4 2 Purpse The purpse f this dcument is t prvide OSP Engineering Vendrs with a single reference pint t find all relative infrmatin fr designing and drafting utside plant fr CenturyLink Natinal Implementatin. This may cntain links t ther reference materials as needed. 3 General Infrmatin 3.1 General Design Infrmatin All CenturyLink Natinal prjects will fllw the same basic design requirements. This manual will prvide sme f the basic details that shuld be included n every prject. Each area may have individual requirements in additin t thse fund here. CenturyLink requires all Outside Plant designs (engineering/cnstructin and final as-builts) t be created in an AutCAD 2014 r Newer frmat using UTM83 crdinate systems in US Survey Ft units. CenturyLink has created design standards including blcks, line types, and plt styles that are t be used in every prject. The standards will nt nly ensure cnsistency in ur prjects but are als time savers that will help with accuracy and legibility. All CenturyLink utside plant designs must utilize these standards. This is fr engineering/cnstructin prints and as well as final As-built. CenturyLink standards need t be fllwed when creating prints. In additin, anything that is required by the permitting agencies must als be included. Anything nt needed n the final as-built will be remved when creating the as-built. Every drawing will in PaperSpace/MdelSpace frmat. The maximum number f tabs must nt exceed 20 (excluding nn-prject sheet tabs). The Base will be in PaperSpace and n every tab that is needed All handhles must have cnfiguratins. All Manhles must have butterfly details where required by the OSPE. All Directinal Bres must have prfile details. All Prject sheets must have HDPE cnfiguratins. All Prject sheets where cable has been pulled must have cable infrmatin added. All Bridges must have bridge details. Existing As-builts must be used when available. These will be prvided by the CenturyLink Natinal Recrds, GIS and Fiber Management (RGFM) Team. These prints will act as base drawing t design and create as-builts fr a prject. Engineering vendr is respnsible fr representing all undergrund utilities including the CenturyLink running line n the drawings prvided. Only the area f the prject that is changing shuld be changed n the existing print. If n existing print exists, the engineering vendr must create new drawings using CenturyLink standards. The Engineering/Cnstructin Prints will be used t create the final as-builts NOTE: This manual is nt meant t cver every situatin that may arise in the field. Discretin shuld be used when designing CenturyLink prjects using best practices and industry standards. 5 3.2 New Rute Design There are many items t cnsider when designing the rute f a new CenturyLink fiber ptic cable. When able, the engineer shuld explre the mst cst effective, time efficient and secure rute. Market planning and ther ptential pprtunities and/r expansin in the area shuld be cnsidered in rder t place the fiber in the mst beneficial lcatin fr future use. Cnsideratin shuld als be taken arund areas that have ptential fr rad imprvements due t develpments in the area. When designing a new rute, the general practice is t build back t an existing access pint in rder t prevent additinal lss in the rute due t added splice lcatins. There may, hwever, be times where a new access pint must be placed, and slack pulled frm the nearest vault in rder t create a new splice. Cst cnsideratin and due diligence is necessary t ensure the design is cnsistent with netwrk capabilities. 3.3 Aerial vs Undergrund Undergrund design is the preferred methd f placement fr CenturyLink fiber ptic cable. At times, there are lcatins where an aerial lead is required due t reginal issues. Items t cnsider when determining the best methd f placement include custmer requirements, ptential safety cncerns, future grwth in the area, recurring ple rental fees, maintenance csts, envirnmental cncerns and make ready issues. The CenturyLink OSPE is required t use due diligence and cnsider all ptins befre making the decisin t build an aerial lead. 4 Basic Prject Frmat All design and engineering packages fr placing new plant shall be cmpleted using the CenturyLink prvided AutCAD blcks and standards. All external engineering/drafting design (including final asbuilts as applicable) shall be delivered t CenturyLink in bth a.dwg file and.pdf frmat. Where existing CenturyLink plant is in place, prjects may be drawn utilizing CenturyLink as builts. Final as-built drawings must be drawn n existing as-builts. In lcatins