Ms. Juch presented the four uses recommended by the commttee as: 1) tral connecton wth pavlons 2) mult-age "playscape" area 3) outdoor nature classroom and 4) a hllsde theatre wth natural seatng area whch would accommodate fewer than 500 persons. Lsa Brkman Jule Bassett Ken Vogelman and Joan Brown all spoke wth dsapproval on the hllsde theatre concept as t would be n drect opposton to an ant-amphtheatre petton whch was sgned by 1400 area resdents. 5 09/30/2003 Page 131 Report to Commssoners Court Commttee Meetngs The Commttee met eght tmes from Aprl through September Meetng Agendas are ncluded n Appendx B. All commttee meetngs were open to the publc and were attended by homeowners from several subdvsons n the areas surroundng the park ste. Commttee meetngs were held at four locatons: the Precnct 1 offces n Round Rock the park ste the Brushy Creek MUD offces on Great Oaks Drve and the Jean I. Cochran Communty Center (Fern Bluff MUD offces) on Wyomng Sprngs Drve. A summary of each meetng s provded n ths secton. Detaled mnutes from each meetng are ncluded as Appendx C at the end of the report. Aprl The ntal meetng of the commttee was held at the Wllamson County Precnct 1 offces at 400 West Man n Round Rock. Commssoner Helgensten welcomed the members and dscussed the purpose of the commttee. Commttee members agreed to consder havng a facltator for the group and to elect a char at the next meetng. May The second meetng of the commttee was held at the park ste on Brushy Creek Road (County Road 174). Martha Juch P.E. C.F.M. volunteered to char the commttee and revewed her qualfcatons: resdent of Brushy Bend Park practcng cvl/envronmental engneer prevous experence wth plannng commttees for mult-use park facltes. Presentatons on possble uses of portons of the ste were made by Donny O'Neal wth Run-Tex and Keth Jackson wth PBS&J (possble road expanson for Brushy Creek Road). Commttee members began branstormng deas and requested addtonal nformaton from the county regardng traffc studes projected land uses assocated wth the Brushy Creek road corrdor plans for the regonal parks and parks n Cedar Park and an ongong wetlands study. June The meetng was held at the Brushy Creek MUD offces. Jean Cochran represented commttee member Ter Thompson for Fern Bluff MUD. A presentaton was made by Karen Frese wth K. Frese and Assocates and Chrs Mller and Car Sutton wth PBS&J on a new study whch wll dentfy potental wetlands stes along the creek n the vcnty of the park ste. Jm Rodgers revewed the projected land uses along the Brushy Creek Road corrdor and also presented the long-range plans for addtonal park facltes n Wllamson County. Jean Cochran and Crs Yackle also updated the commttee on plans for park facltes n Fern Bluff MUD and Brushy Creek MUD respectvely. The commttee agreed to a separate meetng for branstormng. July The fourth meetng scheduled as a formal branstormng sesson was delayed several weeks to accommodate members' schedules and other crcumstances. The meetng was held n July at the Brushy Creek MUD offces. September

6 09/30/2003 Page 132 Report to Commssoners Court Jm Rodgers acted as the facltator and asssted the commttee and vstors to develop a lstng of all possble park facltes to be consdered for the 35-acre ste. The attendees then grouped these suggestons nto a lst of "lke" facltes n order to comple and shorten the lst. Commssoner Helgensten partcpated n the dscusson and ponted out that several types of facltes mght rase concerns from the Commssoners' Court n terms of cost. MUD representatves also noted whch facltes were bult or planned for constructon n the area. August The meetng was held at the Brushy Creek MUD offces and was a contnuaton of the plannng process. A summary of the branstormng sesson was provded to the commttee members and vstors. A spreadsheet was then used to develop crtera whch could be used to dentfy obstacles that. mght make the partcular type of faclty dffcult to construct or mantan. Commttee members and vstors were then encouraged to "vote" for ther favorte facltes by each placng four colored dots next to the faclty group or groups whch they most wanted to see constructed on the ste. August The sxth meetng was held at the Brushy Creek MUD offces and ncluded a presentaton by park desgners Tm Barganer and Jason Heng wth Hall/Barganer Inc. The presentaton explaned how the dfferent "menu tems" could ft together on the ste. They answered questons and ponted out that the sze of the park «35 acres) fts n to a "dstrct park" classfcaton (not a larger regonal park) whch s usually desgned to servce the mmedate area (wthn a fve-mle radus). They explaned how the park ste should be treated lghtly n order to complment the other tral facltes and be a "pearl" on the park tral system "necklace". The commttee dscussed the consoldated chart developed from the prevous meetngs made some correctons/addtons and nvted new vstors to place dots next to ther favortes on the lst. September The commttee met at the Jean I. Cochran Communty Center the new offces of the Fern Bluff MUD. Karen Frese and Tom Owens wth K. Frese and Assocates presented the fndngs of the study on the creaton of wetlands on or near the park ste. The commttee dscussed the results of the prevous meetngs and agreed on three consderatons that wll be used to select park facltes for the ste. The commttee went through the consoldated lst of possble park facltes and selected those facltes whch ft the ste's: 1) use as a tralhead 2) sze as a Dstrct-type park and 3) ncluson n the tral system's conservaton corrdor. September The meetng was held at the Jean I. Cochran Communty Center. Martha Juch Char presented the draft report to the commttee. The commttee went through the report makng changes as approprate. Addtons were made to the recommendatons secton to strengthen and clarfy the wordng regardng the Hllsde Theater. Vstors were encouraged to comment on the draft report. The Char wll revse the report and present the fnal report to Commssoners Court on September September

