Presentatin f the Carpathian Prject utcmes by Dris Wiederwald, ÖAR Reginalberatung, UNEP-ISCC-cnsultant Presentatin f the draft Visins and Strategies In the Carpathian Area (VASICA) - by Ivan Illes, Hungarian Academy f Science Discussin rund: Mr. Stjkv asks fr the meaning f the term inner and uter market lines. Mr. Gál explains that, until after the 2nd Wrld War, a chain f small market twns was peratinal fr the trade f agricultural prducts. With centralisatin prcesses these small markets disappeared and the small twns lst their significance fr that. After the plitical changes in the 90ies sme functins culd be revived, but nt all. Mr. Kyselka adds, that with the
2 Walachian ecnmisatn and the new ecnmy ld ecnmic patterns disappeared, typical fr the Carpathian Space are land-use and settlement, thermal spas and water. Mr. Arbter asks fr the embedding f this Wrking Grup in plitical prcesses and n the backgrund f having a Carpathian Space. Mr. Egerer and Mr. Brsa utline the plitical structure f the Carpathian Cnventin and that this Wrkshp frms the start f the Spatial Planning Wrking Grup. On the questin n the backgrund f the Carpathian Space they explain, that seven cuntries decided t frm this Space in the Framewrk Cnventin. The task f this Wrkshp and the subsequent Wrking Grup is n hw t achieve these plitical gals. It is further utlined that the start f the Carpathian Cnventin was n bilgical issues, but there are very many specificities similar t the Alpine Space: Transprt, agriculture, frestry, rural develpment, etc. The First Meeting f the Carpathian Cnventin Partners had 150 stakehlder frm different sectrs and levels, a cperatin with the Alpine Space is frmally agreed. The Carpathian Cuntries can tgether make them mre heard n EU-level, as a lt f funding still ges t urban areas and ld member-states. Presentatin f the discussin tpics: Transnatinal Spatial Issues f the Carpathian Regin by Maciej Brsa. Brsa raises the questin n the structure f a transnatinal dcument and prpses t keep it simple and clear and define less gals than in natinal dcuments, namely: Cnservatin and Restratin f Natural and Cultural Resurces, Internal Chesin and External Chesin. The strategic questins are: Hw t prtect the unique Carpathian heritage? Hw t make the Carpathian Regin internally cherent, hw t create its transnatinal identity? Hw t achieve external cherence f the Carpathian Regin? The maps in wrkshp meeting rm and in VASICA were prepared mainly by Urbanpriect Bucharest. Mr. Stjkv explains that unfrtunately Serbia culd nt take part in the INTERREG IIIB-Prject Carpathian Prject but that nw the Serbian part shall be added. Mrs. Vilimaite asks fr the difference between the VASICA and Mr. Brsa s discussin paper. Mr. Brsa replies, that they shuld be treated as parallel prpsals, as it is nt decided yet if it pssible t plitically decide n the 200- pages-paper VASICA which will be further extended with examples f pilt actins. What is missing are the maps. VASICA is cllecting inputs and this Wrkshp is ne first step fr it. The next Cnference f Parties (COP2), taking place frm 17th t 19th f June 2008 will get VASICA fr infrmatin but nt fr apprval. The mandate shall be t start the wrk n the Carpathian Space. Anther imprtant part fr the wrk n the Carpathian Space are the fllw-up prjects that are crdinated by UNEP-ISCC in the frame f the fllw-up-platfrm. Mr. Illes adds, that sme cmments t VASICA were already received and that these will be integrated in the dcument tgether with the Wrkshp cmments. Discussin n the 3 maps displayed in the wrkshp rm Mr. Hrdina: Lines in plycentric develpment shall be mre cnnected within Slvak Republic. As well a differentiatin n what is develped and n what
