1 Atlantic Interactins Integrating Space, Climate, Oceans and Data Sciences thrugh Nrth-Suth / Suth-Nrth Cperatin High-level Industry-Science-Gvernment Dialgue Twards the Atlantic Internatinal Research Center (AIR Center) Terceira, Azres, April 2017 Cnclusins The High Level Industry-Science-Gvernment Dialgue n Atlantic Interactins, held in Terceira island n the April 2017, was aimed t address the need t further study and cnduct research in Atlantic regins in terms f related natural resurces, ecsystems dynamics and the interdependences with human activities twards achieving the 2030 United Natins gals fr sustainable develpment, tgether with the ptential explratin f new avenues fr knwledge-based ecnmies in suth and nrth Atlantic. The participants acknwledge the achievements n Atlantic related research ver the last five years with the signature f the 'Galway Statement n Atlantic Ocean Cperatin', n 23 May 2013 between the Eurpean Unin, the United States and Canada, which enabled the alignment f cean bservatin effrts, as well as the pririties and actins utlined in the Atlantic Ocean Research Alliance. In additin, the participants have als nted that the results f the series f wrkshps n Atlantic Interactins held thrughut 2016 in New Yrk, Pnta Delgada, Lisbn, Brussels, Paris, Brasília, Cartagena, Bgtá, Cambridge (Mass) a Austin (Texas), as well as ther related meetings in Bangalre (India), Luanda (Angla) and Abuja (Nigeria) have mbilized researchers wrldwide twards the develpment f a new science and technlgy agenda fr an integrative apprach t the Atlantic fcused n space and cean sciences, as well as the implicatins f climate change and the develpment f sustainable energy systems. Participants als nte the prgress achieved by Suthern natins in discussing and establishing a scientific agenda fr the Trpical and Suth Atlantic and the Suthern Ocean. The imperative f building knwledge-based scieties demands an investment in ur cllective institutins t enable them t prvide wrldwide access t quality science educatin and scientific practices t everyne, regardless f age, rigin r scial and ecnmic backgrund. Peple at large will need t access knwledge and mdern learning practices at all ages t build future generatins wh are becming increasingly knwledgeable, creative and able t adapt respnsibly t the challenges f a rapidly changing wrld. The future f different peple n earth are wven in a single garment. We all gain frm the jy and benefits f discvery when all peple participate in learning and the prductive use f knwledge. This means reaching ut and engaging ur clleagues, scientists and lay peple with yung peple in all parts f the wrld. 1

In additin, Participants recgnize: The relevance f an integrative apprach t space, climate change and energy, earth and cean sciences in the Atlantic, tgether with emerging methds f data science, data visualizatin and science cmmunicatin t better understand the emerging issues assciated t climate change and the sustainable management f cmmn resurces affecting ur planet and the lives, prsperity and wellbeing f ur citizens. The need t fster and further develp a shared and internatinal envirnment t supprt Nrth- Suth/Suth-Nrth cperatin in science and technlgy twards new climate, earth systems, space, and marine research activities benefiting decisin makers, public users, higher educatin and industry, as well as t fster highly skilled human resurces, the exchange f research infrastructures and technlgy transfer and cntribute t grwth. The urgent need t develp advanced data and netwrk systems including integrated instruments fr space, air, grund and cean dmains, allwing sustained data gathering t prduce better and mre precise mdels which can supply all scientific disciplines invlved in accurately prjecting the future sustainable pathways. This requires a sustained and glbally distributed cean-bserving system, especially at depths where very few bservatins currently exist, as well as detailed measurements f atmspheric circulatin changes, alng with the determinatin f the Earth s key ecsystems activities and the develpment f technlgy t fit science needs. These challenges will require strnger linkages with the educatinal system t develp curricula fr critical and needed skills n data management, artificial intelligence and analytics linked with advanced cmputing technlgies, based n cgnitive, high perfrmance cmputing and clud platfrms which can be secure and scalable. The relevance f space science and technlgy in Atlantic regins t address great challenges such as climate change, natural hazards, energy dependency and sustainable cean explitatin, cnsidering