3. SETUP AND OPERATION Radar speed trailers are intended t supplement ther traffic cntrl devices in reducing verall traffic speed t within psted limits by prviding real-time feedback t mtrists abut their actual speed. A detailed descriptin f hw they are t be placed and utilized in and arund wrk znes is presented in the Federal Highway Administratin Manual n Unifrm Traffic Cntrl Devices (MUTCD) and als in many individual state and lcal D.O.T. specificatins. These publicatins include detailed instructins n where t place varius traffic cntrl devices, particularly in situatins where visibility may be limited due t a curved apprach t the wrk zne r where the wrk zne is near an n r ff ramp r ther traffic merging pint. If ne f these manuals is nt available, yu shuld cnsult with lcal traffic safety fficials befre placing radar speed trailers r any ther traffic cntrl devices in the wrk zne. Prper placement f traffic cntrl devices is essential t their effectiveness. - TRANSPORTING & TRAILERING A safety check shuld be perfrmed n the message sign befre transprting the unit ver the rad. The Operatin & Maintenance Checklist frm included in the Appendix f this manual can and shuld be used as a safety checklist by the peratr t make certain that nthing has been verlked. Prir t transprting the unit t the wrk site, make sure that the battery bank is fully charged. This can be accmplished by bserving the Battery Vltage n the LCD Display f the Energy Management System Cntrl Unit. A Battery Vltage reading f 12.6 Vlts r higher indicates a fully charged battery bank. Even if the battery bank is nt fully charged, a few hurs f bright sunlight, the amunt f time it typically takes t transprt and setup the unit, will charge the battery bank sufficiently t prepare the unit fr peratin. If adequate sunlight is nt available, the battery bank can be recharged using any autmatic-type 12-Vlt battery charger with an utput current capability f 60 t 75 Amps. Check the Trubleshting and Repair Sectin f the manual fr additinal infrmatin n battery charging and testing. Make sure that all trailer tngue, cupler, safety chains, clevis pins, and blts are prperly installed and secured. Cnnect trailer wiring harness t tw vehicle and check fr prper peratin f stp, turn, and tail lights. All swivel jacks and utriggers must be placed in the apprpriate psitin fr transprt and securely lcked. The sign panel(s) must be cmpletely lwered/retracted/lcked/pinned int the transprt psitin. Clse all battery cmpartment cvers and secure with padlcks. Check tires fr crrect inflatin; 26 psi (190 kpa) fr 13-inch wheels and tires. In situatins where the wrk site is a significant distance away, stp peridically and check the integrity f the cupler and safety chains and fr any excess heat buildup in the tires and wheel bearings

- POSITIONING & STABILIZING - Upn arriving at the wrk site, first check the immediate area fr any verhead pwer lines r bstructins. Als, check the surrunding area fr any tall buildings, trees, r ther bstructins nearby that might shade the slar array during part f the day and interfere with the prper peratin f the slar electric charging system. Many times, just mving the unit a few yards can make the difference between getting an adequate supply f sunlight t maintain the charge level f the battery bank and being shaded enugh that the battery bank will eventually becme discharged t the pint where the sign panel is autmatically switched ff. Once the apprpriate site has been selected, the unit can be psitined and set up fr peratin. Blck the trailer wheels befre discnnecting the cupler frm the tw vehicle hitch. It is best t psitin the trailer as clse t the chsen lcatin as pssible with the tw vehicle because f the substantial weight f the unit. - SILENT ADVISOR RST The small trailer can be mved rather easily prir t raising the sign panel int the perating psitin. Lcate the trailer s that the trailer is parallel t the directin f traffic flw. Use the sight tubes lcated n the left side f the trailer frame t psitin the unit s that the sign panel will be perpendicular t ncming traffic. Rtate and lck int the vertical psitin and extend all fur (4) swivel jacks as necessary t level the trailer and remve all weight frm the axle. If the unit is set up n a relatively sft, unpaved surface, planks r sme ther frm f weight distributing material shuld