Young President, Texas A&M University CBE Recommendation: Softball Complex The Council for the Built Environment (CBE) reviewed a request from the Athletic Department to build a Softball Complex. The facility is needed to continue the further development of softball student-athletes by giving them a state-of-the-art facility. This new and advanced softball facility will house areas for skill development, medical care, locker rooms, coach's offices, playing field, fan seating and amenities, press box, and service areas. The complex is desired to come on-line in the summer of2017. Funding for this project will be provided through donor funds. The request as well as the CBE sub-councils recommendations are attached. CBE sub-councils' recommendations are as follows: The Design Review sub-council (DRsc) members voted for approval ofthe Softball Stadium as presented at 100% Concept Design, with the following caveats: Request reconciliation of the exterior aesthetics so that its architectural language relates to Blue Bell Park and the new Track & Field Complex, rather than the West Campus Player Development Center. Request reconciliation of the pedestrian connection to the new Track & Field Complex, and the approved Athletics District Plan. As presented, the divergence from the Athletics District Plan has occurred in the following areas: east-west pedestrian axis, new tennis facilities. The design team should look beyond the scope of this individual project to study how pedestrians and bicycles will move through the spaces. In coordination with the Track & Field Complex, request further development of plazas and gathering spaces. Proposed signage should coordinate with existing signage found at athletic venues and should comply with the Campus Signage Policy and the Campus Master Plan Update. Pavers surrounding the Track & Field Complex and the Softball Stadium should tie in with the existing athletic facilities, in terms of pattern, materials, and color. 2 March 31, CBE Recommendation: Softball Complex Page 2 Further details should be presented to the DRsc at 100% Schematic Design and 100% Design Development, in accordance with DRsc procedures. The Facilities Utilization and Planning sub-council (Fsc) recommends the request from the Athletic Department to build a softball complex and add the facility to the Capital Plan. The Technical Review sub-council (TRsc) supports the proposed Softball Complex and recommends approval, provided the following issues/concerns are addressed and funded. The project teams should ensure that the facility is designed in accordance with all applicable laws, regulations and codes, including the Life Safety Code and the Americans with Disabilities Act. The project teams need to ensure that the project does not increase the rate of storm runoff into local creeks. The project teams shall ensure that the facility is designed to minimize, as much as practical, the effort needed for future maintenance. It is preferred that items requiring maintenance be easy to service, be easily accessible from ground or floor level, have generous clearances and be easy to isolate from energy sources with minimal impact to the rest of the facility. Elevated items requiring maintenance that are difficult to service by ladder or lift should have permanent maintenance access platforms with permanent stairs or ladders, built-in fall prevention, and davits for hoisting parts and tools. The project teams should coordinate with SSC Grounds Management for landscaping issues to ensure the proposed plants and hardscape are viable and can be maintained. FCOR requests that floor plans be provided in native CADD format for all new construction. Transportation Services recommends that setbacks from Penberthy Blvd. be looked at in order to maintain a corridor for future widening of the road. T AMU UES personnel have reviewed the proposed location and have identified some possible utility conflicts as well as the need to design and develop a new utility corridor to deliver commodities to the site. TAMU UES will work with the project design team to select routing and confirm relocation/modification of any existing systems. The project and design team will need to follow the applicable T AMU UES Design Standards - https//utilities.tamu.edu/design-standards/. The center is projected to be approximately 74,000 square feet. The Athletic District Plan is being followed both in terms of location and aesthetics and the project will be overseen by Facilities Planning and Coordination. The complex is desired to come on-line in the summer of Funding for this project will be provided through donor funds. The Athletic Department is seeking approval to construct the facility and add the facility to the Capital Plan. Thank you for your consideration. 