where there are n existing CenturyLink as-built drawings, CenturyLink will prvide a baseline drawing fr the engineering cntractr t use. All drawings must be drawn t CenturyLink standards regardless f base file. 4.1 System Requirements It is required t have drawing bjects created and lcated gespatially. If yu have a surce f rad/building vectr data that is gespatially lcated (with UTM prjectin) in the AutCAD DWG frmat, yu can use these files. Hwever, if yu dn t have this surce, yu can use live Bing aerial imagery, The Bing live data map desn t travel with the drawing file (DWG), but the drawing bjects and prjectin, are cnsidered gespatially lcated, and d travel with the drawing. See AutCAD setup dcument fr the installatin instructins. Need t get the vendr prtal infrmatin fr linkages. All layers, linetypes, blcks, detail standards and prgrams that will be used t create drawings will be prvided by the RGFM team. 6 4.2.1 Vicinity Map The vicinity map f the face sheet shuld be a clear map that utlines the limits f the prject. The map shuld have street names and arrws marking the beginning and end f the prject. It shuld als include shadw bxes that shw which prject pages encmpass which sectins f the prject Custmer Cntact Infrmatin The custmer cntact infrmatin, if applicable, shuld be prvided n the face sheet. This shuld include a name and a phne number whm the cnstructin team can cntact when ready t begin the prject Building Management Infrmatin The building management cntact infrmatin, if applicable, shuld be prvided n the face sheet. This shuld include a name and a phne number whm the cnstructin team shuld cntact befre beginning wrk n the prperty Call Befre Yu Dig Lg Each face sheet must have a Call Befre Yu Dig lg that shuld be lcated in the bttm right hand crner f the sheet. Apprved versins and rules regarding the use f the 811 lgs can be fund at The fllwing is the lg used in mst states: 4.3 Cnstructin Units Every CenturyLink prject must include a list f the applicable cnstructin units fr that prject. A list f the cnstructin units and their descriptins can be btained by cntacting yur CenturyLink representative. The cntract design firm must be familiar with these units and when t use them. The unit list fr each prject must be reviewed by the CenturyLink OSPE during review f the design, befre sending t cnstructin. 4.4 Dimensins Statining is required n mst CenturyLink prjects. In the event it is nt used, dimensining shuld be n the prject t prvide a running line and/r lcatin fr the placement f facilities. Statining marks alng trench running line are at a minimum required at every bend in the cnduit n either end f the manhle (access pint), at every riser, utility markers, transitins between public and private ROW, and every 100. Aerial plant will require statining at every ple where strand is attached t supprt the prject (including verhead guys). These requirements are at a minimum. ROW and/r Easement dimensins shuld als be prvided n every CenturyLink prject where facilities are t be placed in the ROW r Easement. This is especially imprtant if the same prject prints used fr placing are als utilized t gain the apprpriate permit. 7 Use ne baseline fr ffsets and statining, example: the centerline f a rad, the edge f a rad r ne track Yur baseline must be smething that is visible and statinary. Edge f prperty line r right f way is nt acceptable since it is nt a visible reference. (See Engineering and As-built Handbks fr mre details) Drawings shuld line up sheet t sheet at the match lines. Right f Way shuld be added t all prject sheets with Dimensins but it shuld never be used as a baseline. Standard Scale It is recmmended the maximum standard scale n 11x17 paper t be used fr undergrund is 1 = 50, Intercity/aerial is 1 = Layers, Blcks and Line types CenturyLink will prvide all blcks and line types that are t be used. CenturyLink will als prvide the layer set up and the standards fr what will reside n each layer. These items shuld be used as much as pssible when creating r wrking n the engineering/cnstructin prints. Anything nt created per the standards will have t be changed t reflect the standards n the final as-built. 