Verifying Identificatin fr DBS (England nly) Membership Secretaries play an imprtant rle in the prvisin f the Disclsure service, in particular yu need t: Check and validate the infrmatin prvided by the applicant n the applicatin frm. Establish the true identity f the applicant, thrugh the examinatin f a range f dcuments as set ut in the guidance Ensure that the applicant prvides details f all names by which they have been knwn and all addresses where they have lived in the last 5years. Ensure the applicatin frm is fully cmpleted and the infrmatin it cntains is accurate. Please nte that: Yu must nly accept valid, current and riginal dcumentatin. Yu must nt accept phtcpies. Yu must nt accept dcumentatin printed frm the internet e.g. internet bank statements. 1. When reviewing frms f identificatin (e.g. name, date f birth, address etc.) please crss-reference the infrmatin with that prvided by the applicant in Sectins A-C. 2. Yu shuld where pssible, ask fr phtgraphic identity (e.g. passprt, new style driving licence, etc. and fr this t be cmpared against the applicant s likeness/appearance) 3. All dcuments must cnfirm the applicant s current name as recrded in Sectin A. 4. One dcuments must cnfirm the applicant s date f birth as recrded in Sectin A. 5. Yu must see at least ne dcument t cnfirm the applicant s current address in Sectin A. 6. The applicant must prvide a full and cntinuus address histry cvering the last 5 years. Where pssible yu shuld seek dcumentatin t cnfirm this address histry. Guidance n the type f ID t be used t verify identity fr a DBS applicatin is prvided nline r the reverse f the DBS nline ID checking frm. What dcuments d I need t see fr a DBS applicatin? As the Membership Secretary ne f yur main respnsibilities is t witness a member s identity dcuments and verify their DBS applicatin either nline r by paper. This is t ensure that the persn cmpleting the applicatin frm is wh they say they are. The nline DBS system will instruct yu as t what ID yu need t see fr each applicatin. Befre cmpleting Sectin W yu shuld first ensure that the applicant has cmpleted their part f the frm crrectly. 2. As yu check each dcument yu shuld enter and X in the relevant verificatin check bx t the right f the frm (registered bdy use nly). Yu shuld then enter yur name in W58 and check W59 t cnfirm yu have witnessed the relevant ID. 3. In Sectin X, Line 61 yu shuld enter the psitin applied CHILD WORKFORCE fllwed by VOLUNTEER YOUTH LEADER n the secnd line and the rganisatin name WOODCRAFT FOLK. 4. Once cmpleted please return applicatin frm t Flk Office fr prcessing. 17

Verifying ID fr PVG (Sctland nly) As part f yur rle in supprting a member cmplete a PVG applicatin frm it is als yur respnsibility t ensure the persn cmpleting the applicatin frm is wh they say they are by checking their identificatin and cmpleting the cversheet. The minimum identificatin yu must check is either ne dcument with a phtgraph and ne dcument with their current hme address r 3 dcuments (nt phtgraphic), 2 f which must have their current hme address. The fllwings lists are prvided fr yur guidance. As Membership Secretary yu shuld seek evidence f identity frm amngst the items suggested. Driving Licence withut phtgraph Where yu cannt prvide Phtgraphic evidence f Identity i.e. passprt If the applicant des nt have the required dcumentatin fr phtgraphic evidence then they shuld supply a passprt sizes phtgraph and a letter signed and dated by a respnsible persn (schl guidance teacher, minister f religin, line manager etc) which states I certify that [name f persn] residing at [enter full address] has been knwn by me fr [enter duratin f time]. Sign, insert address and date. Please nte this letter shuld nt be cmpleted by the same persn cuntersigning the CRBS multiple cversheet. Phtgraphic Driving Licence The new style phtgraphic drivers licence which cntains address infrmatin wuld satisfy as evidence f either phtgraphic evidence r present address verificatin. Please nte yu cannt use a phtgraphic driving Licence t prve bth identity and hme address n the same PVG applicatin. 18

