The list f participants is enclsed as Annexure - I. This sub cmmittee has been made specifically as an initiative t simpli$, ATUFS and braden the list f accreditatin agencies/authrities which culd be recgnized fr the purpse f giving I.S.O. Certificates t the textile machine manufacturers s that the best technlgies culd cme int India withut any barrier. Aeenda N. I : Additinal list f accreditatin agencies/authrities which wuld be recgnized fr the purpse f giving I.S.O. Certificates t the textile machine manufacturers wh culd be empanelled fr supplying the machinery which are eligible fr benefits under ATLIFS: At the utset, the Textile Cmmissiner welcmed all the participants and infrmed that in the 7th TAMC meeting held n 2L , the TAMC decided t include Valid/Renewed ISO 9000 (ISO fr prcessing machines & ISO fr energy saving machines) r equivalent Quality Certificatin as per list in Appendix 2I f the Freign Trade Plicy as ne f the additinal requirements and criteria while cnsidering the request f the machine manufacturers fr inclusin under ATUFS. Subsequently in the 8ft tatrztc meeting held n , TAMC has mdified as given belw: "Valid/Renewed ISO 9000 (ISO fr prcessing machines & ISO fr energy saving machines) r equivalent Quality Certificatin as per list in Appendix 2I f the Freign Trade Plicy r in QMS list f QCI r in their freign ffices f these agencies wh are available in these lists r CE mark self certificatin in case f Eurpean textile machinery manufacturers". Subsequently, the Industry Assciatins viz Textile Machinery Manufacturers Assciatin f India (TMMAI) & ITTA and sme f machinery manufacturers requested that ther Accreditatin agencies shuld als be recgnised fr ISO certificatin and all ISO Accreditatin agencies /Authrities which are empanelled by Intematinal Accreditatin Frum be recgnised fr the purpse f certifuing the machine manufacturers in additin t the Accreditatin agencies which are recgnised vide QMS f QCI and Appendix 2I f FTP As such, TAMC cnstituted a Sub-cmmittee under the Chairpersnship f the Textile Cmmissiner t examine such cases and prvide its recmmendatins t TAMC. The Textile Cmmissiner then infrmed that in the first meeting f Sub Cmmittee the representative f NABCB had been requested t prvide infrmatin abut the Certificatins Bdies and Accreditatin Agencies as given in the Annex II f the Agenda f the first meeting. Hwever NABCB has nt prvided the infrmatin. In this regard the representative f NABCB infrmed that they have cllected all the infrmatin abut these Agencies. Aeenda N. 2 : Suitability f ther reputed agencies whse certificatin shall be recgnized at par with I.S.O. r equivalent certificatin like CE certificitin in Eurpean cuntries : In the 7th TAMC meeting held n , the TAMC decided t include Valid/Renewed ISO 9000 (ISO fr prcessing machines & ISO fr energy saving machines) r equivalent Quality Certificatin as per list in Appendix 2I f the Freign Trade Plicy as ne f the additinal requirements and criteria while cnsidering the request f the machine manufacturers fr inclusin under ATtlFS. 3 The Internatinal Electrtechnical Cmmissin (IEC) established a prgram called the IEC system fr Cnfrmity Testing t Standards fr safety f electrical Equipment (TECEE). The CB Scheme is an internatinal netwrk f prduct certificatin Bdies (CBs) frm arund the wrld. NCBs - Natinal Certified bdies (UL, CSA, VDE, TUV, NOM, CCC, etc)natinal apprval Agencies cperating in accepting each thers data In this regard it was discussed that the abve certificatin are related t safety f the Equipment twards the end user r peratr, prduct using the equipment and envirnment. Thugh there are many such certificatins as given abve, Cmmittee pined that ISO Certificate is cncerned with Quality Management System which will ensure cnsistency f the machinery manufacturer. Hwever, in additin t the CE mark self-certificatin which has been allwed in case f Eurpean Textile Machinery Manufacturers, the same is als extended t Japanese and American Textile Machinery Manufacturers. Asenda N.3: Attestatin manufacturers in Abrad. bv Apstille in place f Embassv fr the Machinerv As per decisins taken by TAMC, fr machines purchased frm manufactures abrad, a certificate frm the respective Embassy/ Cnsulate General certifring that the'unit is a manufacturer f the relevant machines be fumished alng with the technical literature/brchure f the said machines. Alternatively, textile machinery manufactures abrad shuld prvide attested cpy f the leffer/certificate regarding manufacturing f Textile machines Indian Embassy/cnsulate General t enable this ffice t allw their relevant machines under ATUFS. A Machinery Manufacturing unit Abrad has infrmed that Embassy's f respective cuntries d nt want t invlve in the ATUF Prcedures. Further the unit infrmed that APOSTILLE is a legalizatin f the dcument accepted by the Indian Gvernment and fficial. After detailed deliberatins, the Sub- Cmmittee decided that attestatin by APOSTILLE can nt be cnsidered in place f attestatin by the Embassy fr the machine manufacturers abrad. Asenda N.4: Any ther pint with the permissin f the chair. The representative f SIMA infrmed that the Circular N. 3 and Circular N. 7 dated and respectively issued fr enlistment f Machine Manufacturer shuld be prspective effect. The Chairpersn f the Sub-Cmmittee infrmed thaf the prvisin f the Circular N. 3 Dated and Circular N.7 Dated cmes int frce nly with prspective effect. Therefre the machines which were imprted frm machinery manufacturers wh were nt enlisted as per the prvisins f these circulars but wh had supplied machines earlier t these circulars will nt be affected by these Circulars. In this regard it was further infrmed that enlistment f Machinery Manufacturers has been made as per the dcument specified by the TAMC frm time t time. Subsequently the Machinery manufacturers wh have nt prvided the dcuments as per subsequent requirements f TAMC, have been asked t submit the additinal dcuments as \Q Page 3 f 5

4 per Circular N. 3 and Circular N. 7 datsd and respectively, till The Sub-Cmmittee decided that while the Circulars issued fr enlistment f machinery manufacturers wuld be with prspective effect i.e. it will nt apply t machineries which have been purchased prir t the issue f the first circular dated Ol7,hwever the Machines purchased after require t be purchased frm"the machinery manufacturers wh are enlisted as per the certificatin/accreditatin bdies in the list f QCI and /r the enlarged list f Accreditatin bdies as decided in the present meeting fthe Sub-Cmmittee atagenda 1. *{.**** * Pate I f 5