17 COUNCIL FOR THE BUILT ENVIRONMENT DESIGN REVIEW SUB-COUNCIL MEMORANDUM TO: Dr. Jerry Strawser Co Chair, Council for the Built Environment Dr. Karan Watson Co Chair, Council for the Built Environment FROM: Ms. Lilia Gonzales, AIA University Architect and Chair, Design Review Sub Council DATE: March 23, 2016 RE: Design Review Sub Council (DRsc) Report Softball Stadium 100% Concept Design On February 24, 2016 the Design Review sub council (DRsc) reviewed a request from Athletics for project approval and conceptual design of a new Softball Stadium. The new softball stadium will be located on the corner of Penberthy Blvd and Tom Chandler Drive at the northwest corner of the existing intramural fields. As a reminder, in February 2015, the President approved the relocation of the intramural fields to a location south of George Bush Drive at the Jones Butler Road intersection. The new softball stadium will be located west of the existing West Campus Player Development Center. An adjoining hitting facility is located just north of the stadium. The softball stadium is located north of the proposed Track & Field Complex, and the two areas will be joined by a consistent paving pattern. Gensler will work with the firm designing the Track & Field Complex, PBK Architects, to coordinate the paved area in compliance with TAMU standards. The new softball stadium is approximately 74,000 square feet of interior and exterior space. The layout of the stadium is very similar to Blue Bell Park. The first level will contain the main entry and lobby, club area, locker rooms, apparel storage, and training and therapy areas. The second level (concourse) has approximately 2,000 seats, restrooms, concession stands, first aid, and coaches offices. The third level contains an elevated press box and two premium suites. The architectural language for the Softball Stadium will be similar to the West Campus Player Development Center. Exterior masonry materials will be consistent with those found at other recently constructed athletic facilities, particularly Blue Bell Park and Kyle Field. Martin Scholtz Executive Associate Vice President for Research Chair, CBE-Facilities Utilization and Planning Sub-Council Softball Complex RECOMMENDATION The Council for the Built Environment s (CBE) Facilities Utilization and Planning subcouncil (Fsc) recommends that the CBE support the request by the athletic department to build a softball complex and add the facility to the Capital Plan. SCOPE The Fsc considered the request to recommend approving the building of a new stateof-the-art softball complex. The request describes the facilities to be housed in the complex as well as the location. The Athletic District Plan is being followed and funding is being provided by donors. The new 74,000 square foot softball facility will house areas for skill development, medical care, locker rooms, coach's offices, playing field, fan seating and amenities, press box and service areas. Recommendation The Technical Review Sub-council supports the proposed Softball Complex and recommends approval, provided the following issues/concerns are addressed and funded. Capital Financial Planning: Funding has been reviewed and confirmed. Facilities Services: SSC supports the TAMU Athletic Department's plans to build the Softball Complex. The project teams should ensure that the facility is designed in accordance with all applicable laws, regulations and codes, including the Life Safety Code and the Americans with Disabilities Act. The project teams need to ensure that the project does not increase the rate of storm runoff into local creeks. The project teams shall ensure that the facility is designed to minimize, as much as practical, the effort needed for future maintenance. 31 easily accessible from ground or floor level, have generous clearances and be easy to isolate from energy sources with.minimal impact to the rest of the facility. Elevated items requiring maintenance that are difficult to service by ladder or lift should have permanent maintena~ce access platforms with permanent stairs or ladders, built-in fall prevention, and davits for hoisting parts and tools. The project teams should coordinate with sse Grounds Management for landscaping issues to ensure the proposed plants and hardscape are viable and can be maintained. FCOR/GIS: FCOR supports the project and requests that floor plans be provided in native CADD format for all new construction. Transportation Services: Transportation Services recommends that setbacks from Penberthy Blvd. be looked at in order to maintain a corridor for future widening of the road. Utilities: TAMU UES personnel have reviewed the proposed location and have identified some possible utility conflicts as well as the need to design and develop a new utility corridor to deliver commodities to the site. TAMU UES is looking forward to working with the project design team to select routing and confirm relocation I modification of any existing systems.
