4 Cllege f Arts and Sciences Letter frm the Executive Dean The Cllege f Arts and Sciences was reunified by a unanimus vte f the university s Bard f Trustees n June 18, 2010, reincrprating the five legacy clleges f the frmer Federatin f the Clleges f the Arts and Sciences, including Arts, Bilgical Sciences, Humanities, Mathematical and Physical Sciences, and Scial and Behaviral Sciences. Tgether the departments and schls, and the many additinal centers and institutes within Arts and Sciences, frm the academic cre f The Ohi State University, and thrugh the new Cllege s structure have a greater capacity t amplify resurces and maximize the ptential fr excellence in a visible, cherent, effective, and efficient way. Presented in this dcument is the Cllege s first unified visin fr the future that will serve as a guide fr ur future develpment as a unified and cmprehensive Cllege f Arts and Sciences. The Cllege f Arts and Sciences is big and cmprehensive. There are apprximately 1,100 faculty members in Arts and Sciences wh study just abut every cnceivable subject. Our arts, humanities, scial and behaviral sciences, and natural and mathematical sciences faculty are amng the best in the wrld. Members f ur faculty were respnsible fr expenditures f We are mving frward aggressively t recmbine Arts and Sciences t make it the mst pwerful intellectual platfrm in the cuntry by remving structural and budgetary bundaries and facilitating faculty cllabratin. That wrk is, in many respects, the single mst imprtant intellectual venture at Ohi State during the past 20 years and may well be fr the next 20 years. President E. Grdn Gee Address t the Faculty Thursday, May 14, 2009 nearly $82 millin in federal grant supprt in FY11 (17% f the university s ttal expenditures) and in ur arts and humanities faculty wrte and published 163 bks, cmpsitins, jurnals, majr exhibitins, perfrmances and recrdings. Our arts and sciences units prvide mre than 70% f undergraduate student credit hur prductin (including mre than 90% f the general educatin teaching) and almst 60% f all credit hurs taught n campus. Many faculty and students are engaged in the cmmunity and prvide quality service fr their fields. The Cllege f Arts and Sciences aims t achieve excellence in research and ther creative endeavrs, prvide utstanding learning pprtunities fr ur students, and serve cmmunities utside the university s brders thrugh utreach and engagement activities. T this end we have been engaged in a cmprehensive strategic planning prcess fr Arts and Sciences, a planning prcess that attempts t capitalize n the cmprehensive nature f the Cllege. The strategic plan we have develped benefitted frm the input f faculty, department chairs, prgram directrs, and the Cllege administratin. The plan was vetted and discussed by ur departments and prgrams, by wrking grups that were rganized t discuss individual initiatives and help set pririties fr the Cllege, by subcmmittees f the Faculty Advisry Cuncil that prvided a cmprehensive, crss-cutting view f the initiatives, and by the Cllege s assciate deans and deans. The strategic plan that has resulted frm this prcess recgnizes that we have strng traditinal disciplines that have cntributed significantly t the university s reputatin. The plan als celebrates the emerging spirit f cllabratin and cperatin between faculty and students in ur traditinal units as they engage in interdisciplinary and crss-disciplinary research and teaching a spirit that is helped in part by the frmatin f the cmprehensive arts and sciences cllege tw years ag. 5 Cllege f Arts and Sciences We have defined fur basic bjectives fr the Cllege f Arts and Sciences as we mve frward: 1. We will prmte a spirit f cllabratin and cperatin that embraces the diversity f schlarship in the Cllege and increases pprtunities fr interdisciplinary and crss-disciplinary research and teaching, while at the same time recgnizing the imprtance f maintaining ur traditinal areas f strength. 2. We will prvide new innvative teaching pprtunities fr ur faculty and enhanced learning pprtunities fr ur students, and we will prvide undergraduate and graduate curses and prgrams that challenge ur students and match their excellent academic credentials. 3. We will enhance ur cmmunity utreach and engagement and recgnize that we have a respnsibility t the cmmunities utside ur campus brders t disseminate knwledge, prvide valuable expertise, and engage the public. 4. We will cntinue t perate an efficient Cllege that directs as many resurces as pssible tward ur teaching, research, and utreach missins After engaging ur faculty, staff and students in wide-ranging discussin cncerning the strategic plan, 12 initiatives have emerged that we believe will assist us in meeting ur fur verarching bjectives as we mve frward in the future. 