Present: Absent: Trustees Bruff, Fletcher, Howe, Lck, Martn, Reed and Sawyer; Presdent Mackey, Provost Wnder, Vce Presdents Bresln, Cantlon, Dcknson, Stewart, Thompson and Turner; Actng Vce Presdent Schonben, Assocate Vce Presdent Wlknson, General Counsel Carr, Assstant to the Presdent Smon, Faculty Lason Group, and Student Lason Group. Trustee Krolkowsk 1. Approval of Proposed Agenda Trustee Bruff moved approval of the proposed agenda, seconded by Trustee Sawyer. Approved by a vote of 7 to Approval of January 23 Mnutes Moved by Trustee Fletcher, seconded by Trustee Howe, to approve the mnutes of the January 23, 1981, Board meetng. Approved by a vote of 7 to 0. The Board recessed at 7:00 p.m. for a work sesson on budgets and program proposals. The Board reconvened at 8:05 a.m. for meetngs of the Board Commttees on Investment, Land and Physcal Facltes, and Affrmatve Acton, and also for a work sesson to dscuss Board format and mode of operaton. Recessed. The meetng reconvened at 1:45 p.m., February 27, Board Room, Admnstraton Buldng. Trustee Krolkowsk was absent. 3. Presdent Mackey ntroduced the followng students as recpents of the Trustees 1 Academc Awards for the wnter term and presented them for recognton: Publc Comments Frst hghest - Edson K. Strong, III Second hghest - Earl J. Flegler, Jr. Thrd hghest - Carol F. Graham Fourth hghest - Davd D. Sayers 4. Publc Comments Paula E. Yensen, representatve of the Lansng Area Natonal Organzaton for Women, expressed the organzaton's support of women's reproductve rghts. Ms. Yensen sad that the MSU Clncal Center should be allowed to apply for a lcense of ts facltes for medcal and surgcal procedures, ncludng the termnaton of pregnancy. Nancy Kttredge, representatve of the Mchgan Aborton Rghts Acton League, as well as a patent at the MSD Clncal Center, sad "abortons are a lgtmate communty need. 11 Because of the need of aborton surgery she sad the MSU Clncal Center should be allowed to nclude abortons as one of ther surgcal procedures. Marybeth Brennan, Presdent, MSU Rght to Lfe, sad that the MSU Rght to Lfe could not support publc dollars for abortons at a faclty dedcated to the preservaton of human lfe. Ms. Brennan presented Presdent Mackey wth pettons wth 5,000 sgnatures (on fle n the Secretary T s Offce) opposng abortons beng performed n the MSU Clncal Center. Wes Thorp, Presdent, Central Mchgan Chapter, Socety of Professonal Journalsts, read a statement opposng n the Board f s polcy of holdng closed meetngs to receve fnancal reports from the Unversty's admnstraton about the fscal condton of the Unversty 11 (a copy s on fle n the Secretary's Offce). He expressed hs feelngs that people have a rght to know and that all meetngs should be open.

Publc Comment s, cont, Kathleen Etenne and James Carr, Justn Morrll Program students, addressed the Board of the possble nstructonal elmnaton of the Justn Morrll Program. They both expressed the mportance of the program to workng adults.n the communty, and urged the Board not to elmnate ths program. A handout was presented to the Board (a copy s on fle n the Secretary's Offce). John B. Brown, senor psychology major at MSU, expressed hs profound dspleasure over the possble closng of the Department of Relgous Studes, He urged the Board not to abolsh the Department of Relgous Studes. 1 Dan Stouffer, ASMSU Executve Drector, stated that undergraduate students were affected twce by the two-and-a-half day layoff because of about 20 hours of work loss and the $20 surcharge. He sad that undergraduate students should have been ncluded n the refund polcy extended to faculty and staff who were lad off and who as students were refunded the $20 regstraton fee. Mr. Stouffer also told the Board that n order to represent students effectvely, ASMSU, must have drect access, to the Admnstrators on campus as oppose to gong through the Vce Presdent for Student Affars' Offce for all of ther concerns. Karen Lenaar and Mke Fnley, representatves of the Shaw Hall and Sgma Alpha Epslon 10,000 Meter Race for the March of Dmes, asked the Board for ther support of ths event to be held on May 9 at 11:00 a.m. Trustee Bruff moved to amend the agenda to add Item D. 7. Establshment of the Homer Nowln Char n Agrculture and Natural Resources and the Homer Nowln Endowment Fund, seconded by Trustee Lck. Ash Unloader Enclosure - Power Plant 65 Approved by a vote of 7 to 0 on moton by Trustee Sawyer, seconded by Trustee Bruff. 3. Ash Unloader Enclosure - Power Plant 65 The followng bds were receved on December 16, 1980, for constructon of the Ash Unloader Enclosure for Power Plant 65. Ths project nvolves the constructon of an enclosure to serve the ash unloader faclty ncludng foundatons, structural steel, metal sdng, metal roof deck and assocated mechancal and electrcal work. Advanced Management Program Fee The Advanced Management Program has developed a proposed budget for the fscal year based on the assumpton that the fee can be ncreased from $3,350 per year to $3,700 per year. Dean Rchard Lews recommends approval of ths fee, effectve September Advanced Management Program Fee Approval of the ncrease at ths tme wll permt notfcaton to partcpants so that ther budgets can be adjusted to meet the ncrease. RESOLVED that the fees for the Advanced Management Program be ncreased from $3,350 per year to $3,700 per year, effectve September Approved by a vote of 7 to 0 on moton by Trustee Sawyer, seconded by Trustee Lck. 2. Internal