be used t prevent the jack ft pads frm sinking int the surface. Using the tl prvided, select and install the desired numerals fr the speed limit sign. Pull and turn the latch pins lcated just belw the pivt pint fr the sign panel supprt frame t lck them in the retracted psitin. Rtate the winch handle clckwise t raise the sign panel and slar array int the perating psitin. Turn and release the latch pins t secure the sign panel in the perating psitin. Simply reverse the abve prcedure t return the sign panel t the transprt psitin t prepare the unit fr traveling. Be sure t pull and turn the tw sign supprt lcking pins t secure them in the retracted psitin befre attempting t lwer the sign panel. The sign panel can be lwered by rtating the winch handle cunterclckwise. The autmatic brake built int the winch will cntrl the descent. Lwer the sign panel slwly until it is resting n the travel supprt pads and ensure that winch cable is slack prir t transprt

Lwer the tngue jack all the way. Extend the rear jack stands until they just tuch the grund and insert and lck the pins. Nw extend the tngue jack while lking thrugh the sight tubes until yu are sighting directly int ncming traffic. Extend and lck the frnt jack stands t cmplete the setup. Lwer the sign panel slwly until it is resting n the travel supprt pads and ensure that winch cable is slack prir t transprt. - PREOPERATIONAL CHECK - Check the battery bank vltage by viewing the LCD screen n the ENERGY MANAGEMENT SYSTEM CONTROL UNIT. The ENERGY MANAGEMENT SYSTEM CONTROL UNIT is lcated in the battery cmpartment. If adequate sunlight is available, the CHARGING indicatr n the ENERGY MANAGEMENT SYSTEM CONTROL UNIT will be n and the LCD screen will be displaying the slar array vltage and current and the battery bank vltage and current. If the battery bank is at r near a full state f charge, the display panel n the ENERGY MANAGEMENT SYSTEM CONTROL UNIT will be displaying the slar array vltage and current and the battery bank vltage and current and the CHARGING indicatr will be flashing. When the battery bank is fully charged the ENERGY MANAGEMENT SYSTEM CONTROL UNIT will switch ff the current flw frm the slar array t prevent vercharging f the batteries. The ENERGY MANAGEMENT SYSTEM CONTROL UNIT will autmatically switch current flw frm the slar array n and ff as needed t maintain the charge level f the battery bank. Make sure that the slar panel is free f dirt and dust. Clean with clear water and a mild detergent. While the unit is in service, peridically check the slar array fr dust and dirt buildup and check the fluid level in the batteries. Every 30 days shuld be adequate except in extreme cnditins f dust r lw sunlight. Any excess snw accumulatin shuld be remved frm the

slar panels as sn as pssible. It is nt necessary r desirable t scrape ice buildup frm the upper surface f the slar panels. If the majrity f the snw is brushed away the heat effect f the sun will melt any remaining ice r snw accumulatin. Check the battery bank vltage every few days t make sure that the unit is receiving an adequate amunt f slar energy t maintain the battery bank at an acceptable level f charge. In the event that the battery vltage drps belw 12 Vlts during a sunny day, the battery bank shuld be recharged by a line-pwered auxiliary battery charger as sn as pssible. If the battery bank is allwed t discharge t a very lw level in extremely cld weather, the electrlyte may freeze resulting in permanent damage t the batteries. The battery bank may require a few recharge cycles befre it reaches its full energy strage capacity. New lead acid batteries generally d nt reach their full capacity until they have gne thrugh 10 t 15 charge/discharge cycles. Cnsult the MAINTENANCE sectin f the manual fr additinal infrmatin n battery maintenance and charging. - SOLAR PANEL CLEANING - When the sign panel is in the travel psitin, the entire trailer can be tilted back fr cleaning and snw remval. Simply lift up n the tngue until the trailer frame rcks back and rests n the rear jack stands r swivel jacks. The slar panels can be easily cleaned with clear water and a squeegee. When cleaning and servicing is cmpleted, simply pull dwn n the tngue t return the trailer t the nrmal traveling psitin. NOTE: A cmprehensive Preperatinal Checklist is prvided in the Appendix f this manual and