At ts meetng on March 21 the Trustees accepted a gft of 20 shares of Pontac State Bank stock valued at $1,200 from Dr. Howard B. Barker for the Chancellor's Club of the Oakland Unversty Foundaton. t s recommended that the Trustees authorze the sale of the stock so that the gft may be used for the ntended purpose. On moton by Mr. Merrman, seconded by Mr. Stevens, t was voted to authorze the sale of the 20 shares of Pontac State Bank stock.

3 t Fnance Commttee Meetng mnutes, contnued Aprl 18, t s necessary that we begn to put together a budget. t s clear that the ncreased funds n sght from legslatve appropratons and fees from ncreased enrollment wll not meet what we have beleved to be the mnmal requrement. There wll be no alternatve but to nclude salary and wage ncreases of at least 6 percent (ncludng frnges), snce the legslatve budget supposedly s makng provsons for that purpose. Contnung commtments the ncreased costs of supples and materals, the requrement for an allocaton suffcent to fnance the second year of the other bult-n costs leave us wth a gap between ncome and desrable outgo of approxmately $.1,300,000. The ground rules for preparng the new budget must permt mantanng the forward thrust of the Unversty and encourage the mprovement of qualty, and nclude provsons for a new Center for Equal Opportunty. t wll be necessary to make substantal reductons n desrable expendtures and at the same tme t wll be necessary to produce substantal ncreased revenue. The stuaton at Oakland Unversty s even more dffcult. f our present apprasal of what the Legslature s lkely to do n addtonal operatng appropratons s correct, we face the requrement of producng some $350,000 n addtonal revenue there. Provost Nevlle, Assstant Vce Presdent Wlknson, and Chancellor Varner made extensve presentatons, and there was substantal dscusson. By consensus t was agreed that the Trustees authorze the offcers of the Unversty to prepare a tentatve budget: a. For MSU for based on budgeted expendtures of approxmately $72,700,000, plus an addtonal amount to cover any new costs nvolved n the new Equal Opportunty program; b. For Oakland Unversty a budget not to exceed $7,650,000. After dscussngvarous alternatve suggestons for ncreasng revenue, t was decded to urge the offcers to do everythng feasble to persuade the Legslature to ncrease the appropratons for both Unverstes as much as possble and to leave the matter as to the means for rasng the necessary addtonal revenue to be determned at the next Trustees' meetng, wth the understandng that f the Legslature should act soon, a specal Board meetng for ths purpose may be called. 4. Communcaton from Mr. Wlknson: At the February Board meetng, Mr. May presented an outlne of the necessary acton to be taken to provde for space requrements for the College of Human Medcne. Ths Board funded $106,000 whch, when added to other funds, wll permt the renovaton of certan areas n Gltner Hall. Plans and estmates have now been completed for laboratory changes and teachng space for the second year of preclncal medcne n the Natural Scence Buldng. Ths work s estmated to cost $100,000. t s recommended that the Trustees authorze an appropraton of $100,000 to provde for the renovaton of certan areas of the Natural Scence Buldng. Ths recommendaton was submtted to you and Dr. Nevlle for consderaton and presentaton at the March Board meetng, and t was decded to hold ths recommendaton. Dr. Nevlle now recommends that we present ths tem to the Trustees at ther Aprl meetng so that work can proceed mmedately n order for these facltes to be ready n the fall of On moton by Mr. Merrman, seconded by Dr. Smth, t was voted to approve the appropraton recommended n tem 4. Plans for Budget jappropraton for renovaton of Natural Scence Buldng approved 5. At the March Trustees 1 meetng an act to codfy rules to affect campus plannng was dstrbuted. Attorney Lee Carrhas rewrtten portons of t to clarfy the meanng of certan sectons of t, and a new verson was dstrbuted wth the recommendaton that t be approved ether at ths meetng or at the May meetng. On moton by Mr. Nsbet, seconded by Mr. Hartman, t was unanmously voted to approve n An act to codfy regulatons affectng campus plannng, desgnatng land area uses, establshng a master plan, and provdng for the admnstraton thereof, for the beneft and protecton of the property of the Board of Trustees of Mchgan State Unversty, pursuant to authorty conferred by the consttuton and statutes of the State of Mchgan." ^Approval Act to codfy campus! plannng 6. Communcaton from Mr. Bresln: On January 18 the Board of Trustees approved a $14,000 charge aganst the Alteratons and mprovements Account to make certan alteratons to Room 306 Hortculture Buldng. These alteratons were necessary to nstall a Mcroprobe X-ray Analyzer. Bds were taken on ths alteraton project and came n at a sum hgher than the orgnal appropraton. To complete ths project as agreed upon, t s necessary that an addtonal appropraton of $3,859, charged to the Alteraton and mprovement account, be made. Suggested archtectural frms for ths project are as follows: Frank and Sten Assocates, nc., Lansng Kenneth C. Black Assocates, Lansng f Both are very competent archtectural frms and could handle ths small project and do a good job. On moton by Mr. Nsbet, seconded by Dr. Smth, t was voted to authorze the employment of Kenneth C. Black Assocates of Lansng. 11. Mr. Bresln reported on the tentatve agreement that has been made wth Merdan Townshp authorzng ther extendng the man sewer lne across the Dobe Road property. After the work s completed and the legal descrpton of the route s avalable, t wll be necessary to approve a formal easement to be worked up by the attorney for Merdan Townshp and Lee Carr. However, they are 1 makng plans to return to the campus ths year. The only possble conflct may result from Bob Kramer. n the event that t wll be mpossble for hm to return ths year, : would suggest that we ask the frst alternate, Bll Baker of Mdland, who has been a loyal and fathful, as well as successful, alumnus. f you need addtonal nformaton on these canddates, please let me know. Dr. Johnson appeared before the Trustees and dscussed at length the delberatons of hs commttee.