4 Cmpleting PART E f the PVG applicatin, CRBS cversheet and Wdcraft Flk ID Declaratin frm (Sctland nly) Membership Secretaries in Sctland need t cmplete PART E f the PVG applicatin frm nting the ID they have witnessed. They will als need t cmplete the CRBS cver sheet listing the names f all the applicants. All ther parts f the frm will be cmpleted by the Membership & Grups Officer. The cversheet is submitted t the CRBS alng with the PVG applicatin frms. As well as cmpleting the cversheet the Membership Secretary als has t cmplete the Wdcraft ID declaratin frm. This frm is cnfirmatin t the Membership & Grups Officer (cuntersignatry) based at Flk Office that the applicants ID was verified in accrdance with the CRBS guidance. Examples f bth frms can be fund in the appendices. Please be aware that the prcessing can take sme time during the applicant shuld nt be taking sle respnsibility f children and yung peple at this time. A certificate will be issued t the applicant and Flk ffice. The infrmatin cntained within it will be cnsidered in line with ur Members Screening plicy and ur Recruitment f ex-ffenders. Hw can I check Driving Licence? Types f ID and what t lk ut fr bth DBS & PVG D nt accept licences, ther than thse stated in the list f valid identity dcuments. English, Welsh and Scttish driving licences numbers cntain infrmatin abut the applicant s name, sex and date f birth. This infrmatin is written in a special frmat but can be gleaned and matched against the infrmatin prvided by the applicant in Sectin A. An example frmat f a driving licence number belw. R O B I N C J NN N NN Y M M D D Y I I C C C C C N = 1 st five letters f the surname (if the surname begins MAC r MC it is treated as MC fr all) Y = YEAR f birth M = Mnth f birth (In the case f a female, the number represented by the first M will have the value 5 added t the first digit e.g. a female brn in Nvember (i.e. 11) wuld display 61 in the MM bxes) r if brn in February (i.e. 02) wuld display 52 ). D = DAY f mnth f birth. I = Initial letter f the first tw frenames f nly ne, then 9 will replace the secnd letter. If the licence indicates that the applicant has a middle name, ensure that ne had been prvided in Sectin A line 3. C = Cmputer generated. Please nte, fr Nrthern Ireland driving licences number is in a different frmat. The licence number is unique t the driver and the name r date f birth validatin, as shwn abve, cannt be used. D nt accept licences frm British dependencies (e.g. Gilbraltar, Channel Islands and Falkland Islands) 19

5 Hw d I check fr indicatrs f fraud? Always check fr signs f tampering when checking identity dcuments. Dcuments shuld be queried if they display any signs f damage especially in the areas f persnal details such as the name and the phtgraph. The fllwing guidelines shuld help yu lk ut fr any suspicius signs when authenticating dcuments. Checking a passprt Check the general quality and cnditin f the passprt. Treat it with suspicin if it is excessively damaged; accidental damage is ften used t cnceal tampering. Phtgraphs shuld be examined clsely fr signs f damage t the laminate r fr excessive glue r slitting f the laminate; these signs wuld indicate pht substitutin. If the phtgraph appears excessively large, this might indicate an attempt t hide anther phtgraph underneath. There shuld als be an embssed strip embedded int the laminate, which will catch a prtin f the phtgraph. Check there is n damage t this area. If the passprt is frm a freign natinal, yu can still fllw the same general prcedures as abve. Checking a pht driving licence Examine the licence fr evidence f pht tampering r any amendment f the printed details Checking an ld style driving licence Remve the dcument frm the plastic wallet and check that it is printed n bth sides. It shuld have a watermark visible by hlding the licence up t the light and there shuld be n punctuatin marks in the name r address. The Valid T date shuld be the day befre the bearer s 70th birthday (unless the bearer is already ver 70). The Valid T date can therefre be crss referenced with the applicant s date f birth. Checking a birth certificate Birth certificates are nt evidence f identity, and are easily btained. Althugh certificates issued at the time f birth may give mre cnfidence that it belngs t the individual, unlike a recently issued certificate they will nt shw if any infrmatin has been crrected r superseded by a new registratin. Check the quality f paper used; genuine certificates use a high grade. There shuld be a watermark visible when the dcument is held up t the light. Any signs f smthness n the surface wuld indicate that riginal text might have been washed r rubbed away. There shuld be n signs f tampering, changes using liquid paper, verwriting r spelling mistakes. Checking an EU pht identity card & HM Frces ID card Examine the card fr evidence f pht tampering r any amendment f the printed details. Checking a firearms licence Check the licence is printed n blue security paper with a Ryal crest watermark and a feint pattern stating the wrds Hme Office. Examine the licence fr evidence f pht tampering r any amendment f the printed details, which shuld include hme address and date f birth. The licence shuld be signed by the hlder and bear the authrising signature f the chief f plice fr the area in which they live, r nrmally a persn t whm his authrity has been delegated. 20

6 Other frms f identificatin Ensure all letter and statements are recent, i.e. within a 3 mnth perid. D nt accept dcumentatin printed frm the internet. Check letter headed paper is used, Check letter headers are crrect and all dcumentatin lks genuine. The address shuld be crss reference with that quted in Sectin A. 21
