Artwrk will be n display thrughut the dwntwn business district fr a tw-year exhibitin perid starting in the summer f While n exhibit, sculptures must be available fr purchase. Artists shuld have sme experience with public art and be interested in expanding their practice int the public realm, but d nt need an exhibitin histry with public art in rder t apply. In its eighteenth year, the gallery s missin is t integrate art int the daily lives f lcal residents and visitrs t the cmmunity by presenting wrks frm reginal, natinal, and internatinals artists that resnate with peple f diverse backgrunds. We seek artists wrking in a variety f media and encurage prpsals that engage, educate, and inspire the cmmunity. Up t fifteen artists will be chsen by the Selectin Cmmittee t prvide a wrk f art fr utdr public display in Lake Osweg. In recgnitin, the Arts Cuncil will prvide each selected artist with an hnrarium f $ Exhibitin The wrk f art must be f suitable scale fr utdr public art and f high artistic quality. The artwrk must require minimum maintenance and be able t withstand the effects f weather, be as resistant as pssible t vandalism, able t withstand pedestrian cntact, and nt impede pedestrian and/r vehicular traffic. ADA guidelines are cnsidered in placement f each sculpture. Sculpture will be n lan t the City during the exhibitin perid and must be available fr sale t the public. If a sculpture sells, the artist is respnsible fr replacing the piece with anther f the same quality and scale at the time f remval f the sld artwrk. The replacement sculpture must be apprved by the Selectin Cmmittee befre the sld sculpture is mved and will be n exhibit fr the remainder f the tw-year lan perid. There will be a 30% gallery fee paid t the Arts Cuncil fr any sculpture sld while n exhibit in the Gallery Withut Walls. Cncrete pads are prvided by the Arts Cuncil fr the display f each sculpture. Anchring methd will be as described by ACLO s structural engineer. The engineer typically requires 1/2" Titen HD blts that screw thrugh a baseplate. Blts are prvided by the Arts Cuncil. 2 accepted int the prgram, each artist will be required t submit detailed infrmatin related t the anchring methd befre and, if necessary, after the engineer s reprt. Unless therwise specified by ACLO's engineer, baseplate hles must be drilled t 3/4" t accmmdate blts. Cncrete pads range in size frm 2 x 2' - 7 x 7' (4 49 square ft.) During the exhibit perid, the City will maintain liability insurance t cver any damages incurred. It is the artist s respnsibility t deliver and install the sculpture at the specified site in the summer f 2018, and then remve the wrk frm the site at the end f the exhibitin perid in the summer f Artwrk cannt be shipped as there is n available strage space r staff available fr this purpse. The Arts Cuncil reserves the right t reject wrk that, when cmpleted, differs frm the riginal prpsal, r des nt meet standards f durability, safety and quality. Each sculptr will enter int a cntract with the City f Lake Osweg fr sculpture that will be n lan t the City fr a tw-year exhibitin perid. Artists in the current GWW exhibitin are ineligible t apply. Please apply next year. Benefits: $ hnrarium per artist All wrks are fr sale and prmted as such. Marketing and PR: 10,000 brchures published annually and distributed thrughut the regin, iphne app with link t artist s website, dcent-led turs f exhibitin, ACLO media and prmtin (includes all scial media platfrms, as well as mailings and website prmtin). Inclusin in the public art pening event in August r September, Up t a $15,000 Purchase Award: When there is an apprpriatin f funds by the City f Lake Osweg, a Peple s Chice vte may be launched t purchase ne f the sculptures in the exhibit fr the City s permanent art cllectin. A selectin cmmittee nminates five f the sculptures t be placed n a ballt that is made available t all citizens f Lake Osweg. Timeline: Nvember 13, 2017, 5:00 PM PST- Artist prpsals must be received by the Arts Cuncil. This is nt a pstmark date. Electrnic submissins preferred. January 31, Artists will be ntified f the Selectin Cmmittee s decisin regarding prpsal. July/August, All sculptures must be installed in Lake Osweg. August/September, 2018 (specific date TBD) Be ur VIP at this annual summer event welcming new sculpture int the cmmunity! This free public celebratin is an pprtunity t be recgnized fr yur wrk. All invited Gallery Withut Walls artists are encuraged t attend. July/August, 2020 De-installatin f sculpture by the artist. Dcent-led walking turs are ffered thrughut the year t any interested individuals r grups. Selectin Prcess: The Selectin Cmmittee will jury n tw levels; first fr general quality f the artist s bdy f wrk, and then n the piece(s) submitted with the applicatin materials. The bjective f the Selectin Cmmittee is t create an exhibitin f quality wrks f art that reflect the greatest ptential fr diversity and in accrdance with the City f Lake Osweg's Public Art Guidelines. 