCYT 1 & 2). The cnsrtium invlved strategic partners frm France, Germany, Italy and Spain, that wrk with Mexic tward the bjectives f the prject seeking and imprtant impact in the EU-Mexic ST&I cperatin Other Instruments fr EU-Mexic S&T cperatin Anther axe f the EU-Mexic S&T cperatin is the Fund fr Internatinal Cperatin in Science and Technlgy (FONCICYT), which was established by Mexic and the Eurpean Unin in 2007 as part f the Internatinal Cperatin Prgramme between bth parties fr the encuragement f Scientific and Technlgical Research. This prgramme is upheld in the Financing Cnventin between the Eurpean Cmmissin and CONACYT in Mexic, which stipulates that each party must cntribute 10M ( 20M in ttal), and that the gegraphical sphere f interventin must include all Mexican territry and all Eurpean Unin member cuntries. The direct beneficiary f the Cperatin Prgramme is the CONACYT, which is respnsible fr administratin f the FONCICYT and ultimately respnsible t the Eurpean Cmmissin fr the applicatin f funds cntributed by this bdy t the FONCICYT trust. The CONACYT must ensure at all times that these funds are used pursuant t the Financing Agreement. The indirect beneficiaries f the Prgramme are stakehlders in the science and technlgy sectr f Mexic and thse EU cuntries which are directly invlved in public and private research prjects. Other indirect beneficiaries are public and private higher educatin institutins, lcal gvernment and the prductive sectr. The final beneficiaries f the Prgramme are the scieties f bth Mexic and EU, as these c-financed prjects increase the capability and applicability f scientific and technlgical research in the tw regins, thus allwing imprvements t the standard f living and well-being f their ppulatins. In additin t the abve, the implementatin f the FONCICYT als aims t cntribute t imprving cmpetitiveness, grwth and emplyment in the medium term. Mrever, it creates the cnditins fr imprving Mexican participatin in the research, technlgical develpment and innvatin prgrammes f the Eurpean Research Area. FONCICYT was especially imprtant fr the participatin in the Seventh Framewrk Prgramme fr Research and Technlgical Develpment (FP7) Cllabrative Prjects in ICT R&I The bilateral dialgue has stimulated the participatin f Mexican partners in cllabrative prjects with Eurpe. In particular, LEADERSHIP prject pinted that Mexican ICT pririty R&I areas have much in cmmn with the Eurpean nes, defined by Hrizn 2020, the current EU Framewrk Prgramme fr Research and Innvatin, in particular with the H2020 pillar f scietal challenges. Amng Mexican ICT pririty R&I areas framed within this pillar are: Inclusive, innvative and reflective Scieties; Health, demgraphic change and wellbeing; and Secure, clean and efficient energy. This reflects a fertile grund fr future cperatin between Eurpe and Mexic in ICT R&I. 14 2.2.4 EU-Mexic S&T cperatin in H2020 Aiming t encurage the participatin f Mexican entities in the Hrizn 2020 Prgram and in rder t strengthen bilateral relatins between the Eurpean Unin and Mexic in Science, Technlgy and Innvatin, the Natinal Cuncil f Science and Technlgy (CONACYT) launched the CONACYT - H2020 call n 25 February This new mechanism funds the participatin f Mexican researchers in all areas f Hrizn , by using the FONCICYT Mechanism. Mexican entities aiming t participate in a Eurpean cnsrtium may apply t CONACYT fr financial supprt. CONACYT will review the Mexican applicatin and, if they apprve it, will guarantee the financing f the Mexican partner, shuld the prpsal subsequently be selected by the EU. This decisin was taken after Eurpe decided t declare Mexic as nn-eligible fr funding in H2020 calls. ICT R&I PRIORITIES SURVEY RESULTS 3.1 Survey methdlgy This sectin describes the methdlgical apprach t design and cnduct the nline survey in rder t update ICT research and innvatin pririties in Mexic and t identify pririty tpics fr EU-Mexic cllabratin in FIWARE. The survey was launched n 26 th April 2017 and data cllectin tk place until 5 th June INMARK crdinated the prcess f infrmatin gathering and mnitring, supprted by Mexican partners that perfrmed a persnal