Fnancng for Clncal Center Bllng System The Offce of Health Servces and Facltes has recommended a computer system to be nstalled n the Clncal Center for operaton of the bllng/accounts recevable system at an approxmate cost of $427,995, ncludng the Dgtal Equpment Corporaton operaton system and all of the software necessary to mplement nterpretatve Data System's bllng/accounts recevable system. Ths purchase wll be funded by the Clncal Center equpment account payng the frst $152,995 of ths amount, and the remander of $275,000 fnanced by an nternal loan from the Auxlary Fund at the cash nvestment rate of nterest. The nternal loan wll be pad over a fve-year perod through savngs generated from a reducton of admnstratve and related computer bllng costs* RESOLVED that the nternal fnancng for the stated purpose be approved. Internal Fnancng for [Clncal Center LBllng System Approved by a vote of 7 to 0 on moton by Trustee Fletcher, seconded by Trustee Martn. 3. Recommendaton to Proceed wth the Hazardous Waste Faclty At ts December 5, 1980, meetng as part of the Budget Adjustment Plan, the Board of Trustees approved the deferral of a number of projects. Included n these deferrals was the Chemcal Waste Faclty wth a project budget of $200,000. Currently, our chemcal and radoactve wastes are handled n the radoactve waste faclty. It s my concluson, that n deference to the Academc Councl's request, t would be desrable for us to wthdraw the proposal affectng the Student Actvtes part of Student Affars' proposal. Wth that excepton, I would remnd you agan that the governance system, ncludng the standng commttees on the Academc Councl, have revewed the proposals from the sx vce presdents n nonacademc areas. Affrmatve Acton Commttee Trustee Martn reported that the Commttee receved reports from Dr. James Hamlton on how the Unversty s workng to mprove mnorty student recrutment and retenton. Also, Dr. Hamlton dscussed the changes n Supportve Servces and academc advsng so that these programs better meet the needs of mnorty students. The Commttee heard reports from Dr. Turner on the status of the mnorty ade program and the use of the culture rooms. Dr. Turner talked about the general area of fnancal ads, and that changes have been made to mprove the effcency of the operaton and to make sure that mnorty students have full access to fnancal ad. The Commttee receved an up-date on the Ttle IX audts. Trustee Martn sad that t s mportant to stress that the progress n affrmatve acton should not be lost durng the budget reducton process, and that the Board wll contnue to montor ths commtment durng the comng months. For possble Commttee dscusson n the future would be the graduate program and the enrollment and fnancal support of mnorty graduate students n greater detal. b. Inves tment Comm 11 ee Trustee Bruff reported that the Commttee receved the semannual report of Scudder, Stevens & Clark, the Unversty T s nvestment counsel, and dscussed nvestment performance and outlook wth representatves of that frm. The Commttee voted to recommend to the Board that the Board drect the Admnstraton to provde to the Commttee a complete revew of current nvestments and of nvestment practces and gudelnes and that the Admnstraton make recommendatons on procedures for revew of the present nvestment counselor and procedures for ntervew of alternate frms. The Commttee noted that ths acton does not mply dssatsfacton wth present nvestment counsel, but reflects the need for the Board to exercse ts reponsbltes for prudent management of the Unversty? s nvestments through perodc revew of nvestment counsel's performance and consderaton of avalable alternatves. Land and Physcal Facltes Commttee Trustee Lck reported that the Commttee voted to recommend that Vce Presdent Bresln be authorzed to negotate a drllng lease on the Lake Cty Experment Staton property n Reeder Townshp, Mssaukee County. He s to contact the Trustees concernng a specal meetng for fnal approval of the lease. The Commttee next voted to recommend the purchase of.4454 acres of land n the Dunbar Forest area n Bruce Townshp, Chppewa County, for $250 to settle a boundary dspute and to grant a road easement to the seller of the property. Approved by a vote of 7 to 0 on moton by Trustee Reed, seconded by Trustee Sawyer. The Commttee also voted to recommend a 45-day extenson of the determnaton perod beyond February 10, 1981, for the potental purchaser of the 235 acres of Jones Farm Land n Avon Townshp, Oakland County. The request for the extenson was made due to llness of the prncpal nvolved. Approved by a vote of 7 to 0 on moton by Trustee Howe, seconded by Trustee Martn. 2. Presdent T s Report Presdent Mackey nformed the Board that t s now possble for the Unversty to forego the ntended $3 per credt hour reducton n student fnancal ad that had been announced for the sprng quarter. It now appears, Dr. Mackey sad, that the Unversty wll have the ablty to fund fnancal ads at the orgnal commtment level. At.the request of Presdent Mackey, Vce Presdent Bresln commented on current nformaton concernng the appropraton process, captal outlay, and the status of the Communcaton Arts fundng. Vce Presdent Bresln reported that on Thursday of ths week the hgher educaton bll passed the Senate. The Governor's ncreased recommendaton for hgher educaton over was approxmately $80 mllon. The bll passed the Senate at an ncrease of $79,957,000 whch s only $58,000 below the Governor's recommendaton.
