Thrd Department, that a state employee who was njured n a fall n the street when she was out to obtan "refreshment or coffee" was enttled to workmen's compensaton. The rulng upheld the contenton of Attorney General Lous jr. Lefkowtz whose offce appeared for the Workmen's Compensaton Board whch had made an award to Mrs. Mabel Caporale, a stale employee. The award was contested by the State nsurance Fund. Accordng to the Attorney Gensral's offce, Mrs. Caporale was employed as a senor stenographer n the Department of Taxaton and Fnance at 80 Centre Street. New York Cty. She was -fqured to be n her offce frequently durng her normal lunch- Harry F. "Spake" Meyer s Dead Harry F. Meyer, assstant to the superntendent of the East Man St. Armory n Rocester, ded February 22. Harry was known by all hs frends as "Spke" and he started hs state servce as an armorer n 1912 at the Medcal Armory on East Man St., Rochester. He served n that post untl 1946 when he was apponted to the poston df assstant to the superntendent. He was a very ardent and enthusastc hunter and fsherman «nd had records of all large fsh and game taken by hm from the years 1919 to "Spke" enlsted n the New York State Natonal Guard on September 14, 1906, and saw servce PS a sergeant n the Mexcan border wars and n Prance n World War. He was honorably dscharged from the guard servce n July, after 33 years of fathful duty to state and country. He was a very actve member of the Genesee Valley Armores Chapter, Cvl Se'rvce Employees Assocaton. He s greatly mssed by hs fellowmen. The Workmen's Compensaton Board made an award for her njures and the State n.surance Fund objected. CSEA Trooper Chapters Are Formng Fast There s ncreasng actvty among New York State troopers formng chapters of the Cvl Servce Employees Assocaton. Two trooper organzatons held meetngs on Tuesday, Aprl 9 offcers of the Syracuse State Thruway chapter were nstalled n the Hotel DeWtt Clnton, Albany, by Ben Roberts, CSEA feld representatve. Raymond Castle, presdent of the Assocaton's Central Conference, addressed the group. The new offcers are Samuel Canferano, presdent; Lundsford Parker, 1st vce presdent; Charles Bowerman, 2nd vce presdent; Koenard Norman, 3rd vce presdent; Charles Powell, treasurer; Leona Burkhardt and Vrgna Romock, correspondng secretares, and Smone Ducharme, recordng secretary. The Ar Natonal Guard chapter held an organzatonal meetng on Aprl 9 n Nagara Palls, N.Y. Master Sergeant Alfred Bones was apponted temporary charman. The 88-member group adopted ts consttuton and by-laws. The chapter's nomnatng commttee wll report on a slate of offcers at the next meetng, scheduled for Thursday. Aprl 18. Troop A State Polce chapter met on Wednesday, Aprl 10, n the Elks Club, Batava, N. Y., to adopt ts consttuton and bylaws. Frst Sergeant Charles Mc Donald was chosen as temporary charman. At the chapter's next meetng, on Wednesday, Aprl 17, the nomnatng commttee wll present the names of canddates for offce Troop A chapter has about 150 members. Troop C chapter, wth headquarters at Malone, plan to meet at the Saranac Lake Hotel, Saranac Lake, N. Y., on Tuesday, Aprl 16, to appont temporary offcers and get ts organzaton underway. Next Steps Requred For Socal Securty Coverage Told By Law's Sponsors A jont statement was ssued by Senator Frank E. Van Lare (R., Rochester) and Assemblyman Malcolm Wlson (R., YonKers), explanng the next steps toward obtanng Socal Securty coverage for State and local government employeees. The two legslators ntroduced the bll passed by the Legslature and watng to be sgned by Governor Averell Harrman that makes such coverage possble, and wth retroactve benefts, provdng certan legal requrements are met. The two legslators stressed the need for admnstratve completon of such act(<» Mfore the last payroll n September, 1957 le.st mportant advantages be lost to employees. Why the Rush "Prompt admnstraton acton," sad the Jont statement, "n the steps toward coverage wll be essental to assure employees maxmum benefts possble under the bll. Unless these steps are taken and coverage s provded before the last payroll n September, publc employees now n servce wll be dened maxmum benefts. "For persons approachng retrement any admnstratve falu'e whch delays Socal Securty coverage beyond the last payroll n September wll reduce permanently and substantally the benefts below the maxmum whch they otherwse would receve. Delay beyond the September payroll also would smlarly reduce survvorshp benefts n case of death soon after