may be phtcpied fr field use. - PRE-TRANSPORT PROGRAMMING - The SILENT ADVISOR can be cmpletely prgrammed prir t transprtatin t the wrk site. Simply fllw the prgramming prcedures utlined in the Main Cnsle Operatin and Prgramming sectin f the manual, switch ff the main pwer, transprt the unit t the jb site, and switch the main pwer back n. The SILENT ADVISOR will g thrugh the pwer up initializatin rutine, autmatically lad all the data files and begin peratin as previusly prgrammed. This handy features simplifies the installatin and setup prcedure and minimizes the amunt f time service persnnel need t spend at the wrk site. Install padlcks n the battery cmpartment(s) when the unit is left unattended t prevent unauthrized access and vandalism

4. 37 Radar Statistical Data Cllectin Operatin: All SlarTech Silent Messenger and Silent Advisr Prducts equipped with a MegaTech cntrller perating TRAFIX r later and the ptinal radar gun will autmatically lg and recrd (t a standard USB memry stick) all raw data prvided by the radar gun alng with basic statistical infrmatin abut the cllected data in 15 minute intervals. The data are stred in tw CSV (Cmma Separated Value) files which may be pened in Micrsft Excel r any ther similar spreadsheet type applicatin fr viewing, manipulatin and analysis. Additinally, the mst recent 30 days wrth f Radar Statistics (statistical radar data lgged every 15 minutes) is maintained in the cntrl cnsles nn-vlatile memry and may be retrieved remtely via Cntrl Center see Cntrl Center 3000 manual fr further details. Data Prvided is as fllws: Raw Data File: (radar_data file) - (Year, Mnth, Day, Time, Reading) - every reading - readings recrded every 250ms while tracking a target Statistical Data File: (radar_statistics file) - (Year, Mnth, Day, Time, # f Readings, Mean, Median, Mde, Standard Deviatin, Lwest Reading, Highest Reading) - based n all readings - readings are taken every 250ms while tracking a target T use the TRAFIX Radar Statistical Data Cllectin feature: 1. Insert the USB Memry Device int the USB Prt n the back f the MegaTech Cntrl Cnsle. 2. Setup and Prgram the unit as desired - data lgging and recrding is nw taking place autmatically. NOTE: a small USB Memry Stick Icn will be displayed in the lwer right- hand crner f the Cntrl Cnsle LCD Screen in the Manage Messages Page (Silent Messenger PCMS) r the Main Cntrl Page (Silent Advisr RST) indicating that the radar data cllectin feature is active. 3. Remve the USB Memry Device frm the USB Prt n the Cntrl Cnsle and insert int the USB Prt n any standard PC. 4. Either cut and paste r cpy the tw CSV files t desired lcatin n the PC and use Micrsft Excel (r any ther similar spreadsheet type applicatin) t view, manipulate and analyze the data. Nte: If the files are remved frm the USB Memry Device the Cntrl Cnsle will create new files upn reinsertin; hwever, if the files are left n the USB Memry Device, the Cntrl Cnsle will simply append new data t the existing files

5. MAINTENANCE The SILENT ADVISOR is designed and manufactured t prvide years f truble free service, while demanding a minimum amunt f care and maintenance. Aside frm keeping the display panels and the slar array clean and free frm debris, the SILENT ADVISOR will cnsume very little f yur equipment maintenance resurces. - CLEANING - The sign panel shuld be cleaned peridically as required t maintain ptimum visibility f the display. Use plenty f water t minimize scratching f the surface by abrasive dust and debris that may have accumulated n the face f the sign panels. A mild detergent can be used t remve any accumulated il r grease depsits. Rinse the surfaces thrughly t cmpletely remve the dirt and detergent residue. Avid using strng alkali detergents r petrleumbased slvents. Certain slvents will cause severe damage t the plycarbnate surfaces and are nt necessary fr effective cleaning. Peridic applicatin f a cleaning and plishing prduct such as Nvus Plastic Plish r KleenMaster Brillianize will dramatically imprve the service life f the plycarbnate panel as well as help t reduce dirt accumulatin in the field. The slar panels used in the slar array have a tempered glass upper surface and can be cleaned using the same techniques as thse emplyed in cleaning the sign panels. In the event that the slar array becmes cvered with snw, the excess snw shuld be