7 09/30/2003 Page 133 Report to Commssoners Court Summary of Plannng Process The was formed n Aprl 2003 to consder possble uses of an approxmately 35-acre ste purchased by Wllamson County as a county park. The nne commttee members were apponted by the Wllamson County Commssoners' Court and represented all county resdents as well as specfc Muncpal Utlty Dstrct and neghborhood nterest groups. The Commttee met eght tmes between Aprl 14 and September and partcpated n a structured plannng process to select park facltes whch would be recommended to the Court. The Commttee had the nput and assstance of Wllamson County Parks Drector Jm Rodgers Precnct 1 Commssoner Mke Helgensten wetlands consultant K. Frese and Assocates Inc. engneerng consultant PBS&J Inc. and park plannng consultant Hall/Barganer Inc. Other resources provded to the Commttee ncluded the Wllamson County Comprehensve Park Plan the Wllamson County Meetng Center Feasblty Study a prelmnary Brushy Creek Road expanson study a land use projecton for the Brushy Creek Road corrdor plannng concepts for the Wllamson County Regonal Park and Twn Lakes Park and varous plannng documents for Brushy Creek MUD and Fern Bluff MUD parks. The Commttee meetngs ncluded tradtonal plannng workshops nvolvng branstormng and feasblty dscussons as well as presentatons by consultants the Park Drector and representatves of the Brushy Creek and Fern Bluff MUDs. Durng the branstormng phase of the plannng process forty-three (43) dfferent features were dentfed whch could possbly be ncluded on the ste. These are lsted n detal n the meetng mnutes (Appendx C) and ncluded dverse uses such as playscapes swmmng pools water parks run center hllsde theater FFA exhbt area senor center lbrary poneer farm dsplay campng ropes course clmbng wall mnature tran communty gardens volleyball golf wetlands project nature center and others as well as a "do nothng" scenaro. The varous features were grouped nto lke facltes and the lst was consoldated usng both negatve crtera and postve plannng tools to evaluate the feasblty of each park feature. Both commttee members and meetng vstors were encouraged to partcpate n the process. A lst of "favorte" park features was developed as a result of ths plannng exercse: large playscape swmmng pool pavlon restrooms w/ showers nature center hllsde theater tral connecton equestran center dsc golf run center and "do nothng" (or leave the land n ts natural state). Dscussons followed whch revewed the land-area requrements of many features. The Commttee assumed some of the parkland wll be reserved for utlty easements floodplans exstng cemetery etc. and estmated approxmately 20 to 25 acres would be avalable for constructed park facltes " September 3D