6 Cllege f Arts and Sciences Cllege Overview The Cllege f Arts and Sciences is the academic heart f the university. We prvide the cre general educatin curriculum fr all undergraduates and hst nearly 80 majrs. With 39 departments and schls, numerus wrld-class research centers, and mre than 2,000 faculty and staff members, we are a unique university cmmunity that encurages dynamic cnversatins, fsters brad cllabratins, and creates an envirnment f lifelng learning. The Cllege f Arts and Sciences is arguably the largest f its kind in the cuntry and has the ptential t be amng the best as well. Abve all, the Cllege is extremely cmprehensive in its prgrams, curse fferings, and research with students and faculty wh are artists, scial and behaviral scientists, humanists and life, physical and cmputatinal scientists. The faculty hired by the five legacy clleges ver the years is very strng Ohi State is blessed with many great teachers and great schlars in the arts and sciences. The undergraduates attracted t arts and sciences majrs and minrs have steadily imprved ver the years and are nw amng the very best in the Cmmittee n Institutinal Cperatin (CIC). Graduate prgrams in the Cllege als are very strng, many ranked in the tp 20 in the cuntry by several plls. Based n ur strng existing fundatin, and, with careful planning, the arts and sciences at Ohi State can be even better. Given ur structure as a cmprehensive cllege, we have an excellent pprtunity t further enhance ur interdisciplinary teaching, research, and creative activity, bth inside and utside f Arts and Sciences. Indeed, much f the excitement in higher educatin is at the intersectins f ur traditinal disciplines, and an increasing number f faculty members we hire cme with interests and expertise that span mre than ne f the traditinal fields that make up the Cllege. This new interdisciplinary academic wrld prvides the main backdrp against which ur strategic plan fr Arts and Sciences has been develped. We plan t hire faculty wh cntribute t and have an impact n mre than ne department r prgram. We want t develp and supprt interdisciplinary prgrams that reflect the current state f affairs in higher educatin. Our strategic planning prcess was undertaken t create a blueprint that drives prgress in arts and sciences thrugh the further strengthening f ur traditinal disciplines in cncert with develpments in new interdisciplinary initiatives. The end result shuld be a highly innvative, cllabrative, and cperative Cllege f Arts and Sciences that will define higher educatin fr years t cme. Alutt Address t the University Senate February 11, 2010 The Cllege f Arts and Sciences is the university s primary labratry fr inquiry int human expressin; scial and cultural systems; and physical, bilgical, and cgnitive prcesses that is, defining what it means t be human and ur relatinship with the universe. The areas f teaching and learning, discvery and innvatin, and utreach and engagement that cmprise the arts and sciences are brad and cmprehensive and are fundatinal t all university educatin and prfessinal preparedness. Innvatins in inquiry, curriculum, pedaggy, and engagement shuld be undertaken thrugh the lens f cultural pluralism and diversity. Deepening ur institutinal cmmitment t, cmpetence in, and understanding f diversity will cntribute t the internatinal excellence, creativity, and prestige f the Cllege in all f its wrk. In its expansive understanding f inclusin and in its cmmitment t excellence and innvatin in research, teaching, and utreach, the Cllege is ultimately cmmitted t incrprating diversity int every level f its strategic planning as we mve frward. 9 Cllege f Arts and Sciences Strategic Scan The External Envirnment There are at least tw majr external pressures frm utside f The Ohi State University that will significantly impact the future f the Cllege f Arts and Sciences: (a) a natinal mvement that seems t be placing less emphasis n the value f a liberal arts-based educatin and an increasing emphasis n the imprtance f a jbs- r career-based cllege educatin, and (b) the emergence f an increasingly mre interdisciplinary apprach t schlarship and teaching. We believe that we are in a psitin t deal with bth f these pressures directly as we mve frward. Fr the last several years there have been an increasing number f vices that have questined the value f a liberal arts cllege educatin in favr f a mre direct, career- r jbs-related cllege educatin. Given the recent ecnmic dwnturn arund the wrld, the discussin n this issue has heated up again. We remain dedicated t the idea that in the lng term there is great value in prviding ur students with an excellent liberal arts and sciences experience that is, prviding them with pprtunities t develp their creative side, becme excellent thinkers and prblem slvers, and hne their cmmunicatin skills and abilities. Perhaps mst imprtantly, we believe this experience prepares ur students fr a lifetime f change, as they mst certainly will encunter. In essence, we believe it is a mistake t narrwly fcus their educatin at this critical time f their lives. Hwever, it is nt