remved as sn as pssible. It is nt necessary, nr desirable, t aggressively scrape frzen snw r ice accumulatin frm the panels. If the majrity f the snw is remved, sunlight will usually melt any remaining accumulatin within a few days and the slar array will be back t full energy prductin. When the sign panel is in the transprt psitin, the trailer can be tilted back nt the rear jack stands t facilitate cleaning the slar array. Simply retract the rear jack stands fully and lift up n the tngue until the trailer tilts tward the rear and rests n the rear jack stands. Pull dwn n the tngue t return the trailer t the transprt psitin. General verall cleaning f the entire unit is recmmended as a part f the rutine maintenance schedule t ptimize the perfrmance and life expectancy f the message sign. Urethane catings are amng the mst durable and crrsin resistant finishes available tday. Hwever, regular cleaning t remve dirt and crrsive cmpund accumulatin will g a lng way tward maximizing the appearance and life expectancy f the finish. A mild detergent and plenty f water is all that shuld be required t remve accumulated dust and rad film. Avid using strng alkali r abrasive cleaning cmpunds. They are nt necessary and may damage the finish

- LUBRICATION - Althugh, under typical perating cnditins, very little lubricatin service is required, it is still an imprtant aspect f maintaining truble free peratin and minimizing rust and crrsin prblems. The sign panel lifting mechanism emplys a winch and cable mechanism. Apply a small amunt f chain lube at each lube pints n the winch. The swivel jacks shuld als be lubricated regularly. Apply a small amunt f chain lube at the swivel bearing between the jack and the munting plate as well as at the hle lcated at the tp f the swivel jack uter tube t lubricate the internal screw mechanism. Lubricating these and ther pivt pints nt nly ensures that these mechanisms remain free and easy t perate, but als that rust and crrsin are kept t a minimum. The trailer axle wheel bearings shuld be cleaned and repacked with a gd grade f lithiumbased bearing grease at least nce a year, mre frequently if the trailer is used heavily, particularly in excessively dusty envirnments r if the axle has been submerged in water. Remve the dust cap frm the axle hub, remve and discard the ctter key, and remve the castle head nut. Remve the wheel and hub frm the axle spindle, being careful t prevent the bearings frm falling and becming cntaminated with dirt and grit. Clean the ld grease frm the bearings, hub, and spindle. Repack with clean wheel bearing grease and reassemble. Always replace the ctter key with a new ne t ensure secure retentin f the spindle nut. - BATTERIES - When servicing the batteries, as with any lead acid type battery, there are a few precautins that shuld be bserved: 1.) Never expse the area ver and arund an pen battery cmpartment t a spark r pen flame. Lead acid type batteries prduce hydrgen gas during a recharge cycle and an accumulatin f the gas expsed t a spark r flame culd result in an explsin! Since hydrgen gas is much lighter than air and dissipates very quickly, the nly area f cncern is immediately abve and arund the battery cmpartment. 2.) Always exercise extreme care when using metal tls arund the battery terminals. The batteries used in the SILENT ADVISOR have an extremely large energy strage capacity and can generate several thusand Amperes f current if the terminals are shrted ut by a metal tl. This high current will cause the tl t heat up very quickly and pssibly spray mlten metal at the pint f cntact. The battery bank perates at a very lw vltage level, specifically 12 Vlts, which is nt high enugh t present any danger f electrical shck. Hwever, the battery bank's ability t generate very high current necessitates the exercising f extreme cautin when wrking arund the battery terminals

