4 SURVEY REQUIREMENTS SURVEY DRAWING REQUIREMENTS Drawings must comply with the University s CAD Standards. SURVEY CONTROL REQUIREMENTS Horizontal and Vertical Data The horizontal and vertical data for University of Cincinnati projects depend upon the standards of the county in which the survey is located, as follows: County Horizontal Vertical Hamilton NAD 83 NGVD 29 Clermont NAD 83 NAVD 88 Warren NAD 83 NAVD 88 The University has set permanent monuments using static global positioning system (GPS) surveying methods, meeting Second Order (Class I) horizontal and Second Order (Class II) vertical accuracy requirements. State Plane Coordinates (SPCs) and National Geodetic Vertical Datum (NGVD) 29 or North American Vertical Datum (NAVD) 88 elevations (depending on the county) were established for the monuments. Location maps and data for the monuments (Figures 1 and 2) are included at the end of this standard. Project Coordinates and Elevations Ground coordinates for the monuments have been generated from their SPCs; an average combined factor (sea level factor times scale factor) was used. The ground coordinates, along with the NGVD 29 or NAVD 88 elevations described above, define the University s survey control system, which shall be used for the project. Project Survey Control Points Set project survey control points from the University s permanent monuments. The control point material shall meet the requirements of Ohio Administrative Code (OAC) Section (C) and (D). Set enough control points to ensure that every part of the site is visible from at least one control point. All control points shall be visible from at least one other control point. DESIGN GUIDELINES AND STANDARDS 4
5 Determine the ground coordinates of the control points and report them to the nearest foot. The relative accuracy between any two of the control points shall be 1:20,000 or better. Elevations to the nearest 0.01 foot shall be established for each project control point. Establish the elevations by leveling loops that begin and end on the University s permanent monuments, using the project control points as turning points. The maximum vertical closure error for the level loop shall not exceed the following: Vertical closure error < x SQRT (L x ), where L is the length of the level loop in feet, and SQRT is the square root. The survey drawing(s) shall include a list showing all the control points used for the survey. Show the north and east ground coordinates, elevation, and a description for each control point. PROPERTY SURVEY REQUIREMENTS Comply with the current Minimum Standards For Boundary Surveys of the State Board of Registration for Land Surveyors (OAC ), as well as local requirements of the county and/or municipality in which the project is located. In the case of conflicting requirements, the more stringent requirements shall apply. Provide a property survey drawing on Mylar, signed and sealed by a registered land surveyor. Provide a 3-D AutoCAD drawing on electronic media, showing the same information as the hard copy. Provide an ASCII file on electronic media of all survey points used to produce the AutoCAD drawing. For each survey point there shall be one line in this file, showing the point number, north and east coordinates, elevation, and description, in that order. Use a comma-delimited format. Show existing and proposed property boundary lines, Auditor s tax parcel lines, easement lines, and right-of-way lines. For each straight line, show the length and bearing. For each curved line, show interior angle, radius, arc length, and chord length and bearing. Show and describe all existing survey monumentation (iron pins, cross notches, railroad spikes, nails, concrete monuments, etc.) that was found, and new monumentation that was set. Furnish legal descriptions of all proposed parcel boundaries, even if they are the same as the existing parcel boundaries. DESIGN GUIDELINES AND STANDARDS 5
6 Show the area of each existing or proposed Auditor s tax parcel to the nearest acre. If less than 1 acre, also show the area in square feet. Comply with the Auditor s requirements for breaking out sub-areas due to county lines, municipality lines, section lines, zoning lines, etc., that cross the parcels. Show the owners names for all project and adjacent properties. Show easement grantee names, along with recording information. Show the width of all public and private street right-of-ways, the width and type of pavement, and street/alley names. Show existing structures on the project parcels and on adjacent parcels within 50 feet of the property lines. Show house and business numbers. For all structure corners less than 25 feet from property-related lines (property, easement, right-ofway, etc., lines), provide the dimensions from the structure corners to the lines. Describe the structure material type and number of stories. Note vacant parcels as VACANT. Dimension and describe encroachments and evidence of prescriptive rights. Show fences and walls, and their location relative to property-related lines. Show zoning of project property and adjacent property. Show the zoning building line setback requirements. TOPOGRAPHIC SURVEY REQUIREMENTS Provide a topographic survey on Mylar, signed and sealed by a registered land surveyor. Provide a 3-D AutoCAD drawing on electronic media, showing the same information as the hard copy. Provide an ASCII file on electronic media of all survey points used to produce the AutoCAD drawing. For each survey point there shall be one line in this file, showing the point number, north and east coordinates, elevation, and description, in that order. Use a comma-delimited format. The topographic survey shall extend 25 feet beyond the project limits. Provide contours at 1-foot intervals, except in areas where the slope is greater than 2:1, where the contour intervals can be shown at 5-foot intervals. Provide spot elevations on paving and other hard surfaces to the nearest 0.01 foot, and on other surfaces to the nearest 0.1 foot. Provide spot elevations at the following locations: Along all grade-break lines that were used to plot the contours. In areas where the slope is less than 12:1, at each intersection of a 25-foot square grid. DESIGN GUIDELINES AND STANDARDS 6
7 On the top (at back) and bottom (at face) of curbs, and on both sides of walks, at 25-foot intervals. On roadways and driveways at the crown and at other cross-slope grade breaks, at 25-foot intervals. Provide plotted locations of structures, including all corners. Provide elevations for each floor and at each entrance of the structures. Show mean elevation and extent of water in excavations, wells, and bodies of water. Show all miscellaneous features, including signs, lights, parking lot striping, benches, waste receptacles, bicycle racks, etc. Provide utility information. The following is to be shown based on record utility information and on survey measurements of accessible utility appurtenances: Location, description, elevation, size, and direction of flow of sanitary sewers, storm sewers, combination sewers, storm drains, and culverts, and their appurtenances. Provide rim elevations of each catch basin and manhole, and the invert elevation of each pipe. Location, description, elevation, size, and pressure of water, gas, steam, condensate, and chilled water lines, and their appurtenances. Provide rim and top of pipe elevations at valves, meter pits, and other appurtenances where these utilities are accessible. Location, description, elevation, and characteristics of power, communication, cable television, lighting, and traffic control, and their appurtenances. Name of the operating authority, including the contact person and telephone number, for each utility. Show test boring locations and the elevation at the top of the holes. Show plantings in yards, mowed open spaces, and landscaping: Regardless of size, show all trees and individual bushes, and indicate species name. For trees, indicate the diameter 3 feet above the ground on the upper slope side. Show perimeter outline of flower beds, groups of bushes, etc. Show woods and thickly vegetated natural areas: Show trees 12 inches and over in diameter, measured 3 feet above the ground on the upper slope side. Indicate the species name. Show the perimeter outline. Include the property-related lines (property, easement, right-of-way, etc.) on the topographic survey drawings. 8 COORDINATION This section describes requirements for coordinating a project with other project plans currently in design, other current construction, and existing records. Other projects that are currently in the design or construction phase may abut or overlap the project area. Also, numerous record documents for past projects in the vicinity may be on file in the University s plan room. The horizontal and vertical control system used for these current or past projects may not be the same as the University s survey control system described above. Therefore, when referring to plans from other projects, establish the correct horizontal and vertical relationships between those projects and the University s survey control system. Determine and apply the required adjustments to properly orient the information on those plans to the University s system. Make actual survey measurements to determine the proper relationship of the project to all adjoining existing features, including current construction. DESIGN GUIDELINES AND STANDARDS 8