mnitring f the survey in Mexic by phne and t increase respnse rates Scpe and sample size The survey was cnducted t a sample f stakehlders frm Mexic, representing ICT researchers frm academia and the industry, decisin makers, gvernment institutins and assciatins. The sample cmpsitin includes relevant ICT stakehlders interested in ICT research and innvatin activities and/r invlved in R&D plicies. This tl was chsen because it is easy t use fr respndents, fast t cllect respnses and cnvenient t analyse the results. T prtect data privacy and safety, the fllwing actins were carried ut t avid accidental deletin f the data gathered: There was nly ne admin that culd access the questinnaires. Backups f respnses btained were perfrmed every week. Ensure the security f the database cllected in the Survey Mnkey accunt. The link t the survey, alng with an invitatin letter t fill in the survey, was distributed by n 26 th April 2017 amng Mexican stakehlders databases. The first deadline t receive respnses was fixed fr 15 May. Tw reminders were sent n 18 and 26 May respectively, with a final deadline t cmplete the survey extended t 5 June. In parallel, persnalized mnitring by phne and/r was perfrmed by the partners in Mexic. 3.2 Respndents prfile Mst f the respndents wh answered the questinnaire are researchers and prfessrs (43,4%), fllwed by cnsultants (28,5%) as well as directrs, C-suite and managers (28%). 22 3.3 Perspectives fr ICT and FIWARE cllabratin with Eurpe ICT R&I cperatin with Eurpe Only 8.2% f Mexican respndents have participated in ICT R&I prjects in cperatin with Eurpe, while a vast majrity f respndents (91.8%) recgnise that they d nt have previus experience in cllabrative prjects with Eurpe. Amng the respndents that have participated in R&I cllabrative prjects and initiatives, the mre imprtant areas and tpics mentined in the respnses are: Prcess mdelling, sftware engineering, business mdel innvatin, fld risk simulatin, and civil security Assessment f the experience in cperatin with Eurpe We asked respndents wh have previusly participated in cllabrative prjects with Eurpe t assess their experience in a scale frm 1 t 4 (frm 1 - Nt psitive t 4 - Very psitive). The pinins are divided, while 45% f respndents evaluate their experience in EU prjects participatin as psitive (22%) r very psitive (23%), 41% f respndents rated their cllabratin experience as negative. In cmputer science, the field f AI research defines itself as the study f "intelligent agents": any device that perceives its envirnment and takes actins that maximize its chance f success at sme gal. Cllquially, the term "artificial intelligence" is applied when a machine mimics "cgnitive" functins that humans assciate with ther human minds, such as "learning" and "prblem slving". The Internet f things (IT) is the inter-netwrking f physical devices, vehicles (als referred t as "cnnected devices" and "smart devices"), buildings, and ther items embedded with electrnics, sftware, sensrs, actuatrs, and netwrk cnnectivity which enable these bjects t cllect and exchange data. Sftware-defined technlgies. These technlgies may prvide mre functinalities and cntrl fr the allcatin f resurces, cnfiguratin and deplyment, and may pen new pprtunities t develp the Internet. Electrnic vehicle supprt technlgies (as defined abve). Advanced manufacturing is the insertin f new technlgy, imprved prcesses, and management methds t imprve the manufacturing f prducts. Data svereignty is the cncept that infrmatin which has been cnverted and stred in binary digital frm is subject t the laws f the cuntry in which it is lcated. Smart factry is within the mdular structured f Industry 4.0, where cyberphysical systems mnitr physical prcesses, create a virtual cpy f the physical wrld and make decentralized decisins. Smart hme is building autmatin fr the hme. It invlves the cntrl and autmatin f lighting, heating (such as smart thermstats), ventilatin, air cnditining (HVAC), and security, as well as hme appliances such as washer/dryers, vens r refrigeratrs/freezers. CONCLUSIONS Based n the mapping f the ICT landscape in Mexic and key insights frm the survey cnducted