1 INTRODUCTION Planning permission was granted by the City of London on th February 0 for a scheme by Hugh Broughton Architects to refurbish and extend the Treasury Building in the Inner Temple. The project will help the Inn to meet its needs and Royal Charter obligations through the creation of a new Education and Training Centre, partly within the existing building and partly within a new mansard roof extension. The project is known within the Inn under its working title as Project Pegasus. This exhibition illustrates the proposals for the temporary structures that will provide continuity to the Inn s daily life and supply member facilities that would otherwise be unavailable because of the Treasury Building s closure during the construction works. The aim of this exhibition is to inform Members about the temporary works required to facilitate Project Pegasus and to give them an opportunity to comment. 2 Harcourt Buildings Pathway Paper Buildings Pathway PROJECT PEGASUS TEMPORARY BUILDINGS EXHIBITION SITE PLAN For the anticipated construction period of months the Treasury Building will be closed. To maintain the Inn s activities, the intention is to install temporary buildings in two locations. The Temporary Hall & Treasury Building will be a single storey structure positioned upon the main lawn of the Inner Temple Garden. The Temporary Library & Offices Building will be a two storey structure positioned at the northern end of the Kings Bench car park. 4 PROPOSED TEMPORARY HALL & TREASURY BUILDING This single storey structure will provide key function and event spaces to largely replicate those temporarily closed in The Treasury Building. They will include the Main Hall, the Luncheon Room, the Parliament Chamber and the Drawing Room. The building is a fully reusable proprietary temporary structure designed to sit lightly upon the lawn without need for any excavated foundations. It will be quick to erect and remove and great care has been taken to keep the scale of the building to the minimum required to provide the essential range of facilities required by the Inn. The Garden Team has been closely involved in the design process to ensure that the impact on the Garden is minimised and will not cause any long-term harm. 5 PROPOSED TEMPORARY HALL & TREASURY BUILDING Access to the Temporary Hall & Treasury Building will be down the steps from Crown Office Row via the High Border Pathway, in a similar manner to that used for the annual summer pavilion. Level access will be via a walkway from the Paper Buildings Pathway using the existing accessible route into the Garden. Pathways and the external margin around the building will be constructed from a resilient load spreading matting system to protect the ground beneath: care has been taken to lay out the access routes to avoid the root and canopy zones of the surrounding mature trees. The building has been designed to orientate the main spaces along the eastern and southern elevations, providing the best views of the Garden, with kitchen, service and back of house spaces arranged along the western elevation. 6 PROJECT PEGASUS TEMPORARY BUILDINGS EXHIBITION PROPOSED TEMPORARY LIBRARY & OFFICES BUILDING This two storey building is to be sited in the north eastern corner of the Kings Bench car park and will temporarily house the Library (including offices and support spaces) on the ground floor and the Treasury and Catering offices and meeting rooms on the first floor. The entrance will be at the northern end of the building and access to the first floor will be via an internal staicase and passenger lift. There is an external staircase but this is for emergency egress only. The building is a fully reusable proprietary temporary structure designed to sit lightly upon the car park surface without need for any foundations. It has been sited to allow for access from the existing pavements and to minimise impact on trees and parking provision ( parking spaces will be suspended). Two of the gas lamps will be carefully removed and stored to be reinstated upon the end of the temporary period; similarly one young tree will be removed and replaced upon completion of Project Pegasus.