3.) The electrlyte used in lead acid batteries, whether liquid r gel, is highly crrsive and can cause skin irritatin and burns. Use cautin, whenever batteries are being serviced r replaced, t avid spillage r case damage. If any f the electrlyte cmes int cntact with skin r clthing, remve it immediately by flushing with plenty f clean water. Glves and safety gggles shuld be wrn anytime service r repair wrk is being perfrmed n the batteries r electrical terminals! The batteries, in general, require very little care and maintenance. The mst imprtant aspect f ptimizing the service life f the batteries is fluid level maintenance. The electrlyte level must always be maintained at a level abve the plates inside the battery. If the electrlyte level drps belw the tps f the plates, the prtin f the plates that have been expsed will be permanently damaged. The electrlyte level is very easily maintained by simply adding distilled water as needed. Simply remve the vent caps frm each cell f the battery, check the level f the fluid, and add distilled water, if necessary, t bring the electrlyte level up t the indicatr ring lcated in the pening. A battery water dispenser, available at mst aut parts supply stres, will expedite and simplify the prcess. Battery fluid level shuld be checked every three t fur mnths in temperate climates and every 30 days in very warm climates. Remember, if the fluid level is nt maintained, the useful life f the batteries will be dramatically shrtened! The nly ther maintenance items that shuld be perfrmed n the batteries can be cmpleted at the same time that the electrlyte level is being checked. Make sure that the fasteners hlding the cables n the battery terminals are tight and that any fluid r residue buildup n the tps f the batteries is remved. Use a damp clth r spnge t wipe ff any buildup. This will help prevent crrsin f the terminals and the battery cmpartment and minimize breakdwns due t lse r crrded electrical terminals. Frm time t time, the battery bank may required a maintenance recharge using an auxiliary line-pwered battery charger t ptimize the energy strage capacity f the battery bank. If the SILENT ADVISOR is perating in extremely lw temperatures with limited sunlight availability, the battery bank may becme discharged t the pint where the system is shut dwn t cnserve pwer and prevent ver-discharging the battery bank. If this shuld happen, the battery bank shuld be recharged by an auxiliary battery charger as sn as pssible. If the batteries are allwed t remain in a discharged state in lw temperatures, the electrlyte may freeze and permanently damage the batteries. The SILENT ADVISOR uses a very high energy strage capacity battery bank. Recharging this battery bank is nt like recharging an autmbile battery. The charging prcess requires a large amunt f energy which means that a typical husehld aut battery charger is nt ging t d the jb! The battery bank cnsists f six-vlt batteries wired in a series and parallel cmbinatin t create a 12-vlt battery bank with apprpriate energy strage capacity. The battery charger must be fr 12-Vlt batteries and must have a suitable utput current rating

A 40-Amp battery charger will fully recharge a depleted battery bank in 20 t 24 hurs. A 60-Amp charger in abut 12 t 15 hurs. S as yu can see, it takes a high capacity battery charger and a substantial amunt f time t fully recharge the high capacity battery bank used in the SILENT ADVISOR. T charge the battery bank simply cnnect the psitive (RED) lead frm the battery charger t the psitive (POS) terminal f ne f the batteries in the battery bank with a RED jumper wire attached. Then cnnect the negative (BLACK) lead frm the charger t the negative (NEG) terminal f ne f the batteries in the battery bank with a BLACK jumper wire attached. NOTE: D nt cnnect the charger leads t the battery terminals that have jumper wires cnnecting the negative (NEG) terminal f ne battery t the psitive (POS) terminal f anther battery in the battery bank!!! These wire cnnect tw 6-Vlt batteries in series t prduce the 12-Vlt pwer required by the SILENT ADVOSOR's electrical system. Plug in the charger, switch it n and let it run t cmpletin. As always, bserve crrect vltage and plarity! D nt attempt t charge the battery bank by cnnecting the battery bank t a running autmbile! This will nt cause harm t either the car r the message sign. Hwever, since the alternatr in the vehicle is cnnected thrugh a charge regulatin system t an already charged battery (the vehicle's), the vltage generated will nt be sufficient t prduce an adequate flw f energy int the message sign's battery bank. Yu must use a line-pwered auxiliary battery charger with sufficient capacity t d the jb right. Prperly maintained batteries will prvide lng service life. Prtect yur investment! Take care f yur batteries!