4.6 Running Line The lcatin f undergrund fiber in the ROW r easement is very imprtant. Be sure t design the running line as far back in the ROW as pssible t avid pssible frced relcatins in the future. This als allws fr less damage frm ther utilities that are placed in the ROW. Keep running line changes t a minimum. If the cable meanders back and frth in the ROW, it has a much higher chance f being damaged during placement f ther utilities in the ROW. Clearly mark the running line f the cable n the prject drawings using ffset measurements as apprpriate. Severe running line changes that are needed nce cnstructin has begun shuld be discussed befre placement t ensure the fiber will still be in the ROW r easement and that the changes are necessary. There are standard clearances frm ther utilities that shuld be maintained when placing undergrund fiber ptic cable. Please check the lcal and state requirements fr yur area t determine prper clearances. 4.7 Building Access The bjective f the BEA Drawings is t prvide the landlrd with visual depictins and scpe f what CenturyLink intends t install in their building. The scpe f wrk shuld utline when these are required and if they must be certified, if scpe desn t state certified drawings are required then wrk can be self-perfrmed if preferred. 8 The building entrance link(s) depictin f existing and prpsed new entrance infrastructure and methd f installatin: trenching, bring, size f cnduit, etc. Nte: Undergrund building penetratins will be made with steel sleeves, r as mandated by building engineer, and shall never cmprmise the architectural structure f the building. Equipment and Facilities t be placed in the MPOE. Risers t be utilized existing and/r new installatin. Equipment rm where CenturyLink equipment is t be installed with space dimensins f the Equipment Rm and Equipment ftprint. Pwer needs and surce t be identified and depicted. Pathways utilized inside the building cnnecting MPOE t equipment spaces and facilities demarks existing and/r new pathways t be installed. Any additinal facilities t be installed n the subject prperty that cmplete the full scpe f the build (OSP and ISP elements). The level f detail cntained in the drawings is dependent upn the individual landlrd s requirements necessary in rder t btain apprval t clse a BAA. The minimum requirement is an excel General Depictin drawings incrprating elements described abve. When required by landlrd, Detailed Engineering drawings mst typically prduced by cnstructin. 4.8 Cmmn Dmarc This sectin is meant t reference the design criterin fr Cmmn Dmarcs deplyed thrughut the netwrk. In sme scenaris, a Cllectr Nde will be deplyed as an aggregatin pint fr several Cmmn Dmarcs. A cllectr nde may als be used as a fiber distributin pint t aggregate traffic. The specificatins fr the Cllectr Nde will have minr variatins as stipulated belw r by the individual scpe f wrk. Cmmn Dmarc a Pint-f-Presence lcated within a building that is intended t serve all ptential custmers within the building via electrnic slutin r dark fiber extensin. A Distributin POP will typically be served via a single lateral and shuld be ideally be centrally lcated in a dedicated r cmmn area f the building. Cmmn Dmarc layut mdels will vary depending n prspective custmer base, space availability and availability f suitable pwer within the building. Cllectr Nde a Pint-f-Presence in a building that will be used t serve custmers in a cluster f buildings via transprt equipment r dark fiber extensin. A Cllectr Nde will typically be served via diverse laterals and cntain at least 3 racks and will typically require prvisins fr access t emergency generatr pwer r an umbilical fr a rll-up generatr. 4.9 ISP Cnstructin Guidelines Selectin f Distributin POP space This sectin shall gvern all new building adds (including single tenant buildings - understanding that single tenant buildings can be subdivided int multi-tenant buildings in the future) and fr existing sites that require an augment t be brught up t these standards. page 8 f 20 Services nt available everywhere. 9 When deplying int a building, the preferred lcatin fr the CenturyLink Distributin POP is t be n the same level as the MPOE. Either a dedicated r cmmn area space is acceptable. If the building is lcated within a fld plain, then cnsideratin shuld be given t the flr level such that the CenturyLink Distributin POP is lcated abve anticipated fld levels. Space selectin fr the Distributin POP will be at the discretin f the GFS Field Planner with input frm the OSPE and Metr Planner and will typically be identified during the initial site survey. Cnsideratin fr prspective custmer base, space availability within the building and availability f suitable pwer will be primary cntributing factrs in DistrPOP space determinatin. Refer t the Typical Distr POP Mdels.dc fr standard mdels: There may be circumstances where specific site requirements exceed the Typical Distr POP Mdels.dc specificatins