that satellite data prcessing pens pprtunities fr new ventures with ecnmic, envirnmental and scial impact, in areas such as fisheries and aquaculture, maritime safety, managing f marine resurces, as well as characterizing the renewable energy ptential in islands and castal envirnments. The urgent need t fster knwledge as ur cmmn future, and t recgnize the need t bring t the center f ur attentin all f thse in the margins f knwledge driven scieties and knwledgebased ecnmic activities by increasing scial and gender equality, fstering inclusin fr everyne, everywhere, anytime, recgnizing the need t effectively prmte respnsible science and innvatin fr all. The pprtunity Azres ffer fr the ptential develpment f internatinal launch services t space, prviding lw-cst, frequent and regular access t space fr small satellites as a way t bst the utilizatin f space fr the benefit f all citizens f planet Earth. The islands f Azres have been identified as a prmising launching site thanks t feasibility studies recently perfrmed. These preliminary technical studies have shwn that an Azrean spaceprt wuld ffer a wide range f Azimuth and gd metrlgical cnditins, which may enable regular, and frequent launches. It wuld 2

3 benefit frm and leverage the current Azrean space infrastructures. Further studies are necessary t guarantee adequate safety, envirnmental prtectin, gelgical stability cnditins r electrical and water capacity. The critical rle f Atlantic islands as ecsystems suitable fr hlistic research studies thrugh experiments and bservatin f natural prcesses. They represent natural living labratries enabling and facilitating the design f scientific studies f internatinal relevance. Island research statins are ideal fr designing and achieving direct and precise bservatins especially required fr studying biphysical phenmena, but als fr validating cncepts, techniques, and methdlgies, particularly in remte places and/r in circumstances where reliable platfrms are scarce. It is under this cntext that the participants f High Level Industry-Science-Gvernment Dialgue n Atlantic Interactins have identified the fllwing majr steps t be pursued: 1. The need t align research strategies thrugh internatinal cperatin t face Atlantic regins challenges and ecnmic transitins twards the sustainable develpment f ur scieties. Envirnmental changes, security cnditins, natural hazards, and ther human dimensins, calls fr the design f an internatinal partnership that aims fr resilience and sustainability fr the Atlantic and related Nrth-Suth / Suth Nrth cperatin in the fllwing five thematic areas: Space systems and applicatins; Atmspheric science; Climate change and energy systems; Ocean systems, and Data sciences. 2. Greet the effrts develped in setting a bttm up strategic research agenda thrugh an integrative apprach t Space, Climate-Energy, Oceans and Data Sciences in the Atlantic, t supprt Nrth- Suth/Suth-Nrth cperatin in science and technlgy, ultimately benefiting decisin makers, public users, universities and industry, as well as fstering highly skilled human resurces, the exchange f research infrastructures and technlgy transfer and cntribute t the sustainable grwth f ur cuntries and regins. 3. Supprt the idea f the need t guarantee an increasing effrt and glbal initiative n Knwledge fr Space - Space fr knwledge aiming t prmte scientific educatin and culture abut emerging space systems and technlgies, as well as t better use space technlgy t prmte scientific and educatin cntents fr all, in every regin f the planet. The Atlantic regins culd be used as a platfrm t fster a pilt prject in this directin. 4. Welcme the advances made t the draft versin f the White Paper Twards a Science and Technlgy Agenda fr an integrative research apprach in Atlantic regins thrugh Nrth-Suth Cperatin and prpse this strategic research agenda t be finalized and implemented thrugh an internatinal netwrk f research, academic and business rganizatins wrldwide, acrss bth suth and nrth Atlantic cuntries, as well as nn-atlantic cuntries, in an internatinal scientific rganizatin, bringing tgether infrastructures lcated thrughut the Atlantic: the Atlantic Internatinal Research Center (AIR Center), as an initiative t be established in the frm f an inclusive internatinal research netwrk rganizatin with headquarters in the Azres Islands. 5. Nte that the AIR Center will cnsider the develpment f a new interdisciplinary research platfrm and initiative, extending the capabilities f research centers arund the wrld and addressing the synergies between Space, Climate-Energy, Oceans and Data Sciences, and this wuld enhance the ptential f the existing Atlantic research infrastructures since it wuld fcus n disciplines that 3