6. TROUBLESHOOTING & REPAIR Even with the finest quality equipment, things d ccasinally g wrng. That's when the true quality begins t shw thrugh. Quality in design! Designed in cnveniences that ptimize service and repair, and get the equipment back n the jb as quickly and efficiently as pssible. The SILENT ADVISOR has been designed precisely that way! Mdular cnstructin that simplifies repairs and minimizes csts. Easy servicing t minimize dwntime. And finally, the ability t upgrade and maximize the service life f yur investment. Designed-in quality that prtects yur investment nw and int the future! - MAIN CONTROL CONSOLE - The MAIN CONTROL CONSOLE prvides several built-in trubleshting aids as part f the basic perating prgrams. The ability t check battery vltage, ambient light levels, display character mdules, autmatic shutdwn vltage set pints, library file status, and mre, right there in the field, allws much f the service and many f the repairs t be cmpleted at the wrk site withut the need t transprt the unit t a service center. These test and trubleshting functins are available frm the MAIN MENU. Refer t the MAIN MENU prtin f the MAIN CONSOLE OPERATION AND PROGRAMMING sectin f the manual fr instructins n hw t use these built-in test and trubleshting functins. This sectin f the manual als lists the factry defaults fr varius system perating parameters. Cmpare the current settings with the factry defaults t check fr any discrepancies that culd effect system peratin. If any perating parameter settings are different frm the factry defaults and yu wish t crrect them, refer t the MAIN MENU sectin f the manual fr instructins. Cntrl Cnsle will nt pwer up! In the event that the unit fails t pwer up when MAIN POWER is switched ON, check the MAIN POWER SWITCH / CIRCUIT BREAKER t make certain that it has nt tripped. The MAIN POWER SWITCH includes an autmatic electrical circuit prtectin device t prtect the electrical system in the event f an ver-current cnditin. If the MAIN POWER SWITCH is tripped, switch it OFF and back ON. If it trips again, cntact technical supprt at the factry fr assistance. Check the display n the ENERGY MANAGEMENT SYSTEM CONTROL UNIT t determine if the BATTERY BANK vltage is greater than 12.0 Vlts. If the BATTERY BANK vltage is zer, check the wiring between the batteries and the ENERGY MANAGEMENT SYSTEM CONTROL UNIT. If the BATTERY BANK vltage is less than 12.0 Vlts, recharge the BATTERY BANK using a line-pwered auxiliary battery charger

- SIGN DISPLAY PANEL - When the MAIN POWER is switched ON, the system ges thrugh several hardware check and initializatin rutines befre the data files are updated and sequences are displayed. The main message display panel mmentarily flashes all f the pixels n shrtly after MAIN POWER is switched ON. This indicates that pwer has been applied t the main display panel and all character mdules are active. If ne r mre f the display mdules fails t flash r display the prgrammed messages crrectly, it means that a display mdule(s) is either defective r is nt receiving pwer. The sign display panel needs t be checked! Display Mdules are nt wrking prperly! Messages are sent t the main display panel by the cntrl cnsle in much the same way that a hst cmputer sends infrmatin t wrkstatins in a cmputer netwrk. The messages are sent t display mdule #1 first, then n t display mdule #2. If ne r mre f the display mdules is nt crrectly displaying the messages, the prblem is usually with the first display mdule that is nt wrking. It is imprtant t remember that the display mdules are cmpletely interchangeable and are nt psitin dependent. That is, any display mdule will functin in any psitin withut the need t set any switches r install any jumpers n the circuit bard. The display mdules can be swapped in and ut while the display panel is pwered and perating. This feature dramatically reduces the amunt f time required t trublesht and repair the display panel. When "ht swapping" display mdules, that is, interchanging display mdules with pwer n, exercise cautin t avid cntacting any expsed terminals n the back f the display mdule with the metal munting frame. NOTE: