Young President, Texas A&M University CBE Recommendation: Outdoor Track & Field Complex The Council for the Built Environment (CBE) reviewed a request from the Athletic Department to build an Outdoor Track & Field Complex. The facility is needed to continue the further development of track & field student-athletes by giving them a state-of-the-art facility. This new and advanced track & field facility will house areas for skill development, medical care, locker rooms, coach's offices, track, fan seating and amenities, press box, and service areas. The complex is desired to come on-line in the summer of2017. Funding for this project will be provided through donor funds and debt service. The request as well as the CBE sub-councils recommendations are attached. CBE sub-councils' recommendations are as follows: The Design Review sub-council (DRsc) members voted for approval of the Track & Field Complex as presented at 100% Concept Design, with the following caveats: Further study is needed on the detention/retention pond from a regional perspective to ensure it is properly sized. In addition, the design of the pond and surrounding area should be integrated with the paving and pedestrian circulation with seating/tables around the pond, creating a prominent feature. Request reconciliation of the pedestrian connection to the new Softball Stadium and the approved Athletics District Plan. As presented, the divergence from the Athletics District Plan has occurred in the following areas: east/west pedestrian axis, new tennis facilities. The design team should look beyond the scope of this individual project to study how pedestrians and bicycles will move throughout the spaces. In coordination with the Softball Stadium project, request further development of plazas and gathering spaces. Pavers surrounding the Track & Field Complex and the Softball Stadium should tie in with the existing athletic facilities, in terms of pattern, materials, and color. Proposed signage should coordinate with existing signage found at athletic venues and should comply with the Campus Signage Policy and Campus Master Plan Update. Any proposed artwork must comply with the T AMU Procedures for Public Art. The exterior language ofthis building should align with the rest of the facility. Further details should be presented to the DRsc at 100% Schematic Design and 100% Design Development, in accordance with DRsc procedures. Images of the indoor track practice facility located at the northeast comer of the site should be included. The Facilities Utilization and Planning sub-council (FUPsc) recommends the request from the Athletic Department to build a track and field complex and add the facility to the Capital Plan. The Technical Review sub-council (TRsc) supports the proposed Outdoor Track & Field Complex and recommends approval, provided the following issues/concerns are addressed and funded. The project teams should ensure that the facility is designed in accordance with all applicable laws, regulations and codes, including the Life Safety Code and the Americans with Disabilities Act. The project teams need to ensure that the project does not increase the rate of storm runoff into local creeks. The project teams shall ensure that the facility is designed to minimize, as much as practical, the effort needed for future maintenance. It is preferred that items requiring maintenance be easy to service, be easily accessible from ground or floor level, have generous clearances and be easy to isolate from energy sources with minimal impact to the rest of the facility. Elevated items requiring maintenance that are difficult to service by ladder or lift should have permanent maintenance access platforms with permanent stairs or ladders, built-in fall prevention, and davits for hoisting parts and tools. The project teams should coordinate with SSC Grounds Management for landscaping issues to ensure the proposed plants and hardscape are viable and can be maintained. FCOR requests that floor plans be provided in native CADD format for all new construction. Transportation Services recommends that setbacks from Penberthy Blvd. be looked at in order to maintain a corridor for future widening of the road. T AMU UES personnel have reviewed the proposed location and have identified some possible utility conflicts as well as the need to design and develop a new utility corridor to deliver commodities to the site. T AMU UES will work with the project design team to select routing and confirm relocation/modification of any existing systems. The project and design team will need to follow the applicable T AMU UES Design Standards - https/ /utilities. tamu.edu/design-standards/. 17 COUNCIL FOR THE BUILT ENVIRONMENT DESIGN REVIEW SUB-COUNCIL MEMORANDUM TO: Dr. Jerry Strawser Co-Chair, Council for the Built Environment Dr. Karan Watson Co-Chair, Council for the Built Environment FROM: Ms. Lilia Gonzales, AIA University Architect and Chair, Design Review Sub-Council DATE: March 23, 2016 RE: Design Review Sub-Council (DRsc) Report Outdoor Track & Field Complex 100% Concept Design On February 24, 2016 the Design Review sub-council (DRsc) reviewed a request from Athletics for project approval and conceptual design of a new Outdoor Track & Field Complex. The Track & Field Complex will be located near the intersection of Penberthy Road and George Bush Drive on the southeast side at the site of the existing intramural fields. As a reminder, in February 2015 the President approved the relocation of the intramural fields to a location south of George Bush Drive at the Jones Butler Road intersection. The new track facility will be located adjacent to the existing outdoor track facility on the corner of Olsen Boulevard and George Bush Drive, and together they will form the Track & Field Complex. The old facility will be utilized during large events as a warmup area and will be separated from the new field by a large green space, which can also be utilized during large events for extra seating. A foot high masonry wall is located on the south end of the facility facing George Bush Drive, with an adjoining walled area on the southeast corner for media trucks. A detention/retention pond is located on the southwest corner of the facility. The design intent is for this to be an amenity for the area. The existing parking lot along Penberthy Road will be expanded to add approximately 100 additional spaces. The Track & Field Complex will be connected to a new Softball Stadium to the north, and the areas will be joined by a consistent paving pattern. This project will work with the Softball Stadium project to coordinate the paved area in compliance with TAMU standards. The new track facility is approximately 52,000 square feet. The first level will contain the main entry and lobby, media rooms, lounge, apparel storage, and training areas. The second level (concourse) has 3,200 seats, restrooms, concession stands, and first aid. The third level contains coaches offices, hospitality, and operations. The architectural language for the Track & Field Complex will be similar to what is found at other recently constructed athletic facilities, particularly Blue Bell Park and Kyle Field, and will be consistent in masonry, colors, materials, and details. 1

Recommendation The Technical Review Sub-council supports the proposed Softball Complex and recommends approval, provided the following issues/concerns are addressed and funded. Capital Financial Planning: Funding has been reviewed and confirmed. Facilities Services: SSC supports the TAMU Athletic Department's plans to build the Outdoor Track& Field Complex and the Softball Complex.
