1 Official Rules By entering the Natinal PTA Reflectins Prgram, entrants accept and agree t be bund by these Official Rules as well as the entry requirements fr their specific arts categry and divisin. Any vilatin f these rules may, at PTA s discretin, result in disqualificatin. All decisins f the judges regarding this prgram are final and binding in all respects. (The PTA referred t in these rules include all PTAs reviewing the entry). 1. ELIGIBILITY. Students must participate thrugh a lcal PTA/PTSA in gd standing. Parent grups nt affiliated with Natinal PTA are nt eligible t spnsr this prgram. It is the respnsibility f the state and lcal PTA/PTSA t determine each student s eligibility in the Natinal PTA Reflectins Prgram. A student may develp an entry in r utside f schl. 2. ARTS CATEGORIES. There are six arts categries dance chregraphy, film prductin, literature, music cmpsitin, phtgraphy and visual arts. Students may enter the Natinal PTA Reflectins Prgram in ne r mre arts categries. See each Arts Categry Rules fr additinal entry requirements. 3. GRADE DIVISIONS. Students may enter in the apprpriate divisin fr their grade (Primary: Preschl-Grade 2; Intermediate: Grades 3-5; Middle Schl: Grades 6-8; High Schl: Grades 9-12; Special Artist: All grades welcme). If students d nt fall under specific grade divisins, Natinal PTA suggests they be gruped by age (Primary: Up t age 7; Intermediate: Ages 8-10; Middle Schl: Ages 11-13; High Schl: Ages 14+; Special Artist: All ages welcme). See Special Artist Divisin Rules fr entry requirements. 4. HOW TO ENTER. Entrants must submit their artwrk and student entry frm t their lcal PTA/PTSA prgram accrding t lcal and state PTA prcedures. Entrants must fllw requirements and instructins specific t each arts categry and divisin. Cntact lcal PTA prgrams fr deadlines and additinal infrmatin. 5. ENTRY REQUIREMENTS. (All participants must als fllw Arts Categry and Divisin Rules) Only new pieces f artwrk inspired by the current year s theme may be submitted. Each entry must be the riginal wrk f ne student nly. An adult may nt alter the creative integrity f a student s wrk. Because the prgram is designed t encurage and recgnize each student s individual creativity, help frm an adult r cllabratin with ther students is nt allwed except in the Special Artist Divisin. Only ne student may be recgnized as the award recipient fr each entry. Other individuals may appear in r perfrm a student s wrk, but the wrk itself must be the creative prduct f ne student nly. See the specific Arts Categry Rules fr details. Each entry must cntain a title and all entries must include an artist statement. The artist statement cmmunicates what inspired the wrk, hw it relates t the theme, and the cntent f the wrk. The statement must include at least ne sentence, but may nt exceed 100 wrds. Use f cpyrighted material is prhibited, except fr recrded music in dance chregraphy and film prductin entries. Plagiarized entries will be disqualified. Use f PwerPint presentatins are prhibited because mst graphic elements are cpyrighted. 6. FINALIST SELECTION AND NOTIFICATION. Entries are reviewed at lcal, reginal, state and natinal levels. Each PTA determines its wn judges fr the prgram. Entries will be judged primarily n hw well the student uses his r her artistic visin t prtray the theme, riginality and creativity. The Natinal PTA Reflectins prgram makes n restrictins n cntent r subject matter in artwrk. Under n cnditin may parents r students cntact the judges t dispute the status f any entry. Awards are annunced accrding t lcal and state prcedures. Natinal award recipients are ntified via by Natinal PTA in May 1, The PTA in its sle discretin will select finalists fr exhibitin and prvide awards/prizes. Accepted file frmats include: AVI, Quicktime (.mv), MPEG (.mpg,.mpeg,.mp4), Windws Media (.wmv), and Flash Vide (.flv,.f4v). Film Prductin. Accepted frms include: Animatin, narrative, dcumentary, experimental, r a media presentatin (PwerPint is prhibited). Entrant must be the directr, screenwriter, and