and thse will be identified n a case-by-case basis. Ideally, the space shuld be secured by a lckable dr r caged area. If a cmmn area is t be used, then lcking cabinets may be deplyed in lieu f a caged area. Heat lading frm the rectifier and telecm equipment needs t be taken int cnsideratin, and the chsen space shuld have adequate ventilatin. Huse cling is the preferred methd fr cling f the space. Supplemental cling is nt planned as a part f these Distributin POP s; hwever, cnsideratin shuld be given t determine if the planned space will be at risk fr exceeding the alarming threshlds fr equipment (50 F t 100 F). In instances where there is cncern fr ptential temperature threshlds being exceeded, Netwrk Planning will evaluate the apprpriate supplemental requirements. A flr lad capacity rated at a minimum f 100+ lbs. per square ft is required. Riser System Typically, nly a fiber ptic riser system will be cnstructed in multi-tenant buildings. All installatins shuld fllw CenturyLink standards, lcal building cdes and building requirements. Cpper r caxial facilities will nly be used as part f a specific apprved business case. Riser cabling shuld be designed t the specifics f the building and the prspective custmer base. The distributin riser cable shuld be apprpriately sized depending upn the number f prspective tenants t be served with the guideline f 6 fibers per prspective tenant, and a minimum fiber cable cunt f 48. If n tenant infrmatin is available, the riser is t be designed with 4 fibers per flr. If the Distributin POP is t be lcated n an upper flr, the riser shuld be apprpriately sized as listed abve fr distributin t tenants, plus 24 fibers t serve the POP. Cnsideratin f the planned riser cnduit sizing shuld als be cnsidered when sizing the distributin riser cable (i.e. if the cnduit size will nly allw a single fiber cable - versizing the distributin riser cable wuld be apprpriate). The riser system shuld be designed t integrate seamlessly with the existing building riser system and nt interfere by bstructing any pathways. Any FDP s r splice cases need t be ut f the way f existing r future riser cables/cnduits. A small cil shall be placed n every third flr t be available t serve custmers ne flr abve, belw, r n the same flr. The density f the cil shuld be a minimum f 50 feet and nt t exceed 100 feet t prvide apprpriate slack fr the adjacent flrs. In buildings that utilize a rigid cnduit, CenturyLink will deply cnduit that is prperly sized t pull the apprpriately sized fiber thrugh withut frictin. 10 When using a Crning FlexNap slutin, it is recmmended that a 4 fiber/flr slutin is implemented t serve a typical multi-stry building. Hwever, the tenant density and ptential bandwidth demands shuld be evaluated t determine if a 6, 8, r 12 fiber/flr slutin is required. In such cases, the FlexNap taps shall be placed at three-flr spacing (in a fur fiber per flr slutin, each tap wuld be a 12-fiber tap). In instances where the Distributin POP is lcated n a flr abve the basement r MPOE level, cnstructin f a parallel integrated distributin riser shuld be designed and cnstructed at the time f the Distributin POP. 5 Undergrund Cnstructin 5.1 Handhle/Manhle/Vault (Access Pint) Lcatins It is strngly recmmended that an Access Pint be placed alng a metr cable rute at least every 1000 t allw fr easier cable placement and access. Fr Intercity applicatins the minimum access pint placement is It is recmmended that n mre than 270 degrees wrth f bend radius be allwed befre placing an access pint, hwever, the design shuld never exceed the manufacturer s recmmended pulling tensin. There shuld als be an Access Pint lcated n bth sides f any majr crssings such as RR, Interstate, Waterway, and in lcatins where future access t the cable is anticipated. Cnsideratin shuld be given t items such as future needs, majr water crssings, highways, RR s, multi-tenant buildings, ingress/egress, future rad prjects, and riser lcatins, just t name a few. In building applicatins, Access Pints shuld be placed in a lcatin that allws fr easy access while taking int cnsideratin ptential impacts t building tenants and aesthetics. Fr slack strage in Access Pints, please see the Slack Strage infrmatin cntained in these standards. It is recmmended when placing a new Access Pint that is a splice lcatin, an 8 5/8 grund rd with #6 cpper wire attached and ciled in the vault shuld be shwn n the design. Where apprpriate, access pint installatin shuld include the placement f the racking and fllw the manufacturer s recmmended placement guidelines and lad requirements. 