2 2 Executive Summary Flrida Public Service Cmmissin In 2006, fllwing the 2004 and 2005 hurricane seasns that were damaging t electrical systems thrughut Flrida, the Flrida Public Service Cmmissin (FPSC) passed Order # which requires the cst-effective strengthening f critical electric infrastructure t increase the ability f transmissin and distributin facilities t withstand extreme weather cnditins, and reduce restratin csts and utage times t end-use custmers assciated with extreme weather cnditins. The PSC als adpted a cmpanin Order which states in rder t facilitate safe and efficient access fr installatin and maintenance, t the extent feasible, and csteffective, electric distributin facilities shall be placed adjacent t a public rad, nrmally in frnt f the custmers premises. Keys Energy Services Respnse As a result f PSC Order# , Keys Energy Services (KEYS) has undertaken a multi-year prgram t respnd t the PSC Order which has included testing all ples, replacing all ples identified as deficient, changing ur cnstructin standards, and frtifying infrastructure designated as critical (feeder t hspital). Additinally, in rder t cmply with Order , KEYS Staff has develped a plan t address facilities that are in inaccessible lcatins in rder t cmply with PSC rders and t further have a strng, reliable system. KEYS Utility Bard members participated in a wrkshp n the subject n August 23, 2011 in rder t better understand the scpe f the prject and the impacts n custmers. Based n input frm the Utility Bard and cntinued analysis, KEYS Staff has determined that inaccessible facilities shuld be divided int tw categries thse that supprt primary lines and thse that supprt secndary lines. KEYS is near cmpletin f primary lines in Key West and wuld like t cmmence the primary lcatins in the Lwer Keys. Prgram Descriptin Phase II will address inaccessible facilities that supprt primary lines in the Lwer Keys and will be addressed ver a 24-mnth perid starting in In ttal, apprximately 110 primary and 13 tap ples will be installed, and this will affect up t 120 custmer meters. KEYS Engineering Department will cmplete all design wrk and it is anticipated that all cnstructin wrk will be cmpleted by utside cntractrs. The ttal cst fr cnstructing the new lines and remving the ld lines is estimated at $1.1 millin. KEYS Engineering Department will wrk clsely with the affected custmers t help them identify a slutin. KEYS (r a cntractr t be determined) will either set a custmer ple, which the custmer will assume wnership f, s the custmer can cntinue t use the existing meter center/riser r KEYS will reimburse the custmer up t $2,100, including Mnre Cunty permit fee fr the csts assciated with hiring an electrician t mdify the meter center/riser (relcate r extend) s it can receive pwer frm the new lines. The rebate fr cndminium/apartment buildings will be based n the number f meters; (fr example if fur meters, then KEYS will pay 4 x $2,100 = $8,400). This cst estimate fr all riser relcates is estimated t be $252,000. Crdinatin KEYS will wrk clsely with Mnre Cunty thrughut the prject n a variety f issues including custmer crdinatin, tree trimming, and street lights. Additinally, KEYS will wrk with AT&T and Cmcast and urge these telecmmunicatins cmpanies t mve expediently. KEYS Engineering Field Representatives will meet with each custmer t help establish a slutin that best meets the custmer s and KEYS needs.

3 3 Custmer Assistance In rder t meet the Flrida Public Service Cmmissin Strm Hardening Orders and specifically Order # which states, in rder t facilitate safe and efficient access fr installatin and maintenance, t extent feasible and cst-effective, electric distributin facilities shall be placed adjacent t a public rad, nrmally in frnt f the custmer s premises, KEYS develped the Inaccessible Facility Prject Phase II. The prject specifically wrks t relcate inaccessible primary facilities t public rads. KEYS gal is t nt nly cnstruct accessible facilities, but als t remve the ld, inaccessible facilities as sn as pssible s that KEYS des nt have the cntinuing maintenance csts and s that custmers d nt have unsightly facilities. Please nte, this last initiative is dependent upn the telecmmunicatin cmpanies remving their services. In Phase II, a ttal f 110 ples in the easements affecting 120 custmers will ultimately be remved and replaced with 123 new ples installed alng public radways. As a result f the facilities being mved t the public rad, custmers may need t relcate their risers and meter centers t accmmdate the mve. Recgnizing that this relcatin may create a financial burden n KEYS custmers, KEYS develped a plan t minimize this burden n custmers. *Optin 1 Custmer-Owned Ple Fr custmers wh d nt wish t incur any csts, KEYS crews will set a custmer ple s that the service drp can utilize the existing riser/meter center. The respnsibility f setting the ple and transferring service t the ple will be KEYS respnsibility (custmer will be required t prvide undergrund clearance fr KEYS t set the ple). The custmer will be required t assume wnership f this ple. If there is any damage t this ple in the future, fr example: nrmal wear and tear r hurricane damage, it will be the custmer s full respnsibility t replace, repair r remve the ple. *Optin 2 Mdify Riser/Meter Center (Riser Extensin) Fr custmers wh prefer t avid having a ple set n their prperty (and the nging respnsibility f said ple), KEYS will prvide a rebate per riser n the electrical wrk required t mve the riser/meter center. Custmers will be required t prvide KEYS with three qutes frm licensed electricians, and in turn KEYS will prvide a rebate t the custmer in the amunt f the lwest qute. The custmer can select whichever licensed electrician they wish, but the rebate will be based upn the lwest qute prvided up t but nt exceeding $2,100 including Mnre Cunty permit fees. The rebate will be issued t the custmer in a check at the time KEYS is prvided final inspectin by the Cunty. In rder t qualify fr the rebate, wrk must be cmpleted by a licensed electrician. KEYS will nt prvide rebates fr wrk dne as an wner/builder. Within six mnths after the custmer has met with KEYS Field Representative t discuss pssible slutins, the custmer shuld decide between Optin 1 r Optin 2. If the custmer has nt signed an agreement t take wnership f their new custmer ple r has nt had an electrician cmplete the wrk, KEYS reserves the right t discnnect service until custmer takes actin.

