Ths newspaper has reported on CSEA actvtes for nearly two decades and the hundreds of ssues n our fles record a steady stream of mprovements n the way of pay and other benefts for the State employee. Ths constancy of effort has had two results: Assocaton membershp rolls have swelled beyond the 80,000 mark and for all practcable purposes the Assocaton has become the barganng agent between the publc worker and the State. Naturally, such a prosperous and healthy employee group draws the greedy glances of member-hu^gry organzatons who see a chance to fatten up at the Assocaton's expense. By poundng out the "what have you done for me lately?" theme they gnore 40 years' hard work; worm ther way n on projects wth whch they have had nothng to do and lay down a barrage of fantastc promses for the future. Now, when people have no responsblty to ther members, ther jobs and ther fellow ctzens they can ndulge n all sorts of extravagant gestures. They can promse you the moon, the stars, the sun and a $10 bonus wthout gettng nto any trouble or expense. But they can get you nto trouble by actng on these rdculous statements because you, the ndvdual, wll be called upon to do the d'ty work. Ths s nothng less than a modern type of pracy. Don't be deluded by the brght colors and falsa flags; the NYC Chapter Confers Wfh Pars On New WCB Startng Hours The New York Cty chapter of the Cvl Servce Employees Assocaton has scheduled a meetng wth Angela Pars, charman of the Workmen's Compensaton Board, to dscuss newly nsttuted oflloe hours for the Board's employees. Under a recent drectve, these employees' hours have been moved up to 8:30 A.M. to 4:45 P.M. Solomon Bendet, charman of the clapter'j grevance - personnel commttee, sad many chapter members had complaned that the new work schedule mposes certaa batdtps. Nassau Chapter's 10th Annversary Celebrated at Dnner Nassau chapter, CSEA, celebrated ts 10th annversary at a dnner-dance held at the Elks Club n Hempstead. New offcers for were nstalled by John Powers, presdent of the CSEA. rvng Flaumenbaum, presdent of the chapter, announced at the celebraton that the chapter has grown from at small group to almost strong. Up untl now, the canddates runnng for State ofbce (nsofar as the State employees are concerned> are strangely remnscent of the second lawyer. We hear talk of "possble rase," "adequate salares, "comparable to prvate enterprse," but nobody has put t on the lne and sad: " am for a $300 or $400 or $500 rase for State workers." Everyone s agreed that State employees are enttled to more money. A survey conducted last year by the Classfcaton Board of the Dept. of Cvl Servce showed State employees behnd at least 6%. Ths fgure, accordng to the Cvl Servce Employees Ass'n., the stale workers' organzaton, was nclned to be very conservatve. Blnce ths survey, the cost of lvng has moved upward at least 3% Twenty thousand nsttutonal workers have had no rase snce These employees came under the hourly reducton program, from 48 to 40 hours weekly, whch took 4 years to accomplsh the 40-hour week s a wonderful thng, but let's face t, no ba.skets are flled n the A&P by hourly reductons. You buy your lpstck and get a chance to shake hands wth a guy who may be your next senator. Don't mss ths one an upstate county r runnng a wge dnner at a luxury hotel; at least 1,000 people wll be present and meet the State Republcan canddates. Generally, precedng these dnners, the guests have a cocktal party for the gourmet dnner to follow. But ths s old stuff, ths dnner wll have two cocktal partes, one «t 5 o'clock and the second at 6:?.0 p.m., wth dnner at 7:30 p.m. By the tme the speakers get gong, who the heck wll be able to understand what they're sayng? Cvl Servants Are Watchng All ths comes under the headng of poltcs and have ho objectons to such gongs on, but, cocktal partes, dnners, hand shakng, back pattng, mean nothng to the cvl servants n New York State. Commsson and Federal agences have been gvng close attenton to the prelmnary work necessary to get the new program nto operaton on schedule. The purpose of the program s to help n.sure that the Government's best talent s selected to meet the challengng problems facng the Unted States today and that selectons are far and equtable. Under the new plan 1. All promotons n the compettve cvl servce wll be made on the bass of mert from among the best qualfed employees. 2. Employees wll be fully nformed of the polces and procedures governng ther agency's promoto'^ program. Seed for mprovement Admtted The program w'as naugurated by the Commsson a'ter a twoyear analytcal study of promoton actons and programs already n operaton n the agbnces. The study showed that, whle many agences had developed effectve promoton programs, there was need for further mprovement and refnement to meet the Government's need to make the best and most effcent use of Federal-employee talent. Once establshed, the new program should contrbute materally to the Government's ablty to attract and retan hgh-calber employees. t embodes such mert features as areas of con-sderaton whch are as broad as practcable; qualfcaton standards at least equal to compettve standards for hrng new employees; evaluaton methods whch are reasonable, vald, and appled farly; selecton from among the best qualfed; and prompt release from former postons of persons selected for promoton. Four-Pont Requrements The plan requres that agences meet the followng requrements n desgnng ndvdual programs that best meet ther needs: 1.^ After January 1. promotons may be made only under the new promoton program and only under approprate gudelnes and plans establshed by the agency. 2. Agences must consult employees n the development and nstallaton of the promoton plans. 3. Employees n an agency must be able to fnd out readly how they are personally affected by ther agency's ulans. 4. ndvdual promoton actons must be documented to show that each selecton for promoton was made n accordance wth the plans. Because a good promoton program s not somethng that can be accomplshed overnght, the Commsson jave agences a full year to work out ther promoton plans. The Commsson set n moton a seres of actons de.sgned to assst agences n ther efforts to establsh the new Government-wde Mert Promoton Program. The 11 regonal offces of the Commsson began publczng and explanng the program to agency nstallatons n th<»r areas. Most of the regonal drectors sent letters to the heads of feld establshments n ther areas to emphasze the mportance of the program, and meetngs were held wth agency offcals and wth Feld Personnel Councls and Federal Busness Assocatons. Employee Consultaton to Begn The frst deadlne n the schedule for preparaton was last Aprl 1, by whch date each agency was to have developed and ssued promoton gudelnes to ts subordnate offces. All but a few agences met the Aprl deadlne. The few exceptons were those n whch, owng to large-scale reorganzatons or other vald reasons, agences obtaned approval for delay from the Commsson. Most agences are now at the pont of consultng wth employees and ther organzatons n preparng promoton plans. The Commsson has under preparaton a supplement to the basc departmental crcular, a "how-to-do-t" kt ) procedures, and an appendx to ts handbook on ratng examnatons. Meanwhle, Commsson ln.spectors have been n close contact wth agences snce the program was launched. Whenever they have found that gudelnes dd not measure up to the requrements of the program, they have ponted out the necessary changes that had to be made. Now they are advsng agences on the development of ther promoton plans. Durng the remanng months of 1958, employees wll become ncreasngly aware of the new program, and t s at ths stage that they wll be con.sulted and ther deas solcted. Agences are requred to consult wth employee organzatons and wth a suffcent number of employees to get a good samplng of employee opnon. As progress s made on the development of plans, consultatons wll be held wth employees, and all employees wll be gven full nformaton about them. The Commsson has hgh expectatons that the new mert promoton program wll contrbute sgnfcantly to mproved management-employee relatons, and thus to more effcent nd economcal operatons n the Federal servce. We feel that t s especally approprate that the foundaton for the new Government-wde Mert Promoton Program s beng lad durng ths '.fth Annversary year of the Federal mert system.
