Nanyang Technologcal Unversty Lbrary INDONESIAN CENTRE FOR SCIENTIFIC DOCUMENTATION AND INFORMATION (PDII-LIPI): ACTIVITIES AND SERVICES by Jusn Djatln The Dsseanaton of Scentfc Intonaton Dvson Centre for Scentfc Documentaton I Intonaton INTRODUCTION Informaton n general and scentfc and technologcal nformaton (STI) n partcular s an mportant resources for natonal development. Its provson, access, conservaton, management, storage and dssemnaton must be properly planned and supported wth the necessary fnancal, human, physcal and other resources. At present Indonesa s n the mddle 6tage of t6 Ffth Fve-Year Development Plan 1989/ /94 (Repelta V). The prorty of the Ffth Fve-Year Development Plan s drected towards supportng the development of the process of ndustralzaton wthn the framework of natonal development. In the followng chapters, the author wll dscuss the lnk of STI communcaton wth users n Indonesa based on PDII experences. INDONESIAN CENTRE FOR SCIENTIFIC DOCUMENTATION AND INFORMATION OF INDONESIAN INSTITUTE OF SCIENCES (PDII-LIPI) PDII-LIPI, formerly known as the Indonesan Natonal Scentfc Documentaton Centre (PDIN) was establshed on June 1, PDII s the documentaton and nformaton center among other research centres under the Indonesan Insttute of Scences. The man tasks of PDII are to provde and develop lbrary, documentaton and nformaton servces n scence and technology (S & T) to support research communtes as well as publc n general. PDII s responsble for the provson of lterature based on STI servces. PDII carres out the above tasks, through the followng range of actvtes: Scence and technology documentaton actvtes / / 7" Efforts have been made over the perod of the Fourth and Ffth Fve-Year Development Plans for collecton buldng n order to mprove lbrary collectons to support the STI needs. They are: - documentaton of S & T lterature publshed n Indonesa and abroad - the collecton of Indonesan S & T publcatons. 1

4 PDII has a 6trong collecton of Indonesan S & T journals, dssertatons, and conference papers. The collecton of research - reports s stll far from satsfactory, snce the authors and research Insttutons ssung the publcatons are stll do not automatcally submt ther publcatons to PDII. Snce the begnnng of 1985, the collectons have been organsed nto an nformaton storage and retreval system as a natonal scence and technology bblographc database. As the output of the database, PDII publshed ndexes, abstracts and specal bblographes. The purpose of these publcatons s to wdely dssemnate nformaton usng prnted meda. Snce last year, PDII enjoy6 the ncreased budget to be able to contnue the subscrpton of foregn S & T journals and the key abstractng and ndexng perodcals, to support ts actvty. Selected foregn book publcatons have also been purchased to mprove lbrary collectons. The whole documentaton actvtes whch are based on PDII lbrary collectons s consdered as an nformaton sources needed to support Indonesan scentfc works. Detals of PDII's collectons s gven n Appendx 1. Scence and technology nformaton actvtes Many efforts have been made n order to meet the users nformaton needs. The type of servces provded 6 vared from lbrary servces n general untl specal nformaton servces. The fast development of S & T gves bg nfluences n the provson of STI servces. The exploson of nformaton has made t dffcult for the users to keep track the development of ther subject nterest. Specal nformaton package whch consst of the state of the art revew s undoubtedly needed. STI servces provded by PDII 6uch as: - Lbrary Servces These servces are especally offered to those who vst the lbrary personally or by correspondence. Unversty students represent the bggest U6er6 group. - Dssemnaton of STI Servces These nclude : 1. The current awarene66 servces has several components 6uch as, Informas K±la± (Current Awareness Servce), slaea Tnformas Anda. 5 Dssemnaton of Informaton), Jasa Informasl Paten Terseleksl (Selected Patent Informaton Servce). Informaton retreval servce both manually and computerzed are provded by PDII. It covers retrospectve retreval searches of publshed artcles usng foregn and local sources. Manual search 6 offered based on secondary lterature avalable n the lbrary. Unversty students are the major users of these servces. Request of manual nformaton retreval servces 6 gven n Appendx 1. Onlne nformaton retreval servces Snce 1986, PDII provdes onlne servces through DIALOG Informaton Servces usng Package Swtchng Data Network provded by The State Owned Telecommuncaton Company P.T. Perumtel. Wthn the framework of BISTINFOS Project (Brtsh-Indonesan Scence and Technology Informaton Servces) sponsored by the Brtsh Councl and PDII-LIPI, offers an4_^ onlne nformaton servces through data hosts n Europe and U.S.,.e. a. European Space Agency - Informaton Retreval Servces (ESA - IRS) n Frascat, Italy; b. Brtsh Lbrary Automated Informaton Servces (BLAISE-LINE and BLAISE-LINK) n London, UK; c. Pergamon Fnancal Data Servces (PFDS) n London, UKyd. ORBIT n US. The purpose of BISTINFOS project 6 to support unversty communtes and government organzaton n gettng nformaton by chargng a mnmum flat fee and free of charge to postgraduate students n the country. The prvate sector sahould pay at full cost. Through those data hosts, the users can access nformaton ether bblographc, numerc, or full texts data, from varous subjects n dfferent types of nformaton such as references to books, journal artcles, conference proceedngs, research reports, theses, patents and standards, ndustral statstcs, company profles, current affars, etc. The BISTINFOS requests statstc 6 gven n Appendx 1. CD-ROM Search Servces To famlarse users wth the computersed search servces, PDII provdes computersed search servce usng CD-ROM. In 1988, PDII receved both CD-ROM and ts drves from UNESCO for promotonal campagn. PDII receved ERIC ( ); Dssertaton Abstracts (July 1984-Dec. 1986); MEDLINE (1986) and Lfe Scence ( ). Now, PDII develops ts CD-ROM gollectons by puchasng other products such as NTIS ( ), CIRR (1979-Aprl 1989), AGRICOLA (1970-July 1989) and 3