5.2 Cnduits CenturyLink des nt direct bury fiber. All undergrund fiber must be placed in a duct in accrdance with the CenturyLink Cnstructin standards r the gverning permitting authrity requirements, whichever is greater. CenturyLink utilizes primarily Orange, Green, Blue r Black cnduit. The minimum depth fr Metr fiber is 36 ; hwever, the lcal permitting authrity requirements prevail. Fr building applicatins, the fiber must be placed in the apprpriate rated duct per the NEC r the lcal building cde, whichever is mre stringent, fr the envirnment. When designing cnduit, the apprpriate number f cnduits must be designed t be sufficient fr grwth in the area and the cable being placed. Ideally yu shuld be cnsidering cnduit placement fr at a minimum, the next 20 years. Details such as frecasted grwth, market pprtunity as well as cst, length and difficulty f placement shuld be measured. page 10 f 20 Services nt available everywhere. 11 Fr backbne a minimum f cnduit pathways r sufficiently sized cnduit fr the grwth in the area, shall be included in the design. Fr intercity design cnsideratin shuld be given t future grwth and existing crss-sectins f cnduit; hwever, a minimum f cnduit pathways r equivalent shuld be included in the design. Fr custmer laterals, a minimum f r equivalent cnduit pathway shuld be included in the design if nt using existing custmer wned duct. All CenturyLink cnduits shall terminate directly int manhles, handhles, vaults, buildings r stubbed up a ple int a u-guard, per the CenturyLink Cnstructin Standards. 5.3 Methd f Placement It is the respnsibility f the CenturyLink OSPE t determine the best and mst cst-efficient methd f placement fr a prject. The mst cmmn methds fr placing undergrund fiber are directinal bre, trenching and plwing. Micr-trenching is als used albeit rarely. The feasibility f the placement alng with cnsideratin f field cnditins must be reviewed in the determinatin. 5.4 Crssings Whenever pssible majr crssings such as interstate, waterway r RR shuld be avided due t the cst f placement, permitting fees, and difficulty f placement. Future maintenance, cngestin f the ROW and future relcatin requirements are als a cncern. In the instance where it is nt pssible t avid these crssings, the CenturyLink OSPE shuld research the permitting authrity requirements n depth, distance, and fees assciated with such crssings in rder t determine the mst safe and ecnmical design pssible. The OSPE may als reach ut t the reginal Implementatin Services 3 rd Party Fiber and Right f Way Cntract Acquisitins reginal manager fr assistance with the due diligence. 5.5 Slack Strage When designing a new undergrund fiber rute, sufficient slack must be placed in strategic lcatins t best ptimize the use f the cable fr future needs. The minimum requirement fr metr cable is 100 slack lcated every 1000 and in access pints that culd be utilized t serve future businesses. Fr Intercity, the minimum requirement is 100 slack lp at every access pint. When designing slack, the amunt needed may depend n the lcatin f the lp. Fr instance, if the splicing truck cannt park directly adjacent t the access pint where the slack is stred, additinal slack may be needed s the lp can be pulled int the splicing vehicle. There shuld als be sufficient slack strage at the dmarc lcatin f a building t allw fr splicing. A minimum f 65 is recmmended. page 11 f 20 Services nt available everywhere. 12 5.6 Lcate Wire All CenturyLink undergrund cable must be lcatable. This can be dne in a cuple f diverse ways. If the cable is dielectric, a lcate wire must be placed. If the cable is armred, a lcate wire is nt required as lng as the integrity f the cable is maintained. In areas where a di-electric cable will be placed in a newly placed duct r in situatins where duct nly is being placed, the design shuld include placement f a cntinuus #10 AWG lcate wire in the trench r bre hle t be terminated t a grund lug in the access pint r at an abve grund marker pst r in a pedestal if allwed by the permitting authrity. If placing di-electric cable int an existing duct, the lcate wire shuld be pulled int the cnduit with the cable. The lcate wire must be terminated t a grund lug as per abve paragraph. 