gd enugh t simply state these ideals as facts. As we mve frward we, as a Cllege, will wrk t prve the value f the liberal arts and science educatin thrugh the rigrus assessment f what ur students learn and hw they grw as students. And we will nt frget that students eventually g ut in the wrld and wrk in a variety f careers. Our strategic plan includes effrts t make a strnger tie between their liberal arts and science educatin and the careers they have after leaving Ohi State. The secnd external pressure the Cllege is facing at this time is the grwing mvement tward interdisciplinary and crss-disciplinary appraches t schlarship and teaching. Our cllege is built n 39 individual units that have lng-standing histries and strengths that have nt always perated in a spirit f cperatin and cllabratin. Yet, the academic wrld is increasingly interdisciplinary as ur schlars study increasingly cmplex prblems and ur students demand multiple views and insights int what they are studying and learning. This situatin has created a natural tensin between ur traditinal disciplines and the emerging interdisciplinary pursuits at the brders f ur traditinal disciplines. Our strategic plan recgnizes this tensin and attempts t create an envirnment that encurages the develpment f interdisciplinary pursuits that are based n strng disciplinary fundatins. Bth appraches t schlarship and teaching can and shuld cexist. Page 8

10 Cllege f Arts and Sciences Internal Envirnment The recent restructuring f the arts and sciences here at The Ohi State University prvided an excellent pprtunity t take a fresh lk at hw we teach students and cnduct research. The restructuring eliminated sme barriers that in the past prevented faculty frm teaching and cnducting research acrss unit bundaries. It als prvided an pprtunity fr us t cllectively think abut hw resurces are spent t deliver necessary services in areas like cmmunicatin, student advising, infrmatin technlgy, and human resurces. And the reunificatin f the Cllege has resulted in a larger cllective budget that enables us, thrugh reallcatin, t invest in new prgrams that benefit faculty and students while at the same time lets us cntinue t invest in ur traditinal strengths. Given the breadth and depth f the unified Cllege s faculty and prgrams, we are well psitined t help advance the university s strategic visin in the areas f teaching and learning, research and innvatin, and utreach and engagement. We already have seen sme successes that can be attributed at least in part t the restructuring f the arts and sciences. New multi-disciplinary degree prgrams have been created r are n their way t final apprval, such as majrs in neurscience and sexuality studies. We are in the prcess f merging sme departments that will result in strnger units that can cmpete mre effectively at a natinal level. Fr example, the Department f Mlecular Genetics recently cmbined with the Department f Plant, Cellular and Mlecular Bilgy, and the Department f Bichemistry is in the prcess f merging with the Department f Chemistry. We have increased investment in the Interdisciplinary Graduate Prgrams in the life sciences and envirnmental sciences and have begun wrking with ther clleges n campus t create a framewrk fr the future success f these prgrams. On the fiscal side, t date we have realized ver $3 millin in savings n staff csts due t cmbining ffices at the center f the Cllege. Als, we were able t retire the debt that accumulated in the legacy Cllege f Mathematical and Physical Sciences as well as launch a number f new capital prjects t imprve facilities n campus, especially fr the arts. Our ability t perate in a stable fiscal climate is at least in part a result f having a larger base f funds n which t make fiscal decisins. There are sme internal challenges ahead fr the Cllege f Arts and Sciences. Perhaps the biggest challenge is cultural in nature. Fr the last 40 years, arts and sciences n campus were parsed int five independent clleges, which at times were mre cmpetitrs than partners. This situatin may have been aggravated by the change in Ohi State s budget mdel eight years ag: student credit hur generatin ften became the dminant determinant f budget allcatin and investment at the individual unit level. We hpe t change the culture in the Cllege frm ne f cmpetitin t ne f cperatin and cllabratin this strategic planning prcess prvides an pprtunity t define and reinfrce this cultural change. Secnd, in general crss-department hiring f faculty and staff has nt been encuraged. As a result the develpment f prgrams at the intersectins f ur traditinal departments has lagged behind ther institutins, even thugh many f the recent exciting develpments in higher educatin have been at these intersectins. Our emphasis n the develpment f strng interdisciplinary prgrams as part f this strategic plan shuld address this situatin. Third, it is clear that ver the last years there has been a steady imprvement in the academic credentials f undergraduate students wh enter Ohi State ur students are amng the Page 9

