1 Vltage Regulatrs Pad-Munted Single-Phase 32-Step Vltage Regulatr with Cmmunicatin-Ready Cntrls Functinal Specificatin Guide 1. Scpe 1.1. This specificatin cvers electrical, mechanical, and safety features and characteristics f utdr, padmunted, single-phase, liquid-immersed, step-type vltage regulatrs. The vltage regulatr must be cmpletely self-cntained and prvide ±10% regulatin in thirty-tw (32) steps f apprximately 5/8% each. In rder t minimize lsses, ensure lng life, and prvide required verlad ability, frced air (ONAF) ratings are nt acceptable fr the nminal vltage regulatr rating. A 600 A, 150 BIL integral bushing is available as an ptin. 2. Ratings 2.1. The regulatrs furnished under this specificatin shall be designed, manufactured, and tested in accrdance with IEEE Std C standard. That standard shall be a part f this specificatin Regulatr rating and perating vltage shall be as specified n the inquiry. 2 2.3. Regulatrs f the vltage ratings shwn in Table 2 shall have internal tap settings fr peratin at the nminal system vltages listed. Unless therwise nted in the specificatin, the units will be shipped factry-set at the "standard" taps as indicated by underlining in Table Regulatrs shall be rated and name-plated fr 65 C average winding rise Regulatrs shall be furnished with ANSI Type II mineral il per ASTM D The il shall cntain less than 1 part per millin PCBs at time f manufacture, and this shall be s stated n the regulatr nameplate. Envirtemp FR3 type fluid shall be made available as an ptin. 3. Internal Cnstructin 3.1. The tap-changing mechanism shall be f the Quik-Drive type and shall be cmpletely liquid-immersed. The tap-changer, in the manual psitin, shall have the ability t perate frm 16L t +16R in less than 10 secnds An electrical feedback circuit shall be incrprated with the tap-changer mtr circuit and cntrl t ensure accurate indicatin f tap psitin and number f peratins. Accuracy is t be maintained fr all dielectric fluids used with the vltage regulatr. A suitably patterned, epxy-cated insulatin paper shall be used in all windings. Prir t assembly f the main cre and cil assembly, the windings are baked with sufficient mechanical pressure exerted n the sides f the cil winding t maximize a cmplete bnding f the insulatin t imprve its shrt-circuit currentwithstand capabilities The regulatr shall be supplied with a center-tapped reactr fr the purpse f maintaining cntinuity while the tap-changer is changing psitin. The reactr shall be islated frm grund t prvide prtectin frm lightning and switching surges. Cnstructin f the reactr shall be cre-type, wherein windings ccupy each f the tw limbs in rder t prvide balanced windings, reduce leakage current, and minimize n-lad lsses Internal secndary wiring shall be clr cded and labeled fr easy identificatin All regulatrs shall be prvided with an under-il, metal xide varistr (MOV) bypass arrester cnnected acrss the series winding. Fr units rated less than 22 kv, the series arrester shall be rated 3 kv. Fr units rated 22 kv r larger, the series arrester shall be rated 6 kv. 4. Standard External Features 4.1. The BIL rating f the bushings shall be cmpatible with the BIL f the regulatr. Three bushings will be prvided, and the SL bushing shall be externally grunded fr grunded Wye systems. 3 designatins (S, L, and SL) shall be permanently marked n the regulatr adjacent t the bushings. The S, L, and SL bushings must be interchangeable with each ther Regulatrs rated 548 A and belw shall include an ADD-AMP type feature which will permit additinal currentcarrying capabilities at reduced regulatin, as shwn in Table 3, but nt t exceed 6068 A. The ADD-AMP type adjustment shall be lcated inside the psitin-indicatr faceplate t prevent inadvertent adjustment. In additin, a SOFT-ADD-AMP type feature shall be available that will allw fr adjustment thrugh the cntrl keypad. The cntrl enclsure, munted t the right-hand cmpartment dr and cnnected t the internal circuitry f the vltage regulatr with a multi-cnductr neprene 600 V, -50 C t 105 C cable. The tap psitin indicatr shall be plymer-cnstructed and munted abve the il level. The tap psitin indicatr shall be munted inside the cabinet t minimize the incidence f damage. 