camera persn including all strybarding and editing. Vide recrding must nt exceed 5 minutes and must be less than 1GB (ne gigabyte) in file size. Accepted file frmats include: AVI, Quicktime (.mv), MPEG (.mpg,.mpeg,.mp4), Windws Media (.wmv), and Flash Vide (.flv,.f4v). Literature. Accepted frms f fictin and nnfictin include: Prse, petry, drama (screen play and play script), reflective essay, narrative, and shrt stry. Entry must nt exceed 2,000 wrds and must be handwritten r typed; ne side nly. Students fr whm English is nt their first language may submit literature entries in their wn langauge. An interpretive translatin in English must accmpany the entry. Accepted frmats include: Single-sided print n 8 ½ x 11 paper, r PDF (.pdf) file frmat. Music Cmpsitin. All instruments, sunds, styles and cmbinatins are accepted. Cpyrighted material is prhibited. The cmpser may be the perfmer, r ne f the perfrmers, but des nt have t be a perfrmer. Ntatin, scre r tabulature is required fr middle and high schl divisin. Audi recrding must nt exceed 5 minutes. Accepted file frmats include: MP3, MP4, WMA, WAV, ACC (M4A) and FLAC frmats. Music vides are nt accepted. Phtgraphy. Accepted frms f phtgraphy include: A single pht, panramic, phtmntage (ne seamless print f multiple riginal phts), a multiple expsure, negative sandwich r phtgram. Original black-and-white and clr images are accepted. Entrant must be the ne t take the phtgraph. Must be munted r matted n cardbard matte, pster bard, r ther sturdy material. Accepted frmats include: Matted print, r high reslutin digital pht (.jpeg,.jpg,.gif,.png,.bmp). Visual Arts. Accepted frms include: Architecture (2D/3D), carpentry, ceramics, cllages, phtgraphic cllages (multiple phts cut/pasted), cmputer-generated image, crafts, design, diramas, drawing, fiber wrk, jewelry, kites, metal etching/punch wrk, mbiles, painting, printmaking, sculpture and wind chimes. The Special Artist Divisin ffers mdified rules and guidelines t ensure that every student has the chance t be part f the Natinal PTA Reflectins prgram. Wh qualifies as a disabled individual under the law? The Americans with Disabilities Act (ADA) defines an individual with a disability as a persn wh: (1) Has a physical r mental impairment that substantially limits ne r mre f the majr life activities f that persn; (2) Has a recrd f such an impairment; r (3) Is regarded as having such impairment. HOW TO ENTER. Students wh identify as having a disability have tw ways t enter the Natinal PTA Reflectins Prgram. All students may enter in nly ne divisin. Student Entry Frm requires parent/legal guardian signatures. Optin 1. Enter in Grade-Level Divisins: Regardless f age, students with special needs may enter in the grade divisin mst clsely aligned t their functinal abilities. Students may nt receive assistance ther than that which is allwed fr all children. The divisins are as fllws: Primary (preschl grade 2); Intermediate (grades 3-5); Middle Schl (grades 6-8); High Schl (grades 9-12). Allwable Accmmdatins: Given the diverse range f physical and mental disabilities that exist, it wuld be impssible t utline specific accmmdatins fr each and every disability, but the fllwing prvides a nnexhaustive list f allwable accmmdatins: The Special Artist Divisin will nt be divided by age r traditinal schl grade level. Use f adaptive technlgy is allwed. All submissins must be slely created by the special artist. Hwever, a parent, teacher r ther adult may assist the special artist with typing, hlding a camera, etc. Accmmdatins that are Nt Allwed: Individuals prviding assistance t special artists may nt, in any way, invlve themselves in the actual artistic prcess by: Persnally selecting a title fr artwrk. Writing, editing r interpreting a student s artist statement, stry, petry r script. Chregraphing a dance, cmpsing music r writing lyrics. Drawing, painting r persnally creating a visual arts submissin, chsing a camera angle, etc. The Special Artist Divisin f the Natinal PTA Reflectins prgram is ptinal at state and lcal levels.