11 Cllege f Arts and Sciences best in the CIC. It is nt clear, hwever, whether the prgrams we ffer students have kept pace with the quality f students at the university. Our cnversin t semesters, as well as strategic planning effrts, will aid us in assessing the classes and prgrams we currently ffer ur students, with an eye tward prviding the innvative and challenging learning experiences these utstanding students shuld receive. Lastly, it has been several years since the size f ur varius graduate prgrams has been examined. External reviews f ur graduate prgrams have cnsistently indicated we shuld examine the relative size f ur prgrams, as well as current areas f cncentratins within each prgram, as graduate prgram size has traditinally been linked mre with undergraduate teaching demands and less t demands fr graduates in the field r the current state f graduate educatin in the field. The strategic planning prcess will give us an pprtunity t examine where resurces assciated with graduate educatin are directed. In summary, it seems that the time culd nt be better fr mving frward with a cmprehensive strategic plan fr the Cllege f Arts and Sciences which addresses the visin that has been defined fr the university: 1. Prviding an unsurpassed, student-centered learning experience led by engaged, wrldclass faculty and enhanced by a glbally diverse student bdy, 2. Creating distinctive and internatinally recgnized cntributins t the advancement f fundamental knwledge and schlarship and t the slutins f the wrld s mst pressing prblems, 3. Establishing mutually beneficial partnerships with the citizens and institutins f Ohi, the natin, and the wrld s that ur cmmunities are actively engaged in the exciting wrk f The Ohi State University, and 4. Becming the mdel fr an affrdable public university recgnized fr financial sustainability, unsurpassed management f human and physical resurces, and peratinal efficiency and effectiveness. The vast academic diversity fund in the Cllege f Arts and Sciences may be its greatest institutinal strength, and we are cnfident that we will cntribute significantly t the university s strategic plan in many areas. In additin, this strategic planning prcess prvided an utstanding pprtunity t assess and affirm supprt fr ur traditinal strengths and guide hw we invest further in these areas, sme f which may nt seem bvius in the university s plan. In the end these effrts shuld greatly assist us in advancing the Cllege s primary bjectives: t facilitate the interdisciplinary and disciplinary research, schlarship and creative wrks f ur wrld-class Page 10

12 Cllege f Arts and Sciences faculty; t prvide ur excellent students with innvative, first-rate learning experiences; and t serve the public utside campus bundaries. T this end, we have created a strategic plan fr the cllege that is based n 12 initiatives described belw. These initiatives share sme cmmn principles that will guide the Cllege s decisinmaking cncerning future develpments and investments. These principles include: Wherever pssible we will hire faculty whse research and teaching is interdisciplinary in nature; that is, faculty wh can impact multiple areas f the Cllege and the university, especially related t the university s strategic plan. We als will be mindful f the need t maintain ur traditinal disciplinary strengths when we hire faculty, in part because hiring strng interdisciplinary faculty is based t a large extent n strng disciplinary fundatins. We will examine all f the Cllege s plicies and prcedures with an eye tward develping streamlined prcedures and prcesses that free faculty and staff fr the real reasn we are here t teach students and create, acquire, and disseminate new knwledge We will develp an evaluatin and cmpensatin system fr the Cllege that recgnizes the wide and varied cntributins made by ur faculty and staff. Fr faculty, this includes cntributins t nn-traditinal appraches t research and schlarship, participatin in interdisciplinary research and schlarship, develpment f innvative teaching, and participatin in cmmunity utreach and engagement. We will explre ways t create innvative teaching pprtunities fr ur faculty and new learning pprtunities fr ur students, such as the incrpratin f elearning methds, team-teaching, and the develpment f new curricula and curses that tap int the talents f ur faculty and prvide challenging academic prgrams fr ur excellent undergraduate and graduate students. We will wrk t diversify the faculty, students and staff n every dimensin pssible. We will prvide develpment pprtunities fr ur staff t enable them t grw prfessinally, while prviding the Cllege with enhanced service. Page 11