5.7 Lcate Management System A lcatin management system is a system that prvides cntinuus signal using a remtely cntrlled transmitter hused in a Central Office r ther centralized lcatin. Ideally yu shuld be cnsidering cnduit placement fr a minimum the next 20 years. Details such as frecasted grwth, market pprtunity as well as cst, length and difficulty f placement shuld be measured. All attachment brackets will be ht-dipped galvanized. Attachment brackets will be placed t adequately supprt the cnduit structure. A general guideline wuld be attachment at ptimum intervals f ten feet (10 ). Bracket spacing t fifteen feet (15 ) may be allwed in special cases. Design must als include vibratin-dampening materials fr easing vibratin stress caused by rail r rad traffic. Neprene insulatrs r equivalent will have a minimum f ne-quarter inch (1/4 ) thickness. When embedding bracket studs in cncrete, an epxy cartridge will be used. Cnsideratin f recurring ple rental fees, number f utilities already n the ple line, anchr and dwn guy requirements, clearance issues, and ptential make ready requirements shuld be cnsidered when attaching t a ple nt wned by CenturyLink. The OSPE may als reach ut t the Natinal Implementatin Services 3rd Party Fiber and ROW Cntract Acquisitin Team reginal manager fr assistance with the due diligence needed t determine use f the identified ples. 16 7.2 Tagging When placing cable in an aerial envirnment, it is a requirement t tag the cable. Cable will have a 4 t 6 slack lp and fiber warning tag at every ple and at every building entry. Many ple wners require specific clred tags fr each utility that attaches t their ples. Be sure t check with the ple wner fr their specific requirements and nte the drawings accrdingly. When placing a CenturyLink ple, the ple must be tagged with the unique ID that matches the fiber inventry system. 7.3 Stand Size, Grunding, Dwn Guys Strand - Minimum 6.6M 1/4 EHS. (r greater as required by CenturyLink, ple wner, r permitting agency) At a minimum, Strand will be grunded at ¼ mile intervals with #6 cpper wire bnded t pwer cmpany MGN/MGNV (if permissible) r t a 10-ft lng cpper clad ¾ grund rd. The scenari, type f sil, and weight f cable determine the mst applicable material t use. 7.6 Make Ready A make ready is when existing attachees n a ple need t mve in rder t make rm fr anther utility t attach t the ple and maintain prper clearance. 17 7.7 ADSS ADSS r self-supprting cable shuld nly be used in situatins where the specific requirements warrant it. An example wuld be a shrt sectin int a building where there is n way t place strand. When placing ADSS cable, adherence t the ADSS standards frm the cable manufacturer is required. 7.8 Wind Lading In many areas wind lading calculatins are required t request a ple attachment, r t add t an existing ne. There are several wind lading calculatin sftware applicatins that may be used fr this. It is a requirement that the OSP Engineering vendr be familiar with the wind lading specificatins and requirements fr their area. When designing aerial prjects, it is a requirement that the engineering vendr prvide the OCALC dcumentatin with the design package. This infrmatin must be stred with the rest f the drawing package fr future reference if needed. 7.9 Aerial Cnduits Aerial cnduits are used in situatins where additinal prtectin is required fr the fiber cable r where we may need t pull an additinal cable ver a difficult aerial crssing. It can als be beneficial where scheduling difficulties in new cable placement require the crssing t be dne at a different time than the verall cnstructin. Sme examples f areas where an aerial cnduit might be helpful include areas f heavy vegetatin, highway, RR, r water crssings and areas where we have severe pest issues. The recmmended size fr an aerial duct is a minimum f 1 ½ HDPE type cnduit. Yu must verify that the gverning authrity f bth the crssing and ple wner will allw use f the cnduit. Aerial duct type, span lading and anchrs must be called ut in the design Slack strage When designing an aerial fiber rute, sufficient slack must be placed in strategic lcatins t best ptimize the use f the cable fr future needs. The minimum requirement is 150 slack lcated every 1500 and lcatins that culd be utilized t serve future businesses. Slack strage must be stred in snw shes. When designing slack, the amunt needed may depend n the lcatin f the lp. Fr instance, if the splicing truck cannt park directly adjacent t the ple where the slack is stred, additinal slack may be needed s the lp can be pulled int the splicing vehicle. 8 Fiber 8.1 Fiber Cable Standard Cable Type is (SMF28 ELL) single mde, single armr, single jacket, lse tube is the standard fr mst undergrund and aerial applicatins. Standardize n the sizes. In sme instances, it is acceptable t use an all dielectric design if the cable will be in a highly cnductive envirnment such as leasing a duct frm a pwer cmpany r if the cable is utilized as a building entry cable. 