1 Cncept Nte and Schedule - Miners, Minerals, and Minamata: Interdisciplinary perspectives n Artisanal Gld Mining and Sustainable Develpment Artisanal Gld Mining (AGM) supprts millin livelihds wrldwide, with up t ten times that number f indirect dependents. Overall, artisanal miners perate in ver 70 cuntries, accunting fr 12-18% f glbal mineral prductin (IIED 2014; UNEP 2013). AGM can prvide better wage creatin fr rural cmmunities than agriculture, fishing r frestry, (Siegel & Veiga, 2009), but has traditinally been seen in a negative cntext i.e. illegality, land-use cnflicts, scial marginalizatin, gender discriminatin, child labr, and pr envirnmental perfrmance. Cnsequently, AGM has received a small prprtin f develpment aid relative t its cntributin twards rural livelihds in Asia, Latin America and Sub-Saharan Africa. In recent decades, academic institutes, the United Natins, and develpment agencies prmte advancement f AGM as a livelihd strategy, with a grwing bdy f literature and cntinued develpment f best practices t minimize adverse scial and envirnmental impacts. Despite recent prgress, cmplex challenges remain fr scientists, practitiners, plicy makers and bi-lateral cperatin t supprt the AGM sectr at glbal, reginal and lcal scales. Given the glbal nature f mineral supply chains, trade and grwing patterns f cnsumptin t meet emerging demands, internatinal cperatin must be encuraged fr vulnerable ppulatins in develping and emerging ecnmies t harness the ptential f and equitably benefit frm mineral resurce endwments. Canada is hme t 57% f the wrld s mining cmpanies (OECD, 2014) and abut 2,400 Canadian mining and explratin prperties are lcated in develping cuntries (DFATD, 2015). Recgnitin f the sectr s cnnectin t pverty alleviatin and cnflict mitigatin between artisanal miners and large-scale mining cmpanies has rapidly increased in the last decade (ICMM, 2009). Despite numerus internatinal cnferences and initiatives seeking t address plicy issues n mining and sustainable develpment, few acknwledge AGM directly. In many cases, artisanal mining is cnsidered a peripheral issue in the extractive industries, rather than a sectr in its wn right. Cnventins, standards and platfrms that mentin artisanal mining such as the Internatinal Finance Crpratin (IFC) Perfrmance Standards, the Glbal Reprting Initiative s Mining and Metals Supplement, and the OECD Due Diligence Guidance fr Respnsible Supply Chains f Minerals frm Cnflict-Affected and High-Risk Areas, have emerged in recent years. In cntrast, vluntary principles n human rights, the Extractive Industries Transparency Initiative (EITI), and the Internatinal Cuncil n Mining and Metals (ICMM) Sustainable Develpment Principles fail t discuss AGM within a clearly articulated cntext. AGM cntributes t mre than 37% f glbal anthrpgenic mercury (Hg) emissins by amalgamatin prcesses t extract gld frm cncentrated r whle re (UNEP, 2013). Tday, this represents almst 1,500 tns f mercury being released int air, sil and aquatic envirnments. Owing t its infinite persistence, Hg cntaminatin is a legacy that transcends generatins, geplitical bundaries, envirnmental media and trphic levels. Recgnitin f mercury as a glbal pllutant is addressed directly by the Minamata Cnventin with the bjective t reduce, and where pssible, eliminate its use in industrial applicatins t safeguard human and ecsystem health (UNEP, 2013). Minamata is als the first Cnventin that explicitly targets artisanal mining (Article 7) thrugh legislative refrm, awareness raising, technlgy transfer and capacity develpment at peratinal and strategic levels. Despite prspects fr pverty reductin thrugh mining revenues, public health impacts f mercury use are severe and illicit trade remains a persistent issue fr natinal gvernments. With the recent adptin f the Minamata Cnventin n Mercury in 2013, the glbal cmmunity urgently requires slutins t advance, sustain and supprt artisanal miners and their families. Interventins must cnsider develpment perspectives well beynd issues assciated with mercury. Due t the cmplex sci-eclgical linkages assciated with AGM, any meaningful dialg must cnsider its rle in lcal cmmunities, reginal cperatin, glbal markets and brader sustainable develpment initiatives. Assessments f the scial, ecnmic and envirnmental impacts assciated with AGM require integrated and interdisciplinary appraches t identify knwledge gaps and priritize key develpment challenges at the leading edge f the pst-2015 develpment agenda. 1

2 Frm Minamata t mitigatin: Explring multi-scale dynamics f the artisanal gld mining sectr With supprt frm the Peter Wall Institute fr Advanced Studies, the Centre fr Artisanal Mining Innvatin (CAMI) will develp the Internatinal Research Rundtable Miners, Minerals, and Minamata: Interdisciplinary perspectives n Artisanal Gld Mining and Sustainable Develpment t advance knwledge n artisanal mining thrugh a high-level integrated assessment and knwledge sharing. Thrugh interdisciplinary cmmunicatin and cperatin the Rundtable will address glbal knwledge gaps, prpse slutins thrugh cllabratin, and enhance awareness abut science and plicy challenges in AGM. The utcmes will fster crdinatin between the University f British Clumbia (UBC) and a diverse crss sectin f the sectr, including internatinal technical experts, leading practitiners and schlars, the United Natins and dnrs. The rundtable bjective is t: i) Identify knwledge gaps, ii) priritize research areas and iii) prpse slutins addressing multi-scale issues in AGM t supprt knwledge mbilizatin, strengthen partnerships and target key areas fr interventin and future research grant develpment. Majr utputs include academic publicatins in high impact jurnals, infgraphic and public utreach materials, an agenda fr actin and nline knwledgesharing platfrm, an agenda fr pririty internatinal research prjects as well as public events. Identifying frward and backward linkages fr value additin, ecnmic spillver effects, determinants