3 shuld be develped shall be made. Als n the Czech-Plish-Slvak brder there are mre activities nw than indicated in the map, e.g. in Zilina, a lt f subcntractrs nw cme frm Suthern Pland and Nrthern Bhemia. The Silesian cluster has nearly 8 millin inhabitants nw. The map f the transprt netwrks shall indicate sme additinal cnnectins, e.g. the rad frm Timisara t the Hungarian brder. Mr. Brsa agrees, that sme crrectins t the maps are f curse needed, but nt t detailed nes as they shuld be valid fr the whle Carpathian Space. Mr. Dittrich asks if these maps are a visin r a status qu? Mr. Brsa defines them as a mixture f the status qu and wishful thinking. But there is nt such a great difference. Mr. Illes indicates, that the mtrway netwrk is indicated as it was 6 years ag. Mr. Stjkv explains the cntradictin that nearly nly Nrth-Suth lines are indicated in the transprt map. The ideas f Planet Cense-prject in terms f defining the actin areas in terms f west-east cnnectins shall be taken up. Mr. Kyselka adds that the maps shw the develpment until lately. Sme areas f turism danger, endangered peripheric regins and ld industrial regins with envirnmental and scial prblems shall be further identified. Mr. Egerer prpses t add the Centrpe-Regin as well. Mr. Brsa adds that it shall be utlined what areas are sleeping in develpment, which regins are emerging. Mr. Gal underlines that it shall be indicated that what develpment is internal and histric and which ne is based n FDI (Freign Direct Investment). Additinally he suggests that Tatabanya t Budapest might be a new develpment axis, apart frm the first frm Vienna t Budapest. As well currently Rmanian cities grw faster than Hungarian nes and they attract Hungarian wrkers thus daily cmmuting is taking place there. Mrs. Vilimaite pints ut the sustainable develpment principle, that shall be cnsidered. Mr. Teres misses issues f rural develpment and especially sustainable agriculture in the maps. Mr. Illes replies, that this issue is mentined in the backgrund dcuments. Mr. Church refers t the transprt system study carried ut by EURAC in the frame f the Carpathian Prject and the recmmendatins given therein. Especially he underlines the imprtance t indicate which transprt rutes can be envirnmentally sensitive and that accessibility is nt nly relevant t turism areas but als t majr cities. Presentatin by Mr. Stjkv n the situatin in Serbia He pints ut the strng ut-migratin f Eastern Serbia, especially since the end f the 20th century. Further he pints ut the lw accessibility f this regin withut trains r airprt and nly weak rads and accrdingly lw level f turism as well as the small number f settlements with the main centre nly having inhabitants. As well he mentins cncerns n the way the natinal park there is managed, n the brder management and that, due t the average high age f ppulatin, the lack f interest in develpment. Mrs. Vilimaite cunters, that peple there are still creative, but what they need are fra and guidance. Maps have the prblem that they simplify n big scale and cannt take int cnsideratin lcal slutins. Mr. Brsa invites t indicate in the maps n what shall be changed r added in the maps in terms f turism.
