This infrmatin has been generated irregularly based n shrt perid and/r small gegraphical areas. As part f the SCOPE prject the HELCOM Secretariat will cnsider data flws and generate high reslutin data prducts n ship traffic and its envirnmental pressures/risks based n AIS signals received within the Baltic Sea regin. In additin t MSP such infrmatin can be used in i.a. in mre regular frms f reginal risk assessments related t maritime traffic including risks f spills. Annex 1 includes a shrt descriptin f the initiative. Annex 2 includes mre details n HELCOM activities within Baltic Scpe prject, n develping AIS prducts and capacity fr reginal use. 2 Annex 1 Baltic SCOPE Twards cherence and crss-brder slutins in Baltic Maritime Spatial Plans Call fr prpsals MARE/2014/22, Lt 2: Baltic Sea Nvember 2014 RESPONSE , 3-3 As part f the nging activities within the field f Maritime Spatial Planning (MSP), HELCOM is participating as a partner in the prject Baltic SCOPE Twards cherence and crss-brder slutins in Baltic Maritime Spatial Plans, which was submitted t the EU call fr prpsals MARE/2014/22 within the deadline 14 Nvember The Lead partner f the initiative is the Swedish Agency fr Marine and Water Management, SwAM. Partners include Federal Maritime and Hydrgraphic Agency/BSH (Germany), Maritime Office in Szczecin (Pland), Danish Nature Agency (Denmark), Ministry f Envirnmental Prtectin and Reginal Develpment f Latvia (Latvia), Estnian Ministry f the Interir (Estnia), State Reginal Develpment Agency/VASAB (Latvia), Nrdregi (Intergvernmental), Finnish Envirnment Institute/SYKE (Finland) and HELCOM. Taking nging MSP prcesses in the participating cuntries as a starting pint, the prject will fcus n crss-brder cnsultatins fr tw real MSP cases: i) Suth-West Sweden brdering Denmark, Germany and Pland, and ii) the Latvian sea brder with Sweden and Estnia. A series f meetings will be rganised amng planners and relevant institutinal stakehlders t wrk n transbundary tpics in a systematic stepby-step apprach. This enables the prject t prvide real planning slutins fr real transbundary issues and a template fr dealing with similar issues elsewhere. A key benefit f this apprach is that it will equip planners frm the participating cuntries t take n bard transnatinal cnsideratins when develping their natinal MSPs. This means that natinal maritime spatial plans can be prepared based n in-depth infrmatin prvided by neighburing cuntries and cmmn slutins fund in jint discussins, leading t greater alignment f natinal plans. Up and abve the slutins develped fr the case study areas, the prject will als deliver a set f generic gd practices, methds and results which will be filtered int the Baltic MSP prcess fstered by HELCOM- VASAB MSP WG. These lessns learnt and recmmendatins will be generated thrugh a cmparative analysis f the tw cases n the basis f a systematic, integrated research prcess. The prject will als generate recmmendatins fr evaluating the MSP prcess. Mrever, it will als generate recmmendatins fr implementing an ecsystem based apprach t MSP, the use and exchange f data in MSP, the Strategic Envirnmental Assessment (SEA) prcess and institutinal stakehlder cnsultatin. Maritime uses t be cvered are likely t include shipping, energy, fishery and nature prtectin areas, althugh the exact issues and uses t be cvered will ultimately depend n the startup phase where the mst pertinent transnatinal ht tpics will be identified. HELCOM, with experiences in reginal data exchange will prvide input regarding transnatinal guidance n best practices fr the use and exchange f AIS based GIS data n maritime activities. HELCOM will prvide the prject with maritime GIS data, especially n ship mvements in the regin based n the HELCOM AIS netwrk. The HELCOM Secretariat will als in a publicatin draw tgether lessn learnt n the use f maritime activities data in Baltic Sea MSP, including the case study areas. HELCOM-VASAB MSP WG was infrmed by the Eurpean Cmmissin that the prject had been granted funding. The prject is currently preparing fr signatures f the cntract, estimated t take place during the next weeks. The implementatin perid will be 18 mnths frm the date included in the final cntract. The ttal estimated budget f the actin is eur , HELCOM share f the ttal budget is eur HELCOM-VASAB MSP WG further supprted the Baltic SCOPE prject as flagship prject under Hrizntal Actin Spatial Planning under the EU Strategy fr the Baltic Sea Regin (EUSBSR), and DG Regi is t cnsider the prpsal t make a recmmendatin t the High Level Grup, wh makes the final decisin n the flagship status. HELCOM Secretariat within the Baltic SCOPE prject The HELCOM Secretariat is partner f the Baltic SCOPE prject related t trans bundaries issues in MSP and led by the Swedish Agency fr Marine and Water Management (SwAM). The Secretariat will prvide the prject with maritime GIS data, especially n ship mvement in the regin based n the HELCOM AIS Netwrk. The fllwing infrmatin was sent t the Baltic SCOPE prject t specify the data that the HELCOM Secretariat will prvide. During the first Baltic Scpe meeting in Gthenburg it was decided that HELCOM Secretariat will prvide a list f data that can be used fr the prject study cases. We will fcus n shipping data but all kind f envirnmental data is als available thrugh ur map services. HELCOM HOLAS prject will have sme initial scping n envirnmental datasets available and under develpment by June The fllwing list is a gd example f shipping data we can prvide: Density maps: Shipping traffic density maps shw the traffic intensity in a certain time perid using a grid. The size f this grid can vary depending n the purpse f the map. We cnsider that a gd reslutin fr the whle Baltic Sea is a grid with a cell size f 500 x 500m. We culd decrease that size if needed. 500 m 500 m With this grid we culd prduce the fllwing density maps: Ttal per year: Density f all types f ships. We can start prducing maps fr We can als prduce maps frm Mnthly ship traffic: We can cmpare the traffic intensity between mnths. Ship type: Density f different types f ships: passenger (ferry, cruise), carg and tanker. Size: We can prduce maps f ship intensity accrding t the ship size. Speed: We can prduce maps f ship intensity accrding t the ship speed. Winter/Summer seasn: maps cmparing summer and winter traffic. Even if there is n ice seasn in the study areas there may be differences in ship intensity between seasns particularly regarding passenger ships. IMO Ruting measures maps. Currently valid material available frm the Danish gespatial agencies (frmer HELCOM ruting measures). Prt statistics time series: visits, characteristics f ships, etc. Time series statistics by pre-defined AIS passage lines: by ship type, by ship draught, etc. Accident data: we culd prvide maps/statistics n number f accidents per year, type f cllisin, htspts, etc. Page 9 f 10