Electrstatic discharge can damage the circuitry n the display mdule circuit bard. If a display mdule must be returned t the factry fr service, immediately upn remving it frm the sign panel frame, place the mdule in an antistatic bag r wrap the mdule in antistatic material fr safe transprt. If antistatic material is nt available, wrapping the display mdule circuit bard in aluminum fil will prvide adequate prtectin. T access the interir f the sign panel, unlck the sign panel dr latches by gently lifting up at the end f the latch tward the rear f the sign panel and unhking the latch frm the dr frame. Make sure that all f the dr latches have been disengaged befre attempting t pen the dr. Swing the sign panel dr pen. Yu will nw have access t the entire sign panel fr service and repair. Each display mdule is held in place by 1/4-turn wing head fasteners. Simply turn each fastener 1/4 turn cunterclckwise t unlck the fastener, then gently lift the display frm the munting rails. The pwer and cntrl signal cnnectr is a lcking-type cnnectr and must be unlcked befre it can be remved. Press the tabs n the ends f the pwer cnnectr and pull straight ut t remve it. Yu may have t rck the cnnectr frm side t side t lsen it frm the mating receptacle n the circuit bard. If yu remve display mdule #1 yu will be able t see the Sign Panel Intercnnect Circuit Bard. This bard prvides fr distributin f pwer and cntrl signals t the entire sign panel. The Sign Panel Intercnnect Bard als includes LEDs t indicate that pwer is available t the sign panel and that data is being sent t the sign panel frm the Cntrl Cnsle and that

the sign panel is returning data t the Cntrl Cnsle s the Cntrl Cnsle can verify that the sign panel is wrking. If ne r mre f the display mdules is nt wrking prperly, the SIGN PANEL FAILSAFE FEATURE will discnnect pwer t the display mdules. If this cnditin exists, the POWER IN indicatr n the Sign Panel Intercnnect Bard will be ON but the POWER OUT indicatr will be OFF. If this is the case, fllw the instructins prvided n the Main Cntrl Cnsle. After exchanging the suspect display mdule, check the cnnectr alng the bttm edge f the display mdule circuit bard t make sure that the plug and cables are all present and seated cmpletely int the cnnectr and the lcking tabs are engaged. Carefully psitin the display mdule in the center f the pening, taking care t make sure that the fasteners slip int the mating receptacles, then gently but firmly press n the mdule and rtate each fastener clckwise until it lcks int place. The wing heads shuld be riented vertically when the fasteners are lcked. Check fr prper display functin prir t clsing the sign panel dr. When everything is wrking prperly n the main display panel, clse and secure the sign panel dr. Secure the dr in the clsed psitin by hking and latching all f the dr panel latches lcated arund the perimeter f the sign panel case. The weather-strip seal will cmpress as the dr latches are secured. - SOLAR ENERGY MANAGEMENT SYSTEM - The SILENT ADVISOR's SOLAR ENERGY MANAGEMENT SYSTEM cnsists f a slar array, an ENERGY MANAGEMENT SYSTEM CONTROL UNIT, and a battery bank. The slar array, cnsisting f pht vltaic panel(s), generates electricity whenever the array is expsed t sunlight. The ENERGY MANAGEMENT SYSTEM CONTROL UNIT mnitrs the slar array utput, ambient temperature, the battery bank cnditin and regulates the flw f pwer generated by the slar array int the battery bank. Tgether the system cmpnents prvide an ecnmical, renewable surce f energy fr the SILENT ADVISOR's display panel and cntrl cnsle. When everything is wrking prperly the slar pwer system will prvide mre than enugh energy t perate the SILENT ADVISOR cntinuusly, in all kinds f weather, in any gegraphical lcatin. If the battery bank vltage is nt being prperly maintained by the slar pwer system, it is time t perfrm sme preventive and pssibly sme crrective maintenance t alleviate the prblem. The first step in crrecting a lw battery vltage situatin is t make certain that the upper surface f the slar panels is clean. Dirty slar panels may wrk fine in the summer time when plenty f sunlight is available. Hwever as Fall appraches and the days becme shrter, the reduced amunt f available sunlight is unable t penetrate the dust and dirt buildup and generate enugh energy t cmpletely recharge the battery bank. Clean the surface with water and a mild detergent r with a windw cleaning prduct

