The change f chart datum in Swedish fficial nautical chart prtfli; the Chart Imprvement prject (Sjökrtslyftet) is included in the Swedish HO Visin 2020 (Målbild 2020), apprved and decided 2014 f SMA HO management. Chart Imprvement prject: The vertical reference and castline will be updated and referred t Baltic Sea Chart Datum 2000 (RH2000) (BSCD2000) in all Swedish charts, except thse cvering inland waters, befre the end f Lakes cvered f fficial charts will be taken care f in similar way befre the end f (SMA) and Swedish Meterlgical and Hydrlgical Institute (SMHI) have a cperatin agreement cvering this area f respnsibility. Transitin t the new vertical reference fr the water level will take place during the same perid. Discussins with SMHI n a specific date fr the transitin int BSCD2000 are n-ging. It is pssible t tgether with ther cuntries cncerned agree n this. The pssibility fr the user t chse between mean sea level and BSCD2000 will be implemented. In the EU-financed prject FAMOS, SMA and SMHI will harmnize and upgrade the Swedish Water Level netwrk ( ), including new sensrs fr 53 statins. All water level data will be presented in BSCD When the decisins has been dne r planned t be dne? Year What are the natinal decisive rganizatins? (SMA) includes (HO) and is representing Sweden in IHO and is als respnsible fr fficial Swedish nautical charts. SMA cperates with the Swedish Meterlgical and Hydrlgical Institute (SMHI) t present water level infrmatin. During , SMA and SMHI have established a new Swedish Sea Level netwrk (as a part f FAMOS Odin), using the Baltic Sea Chart Datum 2000 Page 1 (7) 14 December 2018

2 (BSCD2000) as the reference datum fr all water level infrmatin. The beginning f 2019 will be a transitin perid and all data will be presented related t BSCD2000. Data will als be distributed t BOOS and ther Eurpean netwrks referring t this datum. SMHI have a crdinatin rle fr the Baltic Sea and within BOOS t distribute this kind f data. SMA has been a member f BOOS since May What is the natinal status f implementatin f chart datum? 2.1. What actins have already been dne? All new hydrgraphic surveys started July 1, 2013 r later refer t BSCD2000. The Swedish depths database (DIS) was transfrmed t the Swedish realisatin f the harmnized vertical reference (BSCD2000) All new charts in inland waters prduced 2008 r later refer t BSCD2000 with added ffset adapted fr each lake. In September 2015 the Chart Imprvement prject started. Up t this date 10 paper charts and equivalent ENCs have been updated t BSCD2000. In areas where n mdern surveying has been perfrmed and nly ld analgue depth data is available these fair sheets has been scanned, transfrmed and upladed int DIS (referring t BSCD2000). Digitalizatin has been finalized Vertical/Height infrmatin in the data base Pseidn, string nautical bject including light huses, refer t BSCD What actins have been planned t be executed and what is the schedule? See answer Which ENC Apprach have been updated with the new reference datum? Has Yur cuntry established the natinal realizatin f EVRS and are the water level statins cnnected t this new height system (BSCD2000)? 3.1 Which rganizatin/-s is respnsible fr the water level statins/data in Yur cuntry? (SMA) and Swedish Meterlgical and Hydrlgical Institute (SMHI). 3.2 Which reference are used tday t present water level infrmatin? All invlved water level statins are cnnected t BSCD2000, but the water level infrmatin is still presented in relatin t Mean Sea Level. Yes, during a shrt perid, befre the change , the users will have the pssibility t chse the reference datum fr water level infrmatin. 3.4 GNSS supprted UKC cntrl/cnfirmatin is prbably the reality in a few years. But we als need reliable water level predictins fr carrying ut ptimal lading and real time water level data t check the GNSS data. D we need a shared service in the Baltic Sea fr water level infrmatin (predictins/real-time), that fulfils nautical needs and demands? Sweden see that a service fr water level infrmatin is needed and that a reliable and rbust shared service fr nautical use is imprtant. 