Wrk will include utility relcatins, shared use trail with pedestrian bridge, radway lighting, traffic signals and landscaping alng with typical radway widening/recnstructin items. Prject is a metric prject. Area Cnstructin Engineer Duane Mann, P. E., is the Respnsible Charge Engineer fr this prject. Phases 1 and 2 must have pavement structure cmpleted thrugh intermediate pavement. This phase is desired t be cmplete befre the hliday shpping seasn f 2012 (Thanksgiving 2012) Phase 3 Cnstruct the left-side f Rute 114 frm apprximately t prject end t include SWM basin. This phase includes wrk fr a large fill sectin. Phase 4 Cnstruct the right-side f Rute 114 frm apprximately t prject end. Phase 5 Cnstruct the left-side f Rute 114 frm Quin West Stuart Blvd t apprximately Phases can be cmpleted at the same time, but the fcus is n cmpleting the Mall sectin first. These phases are the suggested sequence nly. Marshall Drive has a 3ft t 4ft cut sectin.

3 Rute 114 Prject Shwing Minutes Page 3 Opened the flr t attendees fr questins: An attendee asked if the Department had any suggestins fr cnstructing the water line due t the prpsed prximity f numerus ther utilities (7 t 8 different utilities in the adjacent area). Mr. Mann advised that n the last sectin f Rute 114 upgrade prject that mst f the wrk was scheduled and dne during night time hurs with critical cnnectins als dne at night time t mitigate impacts t area businesses. Mr. Nrman advised that the Twn f Christiansburg was als accepting bids fr an upgrade pump strage prject Thursday, December 15, 2011 and asked hw that wuld impact this prject as sme f the wrk wuld be within the same area. That prject is expected t start in January Jerry Higgins with the water authrity was cntacted and the water authrity has requested bids fr a pump statin and 20-inch water main. The water authrities intent was t let their prject at a time in which the selected cntractr fr Rute 114 culd crdinate with the water authrity and cntractr selected in rder t better facilitate cmpletin f prpsed wrk. Mr. Gussler asked if any wrk was prpsed t the existing signals at the Rute 460 intersectin. It was verified that there will be items invlved fr the replacement f ne arm f the intersectin near the Starbucks strip mall (at the sutheast crner f the intersectin). An attendee asked if the stne masn wuld be required t be a VDOT prequalified cntractr as this is a very specific item r can if they be dented as a specialty cntractr. It has been verified that the stne masn cntractr can be nted as a specialty cntractr. Dale Huff made a few cmments cncerning the Landscaping items. He advised that all engineers estimate t date had been cmpiled using pricing frm Riverbend Nursery. He als advised that there are very strict time requirements n the Landscaping and cautined that they be reviewed prir t bidding. Mr. Huff als advised that he knew f three SWaM landscaping cmpanies in the vicinity f the prject: Gregry Landscaping in Pulaski Cunty; Rnnie Guthrie in Lynchburg; and Jhn Beegle Landscaping in Flyd Cunty. When will the pre-award revisin be psted nline? It is knwn that the revisin was apprved the week f December 9, An addendum is expected t be psted the week f 12/19/11 t 12/23/11.. What are the main items that are addressed in the revisin? There are revisins t fur bid items. Extensin f the MSE wall t minimize the fill which will cause an increase the structure excavatin by 190 Square Meters. A decrease f 5 Each Rck Check Dams A decrease f 400 Square Meters Sil Stabilizatin Mat An increase t the Cubic Meters f Flwable Fill line item due t an extensin f sme casing. A secnd revisin is expected if the railrad cmpany decides t change frm a hardwired preemptin system t a manual system. A secnd revisin is expected t cme ut the first week f January with railrad signal revisins. Tim Dwdy ffered clarificatin fr the attendees regarding the prefabricated pedestrian bridges. There are tw separate bid items which are bth lump sum items. The first, line item 2860, is fr the 4 spans which make up the ramp prtins f the bridge. The secnd, line item 2870, is fr the arch bridge which is the entire single span that is abve the radway. The MSE wall is t match the existing pattern and clr f the NRV Mall signs. A small mck-up will be required fr review and apprval befre any wrk can start.

Any additinal blck that is needed is t be bught t match the existing. Kevin Cnner advised that the upcming Huckleberry Trail extensin prject has a similar retaining wall blck that will be required t be demed as part f the prject scpe s there may be an pprtunity fr the successful bidder t crdinate fr any additinal blcks, if they s chse. Tim Dwdy drew attentin t the additinal sidewalk that is part f the prject scpe near the new Hliday Inn htel. This sidewalk was required in rder t meet the ADA requirements. Is the railrad ging t be part f r respnsible fr a prtin f the signal pre-emptin installatin (addendum) r is it the cntractr s respnsibility? The railrad will perfrm all wrk within the Railrads Right-f-way railrad signals.