13 Cllege f Arts and Sciences Succeeding in Our Strategic Fcus Areas T reach the bjectives described abve, we engaged the Cllege f Arts and Sciences faculty, staff, and students in a cmprehensive strategic planning prcess that attempted t link the strengths and future directin f the Cllege with the university s frmal strategic plan. We began this prcess by discussing with department chairs and prgram directrs where ur individual units might make cntributins t the university s plans and ther areas f develpment alng with future directins we might g as a cllege. Frm these discussins, we have identified a number f themes r initiatives that were relatively general in nature but wuld engage large numbers f ur units and their faculty. Our departments and prgrams spent sme time discussing the initiatives and where they culd ptentially be invlved. Frm these discussins, 12 strategic initiatives emerged. Next, tpical subcmmittees f the Faculty Advisry Cuncil reviewed the recmmendatin f the wrking grups with an eye tward making cnnectins between initiatives as well as further refining them. In the end, 12 initiatives were frmulated. These resulting initiatives are described here and essentially make up the Cllege s strategic plan. Given individuals varying genetic, bilgical, and psychlgical cnstitutins, the variability f humans scial, family, ecnmic, linguistic, and physical envirnments, and the cmplicated interactins amng all f these factrs, can we get t ppulatin-wide mdels and individualized maps t health? Might these maps and mdels generate the discveries, treatments, technlgies, mdels, and prducts that create a thrugh understanding f the nature f wellbeing and thus hw t individualize the strategies fr its imprvement? Ohi State researchers in the Arts and Sciences have been invlved in studying a number f these issues frm either the micr-level study f individual health determinants and treatment utcmes r the macr-level study f health acrss varius ppulatins (men, wmen, African Americans, immigrants, elderly, prer ppulatins). Few, hwever, have wrked acrss the micr- and macr-levels f analysis t develp a cmprehensive picture f the determinants and cnsequences f health and well-being acrss the lifespan. T shed new light n the interactin f cmplex bilgical, psychlgical, and scial systems, wrk requires pwerful new tls (e.g., functinal Magnetic Resnance Imaging technlgy), data analytic techniques such as netwrk analysis, and large samples. The large prblems f the 21st century are frequently embedded in r are significant cmpnents f very cmplex systems. The mdel is used fr many purpses, including making decisins. The essential features f infrmed reasning range frm develpment f the mdel thrugh cnnecting the mdel t data t assessment and imprvement f the mdel. Methdlgy is the tl that links data and mdel; simulatin prvides an alternative means f explring implicatins f mdels in data-pr and thery-rich settings. CED plays a central rle in a brad range f interdisciplinary centers acrss campus. By building n these investments, and cnnecting faculty and students engaged in CED acrss campus, we can simultaneusly advance fundamental research and quantitatively address sme f the wrld s mst pressing prblems. The next generatin f citizens needs practical experience in examining the kinds f public questins explred in all ASC undergraduate prgrams. Hldren, Directr f the Office f Science and Technlgy Plicy, put it recently, Energy is the hardest part f the envirnment prblem; envirnment is the hardest part f the energy prblem, and reslving the energy-ecnmy-envirnment dilemma is the hardest part f the challenge f sustainable well-being fr industrial and develping cuntries alike. Our current energy-envirnment paradigm is nt sustainable. Expliting energy and envirnmental resurces has driven us tward ur current state f extrardinary scial, agricultural and technlgical develpment. But it has als altered Earth s bigechemistry, ecsystems, and climate and expsed ur sciety t risks that are difficult t assess, t hedge and t mitigate. The challenges and uncertainties we face prvide us with an unprecedented pprtunity t build n ur existing strengths and t establish Ohi State as a premier institutin fstering learning, discvery and utreach at the nexus f envirnment, energy and sustainability. Ohi State is ne f nly a handful f academic institutins arund the cuntry that has the right mix f capabilities, skills and expertise t fundamentally shift hw we apprach research and educatin in this area. In tandem with develping a better understanding f these issues, students need t develp skills t cmmunicate that understanding t thers as well as critically evaluate the messages presented t them by the media. Currently, there are very few mechanisms t acknwledge and fster the schlarship f STEM teaching and learning within ASC, much less t direct the insights f this schlarship tward the develpment f effective curricula and pedaggy. Nevertheless, there is cnsiderable but underutilized excellence in the research-based delivery f STEM cntent in every department as well as cnsiderable range f capabilities amng instructrs that must be supprted.