The next step is t check the utput frm the slar array and the pwer currently being cnsumed by the message bard. The ENERGY MANAGEMENT SYSTEM CONTROL UNIT, in additin t regulating the flw f pwer int the battery bank, als mnitrs the pwer utput f the slar array, the pwer supplied by the battery bank, and the verall cnditin f the battery bank. During daylight hurs, when adequate sunlight is available, the ENERGY MANAGEMENT SYSTEM CONTROL UNIT will display the slar array vltage and current supplied t the battery bank as well as the present battery bank vltage and current being used by the message display panel and cntrl cnsle. At nn n a bright sunny day, while the SILENT ADVISOR is displaying a typical sequence, the current supplied by the slar array shuld be apprximately 1 1/2 t 3 times the current used frm the battery bank t perate the unit. This will insure cntinuus, uninterrupted peratin. It the current supplied by the slar array is nt adequate, the battery bank will eventually discharge and the unit will autmatically shut dwn. During the night, the ENERGY MANAGEMENT SYSTEM CONTROL UNIT cntinues t mnitr the slar array and the battery bank. The utput frm the slar array will, f curse, be zer during the night, hwever the utput vltage f the battery bank will be displayed alng with the current being cnsumed by the unit frm the battery bank. The CHARGING indicatr will flash and the LCD screen will als display the message "SOLAR TECH" and the ENERGY MANAGEMENT SYSTEM CONTROL UNIT's current firmware versin, indicating that the charging circuit is inactive. If the battery bank vltage drps belw 10.7 Vlts, the ENERGY MANAGEMENT SYSTEM CONTROL UNIT will autmatically switch pwer t the unit ff. Main pwer will remain ff until the battery bank is recharged t a vltage f 12.0 Vlts r greater. The slar array, when it receives adequate sunlight, will prvide the necessary energy t recharge the battery bank. Hwever, if the battery bank is discharged t the pint where the autmatic lw battery vltage shutdwn feature discnnects main pwer, the battery bank shuld be recharged by an auxiliary battery charger capable f prviding at least 15 Amps per pair f six-vlt batteries in the battery bank. This will insure that the batteries have cmpletely recvered and will help insure maximum service life. If the current utput frm the slar array is inadequate the slar array must be checked further. The slar array shuld generate a minimum current f 2 t 3 Amps per slar panel in gd sunlight. Make certain that the upper surface f the slar panels is cmpletely cleaned prir t checking utput current. Dirt and dust accumulatin n the upper surface f the slar panels will significantly reduce the utput current. If the current reading is lwer than expected, each slar panel shuld be evaluated individually. Open the junctin bxes n the bttm f the slar panels and remve the red wire frm the terminal blck t islate the slar panels. Check each panel fr prper utput vltage and current. If ne slar panel is nt perating prperly, the pwer utput fr the entire array can be adversely affected. When all testing is cmplete and the prblem slar panel has been lcated and replaced, recnnect the leads t the slar panels and recnnect the slar array pwer utput leads t the charge cntrller, bserving crrect plarity. Make certain that all cnnectins are secure and that all wire terminals are prperly tightened. Install the junctin bx cvers and tighten screws t insure a weather-tight seal

SlarTech factry service technicians are available fr assistance in selecting the prper test equipment and perfrming slar panel pwer utput checks. - WINCH AND CABLE SYSTEM - If the autmatic brake mechanism n the winch fails t prperly cntrl the descent f the sign panel, the entire winch shuld be replaced. Replace the wire rpe if it shuld becme kinked r frayed. Keep equipment safe by keeping it prperly maintained!
