FINANCIAL IMPLICATIONS: Nne. BACKGROUND: Over the past few mnths, the AGCO has been reviewing a new prgressive-style raffle game that is played in the eastern prvinces. This type f raffle lttery has nw been apprved by the AGCO and given the title "Catch The Ace". The Municipality will be able t issue a licence fr this type f raffle beginning September 1, Attached is the guide n hw t play the game and the rules fr the charitable rganizatin. The AGCO will be hlding a webinar fr licensing fficers and charitable rganizatins n August 24th frm 10:00 am t 11 :00 am. The Acting Clerk will be sending ut a letter t all charitable rganizatins that have btained a licence frm the Municipality within the last three years advising them f the new game, where t find the infrmatin and hw t register fr the webinar. Fr further infrmatin, there is a YuTube vide f hw this game is played in Newfundland. This example vide has a jackpt ver the amunt that is allwed under a licence issued by the Municipality (Prvincial licence) but will give everyne an idea f hw the game is cnducted and the ppularity f the game n the east cast. 2 AGCO Alchl and GaminQ Cmmissin f Ontari Gaming Registratin and Ltteries "Catch the Ace" Prgressive Raffle Pilt INFORMATION BULLETIN N. 078 (August 2016) The Alchl and Gaming Cmmissin f Ontari (AGCO) is pleased t annunce the launch f a pilt prgram that will allw eligible charitable rganizatins t cnduct and manage a "Catch the Ace" prgressive (accumulating jackpt) raffie lttery scheme under s.207(l)(b) f the Criminal Cde (Canada). Starting September 01, 2016 eligible charitable rganizatins will be able t cnduct and manage these types fraffie events, pursuant t a licence issued. This pilt is a direct respnse t cnsultatins with stakehlders and is intended t prvide greater flexibility fr charities. The Catch the Ace pilt supprts ur cmmitment t mdernizing the charitable gaming industry. What is "Catch the Ace"? A "Catch the Ace" prgressive raffle lttery is a multiple-draw game in which participants purchase tickets fr a chance t win: a) a percentage f the prceeds frm the sale f tickets frm ne draw; and b) the draw winner als gets a chance t win a prgressive (cumulative) jackpt by selecting a card frm a standard deck f 52 playing cards. Hw is "Catch the Ace" played? The persn wh hlds the winning ticket selected in each draw has the pprtunity t select ne playing card frm the single deck f 52 playing cards. If the Ace f Spades is selected, in additin t winning the prize frm the draw, the persn will win the prgressive jackpt. If the card selected is nt the Ace f Spades, the selected card is remved frm the deck and the prgressive prize prtin f the ticket sales fr that draw is rlled ver int the prgressive jackpt fr the next scheduled draw. The licensee cnducts the scheduled events until the Ace f Spades has been selected and the prgressive jackpt has been awarded. Tickets are valid nly fr the draw fr which they are purchased. Once the draw is cmpleted, the nn-winning tickets are remved frm the draw cntainer. A new series f tickets will be sld fr the next draw. 4 A standard deck f playing cards (the 2 thrugh t the Ace f diami:ids, hearts, clubs and spades ttaling 52 cards) are each placed in identical, paque envelpes and sealed. Thse sealed envelpes will be shuffied, randmly numbered frm ne (I) t fifty-tw (52) and be n public display, in a secure fashin at each draw. As an alternative t using a deck f playing cards, the licensee may use apprved gaming supplies frm a registered supplier. It is nt mandatry fr the purchaser f the ticket selected at a draw t be in attendance. Hwever: If the licensee is using rll tickets, the licensee is required t include in the Rules f Play the length f time within which the winner must claim the prize befre anther ticket is drawn. If stub tickets are used, the licensee shall require purchasers t prvide their name and cntact infrmatin and t indicate in a designated area n the stub, the envelpe number selected by the purchaser in the event that his r her ticket is drawn. The licensee must als set ut a prcedure t be fllwed in the event that the envelpe number indicated n the ticket has already been chsen and is n lnger available. Once sales fr a draw have clsed, a ticket must be selected as the winning ticket fr that draw. The number n the ticket will be annunced at the draw and the prize shall be awarded accrdingly. 5 Draw Prcess: l. Immediately prir t the draw, the ticket sales fr the draw, the draw prize and the current prgressive jackpt amunt must be annunced. 2. In the event that the Ace f Spades is nt drawn, the licensee wilt immediately destry the card selected by the winner f the draw. The licensee must maintain a lg t recrd the destructin f all cards. The lg must include the draw date, cmplete card details and verificatin by the bna fide member wh destryed the card, and by anther bna fide member in charge f the lttery licence. 3. All draws will be vide recrded by the licensee. 4. Participants will be advised in the Rules f Play that all raffle draws will be vide recrded in rder l ensure raffle integrity. 5. Vide recrdings must be secured by the licensee and made available t the licensing authrity upn request. All vide recrdings must be maintained fr at least 30 calendar days after the draw date, after which they may be deleted r destryed. 6. The vide recrding shall be in high definitin (minimum reslutin - 720p) in a well-lit envirnment, have an unbstructed view f all raffle activities and shw: a. Selectin f the winning draw ticket; b. Selectin f the envelpe by the bearer f the winning draw ticket; c. Reveal f playing card within selected envelpe; and d. Destructin f the playing card. Reprting Requirements Catch the Ace reprt (Frm 6044), alng with all supprting dcumentatin must be submitted t the licensing authrity within seven (7) calendar days after every furth draw. Evaluatin f Pilt The AGCO will cntinue t wrk clsely with the stakehlders t evaluate the pilt, and ensure that apprpriate safeguards are identified prir t deciding whether t make Catch the Ace pennanently available. Imprtant infrmatin such as the number f applicatins/licences issued, financial infm1atin including grss sales, jackpt sizes, expenses and any cmpliance issues will be requested frm the municipalities. AGCO will be cnducting additinal utreach t stakehlders n Catch the Ace events n an as needed basis. Keep a cpy f all licence applicatin dcuments fr yur recrds. Activities are regulated by Criminal Cde f Canada, Sectin 206 & 207, Ontari Orderin-Cuncil and the Gaming Cntrl Act, 1992 and Regulatins. The Gaming Cntrl Act, 1992 and Regulatins can fund n the AGCO website and APPLICATION CHANGES If yu make changes t yur Licence Applicatin package befre yu submit it t yur licensing authrity, each change must be initialed n each dcument by the Licence Applicatin signrs and ther signrs f that dcument. Changes t yur submitted Licence Applicatin package must be made in writing n yur rganizatin's letterhead, signed by the Licence Applicatin signrs and include supprting dcuments that are affected (e.g. new municipal apprval). 11 LICENCE APPLICATION INSTRUCTIONS Yur licence applicatin is a legal dcument and will be returned r delayed if the instructins (belw) are nt fllwed r if items (n applicatin) are missing. This may result in the delay f yur charitable gaming event. AGCO requires a minimum f 30 days prcessing time and 45 days fr first time licensees. If yu already have a GIN (Grup Identificatin Number), print it n all dcuments and crrespndence. Type r legibly print all infrmatin. Answer every questin cmpletely. Only riginal frms and signatures will be accepted. Persns signing this Licence Applicatin must cmply with the all applicable Terms and Cnditins. LICENCE FEE Municipal All raffle licence applicatins with a prize value f $50,000 r less t be submitted t the Municipality. Municipality may charge up t a maximum f 3% f the prize bard. Licensee t cnsult with municipality fr further explanatin f fee. Prvincial All raffle licence applicatin with a prize value greater than $50,000 t be submitted t the AGCO. Licence fee is 1 % f ttal prizes. Make payment t Minister f Finance. Licence fees cllected with Catch the Ace raffle reprt after every 4 draws. An administrative fee is charged fr cheques returned by the bank. LETTER OF CREDIT Requirements will be utlined by yur licensing authrity. Municipal Cntact the Municipality abut requirements. Prvincial Cntact the AGCO abut requirements. USE OF NET PROCEEDS List specific prjects r items fr which funds will be used. They must fall within yur bjects r purpses as utlined in yur gverning dcuments. We are NOT asking fr yur missin statement r charitable purpse. Once yur Raffle licence is issued, if yur rganizatin intends t spend mney n ther items. a written request must be sent t yur licensing authrity. Written apprval must be issued by licensing authrity and received by yur rganizatin befre prceeds can be spent n new items. LOTTERYTRUST ACCOUNT The licensee must pen and maintain a separate designated lttery trust accunt t administer all funds related t the cnduct f lttery events.
