3 Backgrund infrmatin The Department f Ppulatin, Ministry f Labur, Immigratin and Ppulatin f the Gvernment f Myanmar has undertaken the 2014 Ppulatin and Husing Census after 31 years and hence with very lw capacity n the different aspects f the census taking. It has adpted the OMR/ICR fr data capture with technical assistance frm external experts. Fr 2024 MPHC, it will be gd if electrnic data cllectin will be implemented but the capacity f the staff and infrastructure have t be develped.

4 Backgrund infrmatin Census enumeratin was carried ut between 30 March and 10 April, 2014 A de fact type f enumeratin with face-t face interviews was implemented One lng questinnaire was used in all husehlds (41 questins) In institutins, questinnaire with 11 questins frm the main frm was used Abut 80,000 enumeratrs and 40,000 supervisrs were deplyed acrss the cuntry

6 Experience in Data Prcessing Scanning technlgy was used with 8 scanners frm DRS Services Limited, a cmpany cntracted by UNFPA The scanners use bth OMR (Optical Mark Reader) and ICR (Intelligent Character Recgnitin) All the scanners have been netwrked t the database server

7 Experience in Data prcessing Character Inspectin and Key Crrectin The system highlights all captured handwritten characters with which it has lw levels f cnfidence (mstly due t bad handwriting) Operatr examines these characters in bulk (Character Inspectin), flags them and passes them n t Key Crrectin Key Crrectin crrecting the flagged character r accepting it as valid Operatr is presented with an image f the apprpriate part f the frm and an indicatin f the errr Operatr either crrects the errr, accept the character as it is, r pass t a Supervisr fr reslutin

8 Experience in Data prcessing Cding Ethnicity (ther 914 ), Occupatin and Industry written as free text during enumeratin, hence cannt be captured using OMR r ICR technlgy Enumeratrs wrte the descriptin f the Occupatin and Industry in the questinnaire Census Office develped the cding index fr ccupatin and industry based n ISCO 2008 and ISIC versin 4 T imprve quality f cding, each questinnaire is being cded by tw peratrs ( duble-blind cding) If the tw peratrs have cded differently, the questinnaire autmatically ges t the Supervisr t make a determinatin n the crrect cde