amng ICT researchers frm academia and the industry, decisin makers, gvernment institutins and assciatins, we have identified ICT and FIWARE pririty tpics, and explred pprtunities fr R&I cllabratin in areas f cmmn interest fr Mexic and Eurpe. There is an increasing interest in cllabrative research and innvatin with Eurpe in the field f ICT and FIWARE technlgies. In spite f that nly a minrity f survey respndents in Mexic have nt previus experience in ICT R&I cllabrative prjects with Eurpe, the vast majrity f respndents (96%) say that they have interest r are planning t participate in future cllabrative R&I prjects with Eurpe. This pens gd perspectives fr future cllabratin between Eurpe and Mexic, especially in areas and tpics related t FIWARE, such as IT, energy efficiency, traffic mnitring, smart cities, Big Data, Industry 4.0, cybersecurity, AI, amng many thers. Awareness f FIWARE technlgies and f Next Generatin Internet (NGI) are critical t enhance R&I cllabratin between Mexic and Eurpe. Arund 15% f the survey respndents are aware f FIWARE technlgies and there is cnsensus amng the FIWARE cmmunity in Mexic abut the benefits f FIWARE t research and innvatin in Smart cities and Security, and t a lesser extend in the dmains f Health, Energy and Industry 4.0. Furthermre, ther 15% f respndents say they are currently invlved in R&I initiatives that can cntribute t build the NGI, e.g. the Red LATE Mexic, Data Science and Public Health, Smart Cities MX, Big Data and real-time mnitring and Future Internet initiatives. Tp 5 pririties fr Mexic-Eurpe cperatin in FIWARE and ICT R&I. ICT pririty tpics identified in Mexic by the survey respndents match with FIWARE Mexic dmains: Smart cities, Security, Health, Energy and Industry 4.0. The tp 5 pririty tpics in Mexic fr future cperatin with Eurpe are the fllwing: Healthcare platfrm develpment (Health and Industry 4.0) Energy efficiency (Energy and Industry 4.0) Real time infrmatin technlgy (Smart cities and Industry 4.0) Security mnitring (Security) Artificial Intelligence (Industry 4.0) Generally, there is nt a big difference in tpics chsen by respndents rganisatin types. Nevertheless, the industry players and gvernment institutins shwed relatively a relatively high interest in tpics that are particularly assciated with smart cities and energy, such as Big Data, Intelligent Transprt System and smart citizen centred energy system. There are still imprtant barriers fr Eurpe-Mexic cllabratin in FIWARE and ICT R&I. The findings f the survey als indicate that in spite f the interest f Mexican researchers t participate in FIWARE and ICT R&I prjects with Eurpe, there are still sme imprtant barriers that need t be vercme t increase Eurpe-Mexic cllabratin. Main bstacles perceived by the survey respndents are assciated with the lack f awareness f funding prgrammes in Mexic, the lack f awareness abut ICT and FIWARE research tpics f cmmn interests, and the lack f experience in internatinal cperatin prjects. In additin, the lack f calls fr WP3_D3.1 FIWARE Mexic Page 35 f 51

36 prpsals targeting cllabratin between Mexic and Eurpe and difficulties t partnership building are als cnsidered an bstacle t participate in ICT R&I cperatin prjects with Eurpe. Brand awareness twards FIWARE shuld be increased in Mexic. The results f the survey als suggest the limited knwledge abut FIWARE in Mexic. This reveals pprtunities t explre and further spread the uptake f FIWARE technlgies in Mexic. Therefre, current actins undertaken by FIWARE Mexic will cntribute t expand the cmmunicatin channels f FIWARE and t create buzz and ppularity f FIWARE technlgies in Mexic. Only in this way, FIWARE technlgies can benefit mre researchers and industries, the synergy f FIWARE cmmunity will be maximised and thus, the FIWARE glbal apprach will be truly achieved. In cnclusin, the findings f the survey prvide a valuable input t ptential partnership building between Eurpe and Mexic. Furthermre, FIWARE Mexic actins t supprt the uptake f FIWARE technlgies and t prmte the FIWARE brand in Mexic, and indirectly in the Latin America market, add synergies t the glbal apprach f the FIWARE ecsystem.
