ARCHITECTURAL DESIGN COMPETITION Karnataka Science and Technlgy Prmtin Sciet y (KSTePS) invites Expressin f Interest frm qualified Architects/Architectural firms/design-led teams fr the develpment f indicative Master Plan and Cnceptual Design fr the building and facilities f the Science Centres and Planetariums, an exciting prject taken with an aim t ppularise develpments in science and technlgy amng general public, particularly fr rural students in rder t develp scientific temper, scientific thinking and spirit f enquiry. A timetable fr this prcess is prvided in Sectin 1.5 f this EOI. 1.1 PURPOSE OF THIS EOI KSTePS, which is a nn-prfit autnmus rganisatin under the Department f Infrmatin Technlgy, Bi-Technlgy and Science & Technlgy, Gvt. f Karnataka, is issuing this Expressin f Interest (EOI) t identify suitable, qualified and experienced Architects r Design-led teams, wh are interested in being part f the prject fr the develpment f new Science Centres and Planetariums at different lcatins acrss the State (Annexure-1). Fr this purpse, the KSTePS Invites Architects, Architectural firms, partnerships, jint ventures, cnsrtia r rganisatins t submit their prpsals in accrdance with the requirements f this EOI (See Entry Level Criteria Sectin 1.2). Subject t the quality and cntent f infrmatin received frm respndents fr this EOI, a shrt list f Respndents will be established (maximum f five) and these shrtlisted Respndents will be requested t utline a high level architectural cnceptual design and master plan apprach fr develpment f a Science Centre in Vijayapura and Planetarium in Dharwad fr presentatin t a selectin panel in Nvember 30, The final selected Architect will be appinted by the mid f December, 2017 and will be required t deliver the full specificatins befre the mid f January, 2018 (See Sectin 1.5 a-d). 1 P a g e

2 The appinted Architect will be prvided with further details f all Science Centres and Planetariums and will wrk clsely with respective Science Centres authrities as well as with KSTePS. KSTePS des nt guarantee t prceed further than the EOI, this invitatin fr EOI being neither an agreement nr an ffer fr award f wrk. *Dates subject t further change. Respndents will be ntified. 1.2 ENTRY LEVEL CRITERIA Interested Respndents must have a minimum f the fllwing in rder t be cnsidered fr shrtlisting: A. Having at 10 years prfessinal experience B. Having a Head Office in India, ideally with lcal ffices in Bengaluru C. Having cmpleted at least 2 (tw) ns. similar wrks f space fr public use with a single prject f value nt less than 10 Crres (each) in last 5 years fr Gvt./ Semi Gvt./ Crprate huses/ Educatin / Arts / Science D. Must be registered with the Cuncil f Architecture f India 1.3 RESPONSE TO EXPRESSION OF INTEREST Respndents must submit their EOI pertaining t the Entry Level Criteria (Sectin 1.2) and in accrdance with the fllwing headings and requirements as detailed belw. Selectin and Final Appintment f an Architect/ Firm/ Design-led team: mid f January 2018 The fllwing elements will need t be undertaken and delivered by the selected architect befre mid f February 2018 a. These centres are being develped based n the cncept f "hands-n, minds n" way f learning thrugh interactive mdels/exhibits which will als enable students, teachers and general public t develp interest in science, scientific enquiry, hlstering creativity and curisity. Planetariums are dmed theatres that prject the starry sky and cuntless spectacular bjects we find in ur universe, creating educatinal experiences that teach astrnmy and ther sciences. Thus, planetarium is an effective tl fr students t grasp varius astrnmical cncepts and in creating keen interest and spark enjyment in this interesting branch f sciences. Planetarium is a fixed type, is a glbe that prjects the night sky right nt the ceiling walls, allwing us t explre the stars indrs. The mst imprtant feature f this system is that, it is interactive and gives educatrs the pssibility f directly cmmunicating with the students. These Science Centres and Planetariums are being established in district headquarters. 2.2 VISION An infrmal learning centre t inculcate spirit f enquiry and t develp scientific temper. 2.3 OBJECTIVES Objectives f Science Centers and Planetariums are given belw: T prtray the grwth f science and technlgy and their applicatin in industry and human welfare, with a view t develp scientific attitude and t create, inculcate and sustain awareness amngst the peple. T ppularize science and technlgy fr the benefit f students and fr the general public f the regin by rganizing exhibitins, seminars, ppular lectures, science camps and varius ther prgrams. T supplement science educatin in schls and clleges and t rganise varius utdr educatinal activities t fster a spirit f scientific enquiry and creativity amng students. T design, develp and fabricate science museum exhibits, demnstratin equipment and scientific teaching aids fr science educatin and ppularizatin f science. 6 entrepreneurs / technicians / physically challenged persns/ husewives and thers n specific subjects f science, technlgy and industry. T identify, encurage and nurture creative scientific talent especially amng children and yuth, thrugh exhibits and mdels. Develpment f new Science Centres and Planetariums are an innvative prjects frm KSTePS, DST. The selected Architects will have the ability t create a building that achieves a BREEAM Outstanding rating, has innvative use f design and technlgy, is flexible and multi-functinal. Ttally, design has t be submitted fr 10 Science Centres and 4 Planetariums. After shrtlisting f the final architects requested t utline a high level architectural cnceptual design and master plan apprach fr develpment f a Science Centre in Vijayapura and Planetarium in Dharwad fr presentatin t a selectin panel. As the Science Centres and Planetariums will be spread acrss Karnataka, design has t be given cnsidering the lcal terrain cnditins, area f the site, heritage, climate, dme size and ther reginal discrepancies. Stage 2 submissins will be cnceptual and shuld fcus n the rganisatin and massing f the building, planning f the primary elements and the Science Centres relatinship with the precinct. The design is t reflect a cntemprary architectural engagement with the envirnment. T ensure greater activatin f the precinct, the Science Centre is t be a hlistic meeting place rather than slely an exhibitin space. The cnfiguratin f the public realm arund the building and hw it can enhance the whle Science Centre and Planetarium site and the lcal neighburhd is particularly imprtant.