coverage became effectve. Quarters Provded "For state employees, the legslaton provdes sx quarters of retroactve coverage. Poltcal subdvsons have the opton of pro- (Contnued on Page 2) permt employees who elect to retre at age 55 to contnue ther contrbutons at the age 55 rate and make themeselves elgble for retrement at approxmately half pay after 30 years of servce. Under present law an employee wth 55 year opton must contrbute at normal rates fo' age 60 after he reaches 55. Ths bll would permt hm to contnue hs contrbutons at the pror rate and buld up hs annunty fund so that he could retre at an earler age than would otherwse be possble under the present system. Another Bll A second retrement bll would permt transfers between retrement systems on an equtable bass. At present, for example, a member of the New York Cty system for 15 years or more must, upon acceptng appontment to State servce, lose many of the benefts of hs membershp n the cty system. Another retrement bll would rase the maxmum lmt of salary on whch contrbutons to the retrement annuty fund are based from $7,500 to $10,000 to brng the amount n lne wth nflatonary trends whch developed snce the bll was frst enacted nto law. Death Beneft The death beneft payment measure would ncrease death benefts payable to members of the New York State Employee-s Retrement System n accord wth smlar provsons n the New Yorc Cty system. The harness track bll," also ntroduced at the request of the CSEA, bll would permt publc employees whose pay s less than $7,500 a year to be employed at the tracks. A smlar bll passed the Legslature last year and was vetoed by the Governor on the objecton of the Cvl Servce Department because of certan provsons. The present bll has been revewed by the Cvl Servffce Department and the objectonable features have been removd. Race Track Maxmum Present law permts only certan publc employees whose salary s $5,000 or less a year to be employed at the harness racng tracks. The law was passed after dsclosure of the harness tracks scandals of CSEA representatves contend that f harness racng s to be recognzed and authorzed by law of the state that there should be no reason why publc employee! should not be free to seek part«tme employment n legtmate actvtes at the track as long as t does not conflct wth ther dutes as publc employees.

2 Large-Scale Transfers Called Trck fo Force Employees to Resgn WASHNGTON, Aprl 15 The mmgraton and Naturalzaton Servce was reported to be one of several agenclcs that keep transferrng Federal employees wth whose servce they want to dspense. The Comptroller General found that 1,620 of the 3,500 employees of the NS n hgher grades were transferred, some of them four and fve tmes, brngng the number of transfers total to 2,225. The complants were ared at a hearng held by a Senate subcommttee. Wllam Brawley, subcommttee counsel, sad that General Joseph M. Swng, Commssoner of mmgraton, had Refused for a year to let the study of tran-sfers n NS be made. Some complanants charge that the purpose of the transfers was to ease Democrats out of cvl servce Jobs and hre Republcans. Other Agcnces Mentoned Other agences mentoned were the Farmers Home Admnstraton and the nternal Revenue Servce. Mr. Brawley promsed that ther records also would be examned. Senator Mke A. S. Cancel Meal Charges ONE of the most humane and heartenng aspect of he hearng on the New York Cty budget on th«day reserved for comment by employees was the promse of Mayor Robert F. Wagner that the Board of Estmate would gve serous consderaton to the request by employees of the Department of Hosptals for cancellaton of meal charges. Those charges never should have been mposed. The only reason they have been permtted to endure has been that on paper tley appear to eave the Cty money. n practce they do not. The food has to be prepared for the exqected number of employees. Often many of them can't afford to pay for a meal, and go hungry. Many of them are n the Cty's lowest-pad group, $2,500 a year. The food the hard-pressed mght have eaten s dscarded. The Cty not only saves nothng but commts extravagance and waste. Any attempt to practce socalled economy, at the expense of lvng-out employees of a department where tasks are so demandng and so often performed nervous tenson. s a blow to morale. under Wlle present rates are one-quarter of cost, tley would go up to one-half. n the comng budget, unless the Board rules otherwse; n the thrd year would be threequarters of cost, and n the fourth year full charge would preval.
