2 Facility Assessment Summary I.

3 I.1 - Site Appraisal Site Appraisal The current high school was built in multiple phases, which presents challenges in layout and programming of the space. Most of the original buildings are over 40 years old, with some as old as 100 years. The original auditorium was built in 1917 and the Varsity Gymnasium and Building E Classroom Building were built in 1950 and 1951, respectively. The buildings on the west end of campus were built in 1963 and were originally designed as an elementary school. The last major building additions were completed in 1978 completing the campus to what we see today. The total building square footage is approximately 324,240ft 2 housed in 10 separate buildings. Currently the campus houses approximately 1,600 students along with 100 faculty and staff members. The school is located on approximately 25± acres between Woodlawn Road and Blackwell Street in Bartlett, Tennessee. The existing baseball, softball and tennis facilities are located off-site. Ideally all of these facilities would be located on the high school campus. The surrounding land use is primarily residential with religious and senior care to the south. The land on the western side of the campus is currently leased to Durham School Services for a bus lot for the district. The site is located on the western side of the city limits of Bartlett and is removed from undesirable businesses and excessive traffic. Good pedestrian access to the school property is available through sidewalks along surrounding streets. The onsite athletic areas do not have sufficient solid surface parking and have a problematic entrances and exits. Site Safety Student loading areas for the buses are not isolated from vehicle traffic or carpool pickup. This presents a safety hazard as some students going to the bus or their car must walk through the parking lot between vehicles, buses and lanes of traffic. The sidewalks along Woodlawn Road and Blackwell Street are adequate and provide good access to the site. Pedestrian sidewalks through the parking lots to parked vehicles are inadequate. Currently there are no traffic lights adjacent to the school, there are school zone signs and flashing signal signs on Woodlawn Road and Blackwell Street. There are no signals at any of the entrances or exits to the school. Current entrance and exit configurations do not promote safe traffic management and create unnecessary congestion on-site as well as interaction between pedestrians and vehicles. A loop road with segregated bus / car / drop off lanes is desirable. Increasing the enrollment by 800 students will worsen this problem. The tennis, baseball and softball facilities are located off-site which creates additional safety concerns. Bartlett High School Master Plan 7

5 I.3 - Executive Summary Executive Summary, Conclusions & Recommendations Fleming Architects was hired by the Bartlett School District to conduct a preliminary facility condition assessment, create a preliminary building program and perform a preliminary facility site assessment of the Bartlett High School campus. These tasks were performed to understand at a high level the physical condition of each building and to assess the feasibility of expanding the current Bartlett High School campus to meet its future space program needs. The school is located at 5688 Woodlawn Street in Bartlett, Tennessee. The current school campus was designed for an enrollment of 2,200 students, and houses approximately 2,120 students and 150 teachers and staff. The school is expected to grow to 2,300 students in 2015 and up to 3,000 students within the next 4 years thereafter. This assessment seeks to identify the major deficiencies within the existing buildings under the current student load, and also determine the feasibility for expansion of the high school to accommodate the anticipated future growth. The first step in the process was to determine the condition of the existing building and athletic facilities at the campus. In order to determine the condition of the facilities, Fleming utilized the Guide for School Facility Appraisal published by The Council of Facility Planners, International (CEFPI). This industry-recognized evaluation tool provided an objective scoring approach to determine the viability of the campus long-term use. The evaluation of the facility included participation from architectural, structural, mechanical, plumbing, fire protection and electrical engineering professionals. The Fleming assessment team, comprised of architects and engineers, visited the buildings along with Mr. David Stephens, Superintendent, and Mr. Ken Demetriou, Director of Operations. The Fleming assessment team visually observed at a high level the aesthetics, building envelope / energy efficiency, handicap accessibility and amenities, structural and seismic adequacy, sufficient services / utilities for the buildings and the programs therein as well as the condition, types and functionality of the building systems serving each structure. Also, the Fleming team met with Mr. Jeff Waller, Plant Manager of the High School, to hear first-hand the deficiencies of the campus. In reviewing the campus, it was determined that all existing code deficiencies found in the buildings are grandfathered under their respective building and life-safety codes; therefore, they do not require updating to meet current codes until such time when work is done to the buildings. This will remain the case as long as the yearly code comments and corrections lists provided by the State Fire Marshal are addressed or until major renovations are made. 10 Fleming Architects Bartlett City Schools

6 The study found that all of the buildings on campus are considered to be Borderline according to CEFPI standards in their ability to function as educational facilities. A combination of demolition and replacement, renovation and new construction will be needed to bring the individual buildings into a more satisfactory condition to serve the current and increased student enrollment. The study also found that the existing site is too small to accommodate the necessary buildings, parking and athletic fields needed to support a 3,000 student campus. Currently some students are parking off-site and some athletic fields are located off-site. In order for the existing Bartlett High School campus to meet the needs of a 3,000 student enrollment, additional acreage must be secured and developed in order to add the buildings and parking required to support Bartlett High s programs, as well as improve the vehicular and pedestrian circulation and safety on campus. Conclusions and Recommendations #1) The current buildings on the Bartlett High School Campus are Borderline in their ability to adequately serve the current 2,200 student enrollment. Continued growth to 3,000 students will only exacerbate the problem. #2) The current 25± acre Bartlett High School site is not large enough to accommodate the programs for a 3,000 student enrollment. #3) The existing Bartlett High School campus must be expanded to adequately serve its current and future student enrollment through a logical, phased plan including the demolition, replacement and/or renovation of existing buildings and the construction of new buildings on the current campus. Also, the campus must expand onto additional acreage to serve the projected growth. #4) The campus must be redeveloped to improve vehicular and pedestrian circulation and safety. I.3 - Executive Summary #5) The next step is to develop a detailed space program for 3,000 students, conduct a more thorough facility condition assessment, and create a phased master plan including cost by phase incorporating potential adjacent land acquisition and building expansion.
