Apprval f PPSC Minutes Mtin fr apprval by Chief Shl and SPC Dean Brian Frank The Cuncil unanimusly apprved the June 8, 2016 PPSC Minutes. 3. Guest Speakers - Chief Dan Slaughter invited Pinellas Cunty Sheriff s Office Crime Stppers Administratr Debrah Martin and Greg Tita t prvide a brief presentatin n a new initiative being advcated by their rganizatin. Administratr Martin advised their current initiative is called If yu see smething, say smething. She shwed the Cuncil a vide clip frm their cllabrative effrt with the Manatee Cunty law enfrcement cmmunity, The Cuncil was very impressed with the prductin and will cnsider perfrming a similar cllabrative effrt with Crime Stppers. 4. PASS Update Directr Waters Directr Waters reprted a 17 % increase in PASS applicatins and a 25% decrease in EOT applicatins cmpared t the same time perid in The PASS POOL f active candidates available fr agency cnsideratin remains statistically unchanged cmpared t the same time perid in The budget remains stable due substantially t the membership cntributins enacted as part f the PPSC budget. Directr Waters advised that a lcal plygraph examiner had prvided infrmatin n a relatively new technlgy that purprtedly measures subtle changes in the behavir f the human eye caused by deceptin. The cmpany is called EyeDetect and the measuring instrument/prgram can be administered as a standalne prduct r cmbined with a plygraph exam. Directr Waters prvided a brchure f the prduct fr Cuncil review f emerging technlgies and advised that if

4 requested, an arrangement can be made fr a brief presentatin f the prduct at a future meeting. 5. Cmmittee Reprts Legislative Cmmittee Chief Hawrth N/A Training SPC Dean Brian Frank Dean Frank advised that SPC Plice Academy Class 202 wuld start Mnday, July 18, Dean Frank stated his ffice is currently cnducting a review f all SPC Training Center plicies. He advised that upn cmpletin he wuld submit t the SPC Bard f Trustees fr their review and apprval cnsideratin. Standards Review Cmmittee Chief Rb Vincent Nne Scheduled Finance Chief Bill Shl N/A Pinellas Cunty Safety & Emergency Services Directr Michael Cksey N/A Pinellas Cunty Justice and Crdinatin Operatins Manager Debrah Berry Manager Berry infrmed the Cuncil that PCSES Directr Mike Cksey will be retiring the week f July 18, New Business The Cuncil discussed the recent events taking place thrughut the cuntry and agreed t remain ever vigilant with direct lines f cmmunicatins with all area law enfrcement agencies. State Attrney Bernie McCabe reminded everyne f Sheriff Gualtieri s upcming presentatin f the Civil Citatin Adult Diversin Prgram t be held n the first flr f the Criminal Curts Cmplex in Clearwater Mnday, July 18, 2016 at 10:00 AM. 7. Old Business Chief Hllway updated everyne n the HOME prgram. He advised that s far it is paying dividends shwing a nticeable decrease in vehicle burglaries and vehicle thefts since inceptin. Chief Hllway did cautin his exuberance by stating they did have a

5 recent carjacking where the ffender was n an electrnic mnitr but had disabled/remved the device prir t the ffense. DJJ Chief Prbatin Officer Melissa Fuller interjected that n Octber 1, 2016, tampering with a curt rdered electrnic mnitring device is being upgraded frm a misdemeanr ffense t a felny ffense. She is hpeful the enhanced penalty may help dissuade attempts t tamper/defeat the mnitring devices. The Cuncil was very cmplimentary f the Pinellas Cunty Sheriff s Office electrnic mnitring crdinatin and infrmatin supplied t all law enfrcement agencies. State Attrney McCabe cmmented that perfrming electrnic mnitring is resurce intensive but by all accunts is achieving justifiable results. 8. Rundtable FBI Supervisry Special Agent James Castan advised he wuld be disseminating sme law enfrcement sensitive infrmatin t area law enfrcement cncerning infrmatin related t ISIS. SSRA Castan stated he wuld crdinate the infrmatin thrugh each agencies department head. Pinellas Cunty Schls Plice Department Sergeant Steve Field annunced their will be a cuntywide SRO meeting n August 4, He advised Chief Stelljes wuld be disseminating ntificatin and infrmatin in the near future. 9.
