LaRcque-Baas presented the fllwing update: An active item was the Scripps Tenant Academic Medical Center. She had traveled t Tallahassee t testify n the certificate fr an appeal hearing which was still in prgress. A recmmendatin frm an administrative judge abut the appeal was expected in early A ruling wuld g t the Agency fr Health Care Administratin (AHCA). The agency wuld render its recmmendatin n whether t apprve the appeal. 5. UPDATE FROM THE BUSINESS DEVELOPMENT BOARD (BDB) Shawn Rwan stated the fllwing: Smahlutin, a biscience cmpany, had annunced its relcatin t Jupiter in the beginning f July The Twn f Jupiter and the State prvided an incentive package fr the cmpany t relcate. The cmpany had cmmitted t creating 25 new jbs in the Cunty, and 21 jb psitins had already been filled. The cmpany wuld prvide cntract research. CONTINUED The BDB and the Wrld Stem Cell Summit (WSCS) planned t prduce a summit t be held at the Palm Beach Cnventin Center, December 3, 2012 thrugh December 5, The BDB and the Cnventin Visitr s Bureau (CVB) were jint summit spnsrs. The event was expected t bring 1,200 t 1,500 attendees, representing pharmaceutical cmpanies and research institutes. A pstcard was prpsed by the BDB t WSCS rganizers, ffering turs f real estate prperties and cultural amenities. Hst htels fr the cnventin were the Breakers and the Marritt. On Octber 30, 2012, thrugh Nvember 1, 2012, the Sutheast Bi Investr Frum (SBIF) was t be held at the Breakers Htel. The annual frum expected 400 attendees. The frum s intent was t bring tgether venture capital, early stage investment, early stage cmpanies in venture, and cmpanies seeking venture capital. In 2011, the Sutheast frum attracted nearly $1.7 billin in venture funding fr its cmpanies that presented at the cnference. The BDB was currently wrking with fur life-science cmpanies utside and within Palm Beach Cunty. Cmmissiner Marcus asked Mr. Rwan whether the Biscience Land Prtectin Advisry Bard (BLPAB) members and elected fficials culd attend the WSCS, t advcate supprt f biscience and research cmpanies, thrugh setting up a bth with infrmatin n what PBC had t ffer fr cmpanies. CONTINUED Mr. Rwan stated that currently he culd nt respnd t Cmmissiner Marcus s inquiry, but when the BDB and CVB knew what their spnsrship wuld entail by wrking with the genetics plicy institute, he wuld prvide the bard and the Cunty with an answer. He added that the BDB s spnsrship came with passes t attend the WSCS and the BDB s intent was that the PBC cmmissin and the BLPAB wuld receive them. Twn f Jupiter Mayr Karen Glnka stated that in 2011, a bus tur was cnducted with venture capitalists and real estate individuals. Mr. Rwan said that: The Sutheast investment frum was held thrughut the sutheast United States in a different lcatin every year. The tur that Mayr Glnka discussed was pssibly the BDB s annual site selectin cnsultant familiarizatin tur. Anther site selectin familiarizatin bus tur was scheduled at the end f February int the beginning f March The BDB was cnsidering a bus tur fr the SBIF, t allw attendees t bserve Palm Beach Cunty s vibrant business cmmunity and envirnment. 6. UPDATE STATE FUNDING CORP Nne Cmmissiner Marcus stated that there was n presentatin, since representatin fr the State Funding Crp culd nt attend the meeting. She added that the BLPAB received an annual reprt, n the prgressin f the State Funding Crp, by . (CLERK S NOTE: Item 3 was taken at this time.) 3. 5 7. NEW BUSINESS a. Max Planck Presentatin Dr. David Fitzpatrick f the Max Planck Institute while giving a pwer pint presentatin t the BLPAB, stated that: The Max Planck Sciety (MPS) was Germany s mst successful research rganizatin and held an exceptinal track recrd f scientific achievement in the disciplines f Medicine, Onclgy, Evlutinary Bilgy, Genetics, and Neurscience. There were 84 institutes headed by 279 directrs and 17 Nbel Peace Prize laureates. The sciety published 13, 000 scientific publicatins per year and had an annual research budget f $2.8 billin. The sle Max Planck Institute in the United States was the Max Planck Flrida Institute (MPFI) in Jupiter, Flrida. (CLERK S NOTE: A vide was played frm frmer Flrida Gvernr Jeb Bush, depicting hw the Max Planck Institute came t reside in Flrida.) Funds fr the MPFI were prvided thrugh cntributins frm the State f Flrida, the Cunty, Flrida Atlantic University (FAU), and the Twn f Jupiter. The MFPI anticipated an annual budget f $17 millin frm external grant funding, philanthrpy, technlgy transfer, and the MPS. The MPFI planned t hire 180 emplyees, which included 11 lead scientists. Opening ceremny fr MPFI was scheduled fr December 5, 2012, and an pen huse was planned fr December 8, 2012, t prvide the pprtunity fr MPFI t celebrate with the lcal cmmunity. 