4 4 *Mdify Riser is the preferred ptin as it will avid future ple maintenance by the custmer and will be aesthetically mre pleasing. Service Fee Waiver Typically, KEYS charges custmers an after-hurs fee when a service discnnect is perfrmed. This is typically dne at the custmer s r the electrician s request when they are perfrming an upgrade f the custmer-wned wire r meter center fr cnnects/discnnects that are specifically related t this prject. The Utility Bard has authrized Staff t waive these fees. Cllabratin with Custmer The Engineering Field Representatives will meet with each affected custmer in rder t identify the custmer s needs and t custmize a design slutin that best meets the custmer s and KEYS needs. This plan anticipates that Engineering Field Representatives may have t meet with custmers during the evenings r weekends. All design alternatives within NEC & NESC requirements will be cnsidered t make the prcess as simple and inexpensive as pssible fr custmers. The Engineering Field Representatives will prvide each custmer with a meter lcatin frm indicating a recmmended slutin that the custmer can then prvide t their electrician. Additinally, the Engineering Field Representatives will meet with the custmer and electrician upn request. 5 5 Mnre Cunty Crdinatin In rder fr the inaccessible facilities prject t succeed, KEYS will need t have a high level f supprt and crdinatin with Mnre Cunty which include: Meet with Mnre Cunty electrical inspectr fr clarificatin. Crdinate clsely with Mnre Cunty t minimize custmer financial impacts (nging). Wrk with Mnre Cunty in respect t custmer cmplaints n public right-f-ways as a result f the prpsed ple lcatin/design. Minimize tree trimming impacts n public right-f-ways. Wrk with Mnre Cunty n street light adjustments due t new ple lines in right-fways. Wrk with Mnre Cunty t encurage telecmmunicatin cmpanies t expedite relcating f their facilities.

6 6 Mnre Cunty Crdinatin Custmer Riser and NEC Cde Cmpliance The fllwing is the prgram that Mnre Cunty and KEYS apprved: NEC Cde Clarificatins Riser Extensins: Mnre Cunty will allw riser upgrades t five feet abve the rf line vehicle access nly. Riser cnduit t be 2.5 rigid N guy required Will allw 3 vertical clearance ver flat rf fr drip lp Riser Clarificatins Electrical upgrades required beynd riser relcatins: N Custmer panel upgrade needed if n additinal KW lad is added Permits, Inspectins and Fees: Cntractr must be licensed in Mnre Cunty Permit fees are applicable t custmer; hwever, this is reimbursable as part f KEYS rebates. Sectin 1. Mnre Cunty supprts the Utility Bard in its effrts t frtify the electrical system with strm hardened ples and with replacing facilities that are lcated near inaccessible lcatins t lcatins adjacent t public rads. Sectin 2. Mnre Cunty supprts KEYS prgram t cnstruct primary lines alng public rads. Such prgram requires that affected prperty wners t either mdify/extend their riser/meter center r accept wnership f a tap ple, and prvides rebates t ffset the cst custmers may incur hiring a licensed electrician. Sectin 3. Mnre Cunty will nt waive the cst f permitting the electrical wrk assciated with specifically relcating r extending risers and meter centers as a result f this prject. Sectin 4. Mnre Cunty supprts an apprach by their electrical inspectrs that allws fr: Requiring custmer r his/her designee t fllw nrmal permitting prcess fr all wrk assciated with this prject. Nt requiring custmers t upgrade their electrical panels (r anything past the meter n the cnditin that n lad is added). Replacing risers lcated in the rear f the prperty up t five feet abve the rf line n the cnditin that this type f lcatin meets the three ft clearance abve the entire rf that NESC requires fr service drps. Utilizing a vertical three ft drip lp clearance n the cnditin that this type f slutin meets the three ft clearance abve the entire rf that NESC requires.

7 7 Telecmmunicatins Crdinatin KEYS will crdinate clsely with AT&T and Cmcast, and in ding s plans t: Meet with AT&T and Cmcast t present ur plan verview in an effrt fr them t budget and plan accrdingly. Encurage AT&T and Cmcast t transfer their facilities in a timely manner t reduce custmer cmplaints, and keep Mnre Cunty infrmed f the prject s that they can encurage the telecmmunicatin cmpanies t affect timely transfers frm public rightf-ways.