18 8.2 Fiber Sizing Building Laterals When designing a building entry prject, the cable shuld be sized with sufficient spare fibers t allw fr grwth alng the given rute t the building. While the minimum cable size fr a lateral t a building is a 24-cunt fiber, cnsideratin shuld be given t the requirements f the building, bth lng and shrt term. Fr instance, larger buildings r campus envirnments may require a higher cunt fiber based n their future needs. Lng laterals with ptential fr future custmers alng the rute, shuld be cnsidered a backbne extensin and the apprpriate size fiber shuld be used High Capacity Buildings When designing high capacity buildings such as data centers, stadiums, and high-rise buildings, the cable shuld be sized with sufficient spare fiber t allw grwth t the building. The minimum cable size fr ne f these types f high-capacity buildings is a 48-cunt fiber. The OSPE shuld cnsider the size and ptential custmer capacity f the building when designing the fiber t ensure future needs will be met Metr Backbne Fr backbne design, the cable shuld be designed utilizing grwth ptential in the area cmbined with scalability and cst efficiency. Fr instance, if yu are planning t build backbne in a dwntwn area where the cnstructin will be cstly and difficult, it may be a gd idea t scale the cable up t eliminate the need fr a larger cable in the near future. Care shuld be taken t place the cable alng a rute that will prvide CenturyLink with the mst pprtunity. The minimum standard fr backbne size is a 288- cunt fiber ptic cable fr many areas. 9 Intercity New intercity, frmally knwn as lng haul fiber, is built infrequently. Hwever, yu may run acrss the need t replace r utilize intercity fiber r cnduit. 9.1 Intercity Fiber Builds Fr any new Intercity fiber builds, the current cable standard is a 288 Hybrid with 240 fibers SMF-28 Ultra Max, and 48 SMF-28 Ultra Lw Lss, hwever, a cst study shuld be cmpleted t determine the best ptin fr the cable and cnduit depending n what is needed fr yur specific prject. Minimum cnduit placement fr a new Intercity fiber build is 3-11/2 innerducts placed at a minimum depth f 36. In sme cases, it may be prudent t place mre r less depending n the size f fiber being placed, lcatin, and expectatin f future needs. It may als make better sense t place a larger size duct, such as 2, t accmmdate a larger fiber size. Fr the last span int a metr market a cnsideratin shuld be made t upsize the cable fr metr cnsumptin frm the Gateway t the 1st ILA n the span. (i.e. a 288 ct culd be upsized t a 432 ct with being made available fr metr cnsumptin) 9.2 Replacement As a rule, when replacing Intercity Fiber and cnduit, shrt sectins less than 2 miles shuld be replaced like fr like. Fr lnger replacements r high cst builds, a feasibility study shuld be cnducted t determine the best ptin fr cable and cnduit size. Each situatin shuld be studied fr best slutin and design based n requirements f the cmpany. This includes but is nt limited t: Examine and search public recrds t determine land wnership, including the names and addresses f surface wners, tenants, renters, mrtgages, liens, etc. Prepare abstract and title reprts sufficient t cmply with CenturyLink s requirements and perfrm title curatives as may be requested by CenturyLink. Prepare all types f land related dcuments in a frm acceptable t CenturyLink. Such dcuments shall include, but nt necessarily be limited t: leases, easements, deeds, permits, ptins, cnsents, assignments, letter agreements, releases and amendments. Cntractr shall als be respnsible fr furnishing infrmatin necessary t prepare said land-related dcuments. Negtiate, acquire, settle and deliver t CenturyLink all types f land related dcuments as described in the abve paragraph, prperly executed and in a frm acceptable t CenturyLink. Perfrm thse functins custmary t the administratin f a land ffice, including but nt necessarily limited t: maintaining fee prperties (encrachments, granting f easements, sale and acquisitin); cnducting facility assessment and due diligence fr asset sales/acquisitins and spindwns; prviding supervisin f land persnnel and crdinating staffing needs; establishing and maintaining favrable public relatins with landwners and gvernmental agencies; assisting peratin crews fr cnstructin and maintenance related wrk; managing easements and leases; prviding payment f rights; handling permitting, zning franchise issues and assisting in easement/lease encrachments.