6 7.a. CONTINUED The MPFI wuld bring a science fair, battle f the brains prject, pster cntest t cunty schls, and panel discussins n careers in bitechnlgy with Palm Beach State Cllege. The MPFI s fcus was n the brain and the key t diagnsis treatment fr neurlgical and psychiatric disrders. The MPFI attempted t answer basic questins n neural circuits including the wiring diagram f the brain, neural cde, and neural circuit cnstructin. A new light-based technlgy allwed scientists t understand neural circuits and netwrks in the brain, thrugh visualizing neurn structure, functin, and activity. Scientists at MPFI, Scripps, and FAU staff wrked tgether t build the neurscience cmmunity thrugh shared infrastructure, brainstrming dinners, jint seminars, and cllabrative research. The scientists at MPFI partnered with FAU t build training prgrams fr cllege students t learn abut the sciences. The MPFI crdinated a sympsium where scientific investigatrs frm Latin America discussed MPFI and the Jupiter neurscience cmmunity. The MFPI had an undergraduate research prgram, summer internships fr the cunty s high schl students, and a brain bee with questins in neurscience fr high schl students. A questin and answer sessin evlved and Dr. Fitzpatrick stated the fllwing: The MFPI scientists wrked with animal mdels including mice and ferrets t research brain disrders. The MFPI scientists dealt largely with mlecular bilgy t bserve the chemical and electrical cmmunicatins in the brain. BIOSCIENCE LAND PROTECTION 6 SEPTEMBER 6, 2012

7 7.a. CONTINUED Neurlgical scientists were researching the recvery envirnment f the brain after a strke ccurred. A public relatins effrt abut the quality f Palm Beach Cunty s educatinal system, and family life, needed t be spread in the science cmmunity t attract scientists t the Cunty. Lcal scientists stayed cnnected with the academic wrld thrugh the Internet, seminar series, and sympsiums t allw ther scientists t visit the MFPI. The MPFI needed mre facilities t accmmdate scientists and interns, wh stay in the area fr mnths at a time. A series f science lectures were dne by the MFPI in the Twn f Palm Beach by Max Planck directrs. He wuld serve as a cntact persn fr bard members t have MFPI scientists speak t residents in their lcal cmmunities, and inquiries culd be made thrugh . Dr. Jhnsn stated that securing lcal husing fr visiting scientists was a cncern fr Scripps as well. Cmmissiner Marcus stated that the BLPAB wuld try t identify space that culd be used fr visiting scientists and interns. She asked bard members t bring back, at the next scheduled meeting, cllabrative infrmatin n husing pprtunities fr the biscience cmpanies. Mr. Rwan stated that the BDB used testimnials in their marketing materials, and they held sessins with cmpanies that recently relcated t the area t identify attractins fr them. SCRIPPS UPDATE Dr. Jhnsn infrmed the bard that Scripps faculty members were added t the cmpany that did scientific wrk in the areas f infectius disease, human immundeficiency virus, and metablism. Cmmissiner Marcus suggested that perhaps the next bard meeting culd be held at the Scripps facilities t allw participants/attendees t be updated n recent develpments. 8. OLD BUSINESS a. Village f Nrth Palm Beach Cmmissiner Marcus stated that the Village f Nrth Palm Beach had requested t be scheduled n the next agenda. She said that the Village s discussin wuld take place. 9. PUBLIC COMMENT Nne 10. MEMBER S COMMENTS a. Twn f Jupiter Mayr Glnka stated the fllwing: The Twn f Jupiter (Jupiter) had spent $3.2 millin f the mney it had cmmitted tward biscience startup cmpanies. Apprximately 12 cmpanies had received lan guarantees frm Jupiter and at sme pint that mney wuld return. Currently, Jupiter had received $1.3 millin in repaid funds frm cmpanies. Jupiter wuld cntinue t braden available funds fr biscience and high tech cmpanies that may benefit the area. NEXT MEETING Nvember 15, 2012 Scripps Cmmissiner Marcus said that a new schedule wuld be discussed at the Nvember 2012 meeting. 12. ADJOURNMENT At 2:51 p.m., the chair declared the meeting adjurned.