4 May 27, 2008 Duratin: 09:15-12:30 h Wrkshp: Mr. Brsa cncludes n the first day and intrduces in the sessin f this mrning. Discussin f the Prgress reprt n the implementatin f Article 5 Spatial planning f the Carpathians Mr. Egerer infrms, that at the Meeting f the Carpathian Cnventin Implementatin Cmmittee, held n 2-4 April 2008 in Sibiu, it was decided that the Spatial Planning Wrking Grup will further g n. At the upcming Cnference f the Parties (COP2) VASICA shall be welcmed. Additinally the fllw-up-platfrm will further be the engine f prject develpment in the Carpathians. Mr. Illes prpses t explain the nature f the VASICA-dcument and f the Carpathian Prject mre clearly in this reprt. If spatial planning in the different cuntries is decentralised, the regins shall be invited t the next wrking grup meeting. Mr. Egerer explains that Ukraine will prpse at COP2 a Cnference f the Regins. Mrs. Vilimaite adds fr pint 2 under pssible actins that results f the Turism Wrking Grup are nt cnsidered yet and shall be integrated t ensure prper fllw-up and activities in the Wrking Grup. Mr. Brsa prpses t indicate in the reprt as Carpathian Prject utputs the fllwing rder: VASICA, then KEO, the sectr analyses, the Carpathian Atlas and the pilt actins and at the end the fllw-up platfrm. Mr. Church infrms that EURAC prduces a handbk n the implementatin f the Carpathian Cnventin which is nt part f the Carpathian prject but still very relevant because related activities are implemented e.g. a series f training initiatives (nte frm the minute taker: the publicatin Handbk n the Carpathian Cnventin prduced by the Reginal Envirnmental Center fr Central and Eastern Eurpe and EURAC is distributed t participants). Discussin f VASICA and the plitical dcument: Mr. Brsa prpses t add in cperatin with Mrs. Wiederwald - the cnclusins f ther prject activities t VASICA, nce they are available. As well the plitical dcument culd be shrtened t 15 pages. Mr. Stjkv explains that Visin and Strategies have t put in cntext: Serbia and the Ukraine are nt even yet candidate cuntries fr accessin t the Eurpean Unin. This kind f administrative and plitical threats shall be mentined there. Als he prpses t strnger underline the issue f raising awareness, infrmatin and educatin. Additinally he requires that Serbia has t be added in the data and maps. Mr. Illes replies that future wrk shuld be put in anther dcument and wrking prgrammes and that the KEO wrking prcess was rather different and that the scenaris mentined therein are nt sufficient. Mr. Egerer cunters that KEO prvides an extensive Strategic Envirnmental Assessment fr the Carpathian Space and this shuld be integrated int
5 VASICA. Als mre emphasis n pprtunities shall be shwn such as cnservatin ecnmy, the Carpathians assets and capital. As lcal develpment is nt cnsidered enugh this pint shall be shwn in the final synthesis wrk. The discussin n maps is summarized by Mr. Brsa that VASICA shuld be kept and maps shall be used fr discussin in the Wrking Grups. Mr. Zhigun als prpses t leave the maps as fr them plitical agreement is needed, which is currently difficult t achieve in Ukraine. Mr. Brsa asks especially Ukraine fr supprt in new infrmatin, e.g. n emerging issues in Ukraine. Mr. Kyselka and Mr. Stjkv pint ut that maps f status and maps f visin have t be differentiated. Mr. Brsa adds that the results f the transprt study by EURAC shall be integrated when further wrking n the transprt map. Mrs. Vilimaite raises the issue f asking stakehlders n the paper f Mr. Brsa. Mr. Brsa explains that the backgrund paper is n fficial dcument, parts f it are fr VASICA, thers are fr a Wrking Paper fr the need f the Carpathian Cnventin and the Wrking Grups. He warns t ver-estimate the imprtance f a transnatinal strategy. A cmmn understanding shall be achieved f the Carpathian Space, indicating what ne culd d and nt what ne shuld d. Maps and strategies nly integrate hw actins are related t the space. Mr. Sambura indicates VASICA as the majr utput f the prject. Hw t prceed with it will be up t the Carpathian Cnventin. Mr. Illes adds, that even the ESDP was nly accepted as a guideline and was nt adpted by the natins. Mrs. Rainer Cervska prpses t add space fr further thughts f stakehlders in the dcuments. Mr. Brsa agrees that it is f curse a strategic prcess and that in the next step stakehlders have t be integrated. But in a first step the prduct itself has t be discussed. After the welcming f the dcument by COP2 in the Wrking Grups is has t be elabrated hw sme parts can be implemented, as fr example transprt in cnnectin with envirnmental issues. These dcuments as basis will be useful fr 8-10 years, depending n the develpment prcesses. Discussin f the item Crrectin t Texts : Mr. Brsa cncludes fr VASICA r the Plitical Summary : - Pints n rural areas and agriculture will be added. Ukraine and Mrs. Vilimaite are asked t send inputs. - The transprt issue has t be verwrked, this cncerns the summary and the map. Mr. Illes and Mr. Brsa will integrate the new pints in the study and the backgrund paper. It has t be cnsidered there whether data stems frm the ministries f transprt r frm the envirnmental ministries. Als the revisin f TEN-crridrs is currently taking place n EU-level. - Pints n the Serbian Carpathians will be put in the dcuments. - Plycentrism as a tl fr enhancing grwth and reducing man-madepressure n the envirnment will be integrated in the study. The map will be further develped accrdingly. Mrs. Vilimaite suggests t mentin train cnnectins mre strngly in the dcument.
6 The prpsal f Mr. Kyselka, that histrical cnnectin shall be underlined fr reviving them is replied by Mr. Brsa that Pland lacks in several parts f the cuntry these cnnectins as they were nt part f the 19th century Austrian mnarchy. Furthermre the EU has ther needs t be cnsidered. Mr. Egerer explains the fcus f the Carpathian Cnventin n sustainable mdes f transprt n different levels and at the same time prevent at best pssible adverse impacts t the envirnment. This fcus will be part f fllwup-prjects. Mr. Church supprts this fcus n basis f the results f the Wrking Grup n Transprt. Mr. Brsa adds that nt t many small rads shall be cnstructed, maybe ne crridr culd be split in several nes. Mr. Brsa asks the participants the send their cmments until the 4th f June Mr. Illes agrees t try t synthesize the issue f pssibilities fr qualitative develpment based n resurces as prpsed by Mr. Egerer. But he pints ut, that agriculture cannt g tgether with that. Further discussin n maps: Mrs. Rainer Cervska adds that the whle Carpathians are a large area with natural assets and nt nly in Rmania. This shuld be indicated better in the maps, e.g. with shwing areas with specific assets. Mrs. Damian adds that there are several gaps in the maps and reminds that data cllectin was very hard als in the KEO-wrking prcess. Als it has t be indicated which data refers t the whle f Rmania and what date nly relates t the Carpathian area f Rmania. Mr. Egerer prpses t integrate mre the results f the Turism Wrking Grup and t take maps als frm Geprtal and KEO. Mr. Gembiak suggests that in terms f cmpetitiveness the maps shall als shw the utward cnnectins, e.g. t the Baltic States, and reminds that the Pan-Eurpean Crridrs are reviewed until He pints ut that the cnnectin f the Baltic Sea and the Mediterranean are very imprtant and that Pland leads the initiative t build the S 19. Mr. Brsa asks the prject participants t draw in the maps their prpsals r t make it electrnically later. T the questin f Mr. Gembiak Mr. Egerer explains, that frm the beginning f the Carpathian Cnventin prcess the envirnmental ministries and the ministries fr freign affairs were invlved and als gave feedback t the ministerial declaratin fr COP2. Nw the prcess is getting brader t ther ministries. Discussin n the future f the Wrking Grup n Spatial Planning: Mr. Brsa asks Mrs. Wllansky if Lwer Austria culd cntribute with Spatial Planning. She replies that, if a cntributin is prvided, it will be als n behalf f Vienna and Burgendland. Mr. Egerer pints ut that this Wrking Grup is a new exercise and pen fr creativity. (nte frm the minute taker: The draft Terms f Reference fr the Wrking Grup is distributed t participants). Mr. Egerer underlines, that it is great that Lwer Austria culd participate in this infrmal wrkshp and that next time maybe als Vienna and Burgenland want t jin. In a next meeting the Wrking Grup will als have t decide hw it cnstitutes itself. After the COP2, in autumn, wrk will be starting and a next
7 Wrking Grup shall take place that als cnsiders the fllw-up platfrm. A future strategic wrkshp culd als be bigger as nw there are a lt f different fllw-up ideas and the challenge is t pick a few and make them happen als with strnger invlvement f the reginal authrities. Mrs. Vilimaite prpses t start the next meeting with the results frm ther Wrking Grups as this Wrking Grup is a crss-sectral ne.