8 09/30/2003 Page 134 Report to Commssoners Court ncludng parkng and restrooms. Several types of facltes were beleved to be too land-ntensve for such a lmted ste. For example Dsc Golf and an Equestran Center both requre large areas for effcent facltes and would be exclusve to other uses. In addton constructon and mantenance costs were dscussed on a general scale: Le. can the County afford a faclty usng bond mones and exstng mantenance resources? Cost (ncludng the need for on-ste full-tme personnel) was a partcular concern for features such as swmmng pools and the ndoor run center. The Commttee also dscussed the needs of the surroundng neghborhoods and the County n general. The park's sze and locaton do not make t attractve for facltes whch draw frequent large crowds or are regonal n nature. For example the large commercal-type amphtheater orgnally consdered by Commssoners' Court for the ste was not ncluded n the commttee's lst of facltes because t was not compatble wth the locaton of the ste near resdental neghborhoods as shown by pettons and emals presented to Commssoners' Court n the Fall of Instead the Brushy Creek Tralhead Park ste s deally suted as a communty resource and can be desgned to attract famles wth small chldren teens young adults and older ctzens because of ts accessblty on the tral system and proxmty to Cedar Park and Round Rock. Before makng the fnal selectons from the "favortes" lst the Commttee agreed on three concepts that would be used to gude the fnal selecton process. 1. Tralhead - The ste s located on the Brushy Creek tral system and s deally stuated to functon as an enhancement to the system between the ctes of Round Rock and Cedar Park. 2. Umted Sze - The sze (approx. 35 acres) s amenable to a Dstrct-type park whch could effectvely servce county resdents wthn a fve-mle radus. 3. Conservaton Corrdor - The tral system along Brushy Creek s desgned to encourage use as a Conservaton Corrdor. As a "pearl" n the park tral system "necklace" uses should be lght to conform to a conservaton goal. Usng these concepts the Commttee revewed a chart whch compled the "favortes" lst wth the negatve crtera. The Commttee then selected the park features whch best ft the Brushy Creek Tralhead Property and moved other features to a lst for recommendaton to be constructed on other county park property. The park facltes that were recommended for the Brushy Creek Tralhead Park were selected because they: can be used by the resdents of surroundng neghborhoods as well as by schools communty groups and servce organzatons are reasonable n sze cost and n mantenance provde features whch can be used by many dfferent age groups... 9 09/30/2003 Page 135 Report to Commssoners Court ft well nto the concept of a Conservaton Corrdor by workng wth natural features to provde venues whch can be accessed and enjoyed by vstors provde unque opportuntes for recreaton fll a gap n exstng county resources and enhance the park's locaton as a tralhead n the Wllamson County Tral System The Recommendatons from the Commttee wll be presented to the Wllamson County Commssoners' Court on September Once presented the Commttee wll be suspended untl consultants for the County are chosen to develop a conceptual plan for the park. The Commttee has expressed a desre to revew the conceptual plan pror to fnal desgn so that addtonal feedback can be provded to Commssoners' Court and neghborhood concerns can be addressed. September

10 09/30/2003 Page 136 Report to Commssoners Court Recommendatons At the end of the plannng process the Commttee agreed to pull several features from the lst and dentfy them as "gvens' whch would be ncluded n the basc desgn of any faclty on the ste. These basc park features are parkng and restrooms wth showers. Usng the three gudng concepts of Tralhead Umted Sze and Conservaton Corrdor the recommended features for the Brushy Creek Tralhead Park are (all nclude approprate parkng and restrooms wth showers): Tral Connecton - ths feature s envsoned as a loop off the exstng tral wth a combnaton of a large pavlon(s) and small pavlons for shade pcncs gatherngs and run center/exercse area. Ungue Playscape - ths feature s envsoned as a mult-age playground that could nclude "natural"- or 'unque"-iookng play area rock-clmbng features and a small skate park. Outdoor Nature Classroom - ths feature s envsoned as ncorporatng a nature classroom project one or more wetlands projects and a wldflower feld or meadow. Hllsde Theater - ths feature s envsoned as a stage wth natural hllsde seatng that could accommodate less than 500 people for communty and school functons such as theater groups school bands/orchestras scouts weddngs communty actvtes sponsored by the Parks Department etc. The Theater must be ntegrated wth other park facltes and would requre a sound survey and a traffc survey pror to fnal desgn. It s noted that resdents who were preent throughout the commttee meetngs voced strong objectons to the Hllsde Theater. In order to nsure that the park complements the neghborhoods around t s desgned and operated accordng to the overall gudance of the commttees' ntentons and does not become a nusance the Commttee added several recommendatons: The Commssoners should establsh a curfew for the park that s consstent wth the other parks along the tral system. The Commssoners should form a Ctzens Park Advsory Commttee smlar to the make-up of the Brushy Creek Tralhead Property Uses Commttee to assst the County Parks Department. September

11 09/30/2003 Page 137 Report to Commssoners Court In addton the Commttee chose to recommend several of the features on the "favortes" lst to the Commssoners for consderaton n the Wllamson County Regonal Park or other county park facltes. These nclude: Botancal Gardens Poneer Farm Dsplay Communty Gardens Equestran Center Dsc Golf Indoor Run Center CompettveIndoor SwmmngPool RecreatonalPool Water Park These facltes were all supported by the commttee as good deas for mplementaton n the county; however most of these facltes were ether too expensve to construct and mantan on ths ste took up a majorty of the ste area (and therefore were not compatble wth other park features andlor the tral system) or were ncluded n ether short- or long-term plans for other county or cty parks n Wllamson County. The Commttee apprecates the opportunty to make these recommendatons to the Commssoners' Court and looks forward to workng agan wth the County between conceptual and fnal desgn of the Brushy Creek Tralhead Park.