4 cmbine mre than ne scientific area, acting as a catalyst fr research and innvatin in multiple dmains ranging frm renewable energies, t the interactins f the cean with the atmsphere and glbal climate phenmena, the impacts f glbal changes n the pen cean and the deep sea, including their bidiversity, as well as blue ecnmy. 6. Recgnize that the AIR Centre shuld cnsider stimulating the necessary knwledge-driven cnditins t better use the strategic psitining f Atlantic islands by establishing a netwrk f research sites in Azres, Madeira, Canary Islands, Fernand Nrnha and S. Pedr-S. Paul, in Brazil, Cape Verde, Nigeria, Suth Africa, as well as and thers t fllw, thus increasing peratinal efficiencies by ptimising the apprpriate use and sharing f research infrastructures, and access t and management f data and platfrms. 7. Prpse that the creatin f the AIR Center shuld be attempted in the frm f an internatinal venture and an intergvernmental rganizatin t accmplish the fllwing gals: Prmting a new hlistic and integrative apprach t knwledge n space, climate-energy, ceans and data sciences and related issues in the Atlantic, fstering cnditins t prvide the wrld with mre science, mre knwledge and mre scientific culture; Fstering an inclusive apprach t science, technlgy and ecnmic develpment, bringing t the center f ur attentin all f thse in the margins f knwledge driven scieties and knwledge-based ecnmic activities. Establishing a netwrk f research sites in varius Atlantic islands in nrth and suth Atlantic, in clse interactin with research, academic and business rganizatins wrldwide, including thse acrss bth suth and nrth Atlantic cuntries, as well as nn-atlantic cuntries; Facilitating the access t space data frm the unique psitin f the Azres, prmting access t new frntiers f knwledge, tgether with the develpment f new space industries; Stimulating the test f new renewable energy surces and their integratin in smart netwrks in islands envirnments, prmting test beds fr the develpment f new sustainable energy industries; Prmting new research in deep-sea, facilitating the access t a better understanding f living rganisms in extreme envirnments and new energy and mineral surces; Fstering the study f earth prcesses in the Atlantic triple junctin, where three majr tectnic plates met, t cntribute fr the understanding and risk mitigatin f the derived natural hazards, namely earthquakes, vlcanism, tsunamis. Facilitating the establishment and use f new mega-sets f data n climate, atmspheric, earth, cean and energy related themes stimulating new frms f data science and the develpment f new technlgy-based cmpanies riented twards big data prcessing and usage. Prmting and fstering the educatin and knwledge agenda knwledge fr space/ Space fr knwledge and its integratin with cean, earth and climate educatin in a hlistic way, fstering the interest and mbilizatin f yunger generatins fr science and technlgy, as well as cntributing fr educating mre children everywhere, anytime. 8. Welcme AIR s Center penness t the wrld by establishing different frms f scientific and technlgical cllabratin with public and private entities frm nn-atlantic cuntries acrss the glbe, thus prviding a truly internatinal shared envirnment, which will prmte amngst thers, the develpment f cmparative studies and prjects n ther seas, ceans, such as the Indian, Artic, and Pacific Oceans and the Mediterranean. 4

Recgnize the supprt jintly ffered by the Fulbright Cmmissin Prtugal and the Prtuguese Science and Technlgy Fundatin t launch a "Fulbright Award n Atlantic Internatinal Research" t be prmted until the end f 2017 in clse cllabratin with the establishment f the AIR Center. Cnsequently, the participants f High Level Industry-Science-Gvernment Dialgue n Atlantic Interactins invite: All participants f the High Level Industry-Science-Gvernment Dialgue n Atlantic Interactins, t deepen the dialgue t advance new research n the Atlantic and prmte new mdels fr Nrth- Suth/Suth-Nrth partnership-based apprach which can cntribute t the sustainable management f all ur scieties. The Prtuguese Gvernment and the Reginal Gvernment f Azres, tgether with the Prtuguese Fundatin fr Science and Technlgy, FCT, t prmte an pen internatinal prcess and cmpetitin t attract business leaders and entrepreneurs wrldwide t further discuss the develpment f internatinal launch services t space frm the Azres, prviding lw-cst, frequent and regular access t space fr small satellites as a way t bst the utilizatin f space fr the benefit f all citizens f planet Earth.