3 Prpsal Infrmatin Requirements: (electrnic submissins preferred; please save as a single PDF) Resume: A current resume, nt t exceed 3 pages. Artists submitting in teams may submit a resume fr each artist. Please include website and/r scial media inf, if applicable as well as all cntact inf. Images: Up t 6 digital images f 3 recent (cmpleted within the last 36 mnths) wrks f art; JPEG (jpg) minimum 300 dpi / 2400 x 3000 pixels in dimensin. Include images f frnt and back f sculpture. If pssible, include a recgnizable item with the sculpture t aid in visualizing scale. Maximum f 2 images per prpsed artwrk = 6 images ttal. D nt include images shwing mre than 3 different sculptures. Only images f first three sculptures will be reviewed by Selectin Cmmittee. Only include images f artwrk available fr exhibitin and sale. Detailed, in-cncept prpsals are als acceptable (see belw). 4 Gallery Withut Walls (GWW) Lake Osweg, Oregn Frequently Asked Questins Des the Arts Cuncil pay t have the sculptures shipped t and frm the city? N. The Arts Cuncil pays an $ stipend t the artist at the time f installatin, which is intended t ffset the cst f transprting the sculpture t Lake Osweg, installing it and deinstalling it, and remving it after its rtatin. The artist, r the artist s agent, must be here in persn fr bth installatin and deinstallatin. Des the Arts Cuncil help with any prtin f the installatin? Yes. The Arts Cuncil prvides cncrete pads, mst tls, and, if needed, arranges t have a crane available at the scheduled time f an installatin. Specialty tls and additinal peple t assist with the installatin are the respnsibility f the artist. The Cuncil s structural engineer will specify anchr blts (typically 1/2" Titen HD) and the Arts Cuncil prvides the blts. Engineering cnsideratins include seismic activity, wind lad, ADA guidelines, and tampering in determining cncrete pad cnfiguratin and anchring. Is the artwrk insured by the Arts Cuncil? Once the piece is cmpletely installed and fr the duratin f the time it remains n display, the City insures the sculpture. Up until the sculpture is installed and nce deinstallatin and remval takes place, it is the respnsibility f the artist t insure the wrk. Have any sculptures in the rtating cllectin ever been damaged? Yes. In ne case, a ceramic wrk cnsisting f three separate pieces was lsened frm its base resulting in chips in the finish. Anther time a welded part f a sculpture was remved. There have been a few ther incidents ver the years since the gallery began. Each slutin is different depending n insurance reslutin, the artist's wishes and thse f the Arts Cuncil. In ne case, the artist chse t remve the sculpture and make repairs that were reimbursed by the Arts Cuncil, while ffering anther wrk fr display. Have there been any sales f wrks in the rtating cllectin? Over the past eighteen years, lcal residents, develpers, and the City have purchased almst frty sculptures, nt including a majr suite f furteen sculptures cmmissined frm a single artist. The City has acquired furteen sculptures thrugh the Peple s Chice Award and thers thrugh dnatin and the 1.5% fr the Arts city rdinance thus becming a part f the City s thriving permanent art cllectin. The Peple s Chice cash award has been up t $15,000 in recent years. Artists have als reprted that they ve received imprtant cmmissins as a result f being in the GWW exhibit. What cnsideratins are put int placement f the sculptures? We strive t place each wrk f art in an apprpriate place fr the safety f the public and the wrk itself, in additin t shwing the piece in its best setting. Sculpture lcatins t date have been alng city streets, in parks and n business prperties, fcusing n the dwntwn cre t facilitate ease f access and ACLO's dcent-let tur prgram.

5 Hw are the sculptures maintained during the tw year rtatin? The Arts Cuncil asks each artist fr instructins n maintenance fr the duratin f the sculpture's stay in Lake Osweg. That infrmatin is utilized fr the upkeep. Each spring, vlunteers frm the Rtary Club f Lake Osweg partner with the Arts Cuncil fr an annual cleaning befre the summer tur seasn. What is the prcess fr selecting artwrk fr Gallery Withut Walls? A sculpture Selectin Cmmittee meets and reviews all prpsals. During review, an artist s bdy f wrk is cnsidered alng with the submitted prpsal(s). Issues n quality, materials, suitability as public art, subject matter, and diversity are cnsidered. Vtes are cast and tallied, and based n the tallies, fifteen artists are invited t participate. What are installatin requirements? The Arts Cuncil cntracts with a structural engineer t review all selected sculptures fr the purpse f defining specificatins fr cncrete plinths and anchring methds t achieve a safe and durable installatin. The Arts Cuncil is required t adhere t these specificatins. The Arts Cuncil prvides the required plinths and the required anchrs at installatin time and wrks with the artist prir t installatin t assure that the sculpture is prperly fabricated, prepared, and installed.