5. Regulatr Cntrl 5.1. The cntrl system f a vltage regulatr shall have an verall system errr nt exceeding 1%. The accuracy requirement is based n the cmbined perfrmance f the cntrl device and the vltage and current sensing apparatus. The vltage surce accuracy shall be determined n a nminal secndary vltage base f 120 V and a burden f 10 VA. The current surce accuracy shall be determined n a nminal 0.2 A secndary current and a burden f 3.5 VA The cntrl shall perate in an perating envirnment temperature range f 40 ºC t +65 C. Cntrl device cmpnents shall withstand a temperature range 40 C t +85 C withut damage r lss f cntrl The regulatr cntrl shall be munted in a weather-resistant enclsure, which is capable f being padlcked, absent ther apprpriate security ptins. USB prts fr prgramming and data retrieval capabilities via a USB drive and a USB-t-PC cnnectin. A backlit LCD display, 4 lines by 20 characters each, fr displaying relevant infrmatin. The display shall have an adjustment fr cntrast. Fur user-selectable languages (English, Spanish, French, Prtuguese), 3 user-selectable date frmats (MM/DD/YYYY, DD/MM/YYYY, YYYY/MM/DD), and tw user-selectable time frmats (12 hur AM/PM, 24 hur). A six-digit electrnic peratins cunter, which cunts every tap change. A mtr fuse, which is replaceable. Fuse size shall be clearly marked near the fuse hlder. A spare fuse shall be included within the cntrl enclsure The cntrl frnt panel shall als include the fllwing features: Switches A three-psitin vltage surce switch, labeled INTERNAL-OFF-EXTERNAL, which allws the cntrl t be energized frm the regulatr s internal vltage supply r frm an external surce. The OFF psitin is prvided t de-energize the cntrl. A three-psitin, AUTO/REMOTE-OFF-MANUAL cntrl switch, which allws fr autmatic/remte r manual/lcal peratin f the vltage regulatr. Mnitring f the cntrl is available at all psitins. A mmentary three-psitin RAISE-OFF-LOWER cntrl switch, which shall be active nly when the adjacent cntrl switch is in the MANUAL psitin Terminals 4 f 9 December 2017 Supersedes January 2013 (G ) A psitin-indicatr drag-hand reset switch. A supervisry ON-OFF switch which, in the OFF cnditin, inhibits tap-changer mtr cntrl and parameter changing via digital SCADA but allws fr mnitring f the cntrl data base via SCADA.

5 LED Indicatrs High-impedance vltmeter test terminals which mnitr the lad side vltage (L bushing) f the regulatr. An autmatic resetting fuse shall be prvided t inhibit an accidental back feed lp in the vltage regulatr by way f the vltmeter test terminals. External vltage surce terminals t allw tap-changer and cntrl peratin frm an external 120 Vac surce. Grund terminal shall be clearly identified. An interlcking means shall be prvided t inhibit energizing f the high-vltage bushings frm the external surce. Additinal earth grund terminal fr the frnt panel, prminently and clearly identified. Dual neutral psitin LEDs that are actuated via the tap-changer t prvide neutral psitin indicatin. These LEDs must be f the high-intensity type and easily readable in direct sunlight. Set vltage bandwidth adjustable frm 1.0 t 6.0 V in increments f 0.1 V. Time delay adjustable frm 5 secnds t 180 secnds in 1-secnd increments. Line-Drp Cmpensatin, resistance and reactance settings, adjustable frm t V in increments f 0.1 V. Vltage and current harmnics shall include, at a minimum, ttal harmnic distrtin. Demand values f lad vltage, cmpensated vltage, current, kva lad, kw lad, and kvar lad. Fr each f these values, the present value, highest value since last reset, and lwest value since last reset shall be prvided. Highest and lwest values shall be time and date tagged. The regulatr types are either Type A r Type B per IEEE Std C standard. The calculated surce vltage will enable reverse pwer flw peratin withut the use f a surce-side ptential transfrmer.

8 Leader/Fllwer Scheme Cntrl scheme designed t keep tw r three vltage regulatrs n the same mechanical tap psitin. When utilized with single phase cntrls, the scheme will use a fiber ptic intelligence lp between the phases t prvide the cmmunicatins necessary t initialize a tap change and prvide psitive feedback in maintaining equal tap psitins. When utilized in a multi-phase cntrl, n fiber ptic lp r cmmunicatins cards shall be necessary Max Deviatin Scheme Cntrl scheme designed t keep tw r three regulatrs in a predetermined mving tap psitin windw. This feature will limit the maximum number f tap psitins the regulatrs can differ. When active, this mde cnstrains the regulatr tap psitins t a user defined maximum deviatin. When utilized with single phase cntrls, the scheme will use a fiber ptic intelligence lp between the phases t prvide the cmmunicatins necessary. When utilized in a multi-phase cntrl, n fiber ptic lp r cmmunicatins cards shall be necessary Tap-Changer Diagnstics and Maintenance 6. Available Optins Duty Cycle Mnitr The cntrl shall have a "Duty Cycle Mnitr" that will calculate the life used fr all cntacts f the tap-changer based upn actual service cnditins and the individual regulatr design PMT Preventive Maintenance Tapping The cntrl shall be able t perfrm PMT preventive maintenance tapping, which is the ability fr the cntrl t exercise the tap-changer based upn userdefined cnditins n a rutine basis t prevent the build-up f carbn depsits n the cntacts (cntact cking). A thermstatically cntrlled heater assembly fr maintaining the temperature f the cntrl enclsure between 29 C (85 F) and 38 C (100 F).