6 Lfe Scence (1988-June 1989). Socofle (1974-Aprl 1991) s purchased under The Royal Netherlands Embassy, Jakarta for Women n development Project, whereas CAB ( ) s purchased under the BISTINFOS project. By usng CD-ROM, the users can easly learn and use wthout telecommuncaton charge.records can be downloaded or prnt out n a short tme. 5. Industral Technology Informaton Package (PITI) PITI has been so far utlsed by many researchers and engneers n ndustres as well as by consultants. PITI covers a comprehensve techncal and engneerng nformaton whch ncludes research reports, standards, patents, journal artcles, paper conferences both n the country and foregn sources. Ths servce helps the userb to 6tudy the state of the art revew of a certan topcs, get a new dea, process, market, equpment and other technology, etc. 6. Document Delvery Servces Document delvery servces provded 6 as the back up of the prevous servces. Snce Indonesan document repostores s lmted and can only supply few such documents, the requests have to be send abroad whch s very costly and takes tme. The statstc of document delvery servces provded by PDII s gven n Appendx 1. The Development of documentaton and nformaton system Ths actvty covers all effort to mprove the system avalable at PDII or at other nsttuton. The prorty s to mprove the capablty of PDII staffs by sendng them for tranng courses, and/or opportuntes to study at postgraduate level and workshop, ether n Indonesa or abroad. PDII has also provded consultaton servces, tranng course or n servce tranng for lbrarans, documentalsts, nformaton specalsts, and also provded users educaton. The capablty of PDII staff has mproved by organze ths servces. Other actvtes related to documentaton and nformaton system development are nterlbrary cooperatons wth other nsttutes both natonal and nternatonal; developng STI network system, nsttutonal cooperaton and system of nfrastructure support; carryng out documentaton and nformaton studes; the overall plannng for the development and provson on documentaton and nformaton servces; and evaluaton of the development and provson scence and technology documentaton and nformaton servces. All PDII-LIPI actvtes s facltated by techncal and admnstratve support system. Techncal facltes avalable are reprographc unt, mcrographc unt and 4 <g>

7 computer unt. V. Development of S & T database PDII has the responsblty to provde documentaton and nformaton servces. The development of S & T database 6 one major actvty. Untl now there are about bblographc records avalable n the computer (HP/3000) U6ng MINISIS software. IDRC has gven assstance n the areas of manpower tranng, consultances, and MINISIS software. The same organsaton has also asssted PDII wth equpment and system to store mcroforms n hermetcally sealed alumnum pouches. Man target of database development are: - the establshment of framework for an Indonesan publcaton database - the mprovement of standardzed keywords for nformaton storage and retreval - the contnuaton of database outputs such as specal bblographes, abstracts, ndexes, manual, etc. VI. Professonal manpower The new challenges and demands n scence and technology nformaton wll requre qualfed lbrary and nformaton manpower wth background tranng n subjects such as physcs, chemstry, technology, computer scence and management. PDII faces great dffculty n ts ablty to compete wth prvate and publc enterprses, banks and ndustres to recrut nformaton specalsts. PDII has actvely pursued a polcy of developng ts manpower potentals. Ths ha6 been done through: - recrutment - opportuntes for study at master 's level - sendng staff for tranng cources and to workshops, both n Indonesa and abroad The present dstrbuton of 236 PDII's 6taff and ther educatonal background.e. 13 masters, 55 undergraduates, 26 bachelors, 116 senor hgh school an others. It can be seen that PDII stll short of qualfed professonal staff to face future challenges n the feld STI. VII.Specal actvtes 1. PDII receves addtonal ta6k to develop and mantan Documentaton and Informaton Centre for Women n Development (PIWP) snce 1979, wth gudance and drecton of the State Mnster for the Role of Women and fnancally supported by UNICEF. Snce the last couple of years, PIWP has also receved funds from The Royal Netherlands Embassy.Jakarta for Women n Development project and Swss Development Corporaton n the feld of Women project. 2. On September 1990, PDII also receved addtonal task to develop and mantan Documentaton and Informaton Centre for Envronmental Impact Analyss research reports from The 5

PDII took part n jont program wth Natonal Lbrary, Natonal Archves, Lbrary Development Centre, and Drectorate of Museum to organze the concervaton program of lbrary collecton and archves funded by Ford Foundaton. 4. Co-operaton between the US-Lbrary of Congress and PDII (6nce 1979) and between PDII and Konnkljk Insttuut voor Taal-, Land- en Volkenkunde (KITLV) through lterature exchange, especally mcrofches. 5. PDII was apponted as an agent of US-NTIS (Natonal Techncal Informaton Servces) publcatons snce 1977 and from OECD publcatons n Indonesa. 6. PDII has apponted as Natonal Focal Pont for nformaton on envronment INFOTERRA - UNEP, ENSICNET (Envronmental Santaton Informaton Center, and for Asean Technology Informaton Network. 7. PDII took part n the establshment and development of the nformaton network n the country such as Famly Plannng, Food and Nutrton, Water Supply and Santaton, etc. 8. PDII s apponted as the natonal focal pont to provde nput to the Centre of ISDS (Internatonal Seral Data System) of Indonesan serals. VIII. Conelus on 1. Efforts have been done snce mddle 60's. However, the fa6t development S & T especally the exploson of S & T nformaton prove the needs of strengthenng and enhancng system and resources wthn PDII. 2. Cooperaton among the lbrares and nformaton centres both natonal and nternatonal undoubtedly mportant. 3.