3.5 D we need t wrk tgether with the develpment f the IHO S-104 standard? Yes, as a first step we need t wrk tgether and in the next step t develp and validate the new S-104 standard fr water level infrmatin. 4. The HO has replaced the frmer chart prductin system in There was a temprary disruptin during September 2016 t December 2017 in the Chart Imprvement prject. Extra time allcated in the plan but the time schedule is tight. The wrk started in the nrthern parts f Bay f Bthnia and the plan fr 2019 is t reach the area suth f Suth f Stckhlm. 5 6. Cnnectins t neighburing cuntries 6.1. Which are the relevant cuntries t cperate? Sweden has bundaries t all ther cunties surrunding the Baltic Sea. T sme extent cperatin is needed with all f them, but in practice handled thrugh BSHC. Sweden (and Denmark) has maritime brders adjacent t Nrway in areas with limited tide. Nrway applies different rules (cmpared t Sweden and Denmark) regarding the chice f reference level. As a result the reference level used in the charts shifts up t abut a half meter alng the brder. There is need f an agreement between Sweden, Nrway and Denmark regarding the delimitatin and shift f Chart Datum twards the Nrth Sea. Sweden has an actin within the Nrdic Hydrgraphic Cmmissin t invite Denmark and Nrway fr this Are the needed pints f cntacts already knwn? Necessary pint f cntacts is knwn. Imprtant t cntinue the dialgue between CDWG/BSHC and BOOS t get the water level perating institutins in the transitin t the new reference What actins have been agreed with the relevant cuntries (e.g. synchrnising plans and schedules)? There is n synchrnising dne in regards t time schedule. It is up t each and every member state t implement the agreed vertical reference system (EVRS) and Chart Datum. All steps twards EVRS will imprve the existing situatin. Sweden has a fruitful exchange f infrmatin and experiences with Finland cncerning harmnizatin within the FAMOS prject and the Chart Imprvement prject. 7. Are there any needs fr supprt frm BSHC? Supprt the dialgue with Nrway and NSHC in rder t handle the reference level difference at the brder between Sweden and Nrway ( and preferably als between Denmark and Nrway). That kind f dialgue will prbably supprt any future agreement cncerning the reference level fr high-reslutin bathymetric data in Eurpean castal waters. 8. D yu have any ther prpsals r guidance t the CDWG t help and fster the transitin prcess? The Chart Imprvement prject is included in the FAMOS prject and has received EU c-financing frm the Cnnecting Eurpe Facility (CEF Transprt) fr the years Fr mre infrmatin, see: Page 5 (7) 14 December 2018

6 9. Are yu using GNSS and GNSS augmentatin services fr referring t yur (bathymetric) surveys t the chart datum? In areas with acceptable cverage we are using GNSS with RTK, either frm wn base statins r the SWEPOS Netwrk RTK service prvided by Swedish Land Survey Lantmäteriet. In areas in pen sea with pr cverage r where the height cmpnent is inadequate we nly use the hrizntal cmpnent frm RTK r Netwrk DGPS frm SWEPOS r IALA DGPS. Depths are then crrected by tide mdels t the chart datum. 9.1 What GNSS augmentatin service is used fr hydrgraphic surveys? (If there are several augmentatin services, list all f them.) SWEPOS Netwrk services prvided by Swedish Land Survey, Lantmäteriet and IALA DGPS. 9.2 T which crdinate system, and vertical reference level/frame the GNSS augmentatin service is referred t? (If there are several systems in use, list all f them.) Crdinate system SWEREF 99 TM (extended UTM zne 33). We are using the geid mdel SWEN08_RH2000 t cnvert frm ellipsid height t Swedish natinal reference level RH2000 (BSCD2000). Since 2018, we use the new geid mdel SWEN17_RH2000, which is calculated frm the NKG gravimetric mdel. Page 6 (7) 14 December 2018