f scial cnflict, mdels fr legal frmalizatin and capacity develpment, cnservatin pririties, and c-existence with industrial cmpanies are high n the develpment agenda. Cnsideratin f reginal, natinal and cmmunity level elements will assess science-plicy dynamics at three scales f inquiry, centered n interactins between livelihds f miners (lcal), minerals (natinal/reginal) and the Minamata Cnventin (glbal plicy) t capture diverse perspectives n the rle AGM plays within sustainable develpment initiatives. Designing an effective integrated assessment and management system fr multi-scale and cmplex prblems such as AGM hwever, is nt a ne-time enterprise but part f an nging prcess. Therefre, the Rundtable will als prmte awareness and lng-term cllabratin between academics, institutins and the public. Our gal is t identify and priritize knwledge gaps assciated with the Minamata Cnventin and artisanal gld mining, thrugh a multi-scale assessment framewrk. All recmmendatins are t be interpreted by Minamata, inclusive f relevant texts and annexes, including but nt limited t the fllwing: Article 7: Artisanal and Small-scale Gld Mining, Annex C Article 12: Cntaminated sites Article 14: Capacity-building, technical assistance, and technlgy transfer Article 16: Public health aspects, especially fr wmen and children Article 17: Infrmatin Exchange Article 18: Public infrmatin, awareness, and educatin Article 19: Research, develpment, and mnitring Rundtable Structure and Expectatins f Rundtable Participants: The Cre Team, led by the primary investigatrs (Ludvic Bernaudat and Marcell Veiga) and rundtable crdinatr (Kirsten Dales) will define the final list f Rundtable Participants, assign speakers, cmpsitin f grups and chairpersns. Participants will be assigned t ne f tw thematic grups; 1) State f the Science; and 2) Glbal Plicy Paradigms, based n their research and expertise. A team f Emerging Schlars and Practitiners (ESP) will assist in reviewing and prducing backgrund infrmatin (papers and infgraphics); designing and implementing knwledge sharing resurces (nline utreach resurces; reprt and survey templates); and designing and develping awareness raising resurces (publicatins and public events). 2

3 The backgrund infrmatin will include shrt papers and infgraphics presenting verviews f the current state f knwledge n State f the Science and Glbal Plicy Paradigms and a preliminary research gap analysis assciated with the Minamata Cnventin and AGM. The knwledge sharing platfrm will include nline resurces fr prmtin f rundtable activities cllabratin, synthesis and reprting f results. Participants will review the backgrund infrmatin (submitted 7 days befre the event), and prepare ex-ante questins and cmmentaries t stimulate early inquiry and cllabratin. Survey and reprting templates will be filled ut by participants t summarize results at the end f each discussin day. Awareness raising and utreach f results and prpsals f the wrkshp will be presented by rundtable chairs during the plenary sessin with decisin makers and the academic cmmunity and during a public utreach event. Tw-day wrkshp: Science-plicy gap analysis, December 1 st 2 nd 2015 The rundtable will have a tw-day wrkshp frmat, each with a specialized fcus: State f the Science (Day 1) and Glbal Plicy Paradigms (Day 2). During the wrkshps, selected researchers, practitiners, and technical experts will present wrldwide study cases t level participants n the backgrund knwledge and multidisciplinary science and plicy challenges f AGM systems (e.g. biphysical, scial, health, ecnmic, regulatry). Rundtable participants will develp discussins fr integrated assessments and gap analysis within grups during Wrld Café style rundtables. Each afternn sessin will create an interdisciplinary envirnment t explre key questins, encurage general cntributin, cnnect diverse peple and ideas thrugh discussin. Results will be synthesized after each sectin with daily inputs cllected frm survey and reprting templates. One-day plenary: Agenda fr actin and public utreach, December 3 rd, 2015 On Day 3, rundtable participants will participate in a plenary sessin fr targeted discussins with a strategic audience f schlars, leading develpment practitiners and plicy makers. Presentatins prepared by chairs t priritize research areas t advance knwledge based n the results f the discussins will be presented during the afternn plenary sessin n December 3 rd. Chairs and the cre team members will discuss key themes raised during the wrkshp and prpse crdinated prjects t supprt pririty areas that advance research excellence, intercultural innvatin and prmte glbal partnerships in AGM. The plenary will be pen t an audience f academics, researchers, practitiners, stakehlders and decisin makers frm several cuntries and the UBC cmmunity. A public utreach event at the UBC Museum f Anthrplgy fr knwledge sharing and awareness-raising will clse rundtable activities n the evening f Day 3. The event will feature an exhibitin f glbal cllectins and artifacts, linked with gld, mining and alchemy and a selectin f phtgraphs and vides by researchers and participants highlighting key challenges and leadership n AGM, human develpment and glbal envirnmental stewardship. Knwledge mbilizatin plan: Knwledge mbilizatin fr the research rundtable will enhance awareness f science-plicy issues related t artisanal gld mining at lcal, natinal and glbal scales. The Centre fr Artisanal Mining Innvatin (CAMI) will crdinate rundtable activities t address majr knwledge gaps identified by plicy makers, technical experts, and the Minamata Cnventin Secretariat. Systematic reprting will enable synthesis and assimilatin f Rundtable results t develp supprting academic and educatin materials, training curriculum and engage a brader public audience thrugh knwledge transfer. Cntent generated frm the rundtable and platfrm will be apprpriately cited and used fr educatinal curriculum develpment and research prjects at